Mark the CampaignEvents extension as stable

Description

The extension is currently documented as experimental. This was motivated by the large number of changes we were expecting to make, particularly to the DB schema. So far, we've been doing all of them without maintaining backwards-compatibility because the extension was still considered experimental. However, at some point we should finally make it stable, thus enabling everyone to use it safely.

Done: the extension is documented as stable in https://www.mediawiki.org/wiki/Extension:CampaignEvents, and both that page and the help page have been marked for translation.

(Small correction -- I didn't mark either page for translation, but I've added the necessary i18n stuff. I'd rather not mark it for translation myself as I'm not very familiar with the Translate extension and there's a decent chance I've made mistakes.)
