Albury City Council

Bungambrawatha Creek, Lavington, South Albury and West Albury flood study review

The Bungambrawatha Creek, Lavington, South Albury and West Albury flood study review will redefine the flood risks associated with mainstream and major overland flooding for much of the urban area of Albury and its suburbs.

The review of the flood study will guide appropriate urban development practices and inform the strategic management of stormwater, enhancing community resilience to flooding and minimising future flood risk to the Albury community.

The project will allow the council to determine mitigation measures and address the newly defined flood risks, ensuring the council appropriately identifies the flood risk to the community per the NSW flood risk management manual.

Balranald Shire Council

Balranald Shire Council received funding to undertake 2 flood studies.

Both studies will provide the community, stakeholders and decision-makers with a comprehensive understanding of flood risks, informing future planning and development, infrastructure investment and emergency preparedness.

Balranald flood study

The Balranald flood study will define flood behaviour to support the understanding and management of flood risk for the township of Balranald and its environs.

Euston flood study

The Euston flood study will define flood behaviour to support the understanding and management of flood risk for the township of Euston and its environs.

Blacktown City Council

Blacktown City Council received funding for 2 projects.

Blacktown future flood strategy

A flood risk management strategy is required to inform the council's integrated planning and reporting framework and land-use planning to support the NSW State Emergency Service emergency management planning and to set future directions for effective flood risk management in the Blacktown local government area.

The project will be delivered in line with the flood risk management framework and the NSW flood risk management manual.

Blacktown overland flow flood risk management study and plan – northern area

The Blacktown overland flow flood study was adopted by the council in May 2024. The flood risk management study and plan are the next stage of the flood risk management process, as specified in the NSW flood risk management manual.

Due to its large size (108 square kilometres), the study area has been divided into several smaller sub-catchments/model areas. This flood risk management study and plan will focus on the northern (Eastern Creek and Second Ponds Creek sub-catchments) study area.

The project will investigate a suite of flood management measures and evaluate options that could be potentially implemented to manage the existing, future and continuing overland flow flood risk to the northern study area.

Cessnock City Council

Cessnock Council received funding for 3 projects.

Black Creek (Cessnock commercial precinct) flood risk management study and plan

Cessnock Council will develop a flood risk management study and plan specifically tailored for the Cessnock commercial precinct, within the Black Creek one study area catchment. The purpose of the study is to:

  • Update flood modelling for the entire Black Creek one study area catchment that includes existing survey data of stormwater assets, roadside drains and pipe network, and recent LiDAR data.
  • Refine flood modelling for Cessnock commercial precinct requiring further detailed survey of existing stormwater assets, roadside drains and pipe network, as well as building floor levels. This modelling will enable a comprehensive assessment of flood risks, potential mitigation measures, and setup freeboards for floor height.
  • Undertake stakeholder consultation, including with emergency services agencies.

This project will provide localised insights into flood risk, cumulative impacts, to guide the council's strategic decisions regarding land use, public domain, and infrastructure planning for the Cessnock commercial precinct, aligned with NSW flood risk management manual.

Sawyers Gully flood study

This project will deliver a flood study for the Sawyers Gully urban investigation area (SGUIA). The Sawyers Gully urban investigation area is an identified precinct in the council's local strategic planning framework for investigation of predominantly residential development.

The Sawyers Gully flood study will look at the existing flooding conditions to inform areas that may be suitable for future development by applying a risk-based approach to decision making.

Update of the Cessnock flood planning framework, policies and planning

The project will update the council's planning framework related to flood risk management, develop a gap analysis and a flood risk management plan. The planning framework that will be updated includes flood risk management policy, voluntary house raising policy and draft natural watercourses in subdivisions policy.

The review will ensure that the council's planning framework meets best practice and will assist in the continual improvement of flood risk management. Policies and controls will be consistent with state policies, the NSW flood risk management manual and planning circulars. A gap analysis report will identify any gaps in the council's flood related planning document and makes recommendations to address these gaps.

The flood risk management plan (activity schedule) will recommend future actions the council should take to address flooding in the local government area, for example, updating the local strategic planning statement and the local environment plan.

City of Canada Bay Council

Yaralla Bay and Rhodes flood study

The council will deliver a flood study for the Yaralla Bay and Rhodes catchment area, within the City of Canada Bay local government area.

The study will identify the extent and depth of flood waters, understand flood risk, reduce the danger of flood hazards and damage to property and to personal safety, and ensure that future development is compatible with the identified flood risk.

City of Parramatta Council

City of Parramatta Council received funding for 2 projects.

FloodSmart enhancement

This project will audit the performance of FloodSmart system. The audit will allow the council to evaluate the ongoing performance of the system, ensure that it is using the correct predicted rainfall models and evaluate trigger levels at forecast locations.

Parramatta River flood risk study and plan

The project will reduce flood risks in the Parramatta River catchment in the Parramatta local government area through delivery of a comprehensive flood risk study and plan.

The catchment covers around 58% of the total area of the local government area and includes the Parramatta central business district and the Westmead bio-medical precinct. Hundreds of thousands of people live or work in the catchment, and there are many billions of dollars of public and private infrastructure present, including major roads, heavy rail, light rail, metro rail, industrial and residential areas.

The flood risk study and plan will review all available flood information and modelling for the area and create a plan to identify practical, robust options to reduce the effects of flooding, thus lowering the economic costs and risks to life associated with flooding in this region.

City of Sydney

Alexandria Canal and Centennial Park flood risk management study and plan update

The floodplain risk management studies and plans for Alexandra Canal and Centennial Park catchments were completed 2014 and 2016, respectively. The flood model for Alexandra Canal was updated to use Australian rainfall and runoff (AR&R) 2019 and has been further amended in 2023, considering major redevelopments and drainage works in the area. The flood study for Centennial Park catchment used AR&R 1987.

Alexandra Canal catchment has recently undergone significant changes in developments. Some of the prioritised flood risk management measures from the floodplain risk management studies and plans have been implemented to service major redevelopments. A preliminary review showed that some of the flood risk management measures may not be feasible to proceed further necessitating detailed review and reprioritising actions for implementation. Significant precinct redevelopments are planned in both catchments, so there is consistent pressure to provide updated flood information.

The City of Sydney will update the floodplain risk management studies and plans in accordance with NSW flood risk management manual and accompanying toolkits.

Cootamundra Gundagai Regional Council

Cootamundra Gundagai Regional Council received funding for 2 projects.

Cootamundra flood warning system review

The Cootamundra flood warning system review will be undertaken in close consultation with the Bureau of Meteorology and the NSW State Emergency Service. The project will review the existing system; maintenance requirements and costs, messaging (alerts and recipients, including identifying vulnerable occupants); and how flood warning information could be displayed and better communicated to the community.

It will also assess; trigger levels (rainfall and water levels) and warning time applicable using the hydrologic and hydraulic modelling that supports this study, the potential benefits of installing additional rain and/or stream level gauges and identification of suitable locations, and recommendation for an alternative system (if any), commensurate with the tangible and intangible benefits it would offer.

Cootamundra Turf Club detention basin and McGowan Street levee feasibility study

A feasibility study is required for 2 flood modification (FM) measures recommended in the Cootamundra floodplain risk management study and plan. When these options are combined, there may be significant benefits.

  • FM01 – Turf Club detention basin – reduce peak flood levels in a 1% annual exceedance probability event in Cootamundra by diverting water into a retarding basin at the Cootamundra Turf Club located upstream of the Town. The option involves construction of an inlet and a 2-metre-high embankment around the Turf Club.
  • FM02a – McGowan Street levee – protect the properties located at McGowan Street and within Cutler Avenue hotspot in a 1% annual exceedance probability event. The option involves construction of a 1,620 metre long and 0 – 2.5-metre-high embankment.

Cumberland Council

Cumberland Council received funding for 2 projects.

Review and update of Haslams Creek overland flow study

The council's current flood study for this area, known as Haslams Creek overland flood study (draft) 2016, is based on Australian rainfall and runoff (AR&R) 1987. The council will update these flood models for consistency with the NSW flood risk management manual and toolkit, particularly the AR&R 2019 data.

Update Cumberland local government area (western catchment) overland flood studies

The council's current flood study for this area, known as Holroyd City local government area overland flood study (2017), is based on Australian rainfall and runoff (AR&R) 1987.

This project will update these flood models to be consistent with the NSW flood risk management manual and associated toolkits, particularly the AR&R 2019 data.

The study will consist of 7 catchments which include: Greystanes Creek, Coopers Creek, Finlayson's Creek, Westmead Creek, Domain Creek, Clay Cliff Creek and Prospect Creek. A'Becketts Creek and Duck Creek are being modelled under the Duck River and Duck Creek overland flood study and will be excluded from this project.

Edward River Council

Edward River Council received funding for 2 projects.

Deniliquin major overland flow flood study

The Deniliquin major overland flow flood study will complement the current understanding of riverine flood risks by determining the flood risk associated with major overland flood events. It will analyse the impacts of localised rainfall events, define the current overland flow flood risk for town and subsequently inform a future flood risk management study and plan to evaluate proposed risk mitigation measures. The overland flow flood study will inform the strategic management of stormwater and reduce the risk to future urban development from flooding. The study will ensure the council are appropriately identifying the flood risk to the community in accordance with the NSW flood risk management manual.

North Deniliquin levee upgrade – construction

The North Deniliquin levee upgrade is a recommended measure from the Deniliquin floodplain risk management study and plan.

Previous funding has been sought from the Floodplain Management Program to investigate the feasibility of the upgrade and prepare a detailed design. The detailed design incorporates an upgrade to the 1% annual exceedance probability flood level with a 0.5-metre freeboard. The finalised feasibility assessment determined that the levee upgrade results in a positive cost benefit ratio and will ensure that residences in North Deniliquin will be provided with a similar level of protection as those in South Deniliquin.

Eurobodalla Shire Council

Broulee, Mossy Point, Mogo, Tomakin flood risk management study and plan

Eurobodalla Shire Council adopted the Broulee, Mossy Point, Mogo, Tomakin flood study in 2017. The Broulee, Mossy Point, Mogo, Tomakin flood risk management study and plan will build on the outcomes of the adopted study and identify opportunities with the community to mitigate and manage significant impacts of flooding for current and future generations. There will be an emphasis on reviewing the model and aligning planning advice with the outcomes of the 2022 Eurobodalla open coast coastal management program, which also covers part of the study area.

Fairfield City Council

Cabramatta Creek flood risk management study and plan

Cabramatta Creek is one of the major catchments running through the Fairfield local government area and has a history of flooding. The lower portion of Cabramatta Creek runs through Fairfield's local government area as it makes its way to Georges River. The total catchment is over 74 square kilometres. With the strain on property availability, there will be further development and growth in the coming years. This project will quantify the risk to people and property, now and in the future.

Georges River Council

Review of the floodplain risk management study and plan for Hurstville, Mortdale and Peakhurst wards

Georges River Council completed and adopted a floodplain risk management study and plan in October 2023, with errors in the mapping and some sections of the report since being identified. In addition, while the study was endorsed in 2023, most of the modelling works, topography of the land and building footprint used in the modelling was based on the information from 2019.

This project aims to update the model based on the latest LiDAR and drainage information and remove the instability in the model, fix the errors in the damage assessment and review the flood mitigation options.

Inner West Council

South Marrickville flood study

This project will prepare a modern catchment flood study for the areas of Dulwich Hill and Marrickville draining directly to the Cooks River.

This area is approximately 200 hectares and bounded by the Cooks River in the south and Warren Road/Old Canterbury Road in the north. It is the final catchment area within Inner West local government area that does not have a comprehensive catchment-based modelled flood study.

The flood study will provide updated flood depth modelling and more comprehensive identification of flood-affected lots within this 200 hectare area.

Junee Shire Council

Bethungra and Wantabadgery flood study

This project will develop flood studies for the villages of Bethungra and Wantabadgery within the Junee Shire local government area.

Bethungra is located to the north of the local government area and is subject to flooding from Wandalybingel Creek as well as from major overland flow. While Wantabadgery is largely located on the Murrumbidgee River floodplain in the eastern portion of the local government area. It is also subject to flooding from a tributary called Wantiool Creek as well as from major overland flow.

The flood risks in these localities are currently undefined as no flood study has ever been completed by the council.

Lockhart Shire Council

Lockhart Shire Council received funding for 2 projects.

Lockhart flood study review

The council has implemented all recommended flood mitigation measures from the floodplain risk management plan (2014) for Lockhart.

This project will review and update the Lockhart flood study (2014) to ensure the flood risk identified for the town is current.

The town is under significant development pressure and current flood mapping is prohibiting development in areas that are now flood protected.

Yerong Creek flood study

The council will prepare a flood study for the town of Yerong Creek, within Lockhart Shire Council.

During the recent floods in November 2021 and January 2022, water banked up in Plunkett Street and Moonba drain off Moonba Street as the drain off Moonba Street was unable to release waters. There is currently no flood data collected or flood modelling undertaken for the Yerong Creek township.

The town is affected by overland flow from the surrounding catchment which has impacted residents and the local primary school.

MidCoast Council

Review of the Wallis Lake-Wallamba River flood risk management study and plans

The twin towns of Forster and Tuncurry, situated at the mouth of Wallis Lake, are both major development areas. The Wallamba River is the major catchment flowing into Wallis Lake.

The floodplain risk management studies and plans for both Wallis Lake and the Wallamba River will be reviewed and updated in-line with the NSW flood risk management manual.

Murray River Council

Murray River Shire Council received funding for 2 projects.

Barham flood study review

The project aims to address the limitations of the Barham flood study (2014), which will be achieved by conducting a review of riverine flood behaviour and impacts initially identified in the Barham flood study and by investigating the impact of major overland flow flooding.

The revised flood study will redefine the flood risk for Barham, aiding decision-making for flood risk management, infrastructure planning and emergency preparedness.

The project will address current deficiencies in design flood levels, recently identified in the 2022 Murray River flood event. The project will include a comprehensive review of existing data and previous hydrologic and hydraulic models. The revised models will be calibrated against the 2022 Murray River flood event using observed data, flood intelligence, stakeholder input and local knowledge.

Mathoura and Picnic Point flood study

The Mathoura and Picnic Point flood study is a strategic Council initiative to define the flood risks for the urban areas of Mathoura and Picnic Point. Mathoura and Picnic Point are in the Murray River Council local government area, in the Riverina region of southern New South Wales.

Picnic Point, and to a lesser degree, Mathoura, are at risk of Murray River flood events. Recent localised storm events have indicated that Mathoura is also at risk from major overland flow flood events.

The study will develop a contemporary flood model, to define the flood behaviour and impacts as a result of both flooding mechanisms. The project will provide the community, stakeholders and decision-makers with a comprehensive understanding of flood risks, which will inform future planning and development, infrastructure investment, and emergency preparedness. In turn, this will minimise future flooding impacts and safeguard community wellbeing.

