1.1.0 OBJECTIVE OF RELIABILITY PROGRAMME.

The objective of the program is to control and maintain components, systems, and
aircraft operated by Binani Air within acceptable levels of airworthiness, reliability
and economics. The aircraft monitored by the Binani Air Reliability Control
Programme is Embraer 170 and General Electric Engines CF34. This Reliability
Control Programme also monitors all the systems and minor components belonging
to the above aircraft.

Binani Air Reliability Control Program is an event reporting system based on


performance values or alert values. The program provides a system of:
- Data collection and analysis of the reliability of components or A/C
- assessing the effectiveness of maintenance program on a continuous basis.

Binani Air Reliability Control Program supplements the overall maintenance


program for maintaining aircraft in a continuous state of airworthiness. The
maintenance program ensures that the right type of work is performed at an
appropriate time to prevent deterioration, restore and improve the aircraft’s inherent
level of reliability.

Binani Air maintenance program utilize among others, the three recognized
maintenance processes: Hard Time (HT), On-Condition (OC) and Condition
Monitoring (CM).

If certain system reliability remains at predetermined acceptable levels, no special


maintenance or engineering action is required. Components that are condition
monitored are allowed to operate in service with no specific overhaul time, subject
to continued monitoring. If a monitored parameter exceeds unacceptable levels
(alert levels, performance standards) an action is required to restore an acceptable
level of reliability.

Items (components or systems) can be moved from one check interval to another if
it leads to a reliability or Maintenance Cost improvement. An evaluation must be
proposed to the Reliability Control Board which can approve it or submit it to the
Nigeria Civil Aviation Authority (NCAA) if required.

1.1.3 Reliability Control Board


- Has overall responsibility for the effective and daily operation of the
Reliability Control Program
- Has full authority to take the necessary actions to implement the
objectives/processes defined in the program.
- Follow-up the implementation of corrective actions

1.1.4 Reliability Section

- Administrates on a daily basis the Reliability Control Program.


- Determines the adequacy of information collected, information sources
and records.
- Conducts statistical analysis and preliminary investigations to verify
adverse trends and/or alerts.
- Coordinates investigation of significant technical problems/ systems/
components under alerts and development of appropriate corrective action
program.
- Maintains record of corrective actions.
- Prepares reliability reports.
- Investigates root causes for technical problems (significant/under alert),
conducts evaluations and present their findings/ recommendations for
submission to the RCB for decisions.
- Identifies repeat defects and develops/schedules a rectification program
to ensure their earliest clearance.

1.1.5 Maintenance Planning


- Develops specifications for work accomplishment and maintenance of
acceptable reliability performance. Specifications include work content,
scheduled accomplishment frequency, and modifications. Maintenance
Planning/Reliability Section analyzes the reliability data and identifies
maintenance program changes and modifications when needed.

- Issues Engineering Orders to upgrade airplane, systems, power plants
and components by modifications of design, incorporation of service
bulletins, establishment of modification standards, etc. as required to
achieve desired reliability.

- Plan and schedule aircraft checks and inspections, component changes,


corrective actions, and modifications to the aircraft, systems, and
components.

1.1.6 Line /Base Maintenance


- Provides data collection services, ensures that all events are duly reported
in Aircraft Technical Log Book and that standard forms are correctly used
and filled-out.
- Ensures that reported defects/corrective actions are routed to the
Reliability Section.
- Records data relative to scheduled/unscheduled maintenance using the
standard forms (SAL/MNT/F-036, SAL/MNT/F-026)
- Provide technical expertise to Reliability investigations for time
adjustments, maintenance program changes, or alert conditions.
- Take prompt action as appropriate on system and component corrective
action programs.

1.1.7 Quality & Safety


- Reviews/documents inspection findings on scheduled checks &
inspections.
- Collects data on items received from outside agencies.
- Controls the quality of data collected by the Reliability Section.
- Performs annual audit on the effectiveness of the RCP.

1.1.8 Flight Operations


- Ensures that valuable inputs are being given in the Aircraft Technical Log
Book on the actual technical snags/operating conditions, to allow a more
effective trouble shooting and timely rectification.

If a member is unable to attend, that member may send a designee to attend. The
minimum number of attendees is two thirds of the whole group.

A board member may talk on behalf of the entire group.

For a discussion on a particular subject, other persons may be invited to the


Reliability Control Board meeting (Specialist, Flight Ops Representative,
Manufacturer Representative, Authority).

The RCB will meet Quarterly to review BINANI AIR fleet performance and to
recommend any changes to the programme.

1.2 Reliability Section Organogram

The Reliability Section comprises of the Maintenance Manager, Maintenance


Planning Manager, Quality Inspector Maintenance, Material Planning Manager,
Chief Inspector, Certifying Line Engineers (Shift Leader), and two Reliability Clerk
(from Technical Record section). The job function of the Reliability Section is to
Analyze Data, Prepare Reliability Report and submit same to the RCB.
