Mayor Eduardo Boy Ong revealed, they are about to start to construct a new public market at the towns central business district with an initial budget of P5 million. The project, he said, will be undertaken sans any bank loans. It is quite an ambitious project, but we will construct the new public market without having to apply for any loan,
Mayor Ong said in an interview with Leyte Samar Daily Express. This project, it was learned, would host the wet market section. There is a need to decongest the present market area and expand the facilities to accommodate the increasing number of businesses locating in the market site. Mayor Ong said that for this year, the local government unit of Carigara has initially allotted P5 million; however, the planned market may need more than the said budget. The structure of
this new market would replicate the old market facing Carigara Bay that was torn down when the new market complex was started in 2010. Well do it in phases since we would only be taking out the budget for the project from the towns income and avoid loaning from banks, the mayor said. He added that at the moment, the LGU may not afford another loan as it is still paying an existing loan with Land Bank of the Philippines for the existing market complex to page 3

Janet Lim-Napoles fears for her life, her lawyer Lorna Kapunan revealed. And I say thats valid fear. Scared, says Kapunan. Its a natural reaction and not surprisingly. Just imagine: The amount involved is over 10% of our national budget that has gone into her personal accounts and the rest the bigger portion of which got into the deep pockets of respectablehonourable personalities in Philippine officialdom as alleged, though. Pope Francis, the leader of the worlds 1.2 Billion Catholics said, Church obsession with condemnation of divisive social issues such as contraception, abortion and homesexuality had districted pastors from their main mission of mercy. Pope Francis statement serves as a reminder to our people that the RH Bill meant to promote maternal health and womens rights especially among the less privileged is still in limbo. The man argument
that contraception is abortion has been repeatedly debunked by RH Bill proponents. If there is no conception, how can there be abortion? The RH law is meant for the underprivileged. Those who rely on state assistance to know about reproductive pregnancies year after year can affect the health of both mother and child. The RH law is also for those who are forced to undergo clandestine and dangerous abortions as they lacked access to contracep-
Thievery
Ever since the beginning of creation, everything was made in harmony, peace and love. All creations were in its natural order in accord with the divine plan. Man lived in the fullness of life and happiness in a world that is beautiful, good and true. The goodness of life that was a creation of the greatest virtue that is love was torn by mans disobedience and dishonesty. That dishonesty to the divine will became the root cause of the troubles of life. Every problem that came after that dreadful commission of the original sin is an offshoot of that dishonesty before God, his fellowmen and himself. Honesty affords man to see in all creations beauty, goodness and truth, the virtues that make us live in harmony, peace and love. Amid the problems and troubles of life in this world that had been torn by conflicts, we are called unceasingly to live honestly. Yes, honesty is the key for us to regain the harmony, peace and love that reigned from the beginning of creation. We lost the beauty and goodness of life from the time
man committed disobedience that was rooted on dishonesty. Every time we act dishonestly, we destroy the natural order of life in this world that is supposed to be good and beautiful. We face every moment of our life the tough challenge to be true and honest. We fail not on the flimsy excuse of our human frailty for every act of dishonesty is a choice in our inner struggle to be. We fall every time we fail to resist the temptations that confront us in every little thing we do every day. Indeed, if every man will be honest and true, living a life in harmony and peace is not a farfetched goal that would bring us to that ideal world that is good and beautiful akin to that creation in the beginning of time. As honesty is an inner virtue, the struggle to be is a decided choice in the inner conflict within every person. We have witnessed serious efforts to inculcate honesty in every man in an earnest desire to restore the virtue that once reigned in all of mankind and this world. Of the various strategies to
make every person be honest, we still face the miserable reality of a distorted figure skewed more to failure. It cannot be gainsaid that all efforts to inculcate honesty is failing due to the misplaced appreciation and treatment of that virtue. Values such as honesty had been incorporated in our educational system. It is integrated in the various academic subjects with the end of inculcating effectively the ideal virtues that can bring back the beauty and goodness of life. Unfortunately, we have seen the failure of values education over the years that it was made part of the academic curriculum. There is no better proof indicative of such failure than the undesirable virtues prevailing among the young generations in our schools despite the constant indoctrination of such desirable values. Many of us wonder and continue to be boggled by the undesirable traits and values that the youth are possessed of despite the value education in the school curriculum. We need not look too far for apt answers to our questions. This campaign for every person to be honest is clear manifestation that value education continues to be failing in its goal to inculcate among us honesty. The basic defect of the values education is our schools is in the integration of values in the academic subjects and its being treated the way academic subjects are. We ought to recognize the fundamental truth that values are not cognitive as academic subjects are. It is not something for the head,
peoples money. If ever she did organize them then someone who sallied forth in the corridors of power in confidence in that era the GMA administration, showed her the way. We believe that Janet Lim-Napoles will tell all - everything she knows about this scam, simply because she feels ostracized from among her alleged conspirators. There is reason therefore why she fears for her life, a great challenge for the DOJ to protect her no matter the cost. And she should be if only to expose who these people are and it will show a very good sign that indeed we are now realizing the dream of walking along the path of MATUWID NA DAAN. unlike the various subjects that are treated as cognitive because they are indeed so. In the continuum of the four corners of the classroom, teachers can discuss fully well the desirable values and make their students memorize the definitions of such values. One can expertly define honesty, but to be honest is far from memorizing definitions because values are not matters for the head. Values are internal traits that must affect the inner self of every person. Values are better caught than taught because only the cognitive ought to be taught. Students live good values that they catch from their mentors and elders who are role models and whose lives are instructional tools of such desirable traits and values. One can commit to memory the good values and give definitions as taught but they may still live with undesirable traits and values because what they see is more affective to their inner self. We live in a world of contradictions where teachings are diametrically opposed to what we see around. In the face of the pork barrel scam, graft and corrupt practices in government, cheating in business and the recent infamous plagiarism by renowned women and men, we are caught with the nagging question of how to live the value of honesty in a world of thievery. The absence of the PDAF poses a significant unfavorable impact upon the patients who are largely indigents. While it is true that the hospital is keeping up with the international standards for the satisfaction of the patients, it will still be better if funding will be given by national government to subsidize the publics needs for basic health services, primarily medicines. It is a given fact that the services and medicines at EVRMC are not totally free but just subsidized. With these outsourced funds, such as the PDAF or whatever is its new form in the 2014 national budget and onwards, the people are not much saddled by the rising cost of health services.
