SRINAGAR, OCT 10: The Government has recommended the regularization of 22 un-authorized colonies after recommendations of sub-committee constituted under Chairmanship of Commissioner Secretary Housing and Urban Development department. The information was given by the Minister for Urban Development and Urban Local Bodies, Nawang Rigzin Jora while replying to a question by Devinder Singh Rana in Legislative Council. The Minister further said that the Committee was constituted by the Government vide Government Order No. 1035/GAD of 2012 to examine the issues relating to the regularization of un-authorized colonies under the chairmanship of Chief Secretary. He said to facilitate the Committee a sub-committee under chairmanship of Commissioner Secretary Housing Urban Development Department was constituted and details included survey list of 22 proposed colonies were submitted. Jora further said that some legislators had reservations in respect of leftover areas of these colonies both at Jammu and Srinagar and it was decided that the survey of leftover areas be also conducted by SDA/JDA and Municipal Corporations of Jammu and Srinagar in consultation with the legislators. STOCKHOLM/OTTAWA: Canada's Alice Munro won the Nobel literature prize on Thursday for her short stories that focus on the frailties of the human condition, becoming just the 13th woman to win in the history of the coveted award. The Swedish Academy honoured Munro, 82, as a "master of the contemporary short story". It hailed her "finely tuned storytelling, which is characterised by clarity and psychological realism. Some critics consider her a Canadian Chekhov." "I was an okay housewife but I wasn't that great. There was never anything else that I was really drawn to doing so nothing interfered in the way life interferes for so many people." "It always does seem like magic to me." Munro's first story "The Dimensions of a Shadow" was published in 1950 while she was studying at the University of Western Ontario. It was at school that she met her first husband James Munro. The couple married in 1951 and moved to Vancouver in westernmost Canada, where they raised three girls. In 1963, they bought a house in Victoria and opened a bookstore, Munro's Books, described by author Allan Fotheringham as "the most magnificent bookstore in Canada, possibly in North America." Munro was three times awarded the Governor General's Award for fiction, first for "Dance of the Happy Shades" published in 1968. "Who Do You Think You Are" (1978) and "The Progress of Love" (1986) also won Canada's highest literary honor. Her short stories often appeared in the pages of prestigious magazines such as The New Yorker and The Atlantic Monthly, with her latest collection "Dear Life" appearing in 2012. "She writes about women for women, but does not demonize men," said Homel. Her subjects and her writing style, such as a reliance on narration to describe the events in her books, have earned her the moniker "our Chekhov," in reference to the 19th century Russian playwright Anton Chekhov -- a term affectionately coined by Russian-American short story writer Cynthia Ozick. Munro herself has said she writes about the "underbelly of relationships," adding she sets her stories in Canada "because I live life here at a level of irritation which I would not achieve in a place that I knew less well." "There are no such things as big and little subjects," she has said. "The major things, the evils, that exist in the world have a direct relationship to the evil that exists around a dining room table when people are doing things to each other." In a 2010 interview, she said she wanted readers "to feel something is astonishing -- not the 'what happens' but the way everything happens," she explained, adding that "long short story fictions do that best" for her as opposed to full-length novels. After Munro's first marriage ended in divorce in 1972, she took a post as a writer-in-residence at her alma mater in Ontario. Four years later, she remarried, to geographer Gerald Fremlin, and published new works every four years on average. Munro said earlier this year that she was "probably" not going to write anymore. SRINAGAR, OCTOBER 10: Setting first week of November, 2013 dead line for timber distribution to the consumers of Kashmir Valley, the Minister for Forests, Ecology and Environment, Mian Altaf Ahmad has instructed the authorities of forest department to ensure that timber targeted for this year is given to genuine applicants after conducting proper verification of the cases. These instructions were issued by the Minister while reviewing stock and distribution position of timber and firewood in Kashmir valley at an officers meeting here today. Principal Chief Conservator Forests, Chief Conservator Forests, Kashmir and the Conservators of Srinagar, North and South Circles were present on the occasion. The meeting was informed that about 12 lakh Cfts of timber have been stocked in the depots across the Valleywhile 7 lakh cfts stands distributed among the applicants so far during current fiscal. The department has stored 60000 quintals of firewood for distribution to the masques of Srinagar city, the meeting was told. Underlining for speeding up timber distribution, the Minister asked the authorities of the concerned circles to ensure that targets fixed for this year are achieved in full. He asked them to

