Description

The Bursary was established in 2023 and is funded by the Faculty of Education and Social Work.

The main purpose of the Bursary is to provide support towards doctoral study in the Faculty of Education and Social
Work at Waipapa Taumata Rau | University of Auckland.

Selection process

- The Bursary is awarded by the University of Auckland Council on the recommendation of the Selection Committee
- The basis of selection will be alignment with the strategic objectives of the Faculty of Education and Social Work

Regulations

1. The Bursary shall be known as the Faculty of Education and Social Work Doctoral Fees Bursary.
2. Bursaries will be awarded for a period of up to 36 months full-time equivalent and will cover the Student Services Fee
and compulsory tuition fees for a Doctor of Education (EdD) for domestic awardees or a PhD in the Faculty of
Education and Social Work for domestic and international awardees who are eligible to study under the domestic
fees policy (see Notes I to II). The single student Health Insurance compulsory charge (as declared on the tuition
fees invoice) is also covered for the duration of the Bursary for international students. Part-time awardees will be paid
pro-rata for up to 72 months.
3. Application for a Faculty of Education and Social Work Doctoral Fees Bursary will be made as part of the application
for the doctoral programme by the candidate indicating they wish to be considered for a University of Auckland
Doctoral Scholarship.
4. In order for the applicant to be considered for the award of a Faculty of Education and Social Work Doctoral Fees
Bursary, Regulations 5 and 6 and the domestic fees eligibility requirement of Regulation 9, must be satisfied, and the
Board of Graduate Studies (or delegate) must have determined that the applicant may be admitted to a Waipapa
Taumata Rau | University of Auckland doctoral programme.

5. Subject to Regulation 7, applicants can only be considered for the award of a Faculty of Education and Social Work
Doctoral Fees Bursary prior to receiving their offer of a place in the doctoral programme.
6. Applicants who already have a doctorate are not eligible for consideration for a Faculty of Education and Social Work
Doctoral Fees Bursary.
7. Applicants who transfer from a Waipapa Taumata Rau | University of Auckland research masters programme to a
PhD degree will be considered for this Bursary during the next available application round (See Notes III and VIII).
8. The Bursary may be awarded for full-time enrolment in a PhD in the Faculty of Education and Social Work. The
Bursary may also be awarded to domestic applicants for part-time enrolment in a PhD in the Faculty of Education
and Social Work. The Bursary may also be awarded to domestic applicants for part-time enrolment in the research
portfolio component and full-time or part-time enrolment in the research component of the EdD.
9. The Bursary is tenable by domestic students and international students who are eligible to study under the domestic
fees policy (see Note II).
10. The Selection Committee will consider applicants in accordance with the Faculty of Education and Social Work
strategic objectives and associated selection criteria as specified on their public website.
11. The Bursary will be awarded by the University of Auckland Council on the recommendation of a Selection Committee
comprising the Associate Dean (Postgraduate Research), the Associate Dean (Research) and the Deputy Dean of
the Faculty of Education and Social Work (or their nominees).
12. Applicants who have been offered a Bursary must meet all requirements for admission into their intended programme
and all requirements of their Bursary offer to take up the Bursary. No payments will be made until all requirements
have been met (see Note IX).
13. Bursaries must be taken up by one of the dates prescribed in the letter of award, otherwise the Bursary offer will be
forfeited (see Notes III and IX).
14. Payments will commence on the initial date of enrolment in the EdD or PhD programme and will provide support for
up to 36 months of full-time study (see Note X). This duration shall be pro-rated for part-time bursary awardees.
15. Holders of the Bursary may apply to suspend their Bursary for up to 12 months in total during the tenure of their
award (see Notes XI and XII).
16. The Bursary may not be held concurrently with a University of Auckland Doctoral Scholarship or any other
scholarship, award or grant that covers tuition fees. However, the Bursary may be held with any other scholarship,
award or grant provided the regulations for that scholarship, award or grant permit and the University of Auckland
Council is informed and approves. It is the responsibility of the awardee to declare to the Scholarships Office all other
scholarships, awards or grant funding received and for which the awardee receives payment while also in payment of
this Bursary.
17. The University of Auckland Council, in consultation with the Dean of the Faculty of Education and Social Work, has
the power to terminate or suspend a Bursary if it receives a report of unsatisfactory progress of a Scholar from the
Associate Dean (Postgraduate Research) in the Faculty of Education and Social Work.
18. The University of Auckland Council is not obliged to make an award if it is determined there are no candidates that
meet the criteria and/or no candidates of sufficient merit.
19. The University of Auckland Council can amend or vary these Regulations provided that there is no departure from the
main purpose of the Bursary.
20. Notes [I]-[XIII] below are deemed to be regulations.

