Preface
Please read the entire manual carefully to ensure that you are fully prepared in
joining the event you have applied for.

This Participant’s Manual is an extension of the Terms and Conditions of the


Exhibitor’s Application Form.

Please contact the Fair Secretariat of the Bureau of Market Development,


Promotions and OTOP (BMDPO) or your Regional/Provincial Trade Promotion
Officer for any queries on the contents of this Manual.

Responsibility of Exhibitors

Exhibitors are responsible for informing their staff of the Terms and Conditions
contained herein.

Authority of the Secretariat

In the event where an incident or occurrence is not covered in the Terms and
Conditions for Participation and the Participant’s Manual, the decision of the
Secretariat in resolving the matter shall be final.

the right to refuse admission or to bar any person from entering the premises without
the appropriate or valid event IDs during ingress and egress.
The show is open daily to institutional buyers, guests and the general public.
Admission is FREE.

FAIR PARTICIPATION GUIDELINES

In addition to the Terms and Conditions stipulated in the Terms and Conditions for
Participation issued by the Organizer, all official participants of the DTI-Bagong
Pilipinas CHRISTMAS VILLAGE FAIR are subject to the following rules and
regulations contained in this Participant’s Manual:

1. The Organizer shall determine the nature of the event, its objectives, the
criteria in selecting product categories for exhibit, and shall perform the
screening of participants for the fair.

2. An exhibitor must comply with its product categorization. Failure of the


exhibitor to conform to its assigned product category shall be a ground for
disqualification from the fair and other future projects of the Organizer.

3. The Organizer reserves the right to exclude, at any time, exhibits that do not
conform with the product coverage.

4. The Organizer shall solely decide on the space allocation and booth location
of all participants to the event.

5. The Organizer reserves the right to implement changes in physical set-up


deemed fit for purposes of safety and/or the successful implementation of
the fair. Exhibitors shall have no claim for compensation as a result of any of
the following:
5.1 Change in exhibition space allocated to the exhibitor;
5.2 Alteration of size and dimension of the exhibition space;
5.3 Change or closure of entrances, exits and access to the exhibition
space; and,
5.4 Other structural alterations to be undertaken.

6 The exhibitor’s booth location will be reclaimed by the DTI-Bagong Pilipinas


CHRISTMAS VILLAGE FAIR Secretariat in the event that the company fails
to comply with the fair’s rules and regulations, e.g. failure to submit required
forms on time, failure to set up the booth during the prescribed ingress time
and date, etc.

7. Display of products in violation of copyright or any related law is strictly


prohibited. Only authorized will be the exhibit of locally manufactured
products.

8. Exhibitors are limited to their assigned space, and shall not extend beyond
their designated area so as not to cause any obstruction. Props and racks
for product display must be 0.7m in height (nego table height) so as
not to obstruct the booth of co-exhibitors.

9. Sub-leasing of space by approved participants is not allowed. Only


registered exhibitors will be allowed to exhibit their products within their
assigned booth.

The Organizer can cancel the participation of the exhibitor; forfeit the
amount paid for participation and disapprove the exhibitor’s participation in
any future exhibition it organizes should the latter violate this rule.

10. Walkways or gangways should not be blocked by any display or advertising


materials by participants. All display and advertising items must be kept
inside the carpeted areas/designated booth areas.

11. Merchandising activities (i.e. demonstrations, sampling, etc.) must be


confined within the participant’s exhibit space.

12. The use of musicians, entertainers, bullhorns and sound system equipment
in the contracted booth area is not allowed.

13. No exhibitor will be allowed to use the venue for extra-ordinary activities
such as launching of products, inauguration of a branch office and other
similar activities that may affect the normal program and flow of the public
without a written request from exhibitor and written approval of the National
Trade Fair Secretariat.

14. Infringement or violation of any of the conditions to exhibit will be subject to


any or all of the following sanctions:
 cancellation of the exhibitor’s participation in the fair and forfeiture of
participation fees paid (if any)
 suspension or disapproval of exhibitor’s participation in future BMDPO-
organized marketing events

15. The Organizer of the DTI-Bagong Pilipinas CHRISTMAS VILLAGE FAIR


shall not be held responsible or liable for any act, error, damage, loss, delay
or irregularity, inconvenience or claims, arising out of or by an act of
omission or through neglect and/or default of any participating company or
exhibitor as a result of the exhibition.

