COMMUNITY ORGANIZING WORKSHOP SITUATIONER

Sitio Dulangot, situated within the Municipality of Ilongon, stands as a


remote island sitio, located 40 kilometers away from its town proper. The population
consists of 30 households, housing a total of 230 individuals. Among them, 190 are
male, and 115 are female. The population is diverse in age: 80 adults ranging from
26 to 78 years old, 60 individuals aged 18 to 25, 54 falling between 13 to 17, and 36
within the age range of 12 years and below. According to data provided by the Local
Government Unit, the livelihood distribution is as follows: 68% rely on fishing, 11%
on fish processing, 9% on labor works and carpentry, 5% on handicraft and furniture
making, 4% manage sari-sari stores, and 1% hold formal employment under the
LGU.

Financial struggles are a reality for the majority of families, with a large
portion of them earning just enough to cover daily essentials. The Municipal Social
Welfare and Development report reveals that 87% of families earn approximately
₱4,503.00 per month. The geographical isolation of the sitio results in limited access
to municipal services, perpetuating the community's self-reliance.

The children within this community confront multiple challenges, including


inadequate clothing and heightened vulnerability to illnesses. Remarkably, every
child below the age of 13 is afflicted with either malaria or flu, a phenomenon shared
by adults who resort to traditional herbal remedies for relief.

Education is limited to a daycare center, leaving a significant gap in meeting


the educational needs of the children. Furthermore, malnourishment looms large,
with 67% of children documented as undernourished and underweight, according to
a survey undertaken by Barangay Health Workers. Startlingly, children as young as
10 are already involved in labor-intensive tasks, assisting their fathers in fishing and
their mothers in fish processing—a scenario that falls far from being age-
appropriate.

Assigned as the Community Organizer, you will find yourself warmly


welcomed by the community upon setting foot on the island. Your extended stay will
unveil the community's tightly woven bonds, characterized by the "damayan
system," a cultural practice wherein assistance is readily extended to those in need.
Gender roles are well-defined, with fathers embracing their traditional roles as
providers, while mothers focus on managing household matters and engaging in
income-generating pursuits such as handicraft making and fish processing. Yet,
childcare responsibilities often take a backseat within this traditional framework.

You will uncover that parental education in effective parenting is lacking,


resulting in limited knowledge about raising children. This deficiency leads to the
majority of children struggling with basic literacy, further exacerbated by parents
who face the same challenge. Waste disposal practices within the community are
haphazard at best, evidenced by scattered waste and garbage contaminating the
surroundings. In addition, the absence of access to safe drinking water compounds
the community's hardships.

During afternoons, a group of youth congregates near the shore, indulging in


unproductive activities. Nearby, an expansive forest with ample land resources
presents a potential opportunity for cultivation.

The Barangay where sitio Dulangot is under also struggles in terms of access
to the area due to its distance. According to their Barangay officials, they are
planning to create programs that could help the barangay but they are not yet
knowledgeable on the condition of the community as they just recently seated and
the former officials did not have any program for the sitio. But they are very much
willing to work towards it. The SK Chair shared that they still have unutilized funds
that are still available.

On a positive note, the Health Center offers comprehensive medical services,


complete with facilities, while the Municipal Social Welfare and Development
(MSWD) programs extend critical support to families. Moreover, the Municipal
Agriculture Office provides access to seeds and agricultural assistance, with the
presence of available ALS Volunteers in the municipality.

This intricate scenario underscores your role as a Community Organizer,


which takes on heightened significance. Your responsibility encompasses identifying
and addressing the myriad needs of the community, guiding them towards self-
empowerment and sustainable progress. An astute grasp of their cultural context,
innate resourcefulness, and collaborative spirit will serve as indispensable tools in
steering Sitio Dulangot towards positive transformation and an improved quality of
life.
