Leyte Gov. Petilla opposes plan to abolish pork barrel

TACLOBAN CITY Leyte Governor Leopoldo Dominico Petilla said that he is not in favor to scrap the pork barrel of the senators and congressmen.
Petilla, who is the vice president for the Visayas of the Governors League of the Philippines, said that instead of calling for the abolition of the pork barrel, Congress should do something to protect its alleged misuse. I am not for it (scrapping the pork barrel). The pork barrel of our congressmen, in particular, benefits our people, especially those living in far-flung areas, Petilla said. They should instead come up with a measure to protect it from being misuse, he added. The Leyte governor, however, admitted that there could be some congressmen who have misused their pork barrel, officially known as the Priority Development Assistance Fund. In his case, for example, he to page 2

Nothing to get scared on death of student due to meningo

WEATHER
TACLOBAN CITYA city health officer said that there is nothing to get scared on the reported incident involving a student of the Eastern Visayas State University (EVSU), this city who died due to meningococcemia. Doctor Gloria Fabregas, special project for health coordinator of Mayor Alfred Romualdez, said that the situation is now under control as they are now conducting their contact tracing. She said that the contact tracing is being made to identify the persons who have come into contact with the victim as well as the six others who were said to have been infected by meningococcemia and institute the necessary measures. Fabregas added that they have already provided antibiotic prophylaxis to the concerned people. But this incident resulted for the spread of text messages that sow confusion among the public. CATARMAN, Northern Samar Member-consumers of the Northern Samar Electric Cooperative (Norsamelco) here are fearful that the recent takeover of the National Electrification (NEA) on their electric cooperative is a sign that the province may follow the plight of Albay province that was recently cut of its power supply due to unpaid debts from its suppliers. Governor Jun Ong admitted that he shared the same fear after he learned of Norsamelcos sinking finances. Hasta ako nahadok liwat actually. Looking at the finances its very remote nga makarecover pa an Norsamelco with that kind of huge debts, Ong said. The NEA sent a new management team to take over the administration and control of Norsamelco after observing that the cooperative failed to iron out its financial mess. The management team led by Engr. Hector Tabilisma arrived on July 29. According to Tabilisma, who was placed as the new OIC manager, the cooperative has a total accumulated debt of P667 million owing from the Power Sector Assets Liabilities Management Corporation (Psalm), the Small Power Utilities Group

(SPUG) and the NEA. And still counting, said Gov. Ong, referring to the huge monthly interests that will add up to Norsamelcos growing debts. The cooperative has to pay out P200 million annually on its current and long term debts, while it has accounts receivable of only P150 million collectible from consumers. Despite the situation Gov. Ong still hopes that the threat of a power cut off will not happen in his province. But he said the only thing that the Norsamelco can do to recover from its financial burdens is to appeal for additional grace periods from its creditors. Ong said Tabilisma has discussed with him some options that may save the province from possible blackout in the future when the former paid a courtesy call on him last week. One option is to request for a moratorium on the interests being charged from the cooperatives unpaid debts. The province will always be supportive of that, hopefully a two-year moratorium not only on the interests but also on the principal amount. I hope the suppliers will be more understanding towards our province, he said. Another option that Tabilisma mentioned was the privatization of Norsamelco, but Ong expressed doubts on this possibility. No businessman with the right thinking will want to buy an establishment with that negative financial status., the governor said. The presence of the new management team at Norsamelco, Ong said, gives hope for the rehabilitation of the cooperative from its sad state. The governor added that there are also some

foreign corporations from Korea and other countries who have come to him to discuss about putting up a separate source of electricity in Northern Samar. But I dont want to give the people false hopes on that. Norsamelco still has the exclusive right of the power distribution, and the electricity rates may just be higher if we admit new power sources here, he said. (RACHEL V. AR-

from page 1 had asked help from his cousin, Leyte Rep. Jose Carlos Cari, to help him fund some projects in the province particularly under his congressional district. Cari represents Leytes fifth congressional district. He said that some of the roads, covered courts, among others that are enjoyed by the people in remote areas that were funded by the pork barrel of the congressmen and not by the local government unit or national government. There were programs really that were funded by our congressmen out of their pork barrel, Petilla said. Leyte, comprised of 41 towns and the cities of Baybay, Ormoc and Tacloban, is the biggest

