About Manipur
 Manipur is divided into 2 areas : Hill area and Valley
area. Manipur’s capital is Imphal, which comes under HILL AREA
Valley area.
 Mainly, people from 2 communities live in Manipur :
VALLEY
- Meiteis AREA
- Kuki and Nagas
MEITEIS COMMUNITY
ABOUT
MEITEIS

o Meiteis community is in majority with almost 53% of


the population who mainly live in Valley Area
( Imphal area).

o The Imphal Valley area amounts to only 10% of


Manipur’s Area.

o They are majorly Hindus and they have been given


the status of OBCs or Scheduled Caste.

o As they live in Valley Area, they are considered


advanced from other Communities because all the
facilities such as hospital, education, infrastructure,
etc are all easily available.
KUKI & NAGA COMMUNITY
o Kuki & Naga community is in minority with almost ABOUT
40% of the population who mainly live in Hill Area. KUKI
The Hill area amounts to 90% of Manipur’s Area.

o They are majorly Christians and in the Schedule Tribe


list.

o Due to ST status, they have got a lot of priviledges,


such as :
- Buy & Sell land in whole Manipur
- Reservation in Government Jobs &
Education institutions.

o As Meiteis are not the part of ST list, they have no


right to buy land in this hill area.

1. Manipur High Court Order
A picture is worth a thousand words
Since 2013, Meiteis were requesting the Central and
State Government that they should be given the
Schedule tribe status. But no action was taken.
Then this year, Manipur HC told the State
Government that Meiteis should also be considered Invasio
n
to give ST status.

Against this order, Naga, Kuki & other tribes
launched a Tribal Solidarity March on 3rd May in
Churchandpur which lead to clashes between both
the communities
2. Eviction drive to remove encroachment

For a long time, the government was issuing

occupations in the hills, reserve forests and

because this area was a part of drug trade.
3. Drug Trade in Manipur

In South East Asia, Myanmar, Thailand and Laos
have a huge drug trade of Opium and Brown Sugar
which are known as Golden Triangle of Southeast
Asia.

Manipur was becoming a producer of drugs from the


receiver. Churchandrapur district is the worst affected
area of Manipur.
Demands of Meiteis & Kuki-Nagas
community
Meitei community has status of OBC and SC but Naga and Kuki tribe states that
they needed ST status to protect their culture, Meitei community is already in a
language and identity through constitutional stronger position and they don’t
safeguards. need reservation
Main issue is of land –
Meiteis considers it unfair that Kuki and Nagas can
buy land anywhere in the Valley but Meiteis are not
allowed to do this in the hills. They have only got
10% area that too is shrinking because other
communities can take land there.

By getting ST status, they will get – Right to buy


and sell land in the hills.

Possible Solutions
01 High Court’s Order should have been clarified
Supreme Court said that there is no affect in the Scheduled Tribe list just from a judicial order.
But such clarification wasn’t communicated earlier thus the issue was triggered.

Economically viable alternatives should be given to farmer
Poppy cultivation is a big problem. So to eradicate it a new initiative have to be taken and a
cash crop should be introduced for those hill farmers.

03 Discuss the conflicts in North East State


All North eastern state shall form a body, a separate council, and discuss all the issues,
Whether it is ethnic clashes, state issue or border disputes to restore peace and cut down
violenece easily.
A major Solution to the problem
: Imposing President’s Rule
President’s rule can be the last option.

It’s imposed when the State Government cannot follow the


Constitutional Machinery and Central Government has to
take the Direct Control.
Article 356
From 1951- 2019, President’s rule have been imposed 10
times in Manipur.

But this will not provide long term solution.


Conclusion
All these happenings should not be concluded with that there is only conflicts
between such communities. Our armed formes are the biggest example to explain
that how the people of Kuki, Naga and Meitei communities work together for
national security. In fact, even in time of such crises there are numerous examples
on how opposite community peoples helped each other during the time of these
clashes.