16. Distribution of flyers or leaflets must be done within the participant’s booth
area. Flyers distributed outside of one’s respective exhibit area will be
confiscated by the Organizer.

17. Exhibitors can and should only exhibit and/or sell products/services
specifically stated in their application form and approved by the Organizer.
Suspension for two years from all DTI BMDPO organized activities shall be
meted out to violators.

18. In the event an exhibitor cancels participation in the DTI-Bagong Pilipinas


CHRISTMAS VILLAGE FAIR, cancellation charges on booths specified in
the participation contract will apply, based on the organizer’s receipt of
written notice of cancellation from the exhibitor.

19. Any organization or company that signs the Participation Contract and fails
to exhibit during the DTI-Bagong Pilipinas CHRISTMAS VILLAGE FAIR will
be liable for the full cost of booths reserved in the Participation Contract.

20. Cancellation and Postponement of the Exhibition

The Organizer reserves the right to cancel, alter in character, reduce in
scale, shorten or extend the duration of the Exhibition at any time without
incurring any liability whatsoever due to circumstances outside the
Organizer’s control including but not limited to war, embargo, civil unrest,
legal proceedings or government regulations and force majeure that make it
impossible or impractical for the Organizer to hold the event.

The Organizer reserves the right to cancel, postpone or change the venue,
date and time of the event at any time.

The Exhibitor shall have no claim against the Organizer or their agents,
whether for loss or damage, except for a proportional allowance for space
rental if deemed appropriate by the Organizer (in their absolute discretion)
but shall not be liable for any further compensation with respect to any
cancellation, alteration/reduction of exhibit area, shortening/extension of
exhibit period made in accordance with this provision.

21. Unforeseen Occurrences

In the event of any occurrence not foreseen in the Terms and Conditions of
the Contract of Participation or in this Participant’s Manual, the decision of
the Organizer shall be deemed final.

22. Exclusion of Liability

The Organizer will not bear the risk of insurance. It is the responsibility of the
Exhibitor to provide sufficient insurance protection against all risks deriving
from their participation in the exhibition.

The Organizer will not be liable for losses, injuries, deaths and damages that
may occur during the event.

No alteration shall be done on the booth system. Damage to the system and its
accessories shall be charged to the exhibitors concerned by the Official Booth
Contractor.

Companies requiring additional outlets/wattage shall request clearance from the


organizer/contractor. All requirements not provided above are to be ordered
and supplied at EXTRA COST. Kindly refer to MSD GODSPEED EXHIBITS
INCORPORATED Accessories and Facilities.

PARTICIPATION PROCEDURES
A. CONTRACT

A duly signed Terms and Condition for Participation constitutes a contract and
affirms the company’s participation as an exhibitor.

B. RULES ON THE USE OF IDs

1. Three (3) types of ID will be available:


1.1 Secretariat
1.2 Exhibitor
1.3 Contractor

2. Maximum of three (3) Exhibitor’s IDs will be issued per booth/company.

3. Exhibitor’s IDs can be claimed from the Secretariat during ingress.

EXHIBITION HOUSE RULES AND REGULATIONS

1. INGRESS (November 30, 2024, 5:00 a.m. to 9:00 a.m.)

1.1 Accomplish the Gate Pass-in Form (TF-04) in two (2) copies.

 During ingress, two (2) copies of the accomplished Gate Pass shall be
presented by the exhibitor or the regional coordinator to the BMDPO staff
at the Secretariat Counter. The signatories for the following in the Gate
Pass shall be:

Requested by : the Exhibitor, or the regional coordinator in behalf


of the exhibitor
Approved by : the Organizer
Checked by : the Mall/Hall Security Guard

The distribution of the Gate Pass shall be:


One copy - Mall/Hall entrance security guard
One copy - BMDPO (to be collected by the Hall Security Guard)
One copy - exhibitor, or regional coordinator

1.2 Proper packaging should be strictly observed to ensure ease in handling,


segregation and proper identification of products as follows:
 Processed food items should be packed in sealed boxes.
 All boxes should be properly labeled, showing:

1.3 Ingress of products to the SM Megatrade Hall and booth-dressing shall only
be allowed on November 30, 2024 from 5:00 a.m. – 9:00 a.m. using Hall
3 entrance.

