1 GENERAL

1.1 Scope

This IEC specification shall be applied to works carried out for the …………………………….
Project. It describes the technical requirements for design, manufacturing, testing and supply of
indoor gas-insulated medium voltage switchgear up to 24 kV in modular design and in single-
busbar arrangement.

In addition to this technical specification the enclosed project single line diagrams, block
diagrams and data sheets are describing the detailed tender scope and must be fully covered.
Any deviations from the specified requirements shall be mentioned in a deviation list and
submitted together with the offer.

1.2 Introduction

The gas-insolated medium voltage switchgear up to 24 kV shall comply with the requirements
outlined in this specification due to the important nature of the switchgear items for the project,
today’s advanced switchgear manufacturing technology and commercial benefits for the
manufacturing processes. Only fully Type Tested Assemblies (TTA) shall be considered.

1.3 Documentation

Any documentation shall be made available in English language.

1.3.1 Drawings

The medium-voltage switchgear shall be documented with a CAE system according to IEC
60617. The switchgear documentation shall be split in a general part covering the requirements
for the complete switchgear system and in a panel specific documentation related to each panel
type of the switchgear.

In general, the switchgear documentation shall include cover page, list of documents, switchgear
single line diagram, general arrangement - front view, front and side view per panel type, front
view of low voltage door per panel type incl. name plates, low voltage compartment and terminal
layout, plan view with floor cutouts, floor anchoring details, gas compartments and gas
monitoring as well as ring cable circuit diagrams.

Additionally, the documentation per switchgear panel type shall also include cover page, list of
documents, single line diagram, auxiliary power supply AC / DC, schematics for control,
interlocking and signalling, metering transformer circuit diagram, component schematics with
connection details as well as terminal diagrams.

The complete detail drawings shall be submitted for inspection and approval before start of
manufacturing. The vendor shall only start his manufacturing work based on the approved
documentation.

The vendor must provide the documentation for approval in electronic format. The final revision
of the documentation shall be made available as printout in A4 format and as pdf-file.
Additionally, it has to be supplied on data carriers in dxf or dwg format.

1.3.2 Operating Instructions

Operating instructions cover the documentation for transport, installation, connection and
commissioning, maintenance, and disposal of the switchgear. This kind of documentation shall
be part of the scope of supply for the switchgear.

1.4 Quality Assurance

Manufacturers are to be vendors regularly engaged in manufacturing of switchboards, whose


products are to be in satisfactory use under similar service conditions for not less than 10 years
and shall have an independently certified quality management system to ISO 9001, a certified
environmental management system according to ISO 14001 and a certified Occupational Health
and Safety Management System according to ISO 45001.

Quality Procedure, Quality Plan as well as ISO 9001, ISO 14001 and ISO 45001 certificates shall
be submitted with the offer.

1.5 Factory Acceptance Test

The manufacturer shall notify the engineer 4 weeks in advance of the factory acceptance tests
(FAT) of the switchgear. The engineer will be entitled to witness all or any parts of the FAT. The
factory acceptance tests shall include full mechanical and electrical function tests.

To achieve a long service life of the switchgear, all panels shall be routine tested for partial
discharges. The measuring of the partial discharge value at rated voltage multiplied by the factor
1.1 must not exceed 20 pC.

1.6 Certification for Type Tested Assembly (TTA)

The manufacturer of the switchgear assembly shall supply the latest the type test documentation
summary as part of the project specific gas-insulated medium voltage switchgear Type Test
Certificates in accordance with sub-clause 6 of IEC 62271-200 as listed:

a) sub-clause 7.2: Dielectric tests

The gas-insulated switchgear must comply with these standards as stipulated in the above listed
particular test documents.

The electrical components to be used in the construction and assembly shall be identical to those
used in the type tests. The type of devices and method statement of testing shall be clearly
stated. The type tests certification shall be from an accredited Type Testing Laboratory.

Complete switchgear to be designed according to the latest applicable IEC publications as well
as to the latest requirements of the public utility provider as relevant for this project.

2.4 Technical Requirements

2.4.1 General

The specified switchgear is a factory-assembled, type-tested, 3-pole metal-enclosed, metal-clad,


which in panel-type construction. The switchgear shall have a uniform panel design with one
panel width up to 600 mm for up to 1250 A feeders, up to 900 mm for feeders up to 2000 A, and
one panel depth for all cable feeders regardless of the rated current.

The number of standard components to cover any switchgear application shall be as few as
possible.