Narrabri Shire Council

Gwabegar flood study

The Narrabri Shire Council will undertake a comprehensive flood study on the village of Gwabegar in response to recent flood events in 2021 that resulted in the inundation of parts of the village.

Council will facilitate the completion of an in-depth flood study, including data collection for the village of Gwabegar and the surrounding area to enhance the understanding of flood behaviour and its consequences.

The flood study will be used to develop a flood risk management study and plan to assist in mitigating identified risks to life, property, and financial resources.

Narrandera Shire Council

Narrandera Airport and Nallabooma Estate levee feasibility study

This project will assess the feasibility of implementing flood mitigation works for the protection of Nallabooma Estate and the Airport in Narrandera for riverine flood events up to and including the 1% annual exceedance probability design flood event. These works form a major part of the ultimate flood protection scheme that was proposed and assessed as part of the Narrandera floodplain risk management study and plan review, completed in 2019.

This project will determine the feasibility of progressing this project to detailed design and implementation.

Narromine Shire Council

Narromine flood risk management study and plan review

This project will undertake a detailed review of flood management plan. This will include recent flood information, collection of as-built house levels in flood areas, update of preventative actions and review of river erosion.

North Sydney Council

St Leonards Park basin investigation and design

Investigation and design of detention basin in St Leonards Park to reduce flood liability on downstream properties.

Shoalhaven City Council

Shoalhaven risk-based flood mapping

The council will undertake a comprehensive update to its land use planning scheme, including the local environment plan and development control plan, over the next few years.

Through this project the council will update flood planning procedures in accordance with the latest risk-based flood management procedures documented in the NSW flood risk management manual. It will also allow the council's online flood mapping and flood certificates to be updated following completion of this project to better convey flood hazard and risk to the community.

This project will generate consistent best practice risk-based flood planning constraint category mapping for 10 previously studied catchments in the Shoalhaven local government area.

Snowy Valleys Council

Adelong flood study review

This project will review and update the Adelong flood study that was completed in 2014.

This flood study review will incorporate new flood intelligence collected post the October/November 2022 flood event, which is the flood of record on Adelong Creek. It will also update the flood model to current Australian rainfall and runoff 2019 guidance while ensuring consistency with the NSW flood risk management manual and associated toolkits.

Tamworth Regional Council

South Street Manilla drainage upgrade

The upgrade is of a major drainage system on South Street Manilla to control upslope catchment contributions to the Namoi River.

The Council of Camden

Update Upper South Creek flood study

This is an update of existing Upper South Creek flood study to reflect current flood information in this catchment.

The study area is the Upper South Creek catchment in Camden local government area. This catchment is subject to rapid development as a South-West Growth Area precinct. The area has seen significant development since the current study's adoption, especially in Oran Park, Catherine Field and Leppington, including the roads and infrastructure.

Updating the flood study will ensure the council is acting in accordance with the NSW flood risk management manual by understanding and providing up-to-date information on flood risk. This project will be used as the base case for a flood impact and risk assessment of South-West Growth Area precincts and to control the cumulative impact of development.

Uralla Shire Council

Uralla flood study

This project will update the current flood study which was adopted in June 2014. The council will update this flood study with respect to climate change and associated impacts; the upcoming housing strategy and associated local environmental plan review; and the flood risk of the potential failure of Kentucky Creek Dam.

Warren Shire Council

Warren town flood study

Warren Town is crossed by Macquarie River and Gunningbar Creek. The flood behaviour is also influenced by Ewenmar Creek, which runs east of the town.

The town is often affected by flooding due to excessive rainfall, and releases from the Burrendong Dam. Between 2021 and 2022, the town was flood disaster declared for 5 events.

The flood study and data collection will enable a fuller understanding of flood behaviour and provide the required understanding of adequacy of the levee and enable the next stage, the development of a flood risk management study and plan.

Wentworth Shire Council

Wentworth major overland flow flood study

The Wentworth major overland flow flood study will complement the current Wentworth flood study currently under way, which defines the riverine flood risk for the Wentworth Shire Council.

This major overland flow flood study will analyse the impacts of localised rainfall events, define the current overland flow flood risk for Wentworth, Dareton, Gol Gol and Buronga and subsequently inform a future flood risk management study and plan, which will evaluate and recommend risk mitigation measures. It will also inform the strategic management of stormwater to further reduce the risk to future urban development from flooding.

The Wentworth major overland flow flood study will ensure the council are appropriately identifying the flood risk to the community in accordance with the NSW flood risk management manual.

Willoughby City Council

Blue Gum Creek flood risk management study and plan

A flood study representing the first stage of the management process for the Blue Gum Creek catchment was completed in 2016. This project constitutes the second and third stages of the process.

The project will determine options to reduce the impact of flooding on the community, taking into consideration social, ecological, and economic factors. The preferred management options will be publicly exhibited and the responses from the community will be incorporated in the plan.

Implementation of the plan will allow the council to reduce the impact of flooding on the community through flood, property and response modification measures.

Woollahra Council

Vaucluse flood study

The Vaucluse flood study includes the area between the Rosebay and Watsons Bay catchment, it will be the first flood study covering the area. The location is complex with natural and piped steamways and is prone to flash flooding due to the steep topography.

This study aims to:

  • identify areas needing mitigation to prevent flooding
  • educate the public about flooding issues
  • inform the process of development controls
  • improve the safety of the community

Armidale Regional Council

Armidale Regional Council received funding for 2 projects.

Flood early warning system

This project will install a flood forecasting system to provide early warning during flood events in the Dumaresq Creek catchment. The system will provide predictive information on flows, depths, and velocities of events to the council and the NSW State Emergency Service. This will enable early action during flood events that may impact private property, businesses, public roads, utilities infrastructure and pose a risk to the public.

Guyra flood study

Guyra is a township on the northern tablelands, which is the 'top of the hill' and is not directly impacted by a named watercourse. Overland flow paths collect water and discharge into several water courses, effectively acting as the head of the catchment. This flood study will facilitate strategic planning for the growth of Guyra. This study will identify properties at risk from overland flows and flood paths.

Ballina Shire Council: Ballina Island and West Ballina – local stormwater drainage management study and plan

The Ballina Island and West Ballina area is susceptible to local overland flooding. A detailed investigation of overland flooding risk was completed for the council in 2021. It focused on local overland flood behaviour and recommended floodplain mitigation measures. The associated 2-dimensional hydrodynamic model (TUFLOW) of the trunk drainage system provided inundation mapping of local storm events and backwater inundation (high tide scenarios). This project addresses strategy 7 in the plan, which recommended commissioning a local stormwater drainage management study and plan.

Blacktown City Council: Wianamatta South Creek catchment flood study review

The project will undertake an independent review of the Wianamatta South Creek catchment flood study, to incorporate local information of newly developed areas within the South Creek catchment. The Wianamatta South Creek catchment flood study has been prepared by Infrastructure NSW, based on the council's 2015 South Creek flood study. The review of the flood study will ensure that the work has made the best use of information, the assumptions can be justified, and that the council can use the spatial flood information and modelling tools as a suitable foundation for developing a floodplain management plan.

Canowindra floodplain risk management study and plan review

Canowindra was significantly impacted by flooding in November 2022, resulting in substantial damage to private properties and infrastructure. The Canowindra floodplain risk management study and plan (FRMSP) was completed in 2007. Since the completion of the Canowindra floodplain risk management study and plan, the township has been impacted by flooding in 2010, 2012, 2016 and 2022. The nature and extent of flooding in Canowindra needs to be reviewed, including the calibration and verification of the flooding that has occurred since 2007; particularly the major flooding experienced in November 2022. This updated information will facilitate a review and update of the flood mitigation options and ensure council continues to implement the most appropriate options.

Eugowra floodplain risk management study and plan review

Eugowra was devastatingly impacted by flooding in November 2022, substantially damaging private properties and infrastructure. The Eugowra floodplain risk management study and plan (FRMSP) was completed in 2010. Since the completion of the Eugowra floodplain risk management study and plan, Eugowra has been impacted by flooding in 2005, 2012, 2016 and 2022. The nature and extent of flooding in Eugowra needs to be reviewed and updated, including the calibration and verification of the flooding that has occurred since 2010; particularly the major flooding experienced in November 2022. This updated information will facilitate a review and update of the flood mitigation options recommended for this area.

Central Darling Shire Council: Central Darling Shire floodplain risk management study and plan

This project will deliver a comprehensive floodplain risk management study and plan for the Central Darling Shire, focusing on the townships of Wilcannia, Menindee, Tilpa and The Sunset Strip. The project will build on the work done in the Darling River flood mapping project. It will enable the Central Darling Shire to accurately plan for and deliver future infrastructure developments whilst taking the necessary steps to provide appropriate mitigation for the impact of floods. It will also review the NSW State Emergency Service flood emergency sub-plan for the Shire.

City of Newcastle: Hexham and Woodberry swamp flood study

Hexham and Woodberry swamp are located on the lower Hunter River floodplain, within the local government areas of City of Newcastle, Cessnock and Maitland councils. The local catchments for Hexham and Woodberry swamp are experiencing significant development pressure from upper catchment development, redevelopment, and densification in low-lying areas adjacent to the wetlands. Of the 8 main tributaries that flow into Hexham Swamp, flood modelling has only been undertaken for the local catchments of Ironbark and Dark Creek, in 2008. Flood impacts and behaviour across the remaining tributaries of Hexham and Woodberry swamp is based on Hunter River flood modelling. The flood study aims to identify local catchment flood risk and behaviours, taking into consideration significant infrastructure projects and developments that have occurred, to inform future development, appropriate planning controls, and future mitigation measures.

Council of the City of Parramatta: Upper Devlins Creek flood study and floodplain risk management study and plan

This location is the only remaining area within City of Parramatta for which no flood study has been completed. This project will enable the council to apply a consistent approach over the entire council area for floodplain management.

Council of the City of Sydney: Update of Darling Harbour and City area flood study

The existing flood studies for the City area and Darling Harbour catchments were completed in 2014. Since then, major public infrastructure and private development have changed large parts of these catchments. Updating the flood studies will capture these major changes and provide a contemporary definition of flood behaviour in the highly urbanised catchments. Assessment of the risk of estuarine inundation will also be included, defining risk from an additional source compared to the existing flood studies. This will increase the reliability of flood information for strategic land use planning across the study areas and the assessment of proposed developments on flood-prone land, particularly for ongoing major developments in the Sydney central business district and for future development in Pyrmont.

Dubbo Regional Council: Wellington flood study

Most of Wellington is considered flood-free, but when flooding occurs, it results from floodwaters overtopping the banks of the Bell River, with areas around the main commercial precinct and some low-lying properties becoming inundated. This project will update the flood study, which was completed in 1995.

Dungog Shire Council: Clarence Town flood study

Clarence Town is a small township located on the Williams River, 25 kilometres south of Dungog and 55 kilometres north of Newcastle. Flood studies have previously been completed for the local Clarence Town catchment (2012) and the wider Williams River catchment (2009). The primary objective of the flood studies was to define the flood behaviour of Clarence Town and the Williams River by establishing appropriate numerical models. This project aims to minimise the flood risk and allow development on land compatible with the land's hazard.

Goulburn Mulwaree Council: Goulburn overland flooding risk study and management plan project

This two-stage project will inform the council's planning and engineering processes in relation to the impacts of overland flooding, including potential risk to life and property damage for Goulburn. Stage one will involve completing a flood study to provide a basis to define overland flood behaviour for Goulburn. The flood study will examine past overland flood events and evaluate overland flood assessments for a range of designed storms events under existing conditions. Stage 2 will develop an associated floodplain risk management study and plan to inform the council on managing future overland flood risk impacts.

Griffith City Council: Review of Lake Wyangan flood study and floodplain risk management study and plan

The Lake Wyangan flood study was undertaken with limited historical flood information. Soon after its completion, the March 2012 flood event occurred. The 2012 flood event information was incorporated into the floodplain risk management study and plan (2013) enabling the design flood level estimations to be consistent. However, since then the Lake Wyangan catchment has experienced 2 more flood events in 2016 and 2022, these flood events were a result of a prolonged wet period with saturated soil conditions and an accumulation of several minor storm events. Additionally, significant agricultural development has occurred in the last 10 years around Dickie Road. These are the main reasons for the review of the floodplain risk management study and plan.

Lachlan Shire Council: Lachlan River flood study – Condobolin to Lake Brewster

The Lachlan River downstream of Condobolin has no flood information or flood planning levels. This includes the townships of Lake Cargelligo, Curlew Waters, Euabalong, Euabalong West, Murrin Bridge and rural properties along the floodplain. The flooding event experienced in late 2022, was the largest on record. Completing a flood study for this section of the Lachlan River, after such a significant event, will provide benefits for infrastructure and housing planning.

Leeton Shire Council: flood study review and update

The project area includes the towns of Leeton, Whitton, Yanco, Murrari and the main irrigation channel originating at the Murrumbidgee River. The previous flood study was completed in 2015, after the March 2012 floods. The council will use improved study results to build community resilience through awareness of and preparedness for flood events, as well as influencing future town planning and ensuring new development areas have appropriate flood protection and emergency evacuation routes. The flood study will also be used to assess the stormwater drainage capacity of existing infrastructure within the towns and provide a basis upon which drainage augmentation works can be undertaken.

Liverpool City Council: Review of Liverpool overland flow path study for urban catchment area – stage one, Cabramatta Creek catchment

In 2006, council completed a broad overland flow path study of the entire local government area to identify and prioritise sub-catchments prone to overland flooding. Subsequently, the council undertook detailed overland flow path and risk management studies of the high-priority urban sub-catchment areas. Over the past decade, extensive development has occurred across the Liverpool local government area. Landform has been changed due to the construction of new residential developments, subdivision of lands, and construction of roads and infrastructures. In addition to physical changes in landform, rainfall pattern and intensity have also been changed due to the impact of climate change. It has become necessary to review the local government area wide overland flow path study using the latest LiDAR data and newly adopted hydrological methodology Australian rainfall and runoff 2019. The study will identify overland flow paths within the study area and prioritise local sub-catchments for further detailed studies.

Maitland City Council: Maitland local government area – floodplain risk management study and plan

Maitland Council will comprehensively review and update the existing Hunter River floodplain risk management study and plan (2015). The project objective is to develop a new local government area-wide floodplain risk management study and plan, incorporating the results of recent flood studies to ensure that the risks of both riverine and local catchment flooding are appropriately managed across the entire local government area.

Murray River Council

Murray River Council received funding for 3 projects.

Moama major overland flow flood study

Murray River Council is currently undertaking the cross-border Echuca-Moama flood study. The proposed Moama major overland flow flood study will compliment that study and provide vital information on how overland flows impact the town. Residential development in Moama is flood-sensitive; therefore, this study will help the council implement measures that foster flood resilience for the community.