province of Eastern Visayas with a population of more than one million people. The provincial government has more than P800 million for its annual budget which is sourced mainly from its internal revenue allotment share. Petilla said that the provincial government, for example, could not fund all the projects and programs being implemented in all areas due to limited funds. A congressman receives P70 million a year as his share for the PDAF while a senator is entitled to P200 PDAF. Reports of alleged misuse of pork barrel has resulted for some sectors to call for the abolition of the pork barrel, citing it as a source of corruption among the countrys legislators.

Last Thursday, EVSU president Dominador Aguirre, Jr. cancelled the classes at all levels at the said school. A security of the school, which has more than 10,000 students, said that they were directed not to allow any students to enter the premises of the school. Our order is not to allow any students, except some personnel, to enter the schools premises. And this order is until Sunday. But we do not have any idea if by Monday, classes will resume, the security guard, who asked not to be

The victim, a third year college student, was said to have been buried on August 6. Six of her classmates were said to have manifested similar symptoms and were brought at the EVRMC for treatment. But they are now okay, Fabregas said. Meningococcemia is a year-round disease to page 7

Public advised to take precautionary measures against meningococcemia

TACLOBAN CITY The city government of Tacloban through its City Health Office assured residents of the city that there is no meningococcemia scare in the city and there is no need to panic, despite the reported death of an 18 year-old student of the Eastern Visayas Estate University on Monday, August 5. Dr. Jaime Opinion, city health officer, said that as far as their office is concerned, they had never confirmed that the cause of death of the student was meningococcemia as it was Scene of the Crime Operatives of the Philippine National Police Eastern Visayas through post-mortem examination that was requested by the family of the victim. The result of the SOCO autopsy report was that the victim died due to meningococcemia infection, which they never contradicted, said Dr. Opinion. It was learned that the victim had sought medical attention at EVRMC but decided to go home after her consultation. But on August 5 she was declared dead on arrival at the EVRMC after her family brought her to the hospital. Opinion added that as part of the precautionary measure on this case, their office had already provided prophylactic antibiotic to the family of the victim and to her six classmates who had close contact with her. The six students were sent to the EVRMC for observation, said Dr. Opinion. The EVSU president, Dominador Aguirre, Jr., ordered for the suspension of classes as part of their prevention and precautionary measure but classes will reportedly resume on Monday, August 12. Opinion added that they are still conducting investigation how the victim acquired the bacteria and added that they also instructed school officials of the university to avoid unnecessary gathering or occasion. He also advised the officials of the school and the residents of Tacloban to immediately ask for medical consultation and assistance once they feel symptoms of meningococcemia infection such as fatigue fever, headache, and body aches, similar to those experienced by people with influenza. In the health advisory released by the City Health Board, they advised residents of the city to observe the following precautionary measures to avoid acquiring meningococcemia infection. These include proper hand washing; cover of mouth when sneezing or coughing; eat balanced diet; seek early consultation when you have fever, headache and other symptoms; limit alcohol intake, and avoid smoking and overcrowded places. Regional health authorities reported that as of August 8, 2013, there are only 12 cases of meningococcemia in Eastern Visayas, but only one death is recorded in Tacloban City. (ROEL T

