Dangerous Drugs. Atty. Gil T. Pabilona, PDEA RO VIII Regional Director, warned other persons engaged in the sale of dangerous drugs thus: Just because our operatives have been instructed to go after high value targets, does not mean that we have minimized our monitoring of low-level drug trafficking activities in our area of responsibility. Our operatives will continue to make their presence felt all over the region with apprehensions of people engaged
in drug dealings. With the increased vigilance of our people as well as of the PNP in the detection and surveillance of illegal drug activities, violators of the Drug Law are nearing the end of their nefarious days. Section 5 or the Sale of Dangerous Drugs is punished by life imprisonment and payment of a fine of five hundred thousand to ten million pesos if found guilty by the Court, whereas Section 11 carries with it a lighter penalty. I am optimistic that in the annual report of the Commission on Audit (COA) for 2012, that transaction will be a subject of scrutiny. Chances are, COA will order not to proceed with that transaction and hopefully ask the city government to return the amount paid to them by Robinsons, Antoni said.

establishment of checkpoints in strategic places in Samar effective today, Senior Supt. Manuel Cubillo, chief operations officer, said. According to Cubillo, the establishment of checkpoints in the province would deter commission of crimes during the conduct of elections, to include the monitoring of proliferation of loose firearms. Also, movement of the so-called private armed groups(PAGs) existing in the province would be monitored. Cubillo said that based on their monitoring, while they were able to neutralize seven PAGs in the province, there are still two
with all of them in proper uniform and must be located in well-lighted area. And they were brief on how to conduct in the checkpoint. They should be courteous,Acidre said. Both Cubillo and Acidre said that the personnel manning the checkpoints are only allowed to have a visual search. If the personnel would violated the guidelines, they could be subject for an investigation, the two police officials said.

heating and political violence during elections are practices that are hard to break. Before every elections, various groups come together for a covenant to work for honest, orderly and peaceful elections (HOPE). Today, a peace covenant will be signed in Calbayog City in Samar, considered one of the countrys hotspots, by opposing political individuals and groups to be facilitated by the Department of the Interior and Local Government (DILG), Philippine National Police (PNP) and the Commission on Elections (Comelec). In the past elections, the biggest perpetrators of violence are political kingpins, who did not sign the covenant, and the New Peoples Army (PNP), which is raising funds by extorting permit-tocampaign fees from candidates. The PNP reported that the number of private
armed groups in Eastern Visayas had been whittled down to two but with loose rearms still proliferating and few suspects being arrested. The potential for violence, however remains. The Comelec, for its part, must do more than make a best efforts pledge to conduct credible elections. But among government agencies, the Comelec is one of the most set in its ways, resistant to reforms, impervious to criticisms of incompetence and complicity in cheating. Even eith automated elections, the public is unlikely to see any change in the way the Comelec does business. Still, hope springs eternal. The vigilance of various sectors, including those who are not signatories to the covenant, can still deter fraud. Every vote saved from cheaters can still make a difference.

good, expensive lawyers to keep them out of jail and outside the reach of the law. Sen. Escudero supports the position of Philippine President Benigno Noynoy S. Aquino III who also does not see any reason to reinstate the death penalty. The senator, who voted to remove the death penalty from the countrys statute books in 1990, said strict implementation of the law, proper application of the justice system, and protection by government law enforcement agents carrying out the mandates of the law

