Long-lasting roads and bridges require quality materials and workmanship. Quality workmanship is verified through inspection; the materials and the final product must be tested to verify quality. NCHRP Synthesis 638: State DOT Certification Programs for Materials Sampling and Testing Personnel, from TRB's National Cooperative Highway Research Program, was released this week and includes survey findings with answers from all 52 U.S. state departments of transportation.
Among the many findings: Most state DOTs use a five-year timeframe for all their certifications. Almost all DOTs that certify contractor or consultant technicians use the same certification processes for DOT personnel and for technicians outside of the organization. DOTs also reported that they were meeting the demands of testing the personnel who require certification.
