ADOPTION OF DM-OSEC-2024-01 RE: GUIDANCE ON THE IMPLEMENTATION OF DEPED


RESULTS-BASED PERFORMANCE MANAGEMENT SYSTEM (RPMS) RELATIVE
TO EXECUTIVE ORDER NO. 61 (S. 2024)

1. To provide clarification and guidance on the performance management system for DepEd
personnel in the division and schools, both teaching and non-teaching personnel, this office
hereby issues the Adoption of DM-OSEC-2024-01 Re: Guidance on the Implementation
of DepEd Results-Based Performance Management System (RPMS) Relative to
Executive Order No. 61 (s. 2024).

2. Among the clarifications and provisions cited include the following:


a. Suspension of RPMS for school-based personnel (school heads, teachers and non-
teaching personnel at the school level) for the upcoming SY 2024-2025 until further
notice;
b. Results of OPCRF & IPCRF remain as requirements for HR actions and personnel
benefits, hence ssubmission of OPCRF and IPCRF for school-based personnel for SY
2023-2024 shall be required;
c. Adjusted and Revised RPMS Timeline for School-Based Personnel for SY 2023-2024 is
provided;
d. Implementation of FY 2024 for non-school based personnel of the Schools Division Office
shall continue to be enforced.

3. To expedite an objective performance management and ensure timely submission of the


OPCRF/IPCRF in the division and online system, the field is also hereby informed of the
following division timeline.

HR for 201 files) to the AO II who will check the
completeness of the IPCRF/OPCRF per school and
submit the same to the Division office, then retaining
also 1 copy for the school and 1 copy as
personal/ratee’s file
 4 hard copies plus 1 (for ASDS/PMT Copy) for OPCRF of
School Heads to the AO II assigned to check the
completeness of the IPCRF/OPCRF per school and
submit the same to the Division office, then retaining
also 1 copy for the school and 1 copy as personal file
 In separate folders, sorted according to the interested
internal and external parties with Transmittal
containing List of Names and Summary of Rating
(Numerical and Descriptive) to be submitted to the PMT
Chair/Office of the ASDS through the Division Records

4. All School-Based Raters (School Heads, MTs & HTs) are further reminded to utilize the
Performance Monitoring and Coaching Form (PMCF) in documenting their findings,
recommendations and agreements with their ratees to facilitate timely feedback and action
for improvement of work performance and behavior.

5. For immediate dissemination and strict compliance of all concerned.