JAMMU, OCTOBER 10: As a part of Navratra celebration, 'Surya Putri 'Aarti' was today performed on the bank of river Tawi near Hari ki Pauri in Bahu Fort in the evening with great religious fervor and gaiety. Minister for Housing, Horticulture and Culture, Raman Bhalla, accompanied by a group of Brahmans performed 'Surya Putri Aarti'. Director Tourism, Soujanya Sharma, Managing Director, JK Housing Board, Ram Pal Sharma, Joint Tourism, Shiv Kumar Gupta besides prominent citizens including large number of pilgrims participated in the celebrations. After 'Surya Putri Aarti', the devotees offered flowers and earthen lamps 'diyas' to river Tawi in order to pay regards to their ancestors. Addressing the pilgrims, Bhalla said Government is taking up several steps to develop Bahu Fort area, which is one of the fast emerging pilgrims destination in the State, by providing modern lines way side facilities to the visitors. For boosting tourism in Bahu Fort area, the Minister said that Government has created facilities for pilgrims and tourists like recreational garden, aquarium, balidan stumb, landscaping, view points, tug shop, toilet blocks, fencing, illumination, drinking water besides construction of darshani deodi near Kalika colony. Mr. Bhalla said the place has become a major attraction for those visiting Shri Mata Vaishno Devi ji and other tourist spots of the State. He said the pilgrims of Shri Mata Vaishno Devi Ji first come to Shri Maha Kali Temple at Bahu Fort for darshan from across the country. In order to attract domestic and foreign tourists towards city of temples, Mr. Bhalla said that focused attention is being paid for developing all the open spaces as recreational parks besides creating other necessary facilities. He said that a number of measures are being taken to develop new tourism spots and conserve century old monuments of the region like Mubarak Mandi and Shri Maha Kali Temple in Bahu Fort. The Minister said Government has sanctioned Rs. 3.5 crore for developing the river Tawi embankments near Peer Kho temple which included construction of parks, Tourist Reception Centre, artificial lake, adding that Rs. 90 lakh have been spent for construction of view points and road widening from Bahu Fort to Harki Pouri temple. The Minister said that with the creation of high standard tourism infrastructure at various potential places, Jammu region is fast emerging as an independent attractive destination. He informed that the work on ambitious cable car project proposed to connect twin heritage sites of Royal Complex Mubarak Mandi and Bahu Fort would be started soon.Referring to measures being taken for promoting tourism in other parts of the region, Mr. Bhalla said that the Government is looking forward to introduce water sports at Akhnoor, Baglihar and Pul Doda. JAMMU, OCTOBER 10: Minister of State for Health, Shabir Ahmed Khan today chaired a high level meeting of Health functionaries to take stock of impact of Dengue in the state especially in Jammu, Samba and Kathua districts. He also discussed measures for prevention of spread of this disease in the State. The Minister reviewed district wise impact of dengue in Jammu region and constituted a committee headed by Director Health Services with other members from health and other concerned departments as members to combat this disease in the State. He said all possible efforts are being taken by the department to control this disease. The Minister directed all the concerned doctors to utilize every resource to control and prevent the disease. He stressed for creating awareness among the masses about control and prevention of spread of Dengue. He said that a team of doctors has also been deputed at Railway station, Airport, and Bus Stand. He also impressed upon CMOs, BMOs, and Medical Superintendents to monitor the situation closely and keep him informed about any development. He directed the concerned department to ensure fogging and spray in a routine way to control the disease. High court tells BAI to allow Jwala Gutta to play tournaments
NEW DELHI: The Delhi High Court on Thursday asked Badminton Association of India (BAI) to allow ace Indian shuttler Jwala Gutta to participate in upcoming tournaments till the disciplinary authority takes a final decision on the issue of her alleged indiscipline. Justice V K Jain allowed Gutta's plea and said, "I am of the view that you (BAI) must allow her to play in the tournament". However, the court said a detailed order will be passed on her plea later in the day. The court also observed that till the final view is taken by the committee, she should be allowed to take part in the tournament. The two upcoming badminton tournaments in which Gutta was to participate are Denmark Open scheduled from October 15 to 20 and French Open from October 22 to 27. The BAI, however, had