The Government of India has requested the Government of Japan to provide financing for about
1,200 km of roads that enhance connectivity in North-East States. Out of 10 candidate roads and
bridges, Aizawl-Tuipang section of NH54 in the State of Mizoram has been selected as one of the
two priority projects. The project objective is to improve intra-state connectivity for North East
States and regional road connectivity for Mizoram and North East India to neighbouring countries.
The residents of the North East Region, Bangladesh and Myanmar and countries beyond should
benefit from the increased regional connectivity which is expected to result in increased trade and
economic development over the longer term. NH54 is the most important road in the State,
connecting Mizoram with other States of India and other countries.
This is the lifeline of many Mizo people who depend on road network for the supply of essential
commodities. The current condition of road, however, is poor and the road is prone to landslide and
slope failures. The riding quality is poor, particularly after Lunglei district, making travelling arduous
and difficult, particularly in monsoon season.
The National Highways and Infrastructure Development Corporation has been entrusted with
implementation of widening & Up-gradation to 2-lane with paved shoulder configuration and
geometric improvement from Km.125+000 to Km.250+000 (Package-3,4&5) on Aizawl – Tuipang
Section of NH-54 in the state of Mizoram with JICA loan assistance by Government of India. The
project road is a part of NH-54 and serves as a north – south corridor in the state of Mizoram. The
designed project corridor starts at Km.125+000 (near Keitum) and ends at existing Km. 250.000
(near New Thualthu).This has been divided into ( Three packages) vis-à-vis from Km 125+000 to
Km 166+00, From Km 166+000 to Km 208 and from Km 208+000 to Km 250+000. Package 3
Commence from Km 125+000 Keitum to Km 166+000 Thilthlang Design chainage and EPC
Contract is awarded to M/s BIPL JV ABCI Infrastructures Pvt. Ltd. for an amount of Rs 450.45Cr.
EPC Contract was signed on 28th February 2019 and appointed date was declared as 25th
October 2019.Also this report shows the ‘environment, health & safety scenario of the ongoing
projects from 25th October 2019 to 31st March 2020.

Measures to increase the stack height as per government norms of plants/DG sets.
To use hard barricading despite caution tapes, as deep excavation/Curves/damaged road edge at valley site, market/
habitation/school area etc.
During night time work, it has to provide proper lighting arrangement, solar delineators, solar blinkers, handy signalling light
(red/green) for hazels free traffic movement. Also observed, it is being used flags in night, that is purposeless for night time
commuters, may be hazardous due to invisibility.
Usage of Retro reflective tapes at side poles/trees/machineries/ vehicles (as crane/dozer/JCB/hyva/tippers/campers).
Diversion/traffic management plan drawing has to submit for site specific Traffic Management Plan as per IRC SP 55 & IRC 67.
Not mentioned in submitted plan.
Safety during hill cutting, loading/unloading, storage, transportation safety precautions/measures have to be mentioned.
Black spot/blind curves &and slide locations have to identify, marked. Suggested to conduct joint visit.
Provided walky-talky for proper site work communication at both ends of opened stretches with proper approval of
administration, it is a good practice in view of safety.
Recommendation to arrange temporary metal/plastic/casted concrete crash barrier during work at curve locations, towards
valley side for avoidance of any incident/accident instead of caution tape.
To ensure the flagmen at both end of all opened/on-going projects with flags in day time & blinkers during night time.
Lack of traffic signages/ road safety was observed for all the on-going works. It has to provide proper safety arrangement at site
as early as possible.

For electrical safety, fencing of electrical yard with display of skull danger sign, proper earthing for lab instruments, proper
insulation, usage of proper PPEs during maintenance work etc. precautionary measures have to be implemented
Electrical connection devices should be routed with Residual Current Circular Breaker (RCCB)/ Residual Current Device (RCD)
for electrical safety.
Regular monitoring has to be conducted for the ongoing works.
To maintain Fire extinguishers with inspection at regular intervals. Fire prevention & control plan.