All switchgear panels to be designed with following functional assemblies:

- Busbar compartment with 1-pole solid-insulated, screened, plug-in and bolted busbar
- Switchgear vessels with vacuum circuit-breakers and three-position switches
- Cable compartment with pressure-resistant floor cover
- Rear pressure relief duct upwards
- Low voltage compartment
- Panel enclosure

Furthermore, the switchgear has to be conceived in such a way that no gas work is required for
installation, extension or panel replacement throughout the entire service life of the switchgear.
The busbars between the panels along the switchgear alignment shall be interconnected by plug-
in, silicone rubber-insulated, screened and metal enclosed busbars outside of gas
compartments. Busbar joints will be bolted tight with a defined tightening torque. The busbar has
to be located in metal-enclosed compartments, and the switchgear must be extensible at both
ends of the busbar without any gas work.

The vacuum circuit-breaker as well as the switch-disconnector or disconnector designed as


three-position switch for "CLOSE" - "OPEN" - "READY-TO-EARTH / EARTHING" must be
maintenance-free with reference to contact elements including operating mechanism based on
an indoor environment to IEC 62271-1.

The switching devices have to be fitted in the switchgear vessels independently of climate and
environmental conditions. To reduce mechanical parts inside the enclosures operating shafts,
have to be arranged outside the gas enclosures. The switching devices shall be operated without
seals but via gas-tight, welded-in metal bellows or rotary bushings.

The natural origin gas filled switchgear vessels (F-gas free) must be made of corrosion-free
stainless steel. Live parts are insulated against the earthed enclosure via the insulating gas.

The power cable connections for the 3 phases shall be arranged horizontally, and shall be easily
accessible from the panel front. There shall be applied the outside-cone system according to EN
50181.

It must also be possible to connect all cables from the panel front.

A metallic wiring duct for the control cables shall be provided on the left side of the panel (view
from front). The switchgear panels have to be equipped with cable brackets adjustable in height
and depth for easy cable connection.

The switchgear has to be resistant to internal arcs according to IEC 62271-200 for short-circuit
currents up to up to 25 kA, 1 s for 24kV.

2.4.2 Required Panel Types

The following panel types shall be available as single-busbar switchgear up to the max. busbar
rated current of 2500 A:

- circuit-breaker panels with vacuum circuit-breaker


- bus sectionalizer panel with vacuum circuit-breaker
- disconnector panels
- metering panel

2.4.3 Medium Voltage Part

The medium voltage part of the switchgear must be maintenance-free and independent of
environmental influences.

All switching devices are to be operated from the switchgear panels’ front.

Option:
It must also be possible to control the vacuum circuit-breakers from remote.

All medium voltage components of the switchgear shall be enclosed hermetically.

2.4.4 Switchgear Vessels / Gas Compartments

Each of the hermetically welded gas vessels shall have their individual pressure relief to the rear
and upwards to prevent uncontrolled bursting of the switchgear vessels in case of internal arcing.
The manufacturer must guarantee sufficient pressure reserve between the pickup pressure of the
pressure relief devices and the bursting pressure of the vessels.

Specifications for the gas tightness:

The gas compartment must feature an extremely high tightness. The maximum leakage rate
shall be less than 0.1 % per year. The filling pressure must be selected to enable 40 years of
operation without refilling as a minimum.

The hermetically welded gas compartment vessels shall be designed without refilling device or
without valves according to IEC classification (sealed pressure systems).

All bushings for electrical and mechanical connections must be welded gas-tight to exclude
refilling of insulating gas.

The pressure indication (monitoring) of the insulating gas shall be performed via pressure
measurement boxes inside the gas compartments. Complete temperature compensation has to
be ensured by this arrangement. A possible pressure drop shall be indicated outside the gas
compartments via coupling magnets without sealing elements, by means of ready-for-service
indicators.

The pressure indication must be independent of the site altitude.

2.4.5 Seismic Design of the Switchgear (Option)

In case the enclosed specification for description of the site conditions in Document No.:
………………………… is requiring earthquake qualification of the switchgear it has to be
upgraded and shall have successfully passed earthquake qualification testing to the following
standards:

- IEC /TS 62271-210 “Seismic qualification for metal enclosed and solid-insulation
enclosed switchgear and controlgear assemblies for rated voltages above 1 kV and up to
and including 52 kV.”
- IEC 60068-2-57 “Test Ff: Vibration – Time-history method”

The tested ground accelerations conform to the following required response spectrums:

- IEC/TS 62271-210 – Severity level 2, (ZPA) = 1 g (Figure 2)


- IEEE 693-2018 – High performance level required response spectrum, 1.0 g (Figure A.1).

For operation in regions at risk from earthquakes, the operator must ensure compliance with the
national directives and legal stipulations.

The test verifications are valid for switchgear installations on even and rigid concrete or steel
structure (possible building influences, such as superelevation factors, are not considered).

