CHAPTER ONE

1.0 INTRODUCTION

SIWES is aimed at bridging the existing gap between theory and practice in

educational programmes in providing dynamic need based knowledge and quality

driven intervention for industrial skills development; the programme is designed to

expose and prepare students (acquiring compulsory skills) of universities,

polytechnic, colleges e.t.c to real work situations relevant to their field of study

likely to meet after graduation. Theoretical and practical knowledge has been

acquired via help of students industrial work experience scheme.

SIWES was founded in 1973 by I.T.F (Industrial training fund) to address the

problem of tertiary institutions graduates lack of appropriate skills for employment

in Nigeria industries. SIWES for founded to be a skill training programme to help

expose and prepare students of tertiary institutions for the Industrial work

situations to be met after graduation. This programme allows students to become

acquainted with and exposed to the experience required in handling and operating

equipment and machinery that are typically not available at their schools prior to

the establishment of this scheme, there was a rising concern and trend among

industrialist that graduate from higher education institutions lacked appropriate

practical experience for employment. The major background in SIWES was to

equip students with the necessary practical knowledge and technical skills for self-

employment and effective involvement in Nigeria's industrial growth.

1.1 HISTORICAL BACKGROUND OF THE ORGANIZATION

The discovery and subsequent exploration of tin, columbite and allied mineral on

the Jos plateau by the British led to the establishment of the headquarters of

minefield survey 1936. This marked the beginning of land process on the plateau

province and the office reported directly to the northern ministry of town and

country planning Kaduna. The subsequent creation of Benue plateau state marked

the movement to Jos in 1967 under the northern ministry of works and survey. In

April 1972, the department of lands and survey was carved out from ministry of

works and staged so until the creation of plateau state out of Benue plateau state in

1976. It remained the ministry until the year 1981. The period 1981 to 1986 saw the

merger with environment department and the planning department into what was

then called ministry of housing and environment. February 2986 was the

reorganization and subsequent elevation to the status of full fledge ministry.

However; in 1992, it reverted back as the Bureau for lands, survey and Town

planning under governor's office and remained so until the year 2001 when it

became a full fledge ministry.

Structure of the Organization

As the case with all other ministries, the ministry of lands, survey and Town

planning as headed by the Hon. Commissioner who is the cheif executive, the

Commissioner is Hon. Nietkwap M. Longap. The commissioner and 37 federal

commissioners representing each of the states and the F.C.T constituted the vital

policy making body. For the purpose of enhancing it's responsibilities, the

commissioner is further divided into various subcommittee such as planning and

research, Census, Cartography, vital registration, public affairs, Establishment and

legal committee. Each of these committee is under a chairman's deliberate on

peculiar issues assigned into it represents it report to the commission for general

deliberation and decision making except during census period.

CHAPTER TWO

2.0 DETAILS OF ATTACHMENT

During my industrial training at Ministry Land Survey and Town Planning, I

started my industrial training on the 5 th December 2022, it was a 4 months

industrial training, on which I am to resume work by 8:00am in the morning to

4:00pm in the evening. On that day I was been taken to the Town Planning

Department and I was given some orientation about the rules and regulations of

the organization and the Department by my industrial base Supervisor (TPL.

Muhammed Abdullahi).

2.1 DEPARTMENT ATTACHED TO

During my Four (4) Industrial Training at Ministry of Lands, Survey and

Town Planning I was attached to Town Planning Department.

2.2 NATURE OF WORK

i) Design and Principle of Design

Is a planned and orderly arrangement by means of drawing otherwise things

within a giving space they could also be preliminary plan in outline for a

drawing picture and painting design are same in composition which implies a

harmonious arrangement of drawing, forms, colours and shapes and the

principles are balance, pattern while space, variety and unity.

ii) Land Survey and Mapping

Land surveying is the science of applying calculation and making accurate

measurement of spatial position of natural or manmade feature on the surface

of the earth

Map is the presentation of the measurement made in land surveying is in the

form of maps, plans or diagram with the information recorded in a situation

manner on the drawing by the scale representation use of conversional sign,

tabulation or note.

iii) Road network

A road network is a system of interconnecting line and point on a map that

visualize a system of street for certain area. It always comes with analysis

where one can study the route for travelers and the must ideal to build service

area. Here are the different reasons why a good road network is important;

a) Good for environment in connecting to the previous point less time on the

road means less air pollution by vehicle.

b) Reduce delay to public transportation

c) Control traffic speed.

iv) Deed Registry

This refers to a record of real estate deed or other land titles maintained by a

local government official. This is a centralized location where all legal

documents are recorded, establishing ownership of property the register is used

in conjunction with a granta-guarantee index that list the owners of the record

and any transfer of property necessary when individual need to gather

information about a property history.

2.3 RELEVANCE OF ASSIGNMENT TO STUDENTS

The industrial training fund's policy document no. 1 of 1973 which established

SIWES, outlined the objectives of the scheme as

i) Provide an avenue for students in institutions of higher learning to acquire

industrial skills and experience in their respective courses of study.

ii) Prepare students for the Industrial work situations they are likely to experience

after graduation.

iii) Expose students to work methods and techniques of handling equipment and

machinery that may not be available in their institutions.

iv) Make the transition from school to the world of work easier; and enhance

student’s networks for later job placements.

v) Provide students with an opportunity to apply their knowledge to real work

situations, thereby bridging the gap between theory and practice.

vi) Enlist and strengthen employers involvement in the entire educational process;

thereby preparing the students for employment in the industry and commerce.

2.4 EXPERIENCE GAINED DURING THE ATTACHMENT

i) I learned how to calculate site analysis

ii) I learn how survey plan mapping is carried out

iii) I learned how to prepare site analysis

iv) I learned how to differentiate between Federal, State and Local Government road.

2.5 PROBLEMS ENCOUNTERED DURING THE ATTACHMENT

i) Lack of transportation to and from the organization as my area is far from the place of

Industrial Training

ii) Lack of feeding in the organization

CHAPTER THREE

3.1 RECOMMENDATION

Base on the knowledge and experience an observed consideration, I hereby

recommend the following in other for the objectives of SIWES to be well

comprehended.

i) Organization and industries should reward the hardworking and deserving students

in other to burst their moral.

ii) School authorities especially departmental coordinators should supervise the

students regularly with the aim of making sure that the students are exposed to

knowledge related to their field of studies.

iii) Students industrial work experience scheme (SIWES). Directorate should advise

the various organizations to post and expose students to their field of

specialization.

iv) I want to use this medium to recommend and advice the people of Plateau state to

access and register their land and property's with the government for protection

with the ministry.

3.2 CONCLUSION

The Student Industrial Work Experience Scheme (SIWES) from my own

view is very important scheme and has a high advantage to all the student, I

wish to comment (good job) to all who sat initiated the programmed and I

am saying thank you very much.