1.4 If aboard a vehicle, entry will be at the Mega B, 5th level carpark. The
carpark vertical clearance is 2.1 m in G/L to 3/L and 1.8m in 4/L.

For exhibitors without a vehicle, entry to SM Megamall before mall hours


will be at the Julia Vargas entrance (under the Bridgeway between Mega A
& B, where Banco de Oro and Popeyes are located.) Exhibitors should
wear their ID, without which they will not be allowed entry.

1.5 The Waiver of Claims (TF-05) should likewise be accomplished and


submitted to BMDPO (through the hall security guard), stating that the
exhibitor waives all claims against loss or damage of any of his items.

On ingress day, the exhibitor shall accomplish the Accountability Pass (TF-
06). With the Accountability Pass, the exhibitor acknowledges receipt of
and responsibility for any loss of and damage to the exhibit paraphernalia in
his/her booth. One (1) copy of the said Accountability Pass shall be given to
BMDPO through the hall security guard, and the other copy retained by the
exhibitor.

1.6. Exhibit items must be delivered straight to the booth and/or the designated
warehouse inside Meeting Room A, beside Hall 3. Items must not be left
unattended in the Loading Area. Megatrade Hall and Organizer will not be
held liable for any loss or damage to items of the exhibitor.

1.7 Exhibitors wearing shorts, undershirts and slippers from ingress to


egress will not be allowed entry into the exhibit area.

2. EGRESS

2.1 The official egress schedule (December 4, 2024, 9:00 p.m. – 12:00 m.n.)
must be strictly followed. Pull-out of items from the warehouse on the
last day is at 6:30 p.m.

2.2. The Gate Pass-Out Form (TF-04) must be accomplished in two (2) copies
and presented to hall security personnel during egress.

The signatories for the Pass-Out portion of the Gate Pass shall be as
follows:
1. Pass-Out Requested by: the Exhibitor or Regional Coordinator in behalf
of the Exhibitor
2. Pass-Out Approved by: DTI- BMDPO
3. Pass-Out Checked by: Mall/Hall Security Guard

Distribution of the Gate Pass-Out Form is as follows:


1. One (1) copy for the DTI- BMDPO thru the Hall Security Guard
2. One (1) copy for the Exhibitor or Regional Coordinator

2.3 The Clearance Form (TF-12) must be accomplished in two (2) copies and
submitted to the BMDPO during egress.

The signatories for the Clearance Form are:

Distribution of the Clearance Form:
1. One (1) copy for the BMDPO Secretariat
2. One (1) copy for the Exhibitor or Regional Coordinator

2.4 The Exhibitor shall submit the two (2) signed copies of the Clearance Form
and two (2) copies of the signed and filled out Gate Pass Form to their
respective Regional Coordinator. The Regional Coordinator shall submit
these documents to the BMDPO staff at the registration counter. The
BMDPO staff shall keep the Clearance Forms, sign the Gate Pass Forms
and return the forms to the Regional Coordinator who shall return these to
each Exhibitor.

2.5 The Exhibitor shall then present the signed Gate Pass form to the Hall
Security Guard who shall keep one (1) copy of the same.

2.6 Items must not be left inside the Hall after egress. Exhibitors who fail to
pick-up their items within the designated time for egress shall be charged
a penalty depending on the space they have occupied. Items not picked-
up after three days shall be disposed of.

3. Exhibitor’s and Delivery Car Passes

3.1 Each exhibitor shall be issued a pre-numbered Exhibitor’s and Delivery car
passes, respectively, during ingress. Both car passes are included in the
Exhibitor’s Kit to be distributed during ingress at the Megatrade Hall 3.
Both car passes shall allow multiple entries of delivery vehicles at the
Mega B carpark during ingress/egress. Free parking shall be provided for
only one (1) hour per entry. The regular parking fee of PhP50.00 will be
charged for the first 4 hours should parking run in excess of one (1) hour
and PhP30.00 for succeeding hours. This is applicable from Monday thru
Friday while the PhP50.00 flat rate is applicable from Saturday to Sunday
& Holidays.