2.4.6 Shock, Vibration (Option)

If the project calls for shock and vibration proof design, it shall be possible to upgrade the gas-
insulated switchgear to withstand stress caused by shock and vibration. For this upgrade
qualification tests according to the following standards have to be carried out and passed
successfully:

- IEC 60068-2-6 Environmental Testing – Part 2-6: Tests – Test Fc:

- IEC 60068-2-64 Environmental Testing – Part 2-64: Tests – Test Fh:
Vibration, broad-band, random and guidance (noise
spectrum according to DNV)

2.4.7 Interlocks

The listed standard interlocks are required in general and must be implemented in the
switchgear:

- Three-position disconnector against circuit-breaker (mechanically)


- Three-position disconnector against three-position earthing switch (mechanically)
- Locking device at the circuit-breaker (feeder locking device)
- Locking device at the three-position switch
- Release of feeder locking device only when "feeder earthed."
- Blocking of undervoltage release at the circuit-breaker.
- Earthing switches in EARTHED position must not have a pre-charged spring for opening
unless the spring energy can be mechanically blocked in a safe manner.
- Optionally, it shall be possible to have electromagnetic interlocks, mechanical key
interlocking systems or padlocks.

2.4.8 Low Voltage Compartment

The low voltage compartment shall be provided for accommodation of protection, control,
measuring and metering equipment. It shall be arranged at the panel front easily accessible from
the aisle in front of the switchgear alignment and shall be partitioned safe-to-touch from the high-
voltage part of the panel. It shall also be possible to replace the low voltage compartment with
standard height by a low voltage compartment approximately 50 % higher in case it is required to
house a high number of control equipment.

Wiring of control and signaling circuits has to be made by means of flexible wires with 1.0 mm² in
minimum. The wire connections between the voltage transformer secondary side and the related
voltage transformer protection unit shall be installed inherently short-circuit-proof. Current
transformer circuits have to be wired with 2.5 mm² wires in minimum. Control and signaling
circuits shall be functionally grouped and wired via plug connectors to terminal blocks.

The wires for the ring cable circuits shall be pluggable from one panel to the next panel. It shall
also be possible to remove the low voltage compartment completely.

2.4.10 Switchgear Protection, Control and Communication

For operation of the switchgear as an essential part of the power supply system it is getting more
and more important to monitor and control the switchgear system. Therefore, it is necessary to
increase availability of the power supply system by selectively identifying faults, limiting them to
their place of origin and eliminating them immediately. This requires a large amount of data to be
exchanged, recorded and evaluated.

All signals, switch positions, current and voltage ratings within a panel have to be wired to the
control and protection system respectively to the multifunction protection relays or to the panel
terminal strip.

2.5 Electrical Equipment

2.5.1 Circuit-Breakers

It shall only be applied maintenance-free vacuum circuit-breakers. It shall be possible to operate


the vacuum circuit-breakers from remote. The breakers’ standard design shall allow 10000
mechanical and electrical operating cycles with rated current respectively 50 breaking operations
at rated short-circuit breaking current.

2.5.2 Three-Position Switches

The application of three-position switches allows reduction of functional elements inside the
switchgear enclosures.

The mechanical energy to drive the operating mechanism shall be guided through gas-tight,
welded-in bushings designed as metal bellows or rotary bushings.

Three-position switches are basically split into two different switches with different switching
duties. There are three-position disconnectors and three-position switch-disconnectors.

2.5.2.1 Three-Position Disconnectors

The three-position disconnectors shall reduce the number of functional elements inside the
enclosure. It shall have three switch positions: ‘CLOSED’, ‘OPEN’ and ‘EARTHED’ respectively
‘READY-TO-EARTH’. It is required to have suitable interlocking against the circuit-breakers to
prevent accidental switching from ‘CLOSED’ to ‘OPEN’ and from ‘OPEN’ to ‘EARTHED’ position
as well as in opposite directions. Separate operation must be provided for the ‘disconnecting’
and ‘earthing’ functions.

Earthing and short-circuiting of a feeder up to the rated short-circuit making current shall be
arranged by switching the three-position disconnector to EARTHED position and then switching
through via the vacuum circuit-breaker to CLOSED position.

The minimum endurance class of the three-position disconnectors according to IEC 62271-102
without maintenance shall be:

 Disconnecting (mechanically) 2000 x


 Ready to earth 1000 x (2000 as option)
 Earthing (rated short-circuit making current by
closing the circuit-breaker) 50 x

Preferred operating mechanism for the three-position disconnectors shall be manual operation.

Option: It shall also be possible to provide motor operation for the three-position disconnectors.
The electrical operation must cover the same interlocking criteria as the manual operation.

The operating mechanism shall be maintenance-free for the whole life cycle.