Moulamein flood study review

This project will review the Moulamein flood study (2019) and validate it to the November 2022 flood event. The Moulamein township is at the confluence of the Billabong Creek and Edward River and has been subjected to recurrent riverine flooding. In recent years, Moulamein was impacted by floods in 2016 and more severely by the 2022 flood. The 2022 flood event far exceeded the 1% annual exceedance probability event and is the biggest in recorded history at the Moulamein gauge. Once the flood study is updated and adopted, the council, NSW State Emergency Service and other government agencies will have access to an appropriate tool for sustainable resilience and the town's preparedness when the next flood hits.

River Estate levee upgrade – Barham

The River Estate levee encloses a residential estate at Barham. The levee was subject to a structural integrity audit in 2019 as part of implementing the Barham floodplain risk management study and plan (2017). The audit report identified that the existing levee does not comply with current standards for urban levees in New South Wales. A detailed design of the levee upgrade was completed in April 2022. This project will reconstruct the existing levee to the adopted design crest level.

Orange City Council ultimate flood modification scheme: feasibility and design project

This project will undertake the next major step of the Blackmans Swamp and Ploughmans Creek floodplain risk management study and plan. It will assess the feasibility of constructing Orange's ultimate flood modification scheme, including preparation of concept designs for 8 individual flood modification schemes: Cutcliffe Park detention basin, Kenna Street stormwater drainage upgrade, Orange Agricultural Institute dam modification, Moulder Park detention basin, Ridley oval detention basin, Glenroi oval detention basin, East Orange Creek channel works and Blackmans Swamp Creek channel widening.

Penrith City Council

Penrith City Council received funding for 2 projects.

Claremont Creek catchment flood study

The council will undertake a detailed local overland flow study for the Claremont Creek catchment and adjoining South Creek and Upper Surveyors Creek locality. The study area contains several overland flow paths and flows from the catchment area contributing to Claremont Creek, South Creek and Ropes Creek. The study area comprises 1,606 hectares within Claremont Meadows, a large part of Orchard Hills and parts of Werrington, Kingswood and Caddens. The study will define the flood behaviour under current floodplain conditions. All potential flooding mechanisms will be included in the analysis of flood behaviour, including local overland flow and creek flooding. This flood study will form the basis for the future flood planning of the study area.

Jamison Road and Stafford Street retarding basins, Kingswood – investigation and detailed design

The College, Orth and Werrington creeks floodplain risk management plan (2021) recommends upgrading the Jamison Road existing retarding basin and constructing a new retarding basin at Stafford Street, Kingswood. These flood mitigation measures are part of combined flood mitigation measures that aim to provide greater attenuation of flows during more significant floods in the catchment. The project will complete detailed design plans for these 2 retarding basins ready for construction.

Richmond Valley Council floodplain risk management plan

This project will produce a floodplain risk management plan (FRMP) for the Richmond Valley, with the overall objective of improved management of flood risk into the future.

The Richmond Valley FRMP will outline a range of measures to manage existing, future, and residual flood risk effectively and efficiently. The FRMP will also present a prioritised strategy to guide the implementation of the proposed measures; to build a more resilient community, with reduced impacts from flooding on individual owners and occupiers of flood prone property.

Snowy Valleys Council: Brungle flood study

This flood study will focus on the village of Brungle, which is partially located on the Tumut River floodplain (including the anabranch of Nimbo Creek) and the tributary of Brungle Creek. This flood study will initially develop a hydraulic model of the Tumut River floodplain that will connect to the Tumut flood study upstream and the Gundagai flood study downstream. A detailed hydraulic model will then be developed to define the flood risks and provide a tool suitable to progress to a floodplain risk management study and plan.

Sutherland Shire Council: Woronora River flood study

The Woronora River flood study (1991) is over 30 years old. This project will complete a flood study using the latest hydrologic and hydraulic modelling techniques, Australian rainfall and runoff 2019 guidelines and sea level rise policy. The flood study will determine revised flood behaviour, hazard and risk to life and property. The study will be used to improve the application of the council's flood related development controls, providing flood information to community, and for emergency response management planning.

Tenterfield Shire Council: Urbenville and Woodenbong floodplain risk management study

This project continues the work undertaken to prepare flood mapping for the 2 shires of Tenterfield and Kyogle. The towns of Urbenville, Muli Muli an Aboriginal community, and Woodenbong share the Tooloom Creek catchment. Undertaking the risk management study jointly allows a greater understanding of the issues faced by border villages and enhanced cooperation in the face of natural disasters, such as flooding.

The Council of Camden: Addendum to Nepean River floodplain risk management study and plan to support emergency management planning

The study area is the Nepean River catchment in Camden local government area. This project will review the Nepean River floodplain risk management study and plan to support emergency management planning. The Nepean River catchment is vulnerable to flooding and subject to rapid development and the community has faced difficulties with emergency management during 3 flood events in 2022. The purpose of this study is to:

  • provide key consideration for emergency response strategy including evacuation capability, emergency management for fast responding catchments
  • identify areas with no defined emergency management strategy
  • address emergency management principles in floodplain risk management decisions based on emergency management guideline to support emergency management planning
  • provide the community with awareness, understanding of how flooding impacts them and the response arrangements during floods.

The Council of the Municipality of Kiama

The Council of the Municipality of Kiama received funding for 2 projects.

Jamberoo floodplain risk management study and plan

This project will progress the Jamberoo flood investigation (Gerringong Jamberoo flood investigation – catchment simulation solutions 2022) to the floodplain risk management stage. A floodplain risk management plan will review flood measures, including options to improve flood-resistant access, confirm the suitability of the proposed flood mitigation measures, conduct an analysis using Australian rainfall and runoff 2019, establish flood planning levels and develop emergency control plans.

Spring Creek flood study and flood risk management plan

This project will update and review the existing study, to include the methodology of Australian rainfall and runoff 2019. Following the study, the council will progress to a flood risk management plan. The intended outcome is to improve flood-resistant access across Spring Creek at Dido Street and Jamberoo Road, provide suitable flood mitigation measures, establish flood planning levels and provide appropriate flood information to the NSW State Emergency Service to inform the emergency response plan.

Tweed Shire Council: Tweed coastal creeks floodplain risk management study and plan update

Since the completion of the Tweed coastal creeks flood study and floodplain risk management study and plan several years ago, the Tweed region has suffered two devastating floods of record, being the March 2017 event and the February–March 2022 flood events.

The Tweed coastal creeks floodplain risk management study and plan update will revise the coastal creeks flood models, revisit the risk management study, and update the risk management plan, which will help council to better manage flood risk in the area.

Upper Lachlan Shire Council: Supply and installation of flood warning systems at Crookwell, Collector, Gunning and Taralga

There is a major issue with flash flooding of the townships of Crookwell, Collector, Gunning and Taralga. The State Emergency Service (SES) and council do not have adequate time to conduct evacuation and flood damage reduction measures. This project includes the following benefits:

  • automated warning provided to SES and council, which improves reliability and ability to respond and reduces reliance on personnel to monitor conditions
  • real-time rainfall and water level data hosted by the Bureau of Meteorology to assist the SES, council and the community with decision-making
  • historical data recording to assist with greater accuracy of flood predictions, modelling and understanding potential impacts on the community.

Warrumbungle Shire Council: Coolah catchment flood study

Coolah Catchment is a small catchment area often subject to heavy rainfall and flash flooding. The village of Coolah is at the bottom of the catchment, and the flooding is often quick and short, creating considerable damage to properties and infrastructure. Through this flood study, the council will capture data to enable flood modelling, including analysis of tributary catchments to determine flows for required events, including 1%, 2% and probable maximum flood, as well as more frequent events.

Wingecarribee Shire Council: Review of Bowral floodplain risk management study and plan

A floodplain risk management study and plan was completed in 2009 for the Mittagong Creek catchment in Bowral. This review will assess the earlier recommendations and suggest new options to further mitigate flooding in the catchment. It is intended that the review will use current modelling techniques to identify alternative measures and new flooding information that reflects the change in land use over the last 14 years. The review will model mainstream flooding and overland flow using 1-dimensional/2-dimensional techniques to better represent the complex interactions in the catchment.

Alstonville, Lennox Head and Wardell overland flood study

This project will develop a 2-dimensional hydraulic model of the urban areas of Alstonville, Lennox Head and Wardell to analyse and map local overland flooding extents. The flood study and extents mapping will be used to implement development controls, inform land-use planning, and identify feasible infrastructure upgrades and structural protection measures available to reduce the impacts of overland flooding to Alstonville, Lennox Head and Wardell.

Mascot, Rosebery and Eastlakes flood study review

The Mascot, Rosebery and Eastlakes catchment includes the suburbs of Mascot, Rosebery, Eastlakes and Pagewood. This catchment is affected by overland flooding and mainstream flooding.

Flood modelling for this catchment was completed based on parameters available in 2013. Since then, LiDAR information, building footprints, roads, and rainfall guidelines have changed significantly. This project will review and update the current flood study based on the latest information.

Bega Valley Shire Council
Wolumla flood study and floodplain risk management plan

Wolumla Creek is a tributary of the Bega River. Two regional roads transit the Wolumla Creek catchment. Detailed flood information is needed for emergency response and infrastructure planning.

An overland flow study covering the township of Wolumla will provide information on flood risk. The study area will encompass the Wolumla Creek catchment focusing on the localities of Wolumla, South Wolumla and Frog's Hollow.

The floodplain risk management plan will provide the council with some definitive actions to manage the flood risk within the catchment and deliver information to inform the council's future land-use and emergency response planning.

The Eastern Creek lower catchment comprises large areas significantly impacted by the Hawkesbury Nepean flooding. This area is of significant importance because it includes the North West growth area, the Western Sydney employment area and the Greater Penrith to Eastern Creek investigation area.

A floodplain risk management study and plan are the next steps for the Eastern Creek catchment, following the completion of the Eastern Creek flood study in 2019. This project will investigate a suite of flood management measures and evaluate options that could be implemented to manage the existing, future and continuing flood risk.

Broken Hill City Council
Broken Hill flood study

This project will complete a flood study of the Broken Hill local government area to determine and define the overall flood risk to the community. The flood risk will be identified through the development of a state-of-the-art flood model that will be used to determine:

  • the degree of hazard the community is exposed to
  • the scale of the population at risk
  • gaps in flood information needed to manage flooding
  • the potential need for flood mitigation works to reduce risks to the community in the area
  • the potential for redevelopment and new development.
Byron Shire Council
Belongil and Tallow flood risk management study and plan update

The Belongil and Tallow Creek floodplain risk management study and plan are more than 5-years old and require updating, due to the development pressure in these catchments and recent flood events. This project will update the floodplain risk management study and plan to align them with current Australian standards.

Byron Shire overland flow path study

This project will undertake shire-wide overland flow path flooding and drainage studies to identify and prioritise flooding and drainage improvement mitigation upgrade works for the shire. The project will identify and prioritise potential mitigation works with the highest benefit-cost ratio to aid strategic land-use planning.

Camden Council
Investigation and design for building a levee from Saunders Road and along McCrae Drive

The draft Nepean River floodplain risk management plan recommends a flood protection levee west of McCrae Drive from Saunders Avenue to Cunningham Place as a high-ranked flood management measure for the Nepean River catchment. This project will investigate whether the proposed levee is a viable option to reduce flood levels for properties along McCrae Drive.

Update Nepean River flood study to include precinct development and urban land release

This project will update the Nepean River flood study to include changes in the catchment, such as precinct development and urban land release. The Nepean River flood study was based on LiDAR information captured in 2011, and there has been significant development in the catchment since then. The study will assess the cumulative impact of development on flooding, to address this issue in emergency management and land-use planning. It will help to understand the flood behaviour and risk and provide up-to-date flood information to the public.

Carrathool Shire Council
Hillston eastern levee upgrade feasibility study

The current Hillston floodplain risk management study and plan highlight the benefit of restoring and upgrading the eastern levee at Hillston; this option would potentially protect up to 73 buildings from above floor-level flooding during a 1% annual exceedance probability flood event. This site is also the location of a proposed heavy vehicle bypass. A feasibility study to investigate the possibility of incorporating a dual levee and heavy vehicle bypass at this location will be undertaken as part of the project.

Central Coast Council
Somersby and Kariong catchments overland flood study

The overland flood study area consists of the Somersby and Kariong catchments. The catchments drain to the Hawkesbury River via Mooney Mooney Creek and other smaller tributaries. Council currently has very limited flooding information for these catchments. This study will produce a 2-dimensional hydraulic model and inform planning decisions about the growth in this area, which has been identified as a regionally significant growth area.

City of Canterbury Bankstown Council
Floodplain risk management study and plan for sub-catchments of the Duck River

Duck River is one of the major tributaries of the Parramatta River and drains water from 2 sub-catchments: Wolumba and Duck River. The total catchment area is approximately 9.17 square kilometres and will accommodate substantial growth and development over the coming years. Significant floods have occurred in the Duck River catchment, including in March 2022.

This project will undertake Australian rainfall and runoff 2019 sensitivity analyses for the 2 sub-catchments and prepare a consolidated floodplain risk management plan for the Duck River catchment.

Clarence Valley Council
Esk River flood monitoring project

This project will install a remotely monitored flood gauge in the Esk River on Iluka Road.

Iluka Road provides the only access to the town of Iluka, and flooding of the Esk River has caused the road to be closed on multiple occasions. Council relies on community reports to know when the road has been cut by floodwater. The flood gauge will enable the council to advise the Iluka community about road closures.

Coffs Harbour City Council
Bonville Creek flood study

The Bonville Creek catchment covers an area of approximately 115 square kilometres. Two major tributaries join Bonville and Pine creeks from the south, and Middle Creek from the north. The existing flood study for the catchment was completed in 1995. There is ongoing development pressure in the catchment. This study will provide up-to-date, detailed and accurate flood mapping. This will provide a sound base for implementing flood planning controls and better inform strategic plans for improving flood immunity.

Coonamble Shire Council
Coonamble stage 4a levee – high bank stabilisation along Castlereagh River

This project will stabilise the high bank of the Coonamble levee adjacent to the Castlereagh River and the Sir Edward Hollstrom Bridge using oversized rock.

Cootamundra Gundagai Regional Council
Cootamundra/Gundagai shire villages (Coolac, Nangus, Tumblong and Darbalara) flood study

This project will develop a wide-scale flood study encompassing the whole of the Cootamundra/Gundagai local government area of the Murrumbidgee River floodplain. This will be used to develop individual flood studies for the villages of Coolac, Nangus, Tumblong and Darbalara and inform water levels for the hydraulic models for these studies.

Council of the City of Parramatta
Final expansion project for the City of Parramatta FloodSmart flood warning service

FloodSmart Parramatta provides the community with a flood warning service, but it does not cover the entire local government area. This project will complete the coverage of this service. It will also develop an innovative, dynamic tidal boundary process to enable real-time forecasting of the impacts from the tidal Parramatta River. The work will deliver flood modelling and 3 new warning areas, which will be operationalised within FloodSmart Parramatta.

Cumberland City Council
Duck Creek and Duck River overland flow study

An overland flood study for Duck River will complement other catchment overland flow studies that the council has undertaken.

