SCOPE OF SERVICES
1. BACKGROUND
From the Cyber Security Audit findings, on the SCADA System, there is a requirement to upgrade the actual
Operating System to comply with the audit findings. Right now, the SCADA System is running on an old
version of Windows Operating System which justify all the negative consequences reported in the audit.
The system upgrade is only halfway complete, resulting in a mix of both old and new operating systems and
inadequate industrial SCADA network infrastructure. This hybrid setup poses significant cybersecurity risks as
the entire system cannot be adequately secured. Therefore, it is essential for us to press on and execute the
project.
This service contract aims to upgrade the Operating System of the SCADA, deploy an industrial network as by
KCC standard, Upgrade KTC Plant SCADA Multi project SCADA multi project to facilitate overall Automation
tasks and use this opportunity to close the gap identified within the existing Control System Team.

• Install necessary network switches and configure them according to the KCC OT network topology.
• Revise and splice all SCADA optic fiber cable for the project and connect all segments of each plant
(automation units) as by KCC OT network topology.
• Execute network ethernet connections on all switches.
• Interface with existing plant information systems and provide necessary information to IT to establish
an additional web navigator infrastructure and update the remaining KTC multi project.

• Provide guidance, on-the-job training, and mentorship to the KCC control system team and
throughout the project execution, ensuring comprehensive coverage of identified gaps in maintaining
the existing control system. This includes:
• Maintenance and support tasks.
• Backup and restoration procedures for PLC-SCADA systems.
• Basic and advanced software development for PLC-SCADA systems.
• Hardwired configuration techniques.
• Inter-PLC communication and web navigator integration.
• Scripting abilities, including the creation of a Tag Search function within WinCC, OPC configuration,
and APDiag on mimics and faceplates.
• Basic to advanced industrial Profibus configuration and fault-finding skills.
• Basic to advanced Ethernet configuration and fault-finding capabilities.
• System setup configuration procedures.
• Alarming optimization and testing of SCADA and PLC redundancy mechanisms.

The contractor must ensure the provision of experienced professionals which include two software engineers
(PLC- WinCC SCADA) and one network technician who have previously executed similar works, providing
evidence where necessary.

systems and restoring them in case of failures or data loss.

• Basic and Advanced Software Development for PLC-SCADA: Offer training sessions covering
both fundamental and advanced programming techniques for PLC and SCADA systems.
• Hardwire Configuration: Provide hands-on training on configuring hardware components and
connections in the control system.
• Inter-PLC Communication and Web Navigator: Instruct the team on establishing communication
between PLCs and implementing web navigator features for remote monitoring and control.
• Scripting, Tag Search Function Creation, OPC Configuration, and APDiag: Conduct training
sessions on scripting languages, creating custom functions like Tag Search in WinCC, configuring
OPC connections, and implementing diagnostic features on mimics and faceplates.
• Industrial Profibus Basic to Advanced Configuration and Fault Finding: Offer comprehensive
training on configuring and troubleshooting Profibus networks, covering both basic setup and
advanced diagnostic techniques.
• Ethernet Basic to Advanced Configuration and Fault Finding: Provide training on configuring and
troubleshooting Ethernet networks, including basic setup and advanced troubleshooting methods.
• System Setup Configuration: Guide the team through the process of configuring the entire control
system setup, including hardware, software, and network settings.
• Optimization of Alarming and Testing of SCADA and PLC Redundancy: Train the team on
optimizing alarm systems for efficiency and reliability, as well as conducting tests to ensure the
redundancy and failover capabilities of both SCADA and PLC systems.
By covering these aspects comprehensively, the KCC control system team will be well-equipped to
maintain, troubleshoot, and optimize the control system effectively throughout the project execution
and beyond.
• Specific requirements and constraints for the project include:
• Close Collaboration with KCC: The contractor must collaborate closely with KCC to comprehend
specific requirements and constraints, encompassing environmental conditions, safety regulations,
and equipment compatibility.
• Compatibility and Specifications: The contractor is responsible for ensuring that all equipment and
components utilized in the installation and commissioning align with KCC's existing infrastructure and
meet its specifications.
• This to the fact that this is the contract service, contractor workers carrying out this project have the
option of interrupting the work for a time and resuming it at the appropriate time if some of the
preceding work has not yet been completed.
• Some pre-work specially the software can be done off site therefore the contractor can receive some
information required to execute the offsite tasks.
• Adherence to Regulations: The contractor must adhere rigorously to all pertinent safety and
environmental regulations throughout the implementation process.
Measurement of Work
- Customer satisfaction
• The contractor will regularly solicit feedback from KCC project representative to assess its satisfaction
with the service.
• Feedback will be collected through surveys, interviews, and other means, and will be used to identify
areas for improvement and ensure that the service meets KCC's needs and expectations.
- Productivity
• The contractor will track the time and resources required to complete the implementation and
commissioning process.
• This information will be used to evaluate the efficiency of the service and identify opportunities for
optimization and improvement.
- Quality
• The contractor will conduct regular testing and quality checks to ensure that the system implemented
is functioning as intended and meets all relevant standards and specifications.
• Any issues or defects will be promptly identified and addressed to ensure the ongoing performance
and reliability of the network.

