She explained that if it was not for the programs of the DSWD, they could not even provide and sustain the needs of their 13-year-old granddaughter at school. Tears rolled down her cheeks as she recalls how her granddaughter became an orphan. According to her, the mother of her grandchild died after giving birth, while the father left without a word. Since then, she and her husband stood as parents to her. Her husband still struggles to meet their daily needs as a laborer. She shared that at
the start of the sub-project implementation, her husband already wanted to serve as one of the volunteers. As senior citizens, they both believe that they still play an important role in decision-making and community involvement. Teresita also expressed how she wished they will also be covered by the DSWD Social Pension Program. During the inauguration, the elderly residents like Teresita expressed their gratitude for how the Kalahi CIDSS and other DSWD programs have reached their barangay. Is Senator Teosto Guingona Jr., correct to summon Janet Napoles and whistleblowers in spite of pending investigation of Ombudsmans ofce? The anomalies created by the P10-billion Priority Development Assistance Funds, known as pork barrel scam manifested the different understanding on legal procedures by and between Senators Drilon and Guingona, Jr., both are lawyers. Guingona, chair of the powerful Blue Ribbon Committee, issued a subpoena for Napoles to appear in the investigation, which need the approval of the senate president. However Drilon, instead of resolving the propriety of summon with the members of the committee sent an inquiry to Ombudsman Conchita Carpio-Morales. Morales replied not advisable inviting Napoles to appear before the Blue Ribbon Committee because the National Bureau of Investitional official and the office of the Ombudsman is a constitutional office. Out of prudence and out of respect for her office, we must defer to the judgment of the Ombudsman as she has acquired primary jurisdiction over the case. Is Drilon correct? In The Senate Blue Ribbon Committee vs. Hon. Jose B. Majaducon, G.R. In college, those whove grown up receiving endless awards do the requisite work, but dont see the need to do it well. In the office, they still believe that attendance is all it takes to get a promotion. In my training alone yesterday, the speaker tossed trophies in the form of nuts and candies. Sort of praising and rewarding learners for their patience and cooperation. It is clear. Awards can be powerful motivators, but nonstop recognition does not inspire to succeed. Instead, it can cause underachievement. In life, were going to lose more often than we win, even if youre good at something. When children make mistakes, our job should not be to spin those losses into decorated victories. Instead, our job is to help kids overcome setbacks, to help them see that progress over time is more important than a particular win or loss, and to help them graciously congratulate the child who succeeded when they failed. ing with inordinate desires and ambitions. We have to remember that God always intervenes in the lives of everyone, and he uses us as human instruments in that abiding divine intervention in our life. Admit it too that there was a far worse scenario in the past that got one citizen into reconsidering his lineage. Admittedly though, this may well be as embarrassing to the world of nations as before. For one, although I am sure that this is not the very first scam which has gotten the Priority Development Assistance Fund of our solons involved, the current scam that has for its mother the now incarcerated Janet Napoles is by far the largest, the most widespread, the most perverse, the most systematic and quite frankly, the most embarrassing of it all. So large, so widespread, so perverse and so systematic in fact it has become very embarrassing that this is the first time three of our Senators (probably more are coming) and a bunch of our Congressmen (probably even more are coming too) have been charged in the Office of the Ombudsman with charges of plunder, bribery and corruption for allegedly getting kickbacks by funnelling their respective funds to bogus NGOs created by Napoles. As if the misadventures of Napoles and her cohorts were not enough to rattle this nations foundation, Nur Misuari and his MNLF woke up one day and decided to wreak havoc in the city of Zamboanga. Call it blind ideology, call it selfishness, call it even pathetic but the stunt of Misuaris MNLF is inexcusable especially to the men and women who died senselessly by their hands. And as if those senseless deaths were not enough to showcase our races propensity for violence, we hear of news of a young lass getting butchered to her death by six young males who, as it turned out, did it out of a measly sum of money, which makes one think that somehow it is Napoles and her solon cronies that should be blamed for her death. That is so because one grain less in the table of a hungry Filipino family is one reason more for its head to look for the missing grain, come hell or high water, by hook or by crook. That is so because a peso stolen from our coffers is one reason more why we only have social inequality and injustice, why the rich only becomes richer and the poor, only much poorer. All these make you think that this nations plight is but a hopeless case. It

She believed that to take the examinations in whatever condition is part of the game. Whether my nephew was prepared or not, he must take the examinations. To take a special examination is for her unfair. Well, she has a robust sense of sensitivity, fair play and eth-