Regarding drain outlet, proper attention will have to be given.
Regular pothole maintenance is needed.
Composting Provision for kitchen waste has to be adopted.
For scheduled monitoring plan, details have to be submitted by hiring monitoring agency and provision to submit the monitored
data time to time.
To give Induction/ tool box training include adequate information on health and safety risks, potential emergency events and
also their records have to submit.
To maintain a First Aid Centre at camp site, trained First Aid providers as per statutory requirements.
To maintain fully equipped First Aid Kits at each opened site, in every vehicle & to maintain up-to-date records of first aid

PACKAGE-4
This is the lifeline of many Mizo people who depend on road network for the supply of essential commodities.
The current condition of road, however, is poor and the road is prone to landslide and slope failures. The
riding quality is poor, particularly after Lunglei district, making travelling arduous and difficult, particularly in
monsoon season. Pavement condition between Aizawl to Lunglei is fair, while section between Lunglei and
Tuipang is deteriorated due to inadequate road maintenance. Existing condition of the targeted section of
NH54. The project involves the widening of existing one-lane road to two-lane roads with installment of
proper slope protection and land slide prevention measures, drainage and traffic safety facilities. The total
width of the road including carriageway and road shoulder will be 12m except for four sections for which new
bypass is proposed.
The National Highways and Infrastructure Development Corporation has been entrusted with implementation
of widening & Upgradation to 2-lane with paved shoulder configuration and geometric improvement from
Km.125+000 to Km.250+000 (Package-3,4&5) on Aizawl – Tuipang Section of NH-54 in the state of Mizoram
with JICA loan assistance by Government of India. The project road is a part of NH-54 and serves as a north
– south corridor in the state of Mizoram. The designed project corridor starts at Km.125+000 (near Keitum)
and ends at existing Km. 250.000 (near New Thualthu). This has been divided into (Three packages) vis-à-
vis from Km 125+000 to Km 166+00, From Km 166+000 to Km 208 and from Km 208+000 to Km 250+000.
Package-4 Commence from Km 166+000 (Hnahthial) to Km 208+825 (Zobawk Design chainage) and EPC
Contract is awarded to M/s ABCI Infrastructures Pvt. Ltd. for an amount of Rs 440.50Cr. EPC Contract was
signed on 28th February 2019 and appointed date was declared as 25th October 2019.

The Government of India has requested the Government of Japan to provide financing for about 1,200 km
of roads that enhance connectivity in North-East States. Out of 10 candidate roads and bridges, Aizawl-
Tuipang section of NH54 in the State of Mizoram has been selected as one of the two priority projects. The
project objective is to improve intra-state connectivity for North East States and regional road connectivity
for Mizoram and North East India to neighbouring countries. The residents of the North East Region,
Bangladesh and Myanmar and countries beyond should benefit from the increased regional connectivity
which is expected to result in increased trade and economic development over the longer term. NH54 is
the most important road in the State, connecting Mizoram with other States of India and other countries.
This is the lifeline of many Mizo people who depend on road network for the supply of essential
commodities. The current condition of road, however, is poor and the road is prone to landslide and slope
failures. The riding quality is poor, particularly after Lunglei district, making travelling arduous and difficult,
particularly in monsoon season.
The National Highways and Infrastructure Development Corporation has been entrusted with
implementation of widening &Upgradation to 2-lane with paved shoulder configuration and geometric
improvement from Km.125+000 to Km.250+000 (Package-3,4&5) on Aizawl – Tuipang Section of NH-54 in
the state of Mizoram with JICA loan assistance by Government of India. The project road is a part of NH-54
and serves as a north – south corridor in the state of Mizoram. The designed project corridor starts at
Km.125+000 (near Keitum) and ends at existing Km. 250.000 (near New Thualthu).This has been divided
into ( Three packages) vis-à-vis from Km 125+000 to Km 166+00, From Km 166+000 to Km 208 and from
Km 208+000 to Km 250+000.Package 4 Commence from Km 166+000 Hnahthial to Km 208+825 Zobawk)
Design chainage) and EPC Contract is awarded to M/s ABCI Infrastructures Pvt. Ltd. for an amount of Rs
395.97Cr. EPC Contract was signed on 28th February 2019 and appointed date was declared as 25th
October 2019.

Out of 42 KM of the project highway, 27.505 KM of ROW along the project alignment has been handed over to the contractor.
A detailed joint inventory survey along the project highway has been carried out by the AE's along with the official Authority of the contractor's
representatives as per the directive provided in the Article 8.0 of the Contract Agreement. Verification of the joint survey has been carried out at
site by the revenue officials. Govt. of Mizoram has awarded the payment from Km. 208.000 to 212.200, 215.800 to 217.400, 217.700 to 219.000,
219.800 to 227.100, 228.300 to 228.600, 229.000 to 238.700, and 208.000 to 211.105. For pending LA composition submitted to the Authority by
District Administration Mizoram has been verified, and the remaining payment will be sanctioned within upcoming month. Till date 27.505 Km of
hindrance free land has been handed over to the contractor and remaining Km.14.495 will be handed over soon.