This study will identify the properties within the Duck River catchment affected by overland flow, to enable actions to reduce the flooding impacts on human life and properties. The study will also ensure that residents are aware of the risks associated with flooding of their properties and will address these risks when residents are redeveloping their properties.

Eurobodalla Shire Council
Batemans Bay urban creeks floodplain risk management study and plan

The Batemans Bay urban creeks floodplain risk management study and plan will build on the outcomes of the adopted Batemans Bay urban creeks flood study and identify opportunities to mitigate and manage significant impacts of flooding. This will include climate adaptation strategies to manage inundation in the Batemans Bay area, consistent with the outcomes of the Eurobodalla open coast coastal management program.

Fairfield City Council
Bosnjak detention basin investigation and detailed design

The Bosnjak detention basin is located at Edensor Park; it has an upper and lower basin.

The Three Tributaries floodplain risk management study and plan identified that residual flooding could be removed by raising the lower basin wall to contain a one-in-100-year flood event.

Council will complete an investigation and design to determine the feasibility of the proposed detention basin upgrade options identified in the Three Tributaries floodplain risk management study and plan.

Federation Council
Federation villages flood warning system review

The floodplain risk management study and plan for Federation villages recommends that a project be undertaken to identify improvements to the flood warning system, to improve the current system for the villages of Boree Creek, Urana, Morundah and Rand.

All of these towns are located within the Billabong Creek catchment. Tributaries also impact, notably on Boree Creek, Urana and Morundah. An improved flood warning system will allow the town residents to prepare and respond in a manner which reflects the impending severity of flooding.

Morundah flood mitigation investigations, concept design and detailed design

The township of Morundah is subject to riverine flooding from Colombo Creek and major overland flow from local runoff. The previous flood study and floodplain risk management study and plan identified that 17 residential houses and 3 commercial/industrial buildings are flooded to above floor level in a 1% annual exceedance probability flood at Morundah. The floodplain risk management study and plan recommends a number of flood modification measures, including a levee improvement project, cross drainage culvert upgrades and an overland flow diversion bund. This project will undertake further investigations (including a levee structural integrity assessment), concept design and detailed design for these mitigation measures.

Urana and Boree Creek voluntary house raising/house purchase scoping study

The township of Urana is subject to riverine flooding from Urangeline Creek. The township of Boree Creek is subject to riverine flooding from Boree Creek. The Federation villages floodplain risk management study and plan identified that 26 houses at Urana and 34 houses at Boree Creek are flooded to above floor level in a 1% annual exceedance probability flood. The floodplain risk management study and plan recommends that a feasibility study investigate a voluntary house raising scheme for Boree Creek and a voluntary purchase scheme for both Boree Creek and Urana.

This project will assess the suitability of individual properties for inclusion in either a voluntary house raising or voluntary purchase scheme.

Urana levee upgrade – investigations, concept design and detailed design

The township of Urana is subject to riverine flooding from Urangeline Creek and Billabong Creek. The previous flood study report and floodplain risk management study and plan identified that 26 residential houses and 14 commercial/industrial buildings are flooded to above floor level in a 1% annual exceedance probability flood at Urana. The floodplain risk management study and plan recommends that the existing levee be extended and upgraded, consistent with current urban levee standards. This project will undertake further investigations to confirm potential impacts of the work and the levee alignment, and then progress to concept design and detailed design.

Georges River Council
Georges River Council flood risk overland flow study for former Kogarah Council

This project will undertake an overland flow study for the former Kogarah Council locale to assist Georges River Council, and the wider community in understanding the overland flood depths for various rainfall probabilities.

This work will inform future flood management studies and utilise 2-dimensional mathematical flood models.

Griffith City Council
Hanwood stormwater pump and levee – stage 1B construction

Hanwood stormwater pump and levee is a 2-stage project. Stage 1 involves constructing a stormwater water pump and associated drainage pipe network. Stage 2 involves constructing a levee and raising of the road.

This project will extend the stormwater pipe network along Kidman Way, Hanwood, to support the operation of a stormwater pump. This work will ensure the efficient transfer of flood flows away from the Hanwood community.

Gunnedah Shire Council
Review and update of Blackjack Creek flood study

Blackjack Creek drains south-west Gunnedah and runs west of the urban area through Wandobah Reserve, crossing the Oxley Highway and the Mungindi railway before discharging to the Namoi River.

The flood study for this area will be updated to consider changes that have occurred. The study will be revised to ensure flood modelling is current and will show the distribution, extent, levels and velocity of floodwaters.

Hornsby Shire Council
Hornsby Shire local government area rural areas flood study

This project will complete a flood study that covers all the rural areas within the Hornsby Shire local government area. This is required to ensure the Hornsby community is aware of the flood risk, and that any development and redevelopment of the rural properties are in accordance with the NSW Government's flood prone land policy.

Kempsey Shire Council
Kempsey central business district floodplain risk management plan – improved flood immunity investigation and design stage 3

Kempsey Shire Council will complete the investigation and design for upgrades to the central business district levee protection system. The upgrades were identified in the central business district floodplain risk management plan and include works related to the levee and flood gate improvements.

Upper (Central) Macleay flood study

This project will deliver the Central-Upper Macleay flood study. The study area extends along the Macleay River's from the Kempsey/Armidale boundary to the upper stream boundary of the Lower Macleay flood study project.

This project will provide valuable information to Kempsey Shire Council, landowners, State Emergency Services and Transport for NSW for current and future planning. It will improve key stakeholder knowledge about flooding in the central to upper catchment and evacuation route planning.

Ku-ring-gai Council
Lane Cove southern catchments flood study

Lane Cove southern catchments include the suburbs (or parts of) Killara, Lindfield and Roseville. This will be the sixth major catchment flood study undertaken for the Lane Cove River catchment area. This project will provide sufficient data for a flood risk management study and plan, which will guide future flood risk management actions for the study area.

Lake Macquarie City Council
North Creek and Warners Bay flood study

Lake Macquarie City Council will undertake a comprehensive review of North Creek flood study. Significant development in this catchment has had considerable effects on the floodplain and flood behaviour. A large part of residential/commercial/industrial zoned land in the catchment has been developed, with continuing population growth. There is pressure to increase density of developments and/or rezone further land for urban usage.

This comprehensive and updated flood study will incorporate new data from rainfall records and historic floods and use LiDAR to assist with calibration and modelling.

Liverpool City Council
Harris Creek flood study

This project will prepare a flood study for Harris Creek, a major tributary of the Georges River, which flows through Liverpool. Harris Creek crosses Heathcote Road at Holsworthy, the access road to Holsworthy Army Barrack, Holsworthy Station, residential areas, and access to the South Coast via Princes Highway.

The flood study will involve detailed hydrologic and hydraulic modelling and preparation of flood inundation maps, including flood level contours, flood risk and flood hazard maps. This will assist the council with floodplain management of the area. The study will also inform the Australian Defence Force, State Emergency Services and the Roads and Maritime Services in emergency management planning.

Lockhart Shire Council
The Rock flood study review

This project will review and revise the existing flood study to calibrate the flood model. It will use data from recent floods and consider Australian rainfall and runoff 2019 requirements.

MidCoast Council
Design of flood evacuation routes in Wingham

This project will complete the investigation, design and community consultation stages for upgrades to three primary evacuation routes used by many property owners in Wingham.

These measures address the recommendations made in the Wingham floodplain risk management plan, in which improving evacuation access is classified as a high priority strategy.

Gloucester caravan park access upgrade feasibility study

This project is a feasibility study to identify evacuation routes and road raising options for the caravan park in Gloucester, to provide flood free evacuations in a 1% annual exceedance probability flood. It will consider socioeconomic and environmental factors, flood impacts and community acceptance.

The feasibility study was classified as a high priority in the Gloucester floodplain risk management study and plan.

Post 2021 flood review of MidCoast floodplain risk management study and plan documents

This study will undertake post-flood reviews of all the floodplain risk management studies and plans across the MidCoast local government area, excluding the floodplain risk management study and plan for Bulahdelah, which is currently being reviewed in light of the March 2021 floods.

This review will include recommendations on triggers and response planning assistance for State Emergency Services, recommendations for flood warning systems, and consideration of all flood-affected properties for addition to the list for voluntary purchase and house raising.

Mosman Municipal Council
Mosman local government area flood study

The Mosman flood study will provide an understanding of flood risk for the entire Mosman local government area and will investigate flood behaviour for a range of flood events.

An integrated flood study will allow the council to evaluate the scale and severity of any flooding issues to inform flood risk management, emergency management and land-use planning decisions, and improve protection of people and property from flooding.

Murrumbidgee Council
Darlington Point floodplain management – final levee upgrade activities

This project will install a pump station to keep water levels below capacity in the stormwater retention basin at Ross Street, Darlington Point. This will mitigate flooding inside the upgraded levee structure during a flood event.

Nambucca Valley Council
Flood awareness signage

A high priority of this area's floodplain risk management plan is to increase community understanding of flood risk. This project will provide signage and markers to indicate historic and potential flood levels affecting the towns of Macksville and Bowraville. This will help the community make informed decisions about flood risk.

Narrabri Shire Council
Gwabegar flood study

Narrabri Shire Council will complete an in-depth flood study on the village of Gwabegar following flood events in 2021 and inundation of parts of the village.

This study will capture data for the village of Gwabegar and the surrounding area, to better understand flood behaviour and consequences in the area.

Penrith City Council
Blackwell Creek catchment flood study

The Blackwell Creek catchment partly covers the suburbs of St Clair, Erskine Park and Kemps Creek and discharges to South Creek upstream of M4 crossing.

A detailed flood study for the catchment will be undertaken to define the flood behaviour under existing catchment and floodplain conditions. It will use industry standard hydrologic and hydraulic modelling practices to define the flood behaviour. The project will also survey hydraulic structures, culverts, storm water drainage pits and pipes for flood modelling.

Byrnes Creek catchment flood mitigation work – detention basin and drainage investigation and detailed design

Byrnes Creek floodplain risk management study and plan recommends a series of flood mitigation measures to alleviate the flooding problem within the study area. Two of these measures include the construction of new stormwater drainage pipeline at Mamre Road and a new detention basin at Collins Street Reserve, St Marys. This project will complete a detailed investigation, prepare concept design plans, undertake environmental assessment, carry out community consultation and prepare detailed design plans ready for construction.

Chapman Gardens basin augmentation, Kingswood – detailed investigation and detailed design

The College, Orth and Werrington creeks floodplain risk management study and plan recommends augmentation of the Chapman Gardens basin in Kingswood. This will be part of a combined measure to provide greater attenuation of flows during more significant floods in the catchment and reduce overland flow flooding across critical flood evacuation routes.

This project will involve completing a detailed investigation, preparing concept design plans, undertaking environmental assessment, carrying out community consultation and preparing detailed design plans for construction.

Upper Byrnes Creek catchment overland flow flood study

This project will undertake a detailed local overland flow study for the Upper Byrnes Creek catchment and adjoining Ropes Creek. The study area comprises 5.4 square kilometres within St Clair and Erskine Park. It contains a number of overland flow paths. Flow from the catchment area contributes to Byrnes and Ropes creeks.

This study will define the flood behaviour under current floodplain conditions, and all potential flooding mechanisms will be included in the analysis of flood behaviour, including local overland flow and creek flooding. The adopted flood study will form the basis for future flood planning in the study area.

Port Macquarie-Hastings Council
Camden Haven flood study update and extension

This project will update the existing Camden Haven flood study with data captured following the March 2021 floods. This will include a calibration and validation exercise, to ensure the flood study is producing accurate data that reflects the best knowledge of flood behaviour in the catchment.

The project also proposes to extend the study area into previously unmodelled catchments that experienced severe flooding in March 2021. These areas have significant levels of development and currently rely on anecdotal flood intelligence to determine building floor levels.

The revised study will be used to inform an update to the Camden Haven floodplain risk management plan.

Queanbeyan-Palerang Regional Council
Bungendore overflow channel

This project involves construction of an overflow channel on Turallo Creek in Bungendore. This measure allows floodwaters to bypass the Tarago Road bridge crossing of the creek during flood events.

The overflow channel will pass under Tarago Road, using culvert structure, and will provide flood storage during major events. This will decrease the flood impact on nearby properties.

Captains Flat flood warning system

For most residents in the Captains Flat township, the first warning of a flood is inundation of their property or loss of access along roadways.

This project will investigate and design a flood warning/alert system, tied to stream gauges in the Molonglo River, to provide advance warning to the community of impending flood events. Installation of a flood warning system is a recommendation from the Captains Flat flood risk mitigation plan.

Queanbeyan voluntary purchase and house raising feasibility study

This project will complete a feasibility study looking at the viability of voluntary purchase and house raising in the high hazard floodway area along the Queanbeyan River. The study is a recommendation of the Queanbeyan flood risk mitigation plan.

Randwick City Council
Clovelly floodplain risk management study and plan

The Clovelly catchment is a part of Waverley local government area flood study, which was completed in January 2021. The flood study identified 888 properties to be tagged as requiring future flood related development controls. It also identified that the flood risk in the catchment was mostly from overland flow.

The Clovelly floodplain risk management study will identify and assess a range of management options, both structural and non-structural, to reduce the risk of flooding within the catchment.

Lurline Bay, Matraville, Malabar, Yarra Bay flood risk management study and plan

This project will deliver the Lurline Bay, Matraville, Malabar, and Yarra Bay flood risk management study and plan. During periods of heavy rainfall across the study area, there is potential for the capacity of the stormwater system to be exceeded. Flooding across the study area may damage property and vehicles and pose a risk to life during large floods. The flood risk management study and plan will identify and assess a range of management options to reduce the risk of flooding in the catchment.

Shoalhaven City Council
Lower Shoalhaven River floodplain risk management study and plan review

The Lower Shoalhaven River catchment has records of significant flood damages and associated loss of lives. The current floodplain risk management study and plan was adopted in 2011. Since then, the topography and land use of the Lower Shoalhaven River floodplain has changed, partly due to new developments and rehabilitation of the Terara levee.

The recently completed flood study will form the basis of the floodplain risk management study and plan. The study and plan will include identifying and analysing flood risk and assessing management options.

Revision of Broughton Creek flood study

The flood study will investigate Broughton Creek and its tributaries that drain from the north and west of Berry to the Lower Shoalhaven River. In the past, flooding in the catchment has caused property damage and posed a hazard to residents. The current floodplain risk management study and plan was adopted in 2012. It predates 2 major upgrades of the Princes Highway, significant and ongoing urban expansion and the introduction of Australian rainfall and runoff 2019.

This project will provide a contemporary definition of flood behaviour in the Broughton Creek catchment, focusing on riverine and overland flooding. It will significantly increase the reliability of flood information for strategic land-use planning across the study area.

St Georges Basin floodplain risk management study and plan review

The St Georges Basin floodplain risk management study and plan will investigate and recommend actions to mitigate and manage current and future flood risks. This catchment has records of significant flood damages and associated loss of lives.