Mayor Virgilio Boy Mortera is so upbeat about the seminar that he willingly provided adequate assistance to include financial support to the 3-day activity, backup personnel from his office to perform secretariat work. Sangguniang Bayan Member Rene Ramos has been actively coordinating in the preparations from page 1 ish within this month the first round of treatment concentrated in the towns of Burauen, Javier, and Albuera in Leyte and Dolores in Eastern Samar with combined areas of 2,000 hectares. Towards the end of the year, disease eradication will cover 1,800 hectares in Kananga and Ormoc City, Leyte; Saint Bernard and Hinunangan, Southern Leyte; and Lavezares, Northern Samar. Sinahon assured that they will closely conduct monitoring activities of treated areas until the disease incidence level will be reduced to 5 percent. Contained area will managed by for the seminar. He will supervise the workings of the secretariat in the actual conduct of the training . Other members of the training staff include Roel G. Evaldez, MDRRMO/MENRO-aide, Mario Bitos, Aldrin Kaindoy, officer-in- charge of PAG-ASA, Maasin, and Alvin Arpon, retired Regional Director of the Philippine Information Agency. He worked in Southern Leyte for 15 years as head of the Office of the Media Affairs then, the reason why he was topped by Almaden to assist this activity. Arpon hails from San Juan (formerly Cabalian), his birthplace. Participants will come from the volunteer group of the Municipal Risk Reduction and Rescue Development Operations of San Juan; barangay captains, some 10 representatives from the academe and an undetermined number of members from the civil and religious sectors. farm owners. After the eradication activities, we will revisit these areas to monitor and prevent recurrence of disease, he added. Last year, FIDA has treated 3,594 hectares in Burauen and Mahaplag in Leyte, and Allen in Northern Samar. The agency launched massive eradication activities in 2009. FIDA has no record on the extent of abaca mosaic and bunchy top virus plague in the region in the past two years. In 2011, the disease infested 19,107 hectares out of the 43,498 hectares farm devoted to abaca in Leyte and Southern Leyte. Bunchy-top is caused by a virus spread by the banana aphids while virus spread by

aphids causes mosaic. The disease has been a serious threat to Leyte and Southern Leyte s abaca fiber industry. It was in the later part of 1997 that FIDA noted the presence of abaca mosaic infestation in Ormoc City in Leyte and in Silvino Lobos in Northern Samar. However, infestation in these areas was already contained. During the early part of 1999, an infestation of abaca bunchy-top was noted in Mahaplag and Sogod, Southern Leyte and the area then registered five to 70 percent disease infection. From being the countrys top producer in the 1990s, Southern Leyte slid to the 10thplace in 2010 due to widespread infestation.

Since the start of his reign, the President has chosen to lead the government in the anti-corruption campaign that made him popular over others in the last presidential elections. There is much to look into starting with the lifestyle check of the families of those allegedly implicated in the scam. It is a wonder that most of these reigning politicians accumulate and increase their assets every time they submit their SALN; worst are the ones who aunt their lifestyles and their wealth without

Let the President makes his point

When President Aquino came into power, his administration was well accepted, though with trepidation by some people. There were others, though who were excited over his seeming seriousness in weeding out the government from bad elements, officials who hopelessly and unwittingly insult the efforts and good intentions of the administration. More than half into his term, the President is reaping the sad realities of his earlier concerns the rampant and callous show of power over graft and corruption that became institutions in the past. Certain institutions are among the basic foundations of democracy in our suffering; men for that matter are discouraged to show emotions in public especially if the person has an important stature in society. But when the heart is full, the mouth overflows. When he speaks his mind, it is also speaking from his heart. The Presidents position is extremely difficult. He knows he cannot finish the weeding and clearing in six years but he is expected to pave the way to make the work of future presidents easier and better. It is obvious that he finds it hard to clear the way; in past endeavors it was apparent how the allies of the previous leader were making their weights known. But he

formed that the disease can spread through direct contact with discharges from the nose and throat that contain the bacteria. Being air-borne people could not help but be paranoid how safe could they be from this deadly disease. DOH advises the public to keep away from people infected with the bacteria, or in other words, those diagnosed positive of meningococcemia by at least three meters. If getting near is inevitable, such as among family members or those in infirmaries where such patients are confined, it would be best to take the necessary precautionary measures. Hand-washing is the best protective step, particularly before eating and if possible avoid wiping the face, especially the nose and mouth, or any portal of entry. Health authorities in countless news reports and advisories have talked intensively and comprehensively the symptoms, which a patient would though not visible to other people, which are high fever, headache, stiff neck, drowsiness, dizziness, convulsions, vomiting, unstable vital signs, coughing, and rashes which are purple and, unlike other rashes, do not turn white when pressure is applied. How safe is safe?