will deter crime. While the senator acknowledged that criminals have become emboldened to perpetuate grisly crimes, it is still the certainty of punishment and not the kind and nature of punishment that will deter the commission on crimes. Let no one go above or around the law. No sacred cows, apply the law to those who are guilty, have been found guilty. We have to improve and perfect our countrys criminal justice system, it should be strictly applied to make it valid and credible, Escudero said. It will be recalled, likewise that during his incumbency, on January 3, 2007, then Sen. Aquilino Nene Q. Pimentel Jr. (PDP-Laban) insisted that return of death penalty is not a solution to extra-judicial killings. He said that the Philippine government had just passed the law abolishing the death penalty and although he personally did not see any connection, let me say that in a democracy, other views must be allowed to surface and discussed publicly and openly, so that all sides of the issue are considered. Pimentel maintained that the solution
now vying for an elected position in the government. There are predictions done by some psychic that Cebu City Mayor Michael Rama will win the coming election, but Rama merely thanks the forecast. He does not believe in prediction, instead, he said increased effort is the key to winning the election. A psychic in front of the television camera predicted Actor Richard Gomez will not win the contest for mayor of Ormoc City, while his wife, Congresswoman Lucy Torres-Gomez will win. Could it be true? Some say during election period there are many ways to condition the mind of the electorate and one of it is prediction. It may or may not come true. The only truth in election is there will be a winner and loser, the latter to cry and sometimes become the cause to speedy death due to emotional heartache. How about you? Have you been guessing your candidate will win? Asked first yourself, is it based on statistics, history and reality? (Feedback welcome, [email protected])
to the upsurge of crimes is not by executing convicted criminals but by upgrading the efficiency of law enforcement agencies and the courts in solving crime cases and in punishing the offenders. In many European countries where there is no death penalty, he said criminality remains low because of the swiftness and decisiveness by which murderers, kidnappers and other crime perpetrators are tracked down and thrown into jail by the police and meted out penalized by the courts. Turning back the hands of time, in January, 2008, the country saw Sen. Escudero also telling the nation via the media about his objection to proposals for the Philippine Executive Department to adopt a national ID system. The national identification system one to be imposed on every Filipino citizen, was for a long time a top-tune proposition thought of by the intelligence-minded Armed Forces of the Philippines and Philippine National Police. Result: that idea was attacked by all sectors, and hence, abandoned. Like the objectionable national ID system, the issue on death penalty will now have to be moot and academic. Just a by the way. On March 12, 2009, it was published that based on a Pulse Asia survey Chiz ranked second or number two in a list of possible presidential candidates for the 2010 presidential elections. Chiz just turned 40 in October of 2008 and was on his first term as senator, a top legislative position to which he was elected after he closed his 3 terms as member of the house of representatives, to become not just a favorite of the first district of Sorsogon but also of the whole Philippines, es-
ing into the Magic 12 last month from 15th place. *** Is it possible that what we so admired in Cory Aquino is something that resides in each of us all along? Imagine a country where each citizen is honest, obeys the law and is never at the mercy of shady law enforcers. A country where citizens show their trademark bayanihan qualities at all times, not only when disasters strike. A country whose citizens take care of other citizens, in whatever way possible. Imagine if we do live up to that ideal that my mother exemplified. Her unique brand of heroism and sacrifice could finally have younger, stronger and more creative versions that could only come from those of us she had left behind. Only through our participation, and our willingness to live by her example, can we make her legacy meaningful and able to effect the changes we want today. from the speech of Benigno Noynoy S. Aquino III, then Senator, during the 77th birth anniversary of her mother, President Corazon C. Aquino, on January 24, 2010 at the EDSA Shrine.

THE REVEALER OF GOD
Mortal eyes can see only those things that are mortal. For instance, you cannot see your own spirit; therefore, how can you behold its Creator? When the spiritual eyes are opened, then surely you can see the one who is Spirit, and all spiritual realities as well. Who can open our spiritual eyes to see God? It is Jesus Christ. We know that the Son of God has come and has given us understanding to know him who is true (1 Jn 5:20). St John the Baptist confirmed that Jesus Christ was sent by God to reveal him as he is, when he said to his own disciples who complained about the baptism by Jesus, No one can receive anything except what is given him from heaven(Jn 3:27). It is Jesus who gives us not only the spiritual eyes to see God, but also a heart to experience Gods presence. Take a piece of charcoal: however much you may wash it, its blackness will not disappear; but let the fire enter into it and its dark colour vanishes. So also, when we receive the fire of the Spirit of Christ, all the blackness of evil is driven away from our heart and thus we are able to experience Gods presence. How fortunate are we who have been baptized by the fire of Christ to be able to recognize and experience the true living God! This gift of awareness of God is not t be hoarded and kept to ourselves. We are to share this gift with others. If people refuse to listen to us, we can still pray for them to the Father. (His Word is Life by Vima Dasan, S.J. published by Paulines. SENATOR Miriam Defensor Santiago asked the public on Friday to file a petition with the Supreme Court questioning the constitutionality of the distribution of huge sum of money to high officials at yearend using agency savings. Santiago said she would love to argue her case before the magistrates but she might be called anytime for duty at the International Criminal Court based in The Netherlands. I hope that a lawyers group would file such a petition under the principle of transparency, she told reporters. The senator has been engaged in a verbal tussle with Senate President Juan Ponce Enrile after he gave P1.6 million per senator last month except to four senators Santiago, siblings Alan Peter and Pia Cayetano, and Senator Antonio Trillanes IV. The four senators had disagreements with Enrile on a host of issues, including the controversial reproductive health law. Trillanes even advocated for Enriles ouster as Senate President, a post he has been holding since November 2008. Enrile has denied using Senate savings to cling to his position as he maintained that the money will be used for maintenance and other operating expenses (MOOE) of each senator. The use of funds
will also undergo liquidation. Santiago had said these savings are distributed among high officials but at the expense of filling up vacancies and buying needed office supplies or services or capital equipment. This practice continues to this day, she said, because COA auditors are either afraid of politicians or maybe they have become recipients of these savings. She also challenged the Commission on Audit (COA) to investigate Enriles action and upload on its website the total annual income of each senator and representative. When January begins and the Senate gives money to the senators, theres money for their MOOE, so why would you give them additional MOOE at the end of the year? That is very clear. It is evident proof that this is simply a guise -- a disguise in fact -- for giving money to the senators, she said. (SUNNEX)