Council has completed the St Georges Basin flood study, based on the latest technology, survey information and the Australian rainfall and runoff 2019 methodology. The flood study will form the basis of the floodplain risk management study and plan, including identification and analysis of flood risk and assessment of management options.

Snowy Valleys Council
Tumbarumba flood study

This project will complete a comprehensive flood study for the Tumbarumba township, to identify and map areas at risk due to flooding from local creek systems. This study will enable the flood risks to be determined.

Sutherland Shire Council
Kurnell floodplain risk management study and plan

Kurnell is a low-lying residential suburb on the southern foreshore of Botany Bay, it has a history of overland flooding and tidal inundation. This project will update the 2009 flood study, based on current best practice and available data. It will also update the 2013 floodplain risk management study and plan, focusing on property and behaviour modification measures.

Tenterfield Shire Council
Tenterfield flood study updated

This project will update the existing flood study and the floodplain risk management study and plan to take into account flooding events in Tenterfield in 2019 and 2021 and the new Australian rainfall and runoff (2019) information.

Tweed Shire Council
Dorothy-William streets levee area pump station

Local stormwater flooding behind the Dorothy-William streets levee system in Murwillumbah affects private property, public infrastructure (sewer) and the use of community facilities. This flooding is associated with elevated river levels outside the levee, preventing stormwater from draining away. This is a common levee problem but is particularly pronounced in this area.

The Murwillumbah central business district levee and drainage study recommends installing a pump station behind the levee. This project will install the pump station to minimise private property damage, disruption of community facilities and environmental/amenity issues associated with sewer infiltration.

Wagga Wagga City Council
Humula and Mangoplah flood studies

The villages of Humula and Mangoplah are located on the banks of tributary creeks of the Murrumbidgee River. They are subject to flood risks from localised overland flows and swollen creeks bursting their banks.

These flood studies will produce information on flood levels, velocities, flows, and hydraulic and provisional hazard categories for a full range of flood events.

Waverley Council
Floodplain risk mitigation plan – Waverley Council

Waverley Council covers an area of 9 square kilometres. There are significant redevelopment pressures from planned high rise, commercial development and rebuilding of older houses.

This project will identify planning controls and capital works programs to protect property and the community from future flooding issues.

Wentworth Shire Council
Wentworth flood study

This project will produce a state-of-the-art flood study for Wentworth and the surrounding areas. It will cover the Darling River south of Ellerslie, the Murray River downstream of Trentham Cliffs and the Darling Anabranch River downstream of Tara Downs Station, through to Warrananga station on the Murray River.

Wollondilly Shire Council
Shire-wide flood study – additional detail studies

This project involves the detailed examination of flooding in specific areas: Tahmoor, The Oaks and Appin, to produce information for use in a floodplain risk management study. To complement this work, this project will undertake detailed studies for the urban portions of Bargo, Yanderra, Buxton, Thirlmere, South Picton, Oakdale, Mount Hunter, Warragamba and Silverdale, where an estimated 1,500 properties have now been identified as flood affected. This will produce information for floodplain risk management studies in the future.

Stonequarry Creek floodplain risk management plan – investigation of floodway Clearance and voluntary purchase

This project combines two actions from the adopted Stonequarry Creek (Picton) floodplain risk management plan to enhance the flood resilience of Picton central business district:

  • a feasibility study for the potential removal of buildings to clear a floodway for the conveyance of water from Stonequarry Creek through the Picton central business district, to determine if it is a viable option
  • the investigation of a potential voluntary purchase scheme for Picton.
Stonequarry Creek floodplain risk management plan – investigation of western basins viability

This project will complete a feasibility study for a potential detention basin on Stonequarry Creek west of Picton, to determine if a basin or combination of basins is viable. This is an action from the adopted Stonequarry Creek (Picton) floodplain risk management plan, which aims to enhance the flood resilience of the Picton central business district.

It is important to determine if the detention basin option is viable. This study will better inform the Picton community of the options available to address the flood risk in the area.

Wollongong City Council
Lake Illawarra flood study and floodplain risk management study and plan

Lake Illawarra is a shallow coastal lagoon located between the ocean and the cliffs of the Illawarra escarpment. The Lake Illawarra catchment has an area of approximately 270 square kilometres, rising from sea level to 760 metres at Mount Murray.

This project will update the previous flood study (2001) and floodplain risk management study and plan (2012) to account for new Australian rainfall and runoff information (2019), catchment details and entrance management updates.

This project is a joint project with Wollongong City and Shellharbour City councils as the catchment managers on the north and south side of the lake.

Bathurst Regional Council
Bathurst flood plan update

The primary flood areas through Bathurst are along the Macquarie River, extending from the White Rock/Perthville tributary locations to Eglinton. The current plan was developed in 1993 to determine levee locations and enable management in the interim. The entire levee system has been constructed, and the Bathurst development area has extended beyond the original plan's footprint.

This project will update the flood plan, validate the levee system, implement modern industry standards, understand flood risk from overland flow and enable council to make informed decisions on managing flood risk in developed and soon-to-be developed areas.

Bayside Council
Feasibility study and concept design of floodplain risk management options – Botany Bay Foreshore Beach catchment

This study will investigate the feasibility and prepare a concept design for the 3 structural mitigation options which were identified in the Botany Bay and Foreshore Beach floodplain risk management study. The consultant identified 3 options which could substantially improve existing flood risk and reduce future flood damage:

  • a detention basin option in Booralee Park
  • a drainage amplification option in William Street
  • a drainage upgrade in Dent Street with tidal backflow devices option.
Bega Valley Shire Council
Bega and Brogo rivers floodplain risk management plan emergency access upgrade stage 2

This project involves completing the remaining road raising, culvert augmentation and intersection adjustments at Newtown Road and Tathra Road, to secure flood free all-weather access to the adjacent South East Regional Hospital.

Bland Shire Council
Ungarie voluntary house raising/purchase feasibility assessment

Ungarie has major flood inundation issue with over 80 residential and 20 commercial properties subject to flooding by Humbug Creek. The floodplain risk management study and plan highlighted the highest priority action to deal with this as being voluntary house raising or voluntary house purchase. A feasibility study is the next step to be completed. This feasibility study will investigate eligible houses and develop a fully prioritised scheme ready for implementation.

Blue Mountains City Council
North Katoomba and North Leura flood study and floodplain risk management study and plan

The catchments of North Katoomba and North Leura have a strong need for a floodplain risk management study, as undeveloped land is being developed at a high rate. Council is not currently able to provide flood related planning statements on section 10.7 planning statements, and there is a need for these to support development applications. Overland flow flooding is known to occur in several locations in the catchments. This project will include a flood study and a floodplain risk management study and plan for these areas.

Bourke Shire Council
Louth levee feasibility study

This project will undertake investigation and concept design for levee upgrade works for the Louth levee. The objective is to identify constraints and costs associate with levee upgrade works.

Burwood Council
Burwood Council local government area wide flood risk management study and plan

The Burwood Council local government area consists of 4 stormwater catchments. These include:

  • Powells Creek and Saleyards Creek
  • Dobroyd Canal
  • Exile Bay, St Lukes and William Street
  • Cooks River.

This flood risk management study and plan will encompass the above 4 mentioned catchments, it will evaluate the flood risks and eventually prioritise flood risk management works to alleviate flooding and its effects.

Byron Shire Council
Debris control measures for Federation Bridge

Federation Bridge is the major bridge in Mullumbimby crossing the Brunswick River. Federation Bridge's pile design makes the structure vulnerable to the collection of debris, which causes a major blockage to floodway flow in the Brunswick River at Mullumbimby. This was a contributing factor to the increase in flood levels within Mullumbimby during the 2017 flood event. This project will undertake the investigation, design and construction of bridge control measures to reduce the potential of river blockage at Federation Bridge.

Camden Council
Detailed overland flow study of Narellan Creek catchment/Nepean River

This project will undertake a detailed overland flow study, to classify and quantify the overland flow in the Narellan Creek catchment. A detailed overland flow study is required to understand the overland flow behaviour in the catchment, to provide overland flow information to the public, for council issuing planning certificates, application of development controls and emergency management planning in existing and future developments.

Carrathool Shire Council
Hillston riverbank stabilisation works construction – stage 4

Sections of the Lachlan riverbanks at Hillston are unstable and eroding, threatening the structural integrity of the existing levee banks that protect the township. A feasibility study identified sections of the bank that require stabilisation, and the subsequent detailed design of the riverbank stabilisation works is complete. This project is for construction work to stabilise the two areas (HL1 and HL2).

Rankins Springs flood study/floodplain risk management study and plan

The township of Rankins Springs has been subject to flash flooding events. This project will develop a full 2 dimensional flood model for the area and then develop a floodplain risk management study and plan, to develop a list of floodplain management measures, planning controls and emergency response measures designed to lessen the impact of future floods.

Central Coast Council
Review and update of 1994 Tuggerah Lakes flood study

Tuggerah Lakes occupies an area of approximately 80 square kilometres and comprises of Tuggerah Lakes, Budgewoi Lake and Lake Munmorah and the immediate floodplain.

A flood study for Tuggerah Lakes was completed in 1994, and a floodplain management study and plan were completed in 2014. This review will provide updated information and modelling results to understand the interaction between lake flooding and opening of the entrance channel.

Cessnock City Council
Black Creek stage 2 floodplain risk management study and plan

A floodplain risk management study and plan will be developed for the lower Black Creek catchment. A flood study was completed for the area in 2015, providing council with important flood mapping data. The study identified the extent of flooding however, the associated risks and appropriate mitigation strategies remain unknown.

The floodplain risk management study and plan for the Black Creek catchment will investigate flood risks and develop options to manage those risks. A strategy comprising of suitable implementation actions will also be developed.

Greta floodplain risk management study and plan

The Greta flood risk management study and plan will address flood risk in the Anvil Creek catchment, which includes the townships of Greta and East Branxton. These townships have a history of significant flooding. The study will examine options to manage flood risk, in particular for the 18 properties that reported to have experienced over floor flooding.

Exile Bay floodplain risk management study and plan

The floodplain risk management study and plan will assess the impacts of floods on the Exile Bay catchment community and identify management measures to treat flood risks.

Powells Creek east floodplain risk management study and plan

The flood risk management study and plan will assess the impacts of floods on the Powells Creek east catchment community and identify management measures to treat flood risks.

Cooks River overland flow study – review and update

This project will update the overland flow study in the Cooks River catchment to address inconsistencies and compatibility issues identified in the existing flood model. Council seeks to undertake the following works:

  • catchment delineation and topography update
  • TUFLOW model development and calibration
  • assessment of mainstream and overland flood behaviour, using Australian rainfall and runoff 2019 methodology
  • flood mapping update.
Coffs Harbour City Council
Coffs Harbour City Council flash flood warning system upgrade

This project will upgrade and improve the Coffs Harbour City Council flood warning system, by providing a robust and easy to use web-based decision support system for council and the NSW State Emergency Service. The alerting mechanism of the system will also be upgraded to provide targeted alerts, with improved lead-time to the NSW State Emergency Service and expanded to include an opt-in system for the community.

Moonee Creek flood study review

Four main tributaries make up the catchment including Moonee Creek, Sugarmill Creek, Cunninghams Creek and Skinners Creek. The existing Moonee Creek flood study was completed in 1998. Since then, significant development has occurred within the floodplain and there is significant development pressure. The study will provide current, detailed, and accurate flood mapping that the council requires to better understand flood behaviour in the catchment. Better flood mapping provides a sound base for implementation of council's flood planning controls and better informs strategic plans for improving flood immunity.

North Boambee Valley detention basin

The North Boambee Valley Detention Basin was a recommended flood mitigation measure of the 2016 Boambee-Newports Creek floodplain risk management plan, council will implement this mitigation measure. The basin will reduce flooding to premises and dwellings in the downstream catchment, and reduced flood damages in the commercial areas of Isles Drive, Mansfield Drive and Cook Drive, and provide improved flood access to the hospital.

Coolamon Shire Council
Coolamon flood study and floodplain risk management study and plan

The first stage of the project is the development and completion of a flood study for the township of Coolamon. On completion and adoption of the flood study a floodplain risk management study and plan will be undertaken.

Fairfield City Council
Mimosa Road detention basin upgrade – construction

Fairfield City Council will carry out the upgrade works for Mimosa Road detention basin. This basin is located at Powhatan Street Reserve in Greenfield Park. The basin is on Orphan School Creek and is surrounded by residential development, it is also immediately upstream of Greenfield Park shopping centre.

The upgrade will increase the basin capacity from a 20-year average recurrence interval to 100-year average recurrence interval. It will also improve the basin embankment to satisfy dams safety requirements for this declared basin and hence lower/minimise the risk of embankment failure.

Greater Hume Shire Council
Culcairn flood mitigation works – construction

Culcairn lays predominately on the northern side of Billabong Creek, with the greatest degree of flood liability being due to Billabong Creek and the associated anabranch breakouts. Detailed design of a series of works has been completed that will mitigate flooding for the majority of Culcairn, for flood events up to and including a 1% annual exceedance probability. These include works to block anabranch flows through the township via two low level levees, a road lowering, and a compensatory levee upgrade on a private property to offset the afflux caused by these works at this property.

Hawkesbury City Council
Redbank Creek flood study and floodplain risk management study and plan

This project aims to improve understanding of flood behaviour and impacts and better inform management of flood risk in the Redbank Creek area. The project will include assessment of flooding conditions, by developing a comprehensive model within the Redbank Creek catchment where no flood studies have been conducted. The flood study will provide the technical foundation for the development of the subsequent floodplain risk management study and plan.

Kempsey Shire Council
Flood warning action implementation – Macleay River

The project aims to provide a more robust and improved flood warning network for the Macleay River. The project will include:

  • review and installation of additional gauges in the middle of the catchment
  • correlation of existing Kempsey and Smithtown gauges
  • clarification of active gauges and incorporation into the ENVIRONMON system
  • an improved ENVIRONMON system with enhanced capabilities.

The outcome will be a full working network of gauges and consistency with the current intermittent flood infrastructure.

MidCoast Council
Taree central business district levee feasibility study and heritage impact assessment

This project is a feasibility study for constructing a levee to protect the Taree central business district against a 1% annual exceedance probability flood event. This feasibility study will examine various levee options and consider heritage, socio-economic and environmental factors, flood impacts and community acceptance.

Upgrade of Croakers Creek flood gate

The Croakers Creek flood gate was constructed in the late 1920s and has exceeded its planned design life. It requires an upgrade or replacement to provide flood mitigation to the area. Such an upgrade will reduce the impacts of existing flooding, flood liability on communities, as well as private and public losses resulting from floods.

The Oxley Island Drainage Union, which was established in 1930 to run the flood gate and drainage network, will partner with council on this project.

Nambucca Valley Council
Upgrade to Councils flood warning system stage 2 – installation of 1 rainfall gauge at Warrell Creek

This project will install an additional flood gauge in the Nambucca River gauge system at Warrell Creek. The absence of a flood gauge at this location was identified as a deficiency in the flood warning system during the preparation of the flood risk management study and plan. It was recommended that this issue should be rectified as a priority.