- Cost-effectiveness
• The contractor will also identify opportunities to optimise costs without compromising the quality.
3.3 Exclusions
The contractor must provide only competent personal with proofs of similar works:
• On site supervision
• Provide a risk assessment for all planned activities required to complete the services.
• Site induction and training and induction
• Provide all material needed to perform the job as per BOM attached.
• Provide security for the work site until the job has been completed.
• Provide material for the work to be done and tools such as splicing machine and network tools.
• Provide elevated work platform, scaffoldings elements and cherry picker.
• Provide all required resources/materials to execute the work.
• Liaise with PI system integrator to ensure that new tags are revised.
• The rest of materials required.
• KCC to provide cables and cable racks
4.1 General
The rates and prices contained in the Contract Price Breakdown will be deemed to be fully inclusive of
described scope. Pricing should be detailed and reflect all labour components.
4.2 Invoicing
• In conjunction with the Contracts Advisor, complete the Tender Evaluation Matrix to incorporate the
intent of the Scope of Services and the risk profile of the required services. Members of the Tender
Evaluation Team may include, but are not limited to, the Contract Owner (Content Expert, Technical
Operations), Safety Manager (HSEC) and Contracts Advisor (Commercial matters)

• KCC will notify the contractor on dates to arrive on site for performing tasks as scoped.
Provision of management and supervisory personnel
• The contractor needs to supply the correct supervision and management of personnel on site.
Explain Site operations.
• KCC, is situated in Kolwezi, DRC. This is a fully operational plant, and KCC rules need to be adhered
to. All tasks performed should follow the SHEQ standards of KCC.
What Quality management, Quality assurance and testing is required
• Quality management will be addressed by the contractor. Work performed is to be certified by OEM
specifications.
Subcontractors
• Any work performed by a subcontractor needs to be approved and certified by the OEM.
• All contractor staff or contractors must pass site induction (general and specific) provided by the
training department before working for KCC.
• Tendering parties are to submit a scheduling framework detailing this execution and please note that
design, engineering, FAT, and installation activities can overlap. The schedule must be compressed
as much as possible but must allow for the entire scope of this project.

Client Project meetings will be conducted every Tuesday from 9am – 10am Congolese time. The contractor is
to host the meeting and provide an agenda that contains:
• Review the minutes of the previous meeting and ensure all action items have been completed.
• Discuss the status of the project, including progress made since the last meeting, any challenges
faced, and the estimated completion date.
• Identify any issues or risks that have been encountered or could arise in the future and discuss
strategies to mitigate them.
• Review the budget and ensure that the project is on track financially.
• Review upcoming project milestones and ensure that they are achievable within the given timeframe.
• Identify any action items that need to be completed before the next meeting and assign
responsibilities to the appropriate team members.
• Allow time for any additional questions or comments from the attendees.
• They will attend any meeting called by a KCC representative.