The Padrino system

This is the most common question people ask these days: How safe are we? Or in a bit debatable term: How safe is safe? From insurances for life, education and health to workplace environment to social securities to capital investments to freedom from harm by external aggressors or microbial invaders, people in any of these concerns ask this one thing: How safe am I? We ponder nowadays how we can evade the assailants advances in to our own domain either our life and limbs and our property outside and inside our abode or comfort zone or our relationship. Burglars rush into supposedly safe abode or secured edifices without respect of time and even in the midst of thick crowd. Hale and hearty relationships strangely turn sour in a snap and lovers suddenly become strangers for unarticulated reasons. One who was in pink of health few weeks ago is suddenly in sickbed or worse in state of comatose for yet

undetermined illness. All these could happen and we wonder, how could have these inimical events happened when efforts were made to prevent them from happening? Supernatural some quip. Others grumble, it is gods will. Others still would blame their selves through all the days of their life with regret and self-pity and never be able to move on. However, are all these what psychology calls defense mechanism, categorically either sour-grape or sweet-lemon. These days one sickness sow worry in Philippine society the dreadful Meningococcal Septicemia (aka meningococcemia) caused by the air-borne bacteria Neisseria meningitidis. Although not highly contagious, it is fatal according to health experts. The Center for Disease Control and Prevention disclosed that in non-fatal cases, permanent disabilities can include amputation of toes, fingers, or limbs or severe scarring as a result of skin grafts. The Padrino system is the act of making and soliciting political recommendations from any public ofcial or employee. What about the chance of getting infected through food prepared by a carrier who could transmit the bacteria in the food or drink he cooked or prepared? Was it not among the rumors that pass from mouth to mouth on how this meningococcemia was acquired by students who died of it? Well, rumor is rumor, there is nothing to believe in it unless substantiated and duly validated by health authorities. In a GMA News report, Dr. Manuel Mapue II, Re-

The violation shall be sufcient cause for removal or dismissal of a public ofcer. Politicians usually use their inuence to recommend persons to lucrative posts. The padrino system usually exists in agencies where there are lucrative posts such as the DPWH, Bureau of Customs, BIR, Bureau of Immigration and the DOTC. The padrino system is deplorable practice of shameless politicians. The 3 Kings in the Bureau of Customs, namely Gatchalian, Belmonte and So are all recommendes of

high ranking politicians. Former Senate President Juan Ponce Enrile allegedly endorsed the appointment of Customs Collector Rogel Gatchalian to the Port of manila. Manila International Customs Port Collector Ricardo Belmonte is the brother of Speaker Feliciano Belmonte. Worse, the padrino systems tends to bypass more qualied individuals to government positions in favor of one with better political connections. Positions in government should be based on merits not on political connections. As a former government ofcial, I have seen how the padrino system in the government works. I have seen employees who rose from the ranks because of the inuence of the senators, congressmen and high government ofcials while there are those who are talented and competent but have no political connections stay long in their positions until they retire from government service. It is a pity it is the sad reality in our government bureaucracy.

LAWRENCE, DEACON AND MARTYR (D. 258?)

The esteem in which the Church held Lawrence is seen in the fact that todays celebration ranks as a feast. He is one of those whose martyrdom made a lasting impression on the early church. In the days before photography, the most powerful way to preserve the presence and the memory of loved ones was to recall their stories. In the community of the Church thi8s recollection is done in written and spoken words, especially in liturgical prayers. Accordingly, the name of Lawrence was a Roman deacon under Pope Sixtus II. Four days after this Pope was put to death, Lawrence and four clerics suffered martyrdom during the persecution of Emperor Valerian. On the spot where Lawrence was buried, a church was built later, the Basilica of Lawrence. He is often depicted holding a purse, since alms-giving was his great responsibility as a deacon, and he was renowned for his kindness and generosity to people. His life of service and martyrdom teaches us that only by service comes greatness. The people whom the world remembers with love are those who served others. Of course, a life of seless service can only result from an unshakeable faith, for which St. Lawrence shed his blood. (His Word is Life by Vima Dasan, S.J., published by Paulines. Things are a lot more difcult for us because we do not know how to communicate. I have nally learned the valuable and fundamental lesson of communication. This lesson is subject code 101, yet it has got to be one of the most difcult to carry out. Our most simple tasks at home, in work, in social groups, have become complex because we just clam up. My brother Pat has complained more than once of his untold desire for a girl. His covert affection for this girl, whose name remained undisclosed, has caused him a would-be blooming relationship. Turns out another boy dated his mystery girl and ended up in romance. Poor Pat. In work, I have count-