Narrabri Shire Council
Boggabri floodplain risk management study and plan

Council will undertake the Boggabri floodplain risk management study and plan to follow on from the Boggabri flood study. The Boggabri flood study is the comprehensive technical investigation of flood behaviour, which provides the main technical foundation for the development of a robust floodplain risk management plan. This project will allow council to gain insight into the measures necessary to mitigate the flood risk within the town.

Narrandera Shire Council
Barellan levee detailed design

In 2018 the Barellan floodplain risk management study and plan identified a number of levee options in response to the township of Barellan being evacuated due to a flood event in 2012. This project is the detailed design of the Barellan levee, which is the next stage in the process of protecting the Barellan township from being flooded again.

Narromine Shire Council
Narromine levee 2021 feasibility study

Council proposes to extend the existing levee to provide increased protection from a possible 1% flood event to both commercial and residential areas of Narromine town. This project will undertake a feasibility study for the levee construction/extension and associated remediation works in Narromine.

Northern Beaches Council
Narrabeen Lagoon entrance clearance

The Narrabeen Lagoon entrance clearance project reduces the risk of flooding to low-lying areas surrounding Narrabeen Lagoon. Over time, the entrance of Narrabeen Lagoon becomes naturally in-filled with marine sand, which significantly increases the risk of flooding to public and private property in the floodplain. These works will result in the removal of up to 45,000 cubic metres of sand from the entrance of Narrabeen Lagoon. This will significantly reduce the flood risk to approximately 1500 dwellings, as well as numerous roads located on the foreshores.

Orange City Council
The Orange ultimate flood modification scheme: feasibility and design project

Ploughmans Creek floodplain risk management study and plan. It will assess the feasibility of constructing Orange's ultimate flood modification scheme, including preparation of concept designs for eight individual flood modification schemes:

  1. Cutcliffe Park detention basin
  2. Kenna Street stormwater drainage upgrade
  3. Orange Agricultural Institute dam modification
  4. Moulder Park detention basin
  5. Ridley Oval detention basin
  6. Glenroi Oval detention basin
  7. East Orange Creek channel works
  8. Blackmans Swamp Creek channel widening.
Penrith City Council
Emu Plains catchment floodplain risk management study and plan

A floodplain risk management study and plan for the Emu Plains catchment is required. This project will investigate flood management measures, which are suitable for managing the existing flood risk and develop a floodplain risk management plan for the study area.

Oxley Park levee – investigation and detailed design

This project consists of the investigation and detailed design of a flood protection levee, to prevent floodwaters from entering properties during major flooding of Ropes Creek up to and including 1% annual exceedance probability events. Preliminary modelling, as part of South Creek floodplain risk management study and plan, shows that the proposed levee will aid in the mitigation of flood risk and damage to properties fronting Melbourne Street and Hobart Street in Oxley Park.

Rickabys Creek catchment flood study

This project will undertake a detailed flood study for the Rickabys Creek catchment to define the flood behaviour under existing catchment and floodplain conditions. The project will also include the survey of hydraulic structures/culverts and stormwater drainage pits and pipes for flood modelling. Flow from the catchment area contributes to the Nepean River.

Port Macquarie-Hastings Council
Wrights Creek flood risk management study and plan

This project involves the formulation of a flood risk management study and plan, which aims to manage the flood risk within the highly urbanised and hydraulically constrained Wrights Creek catchment.

Queanbeyan-Palerang Regional Council
Floodplain risk management strategy for the Queanbeyan central business district

A comprehensive floodplain risk management strategy is required for the Queanbeyan central business district, as recommended by the recently completed Queanbeyan floodplain management study and plan. This would address issues such as the suitability of 'shelter-in-place" as a flood risk management strategy, the management of overland flow and gradual infill development, and the suitability of improvements to the flood warning system.

Stream gauge installation on the Queanbeyan River

The project involves installation of a telemetered stream gauge on the Queanbeyan River at the Queens Bridge. The installation of the telemetered stream gauge will allow New South Wales State Emergency Service and others to remotely monitor the water level in the river in real time. A radar-based distance sensor will be installed on the side of the Queens Bridge to measure water levels in the Queanbeyan River.

Shellharbour City Council
Detailed design of detention basin – DB4 at Oak Flats interchange, Shellharbour

The Horsley Creek catchment area has a long list of hazardous flood events. Council will carry out the detailed design and construction works of detention basin DB4.The detention basin DB4 is proposed near the intersection of East West Link Road and Princess Highway, in the upper reaches of the Horsley inlet. This will include a review of environmental factors, survey, geotechnical investigations and structural design at the site.

Snowy Valleys Council
Tumut flood study

This project will develop a full 2 dimensional flood model for the Tumut township and will include elements of both riverine and major overland flow flooding. The township is located adjacent to the Tumut River below Blowering Dam. The Goobarragandra River (an unregulated river) meets the Tumut River upstream of the town. A full range of design events will be assessed and mapped to assist Snowy Valleys Council to update their local environmental plan and development control plan documents and assist in the determination of development proposals in the township.

Strathfield Council
Saleyard Creek floodplain management

Strathfield Council will develop a floodplain risk management study for the Saleyards Creek and Powells Creek precinct, that involves:

  1. an update to the flood study to include Australian rainfall and runoff 2019 design rainfall data and approach
  2. an update of the modelling to include the Sydney Water channel refurbishment downstream of Pomeroy Street
  3. a model update to include the North Strathfield rail underpass.
Tweed Shire Council
Tweed Heads south levee overtopping and drainage study

This project will provide a local flood risk management study for the South Tweed business district and residential area. The study will examine flooding, drainage and the hydraulic characteristics of the local levee and drainage systems, in order to identify potential flood risk mitigation and improvement measures. It will also include analysis of future flooding risks such as sea level rise and climate change. The findings of the study will inform development controls in the region and provide a local floodplain risk management strategy, including measures to be implemented within the area to reduce the impacts of flooding.

Wagga Wagga City Council
Glenfield drain and Flowerdale storage flood mitigation works – feasibility study

Glenfield drain is undersized in relation to the current contributing urban catchment, potentially because of new development since the drain was designed and constructed, as well as capacity reductions caused by erosion and slumping of channel banks.

In addition, elevated water levels in the Flowerdale storage area can significantly reduce the ability of the stormwater in the residential area immediately east of it to drain effectively.

Through this project, further investigation and design will be undertaken for the various measures along Glenfield drain before implementation occurs.

Lake Albert flood mitigation options – feasibility study

Further investigations into the Lake Albert enhanced flow scheme is a high priority flood mitigation option from the Wagga major overland flow flood risk management study and plan. It seeks to reduce flood damages to properties along Crooked Creek, Stringybark Creek, and downstream of Lake Albert Road. This project will conduct a feasibility assessment of the recommended options and then develop preliminary designs of the preferred scheme.

Uranquinty levee upgrade – investigation and design

The Uranquinty floodplain risk management study and plan has several significant recommendations for the village of Uranquinty. The option of upgrading the levee system around Uranquinty, to provide a 1% annual exceedance probability event level of protection, is the highest priority recommendation. This project will undertake an investigation and detailed design for the upgrading of the Uranquinty levee system to ensure protection of the town in flood events up to and including 1% annual exceedance probability.

Willoughby City Council
Scotts Creek floodplain risk management study and plan

A floodplain risk management study and plan will be undertaken for Scott's Creek, to improve understanding of flood behaviour and inform flood risk management in the study area. The study will cover overland flow across the catchment and new areas with no existing flood information. Measures will be developed to manage existing, future and residual flood risk. The floodplain risk management study will provide a basis for informing the development of a floodplain risk management plan which will provide measures to reduce the risk and extent of flooding.

Wollondilly Shire Council
Stonequarry Creek (Picton) – floodplain risk management plan project 1 – enhancing flood resilience in Picton central business district

This project has 4 main elements:

  • modification of the community's response to a flood event by ensuring that the community is fully aware that floods are likely to interfere with normal activities in the floodplain
  • improvement to the flood monitoring and warning system to maximise the available flood warning
  • investigate 2 potential flood mitigation works to confirm their viability.
Wollongong City Council
Brooks Creek floodplain risk management study and plan

The aim of the study is to review the current Brooks Creek flood study, in light of new Australian rainfall and runoff 2019 and to use this data to prepare a floodplain risk management study and plan to help manage flooding in the catchment.

Minnegang, Hospital and Kully Bay floodplain risk management study and plan

The Minnegang Creek, Hospital Creek and Kully Bay catchments are within the suburbs of Lake Heights, Warrawong and Port Kembla, and discharge into Lake Illawarra. There are significant development pressures within the Kully Bay catchment, while the Minnegang Creek catchment includes properties at high risk of flooding and dam break.

This project will:

  1. update the flood study using Australian rainfall and runoff (2019)
  2. review the 2004 Minnegang Creek floodplain risk management plan
  3. develop a new floodplain risk management plan for the Kully Bay catchment and Hospital Creek catchment.

This project will deliver an early warning system for Ungarie, to give advanced notice of the need for evacuation due to a flood event. This is a recommendation made in the Ungarie floodplain risk management study and plan.

Canterbury-Bankstown Council
Cooks River catchment flood study stage 1

Seven councils have agreed to undertake a collaborative catchment-wide flood study in the Cooks River catchment. This project involves the collation, review and assessment of:

  • the quality and adequacy of existing drainage network data
  • completed flood study models
  • completed flood studies
  • floodplain risk management measures and controls for the catchment.
Floodplain risk management study and plan for sub-catchments of the Prospect Creek

A floodplain risk management study and plan will be developed for the 4 sub-catchments of Prospect Creek within the Canterbury-Bankstown local government area. This will enable the council to identify measures to reduce the impact of flooding in the catchment.

Cessnock City Council
Swamp-Fishery Creek flood warning system

This project involves the installation of 2 basic (siren based) flood warning systems within the Swamp-Fishery Creek catchment to alert residents that live within flood prone areas in Abermain and Weston of rising creek levels and flood emergencies. The primary purpose of these warning systems is to protect life.

The council will install an automated rain gauge in the upper Swamp Creek catchment to inform council, emergency service and government organisations during high rainfall or storm events.

Cessnock urban area stage 1 flood warning system

This project involves the installation of flood warning infrastructure at strategic locations within the Cessnock urban area, to protect life and property and to inform council and emergency service organisations during flood events.

The locations recommended for flood warning infrastructure as part of stage 1 works are subject to hazardous flooding and have been determined to be the highest flood risk areas in terms of risk to public safety and property.

City of Parramatta
A'Becketts Creek flood model and floodplain risk study and plan

A'Becketts Creek is an important local waterway running through the highly developed suburbs of Holroyd, Granville and Clyde. When the creek floods, this can cause significant damage to property and present a risk to life. Council will carry out a flood risk management study and plan, which will include updating the flood modelling to represent the current state of the catchment. This will enable the council to identify a suite of management options to reduce flooding, as well as provide flood mapping to allow new development to be safely built on the floodplain.

Coonamble Shire Council
Coonamble levee – stage 5 – land matters

This is the final stage of the Coonamble levee upgrade and will formalise land easements and acquisitions to ensure future access to the levee is secured.

Cootamundra Gundagai Regional Council
Cootamundra floodplain risk management study and plan

This project will review the previous Cootamundra floodplain risk management study and plan that was completed in 2001. It will utilise the newly developed flood model for Cootamundra to develop a strategy to address the significant flood risks that remain in Cootamundra and will culminate in the completion of a new floodplain risk management study and plan for the township. 

Forbes Shire Council
Forbes floodplain risk management plan

This project involves the preparation of a floodplain risk management study and plan, which will assess the economic impact of flooding on existing urban development, review options for flood mitigation and prepare a plan of works and measures for managing the present and future flood risk in Forbes.

Goulburn Mulwaree Council
Marulan flood study and floodplain risk management study and plan

Goulburn Mulwaree Council will complete a flood study, to define mainstream and overland flood behaviour at Marulan, which is situated within the upper level catchments of the Wollondilly River and Shoalhaven River. Council will also develop a floodplain risk management plan to inform their planning and engineering processes.

Griffith City Council
Hanwood stormwater pump and levee – stage 1 construction

This project involves the construction of a stormwater pump and associated drainage pipe system at Mallee Street to drain water from the east side of Kidman Way. It will also link the pump into council's supervisory control and data acquisition system. This project will provide much needed flood relief to residents and the wider community.

Hay Shire Council
Hay and Maude floodplain risk management study and plan project

This project involves the review of the existing Hay to Maude riverine flood model and update as required. This will be followed by completion of an overland flow flood model and the development of separate floodplain risk management studies and plans for each town.

Hilltops Council
Detailed design, land purchase and structural works for Young flood mitigation detention basin (Basin B2) – stage 4

This project will develop a detailed design for the upgrade of Young's stormwater drainage system, to alleviate the impacts of overland flooding to residential and commercial properties within the township of Young.

The design report will also identify land that needs to be purchased for the construction of the detention basin and indicates cost associated with land acquisition.

Young flood mitigation works (Basin B6) – stage 4

Hilltops Council has recently completed the Young stormwater upgrade scheme concept design study – stage 3. This study identified the need for construction of 8 stormwater detention basins along the Railway Drain and Chance Gully catchments to reduce the risk of flooding in Young. Council will undertake acquisition of land and detailed design for Basin B6 through this project. 

Ku-ring-gai Council
Lane Cove northern catchments flood study

This project will produce a flood study to understand the flood behaviour and flood risk within the Lane Cove - northern catchments area. Steep terrain and ridge-top development have led to the major flood risk within Ku-ring-gai, arising from flash flooding along headwater streams and drainage depressions. These events typically occur with little to no warning and can involve high hazard, fast flowing water at some locations.

Lachlan Shire Council
Goobang Creek flood study

This project involves the completion of a flood study of Goobang Creek to understand the impact of floods, flood water characteristics and consider potential measures required for flood mitigation. This will include the collection of both historical and real-time information to determine the effects of flooding events.

Lismore City Council
Review and update Lismore flood risk management plan

Lismore experienced a major flood event in March 2017, which peaked at 11.59m Australian height datum (Lismore Rowing Club gauge) and saw the central business district levee overtopped for the first time since it was completed in 2005. Rous County Council recently prepared a flood risk management study following the 2017 event. This project will update Lismore's flood risk management plan, based on the findings of the flood risk management study.

Lockhart Shire Council
The Rock west drainage works

This project involves the construction and enhancement of the 1220 metres of drain and associated culvert structures from Public Watering Place land through Nicholas Street, Yerong Street and Urana Street to Braithwaites Creek. The drainage system will collect water from the east side of The Rock from under the rail line and Olympic Highway and transfer it to Burkes Creek.

Mid-Western Regional Council floodplain risk management study and plan

This project will deliver a comprehensive floodplain risk management plan for Mudgee, to identify potential flood mitigation works to reduce the damage from storms. Investigations will include the feasibility of a flood bypass and identification of houses appropriate for voluntary purchase.