Surprisingly, we eleven siblings are all jealous that these dogs were achievers, and we werent. Or, mom simply chose to archive all our meaningless plastics and tin ribbons in her antique china cabinet to gather rust , or for the termites to feast. In my immediate home, different kinds of trophies hang on my wall the still life oil paintings of Noelle. Winner or not - looking at the thick-lipped woman come to life peddling fresh fish on her head is more than a trophy for me. Likewise, the commemorative stamps are just as modest yet fulfilling to an ambitions philatelist. Lately, I received fifty stamps from a French philatelist counterpart and I

To see someone in prayer is a touching sight. For a while, they have become unmoved by the grip of society, work and role. The body gathers itself before the Divine, and stillness deepens. The blaring din of distraction ceases and the deeper tranquility within the heart envelopes the body. Jesus often took himself to this kind of prayer, an intense communion with God. Once, as he was praying alone, the disciples were with him (Lk 9:18). Jesus must have, in his prayer, asked his Father to enlighten his disciples as to who he was; and his prayer was answered, for at least Peter could declare, You are the Christ of God (v.20). Do we ever pray for others as intensely as Jesus prayed for his disciples? It is consoling to remember that there are old and feeble nuns in forgotten convents, who live out their days by creating little boats of prayer, to ferry nourishment to a hungry world. There are also monks in monasteries, whose wonderful chorus of prayer keeps human life civilized and somehow still balanced. In our precarious and darkening world, we would have destroyed everything long ago, were it not for the light and shelter of prayer. Every time you pray for others, you add to the light and harmony of humankind. Given the rapid flow of events nowadays, chances are high that even the most fundamental responsibilities are taken for granted. Among these duties are those of parents toward their children. Truth is a number of problems are sprouting nowadays whose causes can be traced to a certain extent to parental neglect. These problems, of course, vary according to the circumstances of the families and parents. I have seen habal-habal and jeepney drivers, for example, bringing little children and even infants in
their vehicles. I imagine its because the poor fellows do not have anyone else to leave their little children in the house when they do their work. Among middle-class families, I have also seen cases where the parents are out of the house the whole day, presumably working hard for the family, but without spending time with the children. As a result, many of these children grow unsupervised and likely end up wayward. As to the well-to-do families, there is a tendency to spoil the children who are given practically everything to satisfy their most ridiculous whims and caprices. TACLOBAN CITY-The Department of Trade and Industry (DTI) observed a high rate of compliance of Fair Trade Law (FTL) among big establishments in Hilongos, Leyte and its neighboring towns during the FTL enforcement it conducted on September 19, 2013. Candelaria Duavis, DTI trade and industry development specialist, said the enforcement aims to monitor establishments if these enterprises are compliant to the fair trade laws. We ensure that establishments undergo the proper process prior to their operation. First and foremost, an establishment must have
a business name and be registered. Also its products must have quality product markings and price tag, she added. There were 152 establishments monitored, 62 of which were from Hilongos, 50 from Bato and 40 from Hindang, all in Leyte. Only five establishments were seen with FTL violations. The compliance of FTL in Hilongos, Bato and Hindang is very high though there are cases of tolerable violation. We were able to record only 4 cases of Price Tag Law violation and a case concerning quality product markings, Duavis said. Regarding the Price Tag

The Comelec prohibits the posting of campaign materials on trees, schools, shrines, pedestrian overpasses and underpasses, flyovers, bridges, and islands of roads and highways, including waiting sheds, sidewalks, street and lamp posts, and electric posts, among other places. Candidates of parties are also prohibited from sticking campaign materials on ambulances, patrol cars, and government vehicles, particularly those bearing red license plates. Violation of these rules would constitute an election offense punishable under Section 264 of the Omnibus Election Code, she added. TACLOBAN CITYAn official from the National Electrification Administration (NEA) has reminded current members of the board of directors and officers of electric cooperatives on a prohibition mandated under Republic Act 10531. Lawyer Omar Mayo, officer of the Deputy Administrator for Electric Distribution Utilities Services of the NEA, said that the prohibition as stipulated under said law should be followed.
There is a penal provision of said RA 10531, he said. RA 10531, known as the NEA Reform Act of 2013, was approved by President Aquino June of this year wherein under its section 26-A, no person shall be elected as member of the board of director or officer of an electric cooperative if he or she is an appointive or elective official. Mayo, in his talks with some officials of the various power cooperatives in the region yesterday,
said that some of those aected by the new law expressed their disappointed. Well, some were sad but we cannot do anything about it because its the law, he said. Mayo said that section 26-A of RA 10531 has affected several incumbent board of directors and officials of dierent electric cooperatives in the country. But we have to respect their mandate.