2.5.3 Current Transformers

Current transformers shall be mounted at the busbar, at the feeder directly, at the panel
connection or around the cable at the cable compartment.

The current transformers shall be designed as exchangeable ring-core current transformers


accommodating up to three cores per phase. Therefore, they have to be installed outside the gas
enclosures. This arrangement shall avoid any dielectric and thermal stress to the current
transformers.

Their burden has to be determined based on the specified measuring instruments and digital
protection equipment for each feeder panel. The current transformers shall be mounted directly
at the bushings for cable connection in order to keep the cable terminations within the protected
area of the current transformers.

The current transformers shall be designed for:

Insulation class E
Rated continuous thermal current 1.0 x rated current Option: 1.2 x rated current.
Rated secondary current 1A Option: 5 A

2.5.4 Voltage Transformers

In circuit-breaker panels, it shall be possible to connect the plug-in inductive, metal-enclosed or


metal-coated voltage transformers at the cable connection and / or at the busbar.

Feeder voltage transformers shall be single-pole insulated for feeder voltage measuring. They
shall be switchable through a gas-insulated disconnecting facility in the switchgear vessel with
the switch positions "CLOSED" and "EARTHED". Operation of the disconnecting facility shall be
from outside the switchgear vessel. Voltage testing at the switchgear and at the cable is possible
with mounted and earthed voltage transformer.

Busbar voltage transformers shall be single-pole insulated for busbar voltage measuring. They
shall be designed for repeat tests at 80 % of the rated short-duration power-frequency withstand
voltage without removal of the voltage transformers.

The voltage transformers shall be designed for secondary voltage: 100V/ √3

Option 1: 110V/√3

Option 2: 120V/√3

2.5.5 HV HRC Fuse Assemblies

The HV HRC fuse assemblies shall be to IEC 60282 and provide appropriate short-circuit
protection for the downstream connected equipment. They shall be implemented in

 Metering panels

The fuse assemblies shall be climate-independent and maintenance-free with fuse boxes e.g.
made of cast resin. They shall be connected to the three-position switch-disconnectors via
welded-in bushings and connecting bars. It shall be made sure that impermissible heating by
overcurrent or short-circuit are tripped before fuse boxes get any irreparable damage.

For replacement of HV HRC fuse-links the feeder has to be isolated and earthed. Then, the
relevant covers have to be removed before manually replacing the HV HRC fuse links. Removing
of the covers shall mean directly a closing lockout for the HV HRC fuse assembly and must
prevent any operation when a fuse cover is open.

2.5.6 Surge Arresters

Surge arresters shall be applied if, at the same time.

- The cable system is directly connected to an overhead line.


- The protection zone of the surge arrester at the end tower of the overhead line does not
cover the switchgear.

The surge arresters shall be pluggable on a cable T-plug connector or at the busbar.

2.5.7 Capacitive Voltage Detecting Systems

The capacitive voltage detecting systems shall comply with IEC 62271-213 and shall be plug-in
VDIS type voltage indicators:

- To verify safe isolation from supply voltage phase by phase


- Suitable for continuous operation
- Where measuring system and voltage indicator can be tested
- Flashing if high voltage is detected.

Capacitive voltage taps (capacitive voltage dividers) in the bushings at the cable connection
compartments shall enable verification of safe isolation from supply voltage without danger at the
panel front. The degree of protection of the switchgear panel shall not be reduced by installation
of these capacitive voltage taps. The voltage indication via capacitive voltage dividers and a
voltage detecting system shall be installed in each feeder panel.

Option: It shall also be possible to have capacitive voltage taps at the busbar side.

3 INSTALLATION, OPERATION AND MAINTENANCE

3.1 Installation and Operation

The switchgear shall be transported in transport units each containing one panel only. Installation
or extension of the switchgear alignment shall be possible to both ends without interfering with
any gas compartment and without any gas work.

Local operation of vacuum circuit-breakers and the three-position switches shall be arranged
mechanically directly at the operating front of the switchgear panels. Their operating status shall
be indicated via mechanical switch position indicators.

Feeder cables shall be earthed by means of the three-position switch in ‘READY-TO-EARTH’


position together with the circuit-breaker in ‘ON’ position.

Cable testing has to be possible without removing of the cables.

3.2 Maintenance

Circuit-breaker: Operating mechanism must be maintenance-free under normal


service conditions as per clause 2 of IEC 62271-1.

Three-position Three-position disconnector must be maintenance-free under


Disconnector normal service conditions as per clause 2 of IEC 62271-1.

Three-position Three-position switch-disconnector must be maintenance-free


switch-disconnector under normal service conditions as per clause 2 of IEC 62271-1.

Natural Origin Gas-filling: The vessels must be gas-tight for lifetime (40 years). Gas
works installation or extension are not permissible.