Moree Shire Council
Pallamallawa northern levee design review

The project will revise the current levee design in line with the recommendations from the December 2018 report and present the findings to the affected land owners and the wider community. The modifications identified need to be assessed against a comprehensive benefit/cost report for the community, the Floodplain Risk Management Committee and council to consider.

Murray River Council
River Estate and Jamieson Avenue (Barham) levee upgrade – detailed design

The Barham levee options assessment final report recommended upgrades for segments of the levee. This project involves the detailed investigation and design for the upgrade of the River Estate levee and Jamieson levee components of the Barham levee system.

Narrandera Shire Council
Narrandera voluntary house raising/purchase feasibility assessment

The recently completed Narrandera floodplain risk management study and plan recommended that a feasibility assessment be undertaken to determine community support for a voluntary house raising/purchase scheme, for properties located in high hazard areas on the Murrumbidgee River floodplain. A total of 14 properties, located in the high hazard floodway, will be assessed for voluntary purchase and a further 3 properties will be assessed for voluntary house raising. These residences are affected in the 1% annual exceedance probability flood event and flooding cannot be mitigated by other means.

Newcastle City Council
Flood study for Cottage, Styx and Throsby Creeks, Newcastle

This project will update the flood model for the Cottage, Styx and Throsby creeks catchments using updated topography, Australian rainfall and run-off methods and current modelling techniques.

Northern Beaches Council
Middle Harbour flood study

A flood study will be completed for Belrose, Davidson, Frenchs Forest, Forestville and Killarney Heights, in the west of the Northern Beaches local government area. This covers approximately 1200 hectares and the area drains west towards Middle Harbour. This study will map the overland flow paths and identify flood prone properties to enable planning controls to be introduced.

Parkes Shire Council
Cookamidgera flood study and floodplain risk management plan

A flood study and floodplain risk management plan is required for the Cookamidgera village and Flagstone Creek catchment area, to determine mitigation measures to reduce the severity of flooding impacting urban and rural properties. This project will include protection measures of residential and commercial properties, as well as identifying 'dry areas' for use for shelter or evacuation points during flood events.

Bogan Gate and Gunningbland floodplain risk management plan

In Gunningbland and Bogan Gate properties are routinely affected by flooding. A flood study and floodplain risk management study and plan is required for the Gunningbland Creek catchment area and Bogan Gate township, to quantify the risk and determine options that may be implemented to reduce the impact of floodwater on these communities.

Trundle flood mitigation feasibility study

This project will provide further investigation, design and feasibility information for lifting or lowering of existing road levels and increasing culvert or pipe capacity through infrastructure. The project will ensure improved flood access to Trundle Hospital and Bogan Gate.

Penrith City Council
Peach Tree and Lower Surveyors Creeks catchment floodplain risk management study and plan

Peach Tree and Lower Surveyors creeks catchments have been identified as having a significant flooding problem. This project involves the completion of a floodplain risk management study and development of a floodplain risk management plan for the Peach Tree and Lower Surveyors creeks catchments.

St Marys flood protection levee upgrade – investigation and detailed design

The existing St Marys flood protection levee was built over 25 years ago to protect the area from the South Creek 1% annual exceedance probability flood. The South Creek floodplain risk management study and plan, completed in February 2020, recommended that the levee be upgraded. This project includes a detailed investigation of the levee, auditing of the levee to identify any structural defects, preparation of detailed design plans for the construction of the upgrade works and completion of a detailed investigation and design to install a suitable flood gate at the Byrnes Creek culvert.

Doonmore Street, Penrith retarding basin – detailed investigation and detailed design

This project involves a detailed investigation, preparation of concept design plans, environmental assessment, community consultation and detailed design plans for a retarding basin at the corner of Doonmore Street and Derby Street, Penrith.

Richmond Valley Council
Update the Richmond River flood study

This project will produce a single consistent flood model for the Richmond Valley local government area from Casino to Broadwater. This involves rebuilding the Richmond River flood model (2010) for use in modern flood model software, inclusion of calibrated modelling for the Casino township, and the merging of the Evans River flood study (2014) and the Pacific Highway Woolgoolga to Ballina road upgrade flood modelling. This will result in the elimination of disparity between the Richmond River and Casino models where they interface and overlap.

Shellharbour City Council
Review of Horsley Creek floodplain risk management study and plan

There is major catchment and land use changes expected within this study area, due to Albion Park Rail Bypass. Through this project council will update the design flood estimation techniques across the Horsley Creek catchment.

Tamworth Regional Council
Manilla South Street levee

Properties on the southern side of South Street, Manilla are subject to flooding. This project involves the detailed design and feasibility study for a levee along South Street, to protect these properties.

Flood warning – Nundle and Woolomin

Flash flooding at Nundle and Woolomin allows little warning time. This project aims to create a flood intelligence model, based on key rainfall and river gauges, and to implement a system to notify people affected. The model outputs would be communicated to the local state emergency service and automatically by phone to affected people. The project will see the installation of an additional stream gauge and rainfall gauge on Duncans Creek. A public address system will also be installed to notify visitors to the Nundle caravan park.

Wollongong City Council
Review of Wollongong City floodplain risk management study and plan

The Wollongong City catchment area includes the suburbs of Wollongong, Coniston, Port Kembla, and drains towards Wollongong golf course and JJ Kelly Park, before discharging into Port Kembla Inner Harbour via the Gurungaty Waterway. Council will review the floodplain risk management study and plan, to inform strategic planning in the catchment and ensure appropriate planning controls are implemented.

McMahon Street detention basin detailed design

Cabbage Tree Creek has experienced significant flooding in storm events. Council is currently completing a concept design for a detention basin at McMahon Street, Fairy Meadow, to mitigate flood risk on some severely flood affected properties. The modelling undertaken as part of the concept design development has shown significant benefits for a large distance downstream from the construction of a basin. This project will see the development of a detailed design for the detention basin.

2019–20

Funding for these projects came from 2 programs: the NSW Government Floodplain Management Program (FMP) and the Floodplain Grants Scheme (FGS), which is funded by the NSW Office of Emergency Management.

The FMP funded 50 projects totalling $7,264,249 and the FGS funded 4 projects totalling $1,881,585. Seven projects valued at $1,626,190 were activated from the reserve list in February 2020.

Bayside Council
Feasibility study/concept design of drainage network upgrade for 3 catchments

The Mascot, Rosebery, Eastlakes floodplain risk management study (2018) analysed the drainage network in Hollingshed Street and Baxter Road areas. It found that the capacity of this system was exceeded in flood events as small as the 0.5 exceedance per year. The capacity of this drainage network relative to the land use in the area was identified as a key cause of the flood problem.

Investigation into duplicating the drainage network was undertaken and the preliminary findings show that this will eliminate flooding for 32 properties in a 1% annual exceedance probability (AEP) event and 64 properties in a 10% AEP event.

This project will produce a concept design and feasibility study for duplication of the drainage network and undertake community consultation to show the local community how Council is resolving flooding issues in this catchment.

Review of floodplain risk management studies to form a consolidated plan

This project will undertake a review of the Australian Rainfall and Runoff 2016 sensitivity for the 3 catchments and produce a consolidated flood risk management plan for Bayside west (west of the Cooks River). The study area includes the Sans Souci drainage catchments, Bonnie Doon drainage catchments, Bardwell Creek drainage catchments and Scarborough Ponds drainage catchments.

This study will provide the basis for Council decision making through identification and prioritisation of flood risk management activities that influence future development and reduce flood risk in the community.

Bega Valley Shire Council
Bega and Brogo rivers catchment flood warning system scoping and feasibility

This project will complete a scoping and feasibility study for flood warning system improvements within the Bega and Brogo river catchments. This will include a review of the existing flood warning systems and identification of opportunities for their improvement and augmentation.

The scoping and feasibility study will identify a range of options and quantify the cost-benefits of each identified option. Council will also explore the application of IoT (internet of things) technologies as a low-cost option for improving flood warning.

Wolumla Creek flood study at Wolumla and surrounds

A flood study of the Wolumla Creek catchment will be undertaken to support future land use and emergency management planning. The Wolumla Creek catchment is transversed by 2 major regional roads and Council wishes to quantify any access and emergency response issues from flooding. An overland flow study will be undertaken around the township of Wolumla to provide planning information.

Berrigan Shire Council
Tocumwal/Barooga floodplain risk management study and plan

This project will review the flood study completed for this stretch of the Murray River in 2010, then update it to current best practice. A floodplain risk management study for Tocumwal and Barooga and their environments will then be undertaken. Although these towns are currently protected by a system of levees, the structural integrity of some sections is questionable and there are extensive areas outside these levees that have significant development pressure.

Bland Shire Council
Wyalong and West Wyalong overland flow flood study

This project will develop a flood model for the Wyalong and West Wyalong urban areas. The flooding experienced in these townships is primarily produced by intense local rainfall events that result in overland flow through the towns surcharging the drainage system and re-establishing historical flow paths. A full range of design floods will be assessed and mapped to assist in Bland Shire Council's update to their local environment plan and development control plan documents.

Blayney Shire Council
Blayney flood retarding basins study

This project will allow Council to undertake the initial investigation and assessment required for the preparation of a concept design and cost estimates for the installation of flood retarding basins to protect the community from overland flooding.

Bourke Shire Council
Bourke levee risk management study and plan

The town of Bourke is protected by a ring levee. The levee was constructed in 2 stages, from 1994 to 1997. In February 2009, heavy rain resulted in damage to the levee and local flooding within the levee.

This project will comprehensively investigate issues related to flooding and the levee, assess the risks posed and make recommendations and a plan for future actions.

Brewarrina Shire Council
Brewarrina levee risk management study and plan

This project will comprehensively investigate issues related to flooding and the levee, assess the risks posed and make recommendations and a plan for further actions.

The objectives of the study are to:

  • quantify the potential risk to the township from river flooding
  • gain an understanding of and document the current deficiencies in the levee
  • develop a plan to fully investigate the levee's deficiencies.
Cabonne Council
Detailed investigation and design of Molong town levee

This project will undertake a detailed investigation into the options outlined in the Molong town levee feasibility study. The finalised study contains 3 levee alignment options, with a further 3 options relating to annual recurrence intervals of 5 years, 20 years and 50 years. The aim of this project is to explore the options and identify the best possible plan. Community consultation will occur to confirm the supported option, then a detailed design for that option will be completed.

Campbelltown City Council
Campbelltown southern catchments flood study

The creeks comprising the Campbelltown southern catchments are Spring Creek, Mansfield Creek and six unnamed creeks which flow into the Georges River. This catchment contains the suburbs of Rosemeadow, St Helens Park and parts of Ambarvale, Bradbury and Airds. Rosemeadow and St Helens Park are nearly entirely residential and are the highest populated suburbs without a flood study in the local government area. This flood study is being undertaken to better understand current flooding issues as a result of overland flow and to minimise damage to residential properties. This will also ensure a consistent approach to floodplain risk management can be applied across the urban areas of the Campbelltown local government area.

Dumaresq Street drainage upgrade detailed design

This project will investigate the feasibility and provide a detailed design for major drainage upgrades along Dumaresq Street. It is vital that the significant flooding issues identified in the floodplain risk management study and plan are addressed, to ensure the optimal solution can be implemented and minimise risk to life and property.

Ingleburn central business district drainage upgrade detailed design

This project will investigate and deliver a detailed design of major drainage upgrades through the Ingleburn central business district, as recommended in the Bow Bowing Bunbury Curran Strategic Floodplain Risk Management Study and Plan. Flooding in the precinct creates a significant risk to life and property. Detailed design of the drainage line is essential to ensure an optimal development outcome is achievable throughout the precinct in the future.

Canterbury-Bankstown Council
Milperra drain masterplan works – stage 11 part 2

This project will be the final stage of the Milperra drain masterplan, which will reduce flooding problems that are experienced within this catchment. The final stage of this project includes the rehabilitation of 1 kilometre of Milperra drain, between Ashford Avenue and Henry Lawson Drive, to a more natural creek system with improved flood capacity.

Carrathool Shire Council
Hillston riverbank stabilisation works detailed design – stage 3

The recently completed Hillston riverbank stabilisation feasibility study identified 2 areas requiring bank stabilisation work. This project will deliver a detailed design for the riverbank stabilisation works, including a preliminary design and tender documents that can be used to proceed with the stabilisation of these areas in the future.

Lithgow floodplain risk management study and plan

The Lithgow floodplain risk management study and plan will assess the impact of flooding on both the existing and future urban development areas of Farmers Creek and Marrangaroo Creek catchments. This project will examine options to reduce flood impacts to an acceptable level.

A section of the levee between Queen and Alice Street has been identified as being at risk due to scouring and undercutting, potentially causing slips that will risk the stability of the levee. This project will carry out a geotechnical assessment on the stability of the flood levee and riverbank and recommend options to improve riverbank stability in this area.

Wooli flood study and management plan – review and update

This project will update the 1999 Wooli floodplain risk management plan to incorporate recent flood events and best practice modelling to predict flood levels. The updated flood study and plan for Wooli will allow for informed decisions on managing flood risk.

Coffs Harbour City Council
Coffs Creek floodplain risk management study and plan review

This floodplain risk management study and plan will review flooding in Coffs Harbour and assess the performance of the recently constructed detention basin for various flooding scenarios. There are parts of the catchment that the detention basins do not benefit, such as the northern tributaries areas, this study will investigate mitigation options in these areas and options to compliment the detention basins.

Coffs Harbour City Council northern local government area flood study

There are significant development and redevelopment pressures in the Coffs Harbour northern coastal catchments, which would benefit from improved flooding information and a contemporary flood study. There have also been major changes in the catchment dynamics due to the upgrade of the Pacific Highway.

This project will deliver a flood study for a large portion of the northern local government area to determine flood behaviour and risk. The flood models will be used to assess possible flood impacts for developments.

Investigation and design of Park Beach floodplain options 1, 2 and 4

The Park Beach floodplain risk management plan identifies 4 project options for consideration to reduce the flood effects on the low-lying area. This project will investigate and design the 3 highest benefit options to determine their feasibility and complete detailed designs.

The projects that will be considered include: Macauleys Headland pipeline upgrade; Railway Culvert upgrade (North) and Railway Culvert upgrade (South) and Hogbin Drive improvements.

Cootamundra-Gundagai Regional Council
Gundagai voluntary house raising/purchase feasibility assessment

This project will undertake a feasibility assessment to determine if there is community support for a voluntary house raising/purchase scheme for properties located in high hazard areas on the Murrumbidgee River and Jones Creek floodplains. A total of 26 houses have been identified as potentially being eligible for voluntary house raising and a further 22 houses for possible voluntary purchase.

Fairfield City Council
Georges River floodplain risk management study – phase 1

The Georges River is one of the major catchments in the Greater Sydney Region, with a history of flooding both at local and regional levels. The catchment is home to 1.4 million residents over 950 square kilometres and it will be required to accommodate significant growth and development over the coming years.