Notes

I. Compulsory fees are only those related to the relevant Doctoral study, plus Student Services Fee.
II. To be eligible to pay domestic PhD fees, recipients who are permanent residents of New Zealand or Australia,
Australian citizens or international students may only be resident outside of New Zealand for a maximum total of
twelve months over the period of their enrolment in their doctoral degree and only for the purposes of conducting
research that cannot be conducted at an equivalent level in New Zealand.
III. Application for programme, bursary offer, and enrolment dates are as follows in Notes IV to VII. The University

reserves the right to determine an application during a later round if it is not possible to conclude the matter with the
dates specified in Notes IV to VII.
IV. Round One: applications for admission to the doctoral programme must be received on or by: 1 November. Bursary
offers will be made on or by 1 February in the following year. Domestic candidates or international candidates with a
domestic qualifying programme must be enrolled on or by 1 March or 1 June in the year of the offer. International
candidates with an international qualifying programme must be enrolled on or by 1 March or 1 June or 1 September
in the year of the offer.
V. Round Two: applications for admission to the doctoral programme must be received on or by 1 March. Bursary
offers will be made on or by 1 May in the year of the application. Domestic candidates or international candidates
with a domestic qualifying programme must be enrolled on or by 1 June or 1 September in the year of the offer.
International candidates with an international qualifying programme must be enrolled on or by 1 June or 1
September or 1 December in the year of the offer.
VI. Round Three: applications for admission to the doctoral programme must be received on or by 1 June. Bursary
offers will be made on or by 1 August in the year of the application. Domestic candidates or international students
with a domestic qualifying programme must be enrolled on or by 1 September or 1 December in the year of the
offer. International candidates with an international qualifying programme must be enrolled on or by 1 September or
1 December in the year of the offer, or 1 March in the following year.
VII. Round Four: applications for admission to the doctoral programme must be received on or by 1 September. Bursary
offers will be made on or by 1 November in the year of application. Domestic candidates or international students
with a domestic qualifying programme must be enrolled on or by 1 December in the year of the offer or 1 March in
the following year. International candidate with an international qualifying programme must be enrolled on or by 1
December in the year of application or 1 March or 1 June in the following year.
VIII. Where a master’s thesis student is approved to transfer to a PhD and is subsequently awarded a Faculty of
Education and Social Work Doctoral Fees Bursary, the tenure of the Bursary will conclude up to 36 months FTE
after the start date of the research component of their master’s degree. Masters transfer candidates do not receive
backdated tuition fees for the period of their master’s enrolment that is transferred to a PhD enrolment.
IX. To take up the Bursary means to commence doctoral enrolment and the tenure of the Bursary.
X. Where a Faculty of Education and Social Work Doctoral Fees Bursary is held at the time of the conclusion of
doctoral enrolment or withdrawal from the doctoral programme or termination of the awardee’s doctoral candidature,
tenure of the Bursary will terminate, effective on the date determined by the Faculty of Education and Social Work
and Scholarships Committee.
XI. An additional 12-month parental-leave suspension may be considered where the holder becomes a parent during
their tenure of the Bursary.
XII. In exceptional circumstances, the Faculty of Education and Social Work and Scholarships Committee may approve
a suspension period beyond the suspension periods stated in Regulation 10 and Note XI. Applications must be
made in writing to the Scholarships Office.
XIII. Awardees will be required to comply with the regulations for the Bursary and must notify the Scholarships Office of
any change in their enrolment or funding status. Waipapa Taumata Rau | University of Auckland may, in the event
that it can be established that an awardee is not complying with these regulations, terminate the Bursary and require
repayment of the funds received from the date of the breach.
XIV. These regulations are subject to Senate and Council approval.