3.2 Each exhibitor must get a parking ticket upon entry to the carpark. The car
pass should be presented and the parking ticket to be surrendered to the
cashier prior to exit. Lost ticket will be charged PhP150.00 plus the regular
parking fee.

4. Security and Maintenance

4.1 The organizer will deploy security guards and janitors during the event for
general security and maintenance of the hall.

4.2 Janitors are not allowed to enter exhibitors’ booths for security reasons.
Trash must be left along the aisles for pick-up by the maintenance crew.

4.3 Exhibitors are responsible for clearing and securing their respective
booths.

RULES ON EXHIBIT DISPLAY

1. Exhibitors must comply with the booth assignments as determined by the


Organizer.
2. Displays must not in any way affect the free flow of traffic inside the hall
especially along the corridors/aisles.
3. Exhibitors will be responsible for booth dressing and should be ready with
their necessary props and materials. Graphics panel must be free from
obstructions.
4. Exhibitors will be liable for any damages to and losses of the exhibit modules,
their parts and accessories.
5. All products on display must be properly labeled and tagged.
6. Exhibitors are prohibited from selling products other than those actually
produced by them and disapproved by the Organizer.
7. Exhibitors must issue official receipts for all cash sales. Only items with
receipts shall be allowed to be brought out of the exhibit area.
8. Items should not be dragged to avoid damage to the floor. Delivery carts must
have rubber rollers.
9. Push carts and other heavy objects are not allowed in the passenger
elevators and escalators.
10. No carpentry other than assembly of pre-fabricated booths should be done
inside the exhibit hall.
11. There should be no attachments to the sprinklers, water pipes and electrical
conduits inside the hall.
12. Major painting and varnishing inside the hall are not allowed. Re-touching
may be allowed using water-based paint.
13. Use of strong adhesives like packaging tape, glue gun, etc. is not allowed on
any surfaces of the hall.
14. No demonstration of vibratory equipment is allowed inside the exhibition halls.
15. Inert gases, combustible materials, toxic substances and open flames are not
allowed.
16. All products on display for sale must have computer printed price tags for
reference of the buyers to facilitate faster transaction.
17. Each booth must be covered with BLACK CLOTH and FISH NET at the
closing of mall hours to secure the merchandise/products on display.

WAREHOUSING PROCEDURES

1. Each region will be allocated an area in the warehouse which will be located in
Meeting Room A. Locator numbers shall be assigned for easy reference and
location of the items during withdrawal.
2. Products brought in/out of the warehouse during the fair proper days will be
logged. As such, the warehouse coordinator will have to be at the warehouse
to assist the exhibitors, otherwise the exhibitors will not be allowed entry. The
Warehouse Coordinator shall supervise activities at the warehouse assisted
by a DTI staff.
3. Exhibitors shall accomplish the Warehousing Control Sheet (WCS) (TF-07)
for all the products/items to be stored in the warehouse and submit the same
to the warehousing coordinator for compilation. The exhibitors must indicate
the following on the boxes/packages/items for storage:
 Company Name
 Box/Package/Item numbers (e.g. box no. 1,2,3…)
4. Products/boxes not properly labeled will NOT be accommodated in the
warehouse area.
5. During the fair proper, only exhibitors with IDs will be allowed to withdraw
merchandise from the warehouse.
6. Warehouse Coordinator-on-duty shall be assigned for specific hours. They
shall be solely responsible in authorizing the release of items in storage from
10:00 a.m. to 7:00 p.m. from November 30 to December 3, 2024. Release of
products on the last day, December 4, 2024 will be at 6:30 p.m.
7. When withdrawing items/products from the warehouse, the exhibitor shall
accomplish and submit the Withdrawal Slip Form (TF-08) to the Warehouse
Coordinator on-duty before exiting the warehouse.
8. No sanding, varnishing, painting or any form of refurbishing will be allowed in
the warehouse, otherwise, a P500.00 fine shall be imposed per offense and
PhP2,000.00 for second offense and blacklisting for third offense.
9. Empty boxes not set aside by the exhibitors will be disposed of. Disposal of
trash inside the warehouse will be done twice daily (2:00 p.m. and 7:00 p.m.).
10. Only items covered by the Gate Pass-Out Form can be brought out of the
warehouse during egress.