The Georges Riverkeeper floodplain risk management subcommittee formed in 2018 to undertake a regional approach to floodplain risk management in the Georges River. Eight councils will work together to develop a collaborative catchment-wide floodplain risk management study.

This project will be the first step in developing a collaborative catchment-wide floodplain risk management strategy. Phase 1 covers the collation of flood modelling, flood risk, floodplain risk management and emergency response data across the catchment. This data will be reviewed for gaps, consistency, adequacy and reliability.

Federation Council
Corowa, Howlong and Mulwala flood study

This project will develop a flood model of the Murray River floodplain that covers the major towns of Corowa, Howlong and Mulwala and the rural floodplain areas in between these centres. There is significant development pressure in this stretch of the Murray River and Council intend to define the existing flood risks due to both riverine and major overland flow flooding in this area.

Greater Hume Shire Council
Jindera and Pioneer streets diversion drain works

Four Mile Creek is the main waterway through Jindera, it has a series of tributary waterways which discharge into it. These tributary waterways include the Watson Street Drain, Pioneer Drive Drain, Molkentin Middle and Molkentin East waterways and they generally have limited incised channel capacity. In large floods, there is consequently substantial out of channel flooding.

This project will complete the investigation and design of potential diversion drainage works at Jindera and Pioneer streets (west of Jindera), that may divert floodwater and eliminate future flood damage to properties and businesses in the township.

Walla Walla Queen Street waterway catchment diversion drain

This project will construct a diversion channel, with small levee banks, along a privately-owned airstrip to direct stormwater flow to the east of Walla Walla. The drain will run east along the airstrip discharging stormwater to a culvert under Morgans Road, Railway and Chinatown Lane. This diversion will help reduce flooding along Queen, Railway, Commercial and Market streets in Walla Walla.

Griffith City Council
Yoogali McCormack Road levee and DC605J culvert upgrade – stage 1 construction

This project involves the upgrade of culverts and construction of levee banks along McCormack Road between Burley Griffin Way and Bosanquet Road intersections. The new culverts will provide additional in-bank capacity and the levee will contain waters within the existing drainage channels. These measures will prevent floodwaters exceeding the drain capacity and entering Yoogali during major floods, providing a 1% annual exceedance probability flood immunity to the residents of Yoogali.

Hawkesbury City Council
Combined MacDonald River, Colo River, Webbs Creek and Greens Creek flood study and floodplain risk management study and plan (FRMS&P)

Hawkesbury Council will investigate flooding and flood risk management measures for the Colo River, MacDonald River, Webbs Creek, Greens Creek and their respective tributaries. This will provide Council and its community with essential information for land use planning and emergency management decision making, as the area continues to experience growth.

Review of Hawkesbury floodplain risk management study and plan 2012

Infrastructure NSW has developed a regional flood study for the Hawkesbury-Nepean Valley. The regional flood study provides the most up-to-date flood information for the Hawkesbury-Nepean Valley based on current modelling techniques.

This project aims to update the Hawkesbury floodplain risk management study and plan using the regional flood study data and to review management options for flood-prone land.

Hilltops Council
Stormwater upgrade detailed design, land purchase and structural work stage 4

Hilltops Council is approaching completion of the Young stormwater upgrade scheme concept design study – stage 3. This study identified the need for construction of eight stormwater detention basins along Railway drain catchment and Chance Gully catchment to reduce the risk of flooding in Young. Council now wishes to undertake acquisition of land, detailed design and construction of the basins. This project is for the construction of basin B1 out of four basins. This will reduce the impact of flooding in existing residential development, as well as in the central business district of Young.

Kempsey Shire Council
Lower Macleay floodplain flood risk management study and plan

Council will prepare a flood risk management study to identify, assess and evaluate flood risk management options. Based on the outcomes and findings of the flood risk management study, a Lower Macleay floodplain flood risk management plan will be prepared to assist Council with strategic and statutory flood planning requirements.

Ku-ring-gai Council
Middle Harbour – northern catchments flood study

Steep terrain and ridge-top development have led to major flood risk within Ku-ring-gai, from flash flooding along headwater streams and drainage depressions. This project will develop a flood study that will provide sufficient data to undertake a flood risk management study and plan to guide future flood risk management actions.

Kyogle Council
Bonalbo flood study

Council will undertake a flood study to improve their understanding of flood behaviour and impacts, and to make better informed management decisions in relation to flood risk in Bonalbo. This study will also provide a sound technical basis for any further flood risk management investigations in the area.

Lake Macquarie City Council
Filling the early warning gap – flood warning system stage 3 and 4

This project will address a significant gap in Lake Macquarie's flood monitoring and notification system and build Council and stakeholder capacity to respond to floods. This will be achieved by:

  1. Upgrading selected rainfall and water level sites to report in real-time and install new water level gauges in Stony and Cockle creek catchments.
  2. Upgrading the current predictive flood model and Lake Macquarie FloodWatch webpage for Lake Macquarie, Dora Creek, Stony Creek and Cockle Creek.
  3. Developing, implementing and evaluating a community engagement strategy in consultation with relevant emergency services to raise awareness of the flooding hazard in Lake Macquarie City.
Liverpool City Council
Review of Cabramatta Creek flood study

Cabramatta Creek catchment is one of the most rapidly developing catchments in New South Wales with vast areas having been rezoned for residential and industrial developments, new suburbs built, new motorway (M7) constructed and other infrastructure provided. All of these activities have the potential to exacerbate existing flooding problems experienced in the lower catchment.

This study will involve a review of existing data and flood models, detailed hydrologic and hydraulic modelling incorporating the latest available digital elevation model, and flood risk category mapping for various design flood events up to the probable maximum flood.

Lockhart Shire Council
The Rock west drainage works

This project involves the construction and enhancement of 1220 metres of drain and associated culvert structures from public watering place land through Nicholas Street, Yerong Street and Urana Street to Braithwaites Creek. The drainage system will collect water from the east side of The Rock from under the rail line and Olympic Highway and transfer it to Burkes Creek. The implementation of this drainage system will complement the Streven Street drainage project in The Rock. It is expected that this project will reduce the number of over floor flood-affected residences by 18 and mitigate flooding to 26 residences.

Mid-Coast Council
Upper Myall and Bulahdelah area flood study

This project will revise the Myall River flood study for the upper Myall and the township of Bulahdelah to:

  1. Improve modelling to accurately describe velocity distributions and flood extents.
  2. Include Australian Rainfall and Runoff 2016.
  3. Incorporate sea level rise benchmarks and other climate change considerations.
  4. Examine in detail the effects of additional river crossing and floodplain embankments.
Moree Plains Shire Council
Feasibility study of flood risk management plan recommended options

This project will review the impact of privately-owned rural levees on the northern floodway, further assess the 1955 flood and model if there is a feasible geometry/alignment for the proposed town levee. The outcome will be a more comprehensive understanding of the impact of the rural levees, the floodway hazards and the positive and negative impacts of mitigating the effects of flooding with adjustments to the existing rural levees and the design consideration for the possible town levee option.

Muswellbrook Shire Council
Muscle Creek flood warning system – development phase

This project will investigate and develop a flood warning system for Muscle Creek. The warning system will assist in the management of roads, rail and bridges to ensure emergency access across Muscle Creek and the timely evacuation of impacted residents.

Narrabri Shire Council
Wee Waa levee upgrade investigation and design – stage 3

This project will investigate the alignment and design of a levee upgrade for Wee Waa, which will provide a 1% annual exceedance probability protection to the township. This project is identified as the number one priority in the risk study and plan.

Narrandera Shire Council
Narrandera main canal embankment levee investigation

The recently completed Narrandera flood risk management study and plan review has recommended that an investigation to assess the requirements for upgrading the southern main canal embankment be undertaken. This project will involve geotechnical assessments, reviewing previous conceptual designs, negotiations with the canal owners at Murrumbidgee Irrigation and other assessments to determine the feasibility of upgrading the canal bank to urban levee standards.

Narrandera overland flow detention basin strategy feasibility assessment

This project will investigate the feasibility of a proposed detention basin strategy to mitigate the flood risks in areas subject to major overland flow in Narrandera. The recently completed Narrandera flood risk management plan review recommended this option to protect properties located in North Narrandera along a major overland flow path. This project will compare 3 different detention basin options and develop the preferred option to concept design stage.

Parramatta City Council
Expansion of the FloodSmart Parramatta flood warning service

FloodSmart Parramatta provides emergency response partners and residents with tailored flood risk information. The current system only covers part of the City of Parramatta local government area with other high-risk areas still without a warning service. This project will expand the service along Clay Cliff Creek across Camelia down the tidal river and along Vineyards Creek and Subiaco Creek. This will involve adding 2 new water level gauges, extending the flood model and developing the systems to provide the data and warnings to partners and the public.

Penrith City Council
Cranebrook overland flow flood study

This project will undertake a detailed local overland flow study for Cranebrook and North Penrith. The study area comprises 12.9 square kilometres bound by the Nepean River and Penrith Lakes in the west, Great Western Railway Line in the south and the Northern Road in the east. This study will define the flood behaviour under current floodplain conditions.

Port Stephens Council
Lower Hunter floodplain cumulative development impact study and plan

This project will use existing models to assess the sensitivity of the floodplain to filling. The assessment will analyse the cumulative impact on flood characteristics including infrastructure upgrades (road and rail), on future development. The impact assessments will examine a range of floods, determine acceptable levels of fill in specific areas and recommend consistent strategies, policies and development controls to manage the filling.

Queanbeyan-Palerang Regional Council
Bungendore flood risk management implementation measure 1

The Bungendore floodplain risk management study identified a series of works to mitigate flooding within the town. This project covers the first mitigation measure and is located at the confluence of the Turallo, Halfway and Millpost creeks in Bungendore. This project will removal dense vegetation (including noxious and exotic weeds), re-shape the confluence of Turallo, Halfway and Millpost Creeks and rehabilitate the confluence area, channel bed and banks.

Review of Bungendore floodplain risk management study and plan (2014)

Over the last 10 years the area has experienced residential growth, this flood study review will ensure that flood impacts, and associated liabilities are appropriately managed. This will help to ensure future residential, commercial, industrial and critical infrastructure is placed appropriately.

Randwick City Council
Birds Gully and Bunnerong Road floodplain risk management study and plan

The Birds Gully and Bunnerong Road flood study identified that 1517 properties are inundated in a 1% annual exceedance probability flood. This project will undertake a floodplain risk management study and plan to investigate, evaluate and recommend a suite of mitigation and management options to reduce and manage flooding problems in the catchment.

Feasibility study to upgrade the main culverts at Gardeners Road

The Kensington Centennial Park floodplain management study and plan identified the need for a feasibility study on upgrading the culverts under Gardeners Road. The goal of this project is to determine the feasibility of increasing the pipe capacity under Gardeners Road to reduce the risk of flooding upstream of Gardeners Road.

Shellharbour City Council
Review of Elliot Lake – Little Lake floodplain risk management study and plan

Council will undertake the process of updating the design flood estimation techniques across the catchment. The Elliot Lake – Little Lake catchment has been selected, as there are very little major catchment and land use changes expected within this study area. Council will also take the opportunity to update the adopted flood model to incorporate additional overland flow paths that were not included in the previous study.

Sutherland Shire Council
Sutherland Shire overland flood study

Many parts of the Sutherland Shire are subject to overland flooding. Council has completed overland flood studies for high-risk catchments, however, Council has only a limited knowledge of overland flow behaviour and flood risk across the remainder of the Shire. Council will undertake a flood study using the latest flood modelling techniques to provide preliminary information on flood behaviour, hydraulic categories, flood hazard and flood risk for these areas.

Temora Shire Council
Temora floodplain risk management study and plan

This project will develop a floodplain risk management study and plan for the township of Temora. It will identify and assess a variety of flood risk management measures aimed at effectively managing the full range of flood risks. A floodplain risk management plan will then be developed that identifies a list of recommended floodplain management measures to implement over time.

Tenterfield Shire Council
Urbenville and Woodenbong flood study

Urbenville and Woodenbong currently do not have up-to-date flood information. This project will comprehensively map the flood behaviour of the area, using Lidar and providing detailed flood information to inform Council's planning departments and assist in ensuring future developments adequately consider flood risk.

Tweed Shire Council
Detailed design of Murwillumbah central business district levee spillway

During the March 2017 flood, the earthen section of the Murwillumbah central business district levee was overtopped in a few localised low points. The overtopping occurred in an unexpected location and in an uncontrolled nature. The Murwillumbah central business district levee and drainage study recommended the remediation of the levee low points and installation of a formalised spillway to achieve safe and controlled overtopping of the levee during events equal to or greater than the levee crest. This project will complete a detailed design for a spillway and levee rehabilitation.

Update and expansion of the Tweed Valley flood study

The current Tweed Valley flood study was completed in 2009 and covered only the more populated areas of the Tweed. Historical records and anecdotal evidence suggest that there are many more properties in the Tweed Shire's rural areas and villages that are exposed to flooding. This project proposes to expand the Tweed Valley flood study into the upper catchment to cover the villages of Chillingham, Tyalgum, Kunghur, Uki, Stokers Siding, Bilambil and the rural areas in between. Flood intelligence in these areas will allow Council to identify high-risk areas/properties.

Upper Hunter Shire Council
Review and update of the Aberdeen floodplain risk management study and plan

Upper Hunter Shire Council completed the Aberdeen floodplain risk management study and plan in 2015. At the time this plan was prepared, Council and the consultant were aware of discrepancies between the Aberdeen flood study and the Muswellbrook flood study. These discrepancies were not able to be resolved at that time and the risk management plan was prepared based on the modelling information provided in the Aberdeen flood study. Subsequent studies for the upgrade of the Aberdeen levee indicate that the design flood flows and levels in the earlier Aberdeen study are overestimated. This project will undertake a review of the flood modelling for Aberdeen.

Council will undertake a scoping study for a total flood warning system to identify a range of options and to quantify the cost-benefits of each identified option. This project will determine the best option for a flood warning system for the 4 villages of Crookwell, Gunning, Collector and Taralga.

Wagga Wagga City Council
Wagga Wagga flood warning system improvements investigation

This project will review and assess the current flood warning system, scope deficiencies and make recommendations on additional infrastructure needs and any other improvements.

Wingecarribee Shire Council
Review of the Wingecarribee River flood study

This study will model the tributaries and the river to produce depth, velocity and hazard maps with detailed overland flow. The information will be used in development assessment, planning capital works, updating the current development control plans and local environmental plan.

Wollongong City Council
Review of Allans Creek floodplain risk management study and plan

This project will review the existing floodplain risk management study and plan, to determine flood mitigation measures to manage flood risk. The review will update technical data relating to the nature and extent of flooding in the catchment.

Review of Fairy/Cabbage Tree creeks floodplain risk management study and plan

The main objective of this project is to develop a floodplain risk management plan that addresses the existing, future and continuing flood risk for both existing and future development.