less issues with a workmate before. I have failed every single day, to communicate or voice out any piece of hatred or insecurity, I caged in my conscious nooks. I shared my sentiments to a workmate but still hesitated to confront the point person of all my God-forsaken concerns. The former also had the same concerns and we ended up wasting our time recollecting our uneasy moments and aches with the latter. Misery denitely loves company. This did us no good. I had unnished reports and I had become less and less productive and comfortable in work. I just had to say it; and when the time came that I did, I saw angels and Brad Pitt. My friends pick holes on each other. I have become the bridge over trou-

tion. It has gone so national, because it has become so forceful at home and among us. I have started doing it. Pat and my friends should discover to do so. I had a recent argument with my mother because I told all my piled up concerns to her. At rst, we had a heated conversation but in the end, it turned out well. It turned out well because I stood by what my Uncle Rommel advised me before I spoke up: (these were his exact words) Just tell all your concerns and communicate them to solve whatever problem or conict you have with others. This is the best and easiest way to avoid messunderstanding.

Presidential Seal wields if he has to finish his term with flying colors. He would need the whole nation to stand by him; further, he would need the various instrumentalities of Philippine democracy to toe the line with him in order to succeed even just a bit of his political agenda. The Justice system must coordinate and cooperate with the executive branch and all other branches of government. If they want to see a respite to the present predicament of the country and its people, no one should take sides with people who are given mandate on public service but end up serving themselves and their own. They must face the full brunt of the law. Let the law get justified by exercising its full power to give fair deal to the people who were victimized by the selfishness of a few. Meanwhile, let Pnoy do his job and make him realize his dream to sweep the government clean.

Virus (HIV). Had not the Catholic Church-based Human Life International advocated against use of condom because condom could not actually prevent the virus from penetrating the womans reproductive system and on to the human entire bloodstream? Having all these factors to consider, the best thing to do is at the occurrence of the symptoms of any disease, we should see our doctors immediately, either in public or private medical institutions or clinics. And, although not a 100% guarantee, keep our resistance high, if possible. In the time being, let us pray for the eternal repose of those who succumbed to dreadful diseases. We also come together in spirit and pray for the full recovery of all those who are aicted with meningococcemia and other dreadful diseases here in Tacloban and other parts of the country and of the world. Prayers can move mountain and make miracles happen in a heart who have God in their heart.

If they are proven to have stashed billions of pesos from taxpayers, then they must be made to answer for the misdeeds. The money that should have benetted millions of impoverished Filipinos who only eat once or twice a day and with no decent dwellings must be restituted with interest coming from incarceration due to plunder. This should drive home the central message of the President on matuwid na daan.

Meningococcemia is an acute and potentially life-threatening infection of the blood stream caused by bacteria called Neisseria mengingitidis that frequently live in a persons upper respiratory tract without causing visible signs of illness and can be spread from person to person through droplets. Symptoms may include fever, rashes, headache, anxiety, irritability, muscle pain and nausea.

Meningococcemia has a carrier stage which makes it difficult to identify a person carrying the bacteria, saying in the vernacular, Mayroon ka nung mikrobyo, pero wala kang sintomas kaya mahirap malaman, (you are sick with it but does not manifest the symptoms). He added that the most important thing to do is never to get very near to a meningococcemia patient to avoid getting infected through the patients respiratory secretions like saliva and nasal secretion. Now who says we are actually safe when precautionary measures are followed to the letter? We believe it that way because we are optimistic individuals. So want to think that we will be safe by following these preventive steps just like how DOH promote the use of condom to prevent the spread of Human Immunodeficiency