SHOW RULES

1. Exhibit Hours: November 30-December 1, 10:00 a.m. – 9:00 p.m.


December 2-4, 11:00 a.m. – 9:00 p.m.
2. No entrance fee.
3. Always wear the proper identification card when in the fair premises.
4. Exhibitors are prohibited from selling products other than those actually
produced by them. Offenders shall be fined according to the Table of
Violations.
5. Eating and smoking are not allowed in the fair areas.
6. Sketching and picture taking are not allowed without prior clearance and
consent of the exhibitor concerned.

7. Mandatory wearing of face mask by the participants and their representatives
for the duration of the activity. It will be the sole responsibility of the Exhibitor
or concerned representative to properly dispose of their used face mask.
PARTICIPANT’S DUTIES AND RESPONSIBILITIES

Only fully vaccinated exhibitors are allowed to participate in the physical


Christmas Village Fair from ingress on November 30, 2024 to egress on
December 4, 2024. Always bring your vaccination card when inside the fair
premises.

1. Each participant shall be required to present his ID/calling card to the DTI
regional/provincial representative two weeks before the start of the fair.
2. Exhibitors should be ready with the following pertinent materials for
prospective buyers:
a. Suppliers Information Sheet or updated Company Profile
b. Product Profile/Sheet
c. Certificate of Registration with DTI, SEC, CDA, DOLE, FDA/LTO
d. Business Permit (Mayor’s Permit)
e. Copy of BIR Form 2303
f. Cash Invoice Receipt/Official Receipt
g. Price List/Pictures/Brochures
h. Calling Cards
3. Exhibitors should accomplish and submit the sales monitoring forms daily
to the Regional/Provincial Coordinator.
4. Exhibitors who received booked orders during the fair should strictly
comply with agreements entered into with buyers.
5. Participants should inform the assigned DTI staff on the development of
the booked orders they contracted with buyers. The reports shall be
forwarded to the DTI sales monitoring personnel who shall consolidate
such data.
6. Participants with transactions under negotiation should do their best to
realize said transactions.
7. Exhibitors should register daily by scanning the QR code posted at the
Secretariat Counter upon arrival at the exhibit area.
8. Exhibitors should observe exhibit hours. They should be in their exhibit
booths 15 minutes before opening time.
9. Booths should always be attended to by exhibitors or their authorized
representatives who can answer queries of institutional buyers.
10. Exhibitors are held responsible for the security of their items during exhibit
hours.
11. Exhibitors are required to be BIR-registered and to issue official receipt or
sales invoice during the event. Exhibitors violating this guideline will be
meted a corresponding penalty from warning notices to one-year
suspension from participating in BMDPO fairs and services. BIR Forms
2303 must be displayed in conspicuous area within the confines of their
booths.
13. Exhibitors are required to use eco bag in packaging products sold to
buyers inside the fair premises.
14. During the event proper, the early entrance of organizers and exhibitors will
be allowed using the Hall 3 entrance starting at 9:30 a.m. on December 1
& 10:30 a.m. on December 2-4.

TYPES OF VIOLATION SANCTION


1. NO SHOW without valid reason Two (2)-year suspension from all BMDPO fairs and
services
2. Withdrawal of participation received after One (1) year suspension from all BMDPO fairs and services

3. Behavioral misconduct such as unruly, Termination of participation and two (2)-year suspension
unprofessional or disrespectful behavior from all BMDPO fairs and services
4. Late INGRESS/Early EGRESS One (1) year suspension from all BMDPO fairs and services
5. Non-observance of Exhibit Hours
 late opening of booth (more than 15 mins.) First offense: Warning Notice
 beyond 15 minutes Second offense: Final Warning Notice
 unmanned booth Third offense: One (1)-year suspension from all BMDPO
fairs and services

 departure, egress, closing of booth from One (1)-year suspension from all BMDPO fairs and services
November 30 to December 4, 2024 earlier than
9:00 p.m.

6. Registration by proxy or by an exhibitor of one Termination of participation and one (1)-year suspension
