STATUS OF SKELETAL WORK

FORCE AND WORK FROM HOME


SCHEME
 FPA issued an Office Order on the skeletal
workforce and work from home arrangement based
on the instruction of DA on March 18, 2020
 Due to the enhanced community quarantine, the
skeletal workforce was limited to the personnel
who are directly involved in the issuance of VAT
exemption and CAIP
 Salaries were already processed and provided to
all FPA regular employees and JOs despite the
difficulties encountered due to the temporary
closure of Landbank NIA Branch.
 Two vehicles were assigned to transport the
skeletal workforce personnel.
 Advisory notifications were posted on FPA
website for the information of the FPA
stakeholders
 Temporary suspension on the conduct of
pre-licensing inspection was implemented
in Luzon
 All pending laboratory results ready for
release were reported and the remaining
fertilizer and pesticide samples for analysis
were identified
 6 VAT Exemption Certificates were issued last
Wednesday, March 18, 2020 at the Central
Office
 4 VAT Exemption Certificates were issued last
Thursday, March 19, 2020 through work from
home arrangement and in coordination with
Cebu Provincial Officer.
 2 VAT Exemption Certificates were issued last
Friday, March 20, 2020 through work from
home arrangement and in coordination with
Negros Occidental Provincial Officer.
 On Thursday, March 19, 2020, 10 Certificates
Authorizing Importation of Pesticide (CAIP)
were processed, 1 email on CAIP application
was acknowledged, and 1 was issued.
 Submission of application for licensing was
done through email
 Complied with personnel registration at DA’s
Work from Home Database and Report
Management System Portal
 Meals were provided for skeletal workforce
including the guards and janitress.
Ongoing process:
Reconcile the inventory of methyl bromide
usage and importation for FY 2019 for
submission to DENR
Review the LSD Quality Manual, Operational
Procedures, Work Instructions, and Analytical
Methods
Prepare the documents needed for the renewal
of PDEA P6 License (e.g. Hydrochloric Acid,
Sulfuric Acid, Acetone) and new PNP Permit to
Purchase Explosive Ingredients (e.g. Nitric Acid)
Issue 4 VAT Exemption Certificates to be
signed by Deputy Executive Director Eric
Divinagracia
Monitor continuously the prices of fertilizer and
pesticide
Reply to clients queries via eFOI portal, email,
and FPA FB page
Keep track of the status of personnel who are in
a work from home arrangement through
submission of accomplishment reports
Develop mobile application for fertilizer and
pesticide handlers
Update the database of the following:
- Accredited Safety Dispenser (ASD)
- Certified Pesticide Applicators (CPA)
- Accredited Responsible Care Officer (ARCO
- Accredited Fertilizer and Pesticide
Researchers
Revise FPA's examination for accreditation
Prepare FPA's 2019 Annual Report

Region 1
a) Some truckers have confusions with the requirements in
securing a pass - requesting for possible simplification of
requirements
b) Some stores have been advised to close - requesting for
adjustments to open their stores for farmers - La Union
Region 2 - no issues/ concerns reported

Region 3
a)Transport and delivery is challenging since lockdown. The
quarantine pass can only be secured from the Pampanga
Capitol -- online applicants have not received responses thus
risking the route to Pampanga Capitol to secure their passes.
b)Question: Are all delivery trucks required to register for
Food Passes?

Region 4
a)Some online applicants have not yet received their passes
b)San Juan, Batangas - Some trucks were not allowed to
proceed with their deliveries even with passes since all types of
transportations were denied of entry
Region 5
a)Passes issued were limited
b)Camarines Sur - Passes have been secured but were not
enough to allow entry to other LGU checkpoints.