on Wednesday withdrew the selection of Gutta and her doubles partner Ashwini Ponnappa from Denmark Open. The BAI's disciplinary committee has recommended a life ban on Gutta for trying to stop some players of her franchise Krrish Delhi Smashers from playing a match against Banga Beats in the Indian Badminton League in August this year. The close to a fortnight-long encounter in Keran in Jammu & Kashmir clearly demonstrates that the Congress-led UPA Government's weak-kneed policy on Pakistan has failed to work, and that it must be junked and replaced with a robust one which is built on national consensus. Given this backdrop, Bharatiya Janata Party president Rajnath Singh's demand that the Government call an all-party meeting to discuss the issue, is entirely justified. The situation demands a bipartisan approach that is rooted in ground realities and not based on romantic notions which certain members of the Congress and the Union Government nurture on India's relations with Pakistan. The soft approach hasn't worked, despite the best efforts of this regime and the claim of the new Government in Islamabad led by Prime Minister Nawaz Sharif that it sincerely wants to improve ties with its neighbour. It is pointless to continue debating whether Mr Sharif is his own man or whether the Army in Pakistan calls the shots. The end result is that we have seen countless incidents of breach of the ceasefire agreement along the Line of Control by the other side and infiltration bids by militants with the assistance of the Pakistani Army from across the border. The much-hyped recent meeting between Prime Minister Manmohan Singh and Mr Sharif in New York has done nothing to improve matters. Left to itself, the Manmohan Singh regime is unlikely to act tough. Perhaps the pressure of an all-party deliberation will prod the Government to respond forcefully. The Centre can no longer treat the matter as its exclusive domain. It involves the issue of national security. Pakistan thrives in the knowledge that the regime in New Delhi is a lame duck one led by an ineffective Prime Minister. The message which an all-party meeting will send is that political parties in India are united in their endeavour to teach Pakistan a befitting lesson. The outcome of such a deliberation will have more meaning than the symbolic antiPakistan resolutions which Parliament has adopted in recent times as a counter to similar moves from Pakistan. Besides, the UPA Government must take the people into confidence on what went wrong for the Keran encounter to happen. Media reports have quoted Indian Army sources to say that close to 40 terrorists had attempted to cross the LoC in the sector with the assistance of the Pakistani Army. The gravity of the situation cannot be lost on anyone; it's been close to 15 days since Indian jawans have been courageously battling the crisis. B H U B A N E S WA R , OCTOBER 10: The cyclonic storm, Phailin, over east central Bay of Bengal has intensified further into a cylconic storm and lay centred 850 km southeast of Paradip and 950 km eastsoutheast of Visakhapatnam at 5.30 am on Thursday. The system is predicted to intensify into a severe cyclonic storm in the next 12 hours and will continue to move northwestwards and cross north Andhra Pradesh and Odisha coast between Kalingapatnam and Paradip late on October 12 with a maximum sustained wind speed of 175-185 kmph. The Odisha government on Thursday raised its warning level and Chief Minister Naveen Patnaik has written to the Centre asking for Air Force and Naval units to be placed on alert for rescue and relief operations. The distant storm warning signal number has been raised to two at the states Paradip and Gopalpur ports, an official of the Bhubaneswar Meteorological Centre said. Our past experience indicates that despite preparedness by the State Government, the impact of a very severe cyclonic storm requires support of the Defence Forces to mitigate the effects of the extreme weather event, Mr. Patnaik said in his letter addressed to Union Defence Minister A.K. Antony. The Chief Minister also held a meeting of the State Cabinet to take stock of the situation and finalise the strategy to tackle the situation. The State Government had also asked for deployment of the National Disaster Rapid Action Force (NDRAF) along with Odisha Disaster Rapid Action Force (ODRAF). Even as the Durga Puja celebrations across the State, particularly in the coastal belt of the State are underway, people have begun to stock up on essential commodities with the memories of the 1999 super-cyclone still fresh in their mind. The coastal districts likely to be hit by the impending cyclone are Balasore, Bhadrak, Mayurbhanj, Keonjhar, Dhenkanal, Jajpur, Cuttack, Kendrapara, Jagatsinghpur, Puri, Khurda, Nayagarh, Ganjam and Gajapati. The state government has made elaborate preparations to meet any eventualities, and directed collectors of 14 cyclone-prone districts to deploy relief and rescue officials at vulnerable points. People will also be evacuated from low-laying areas to safer places if the need is felt for such a measure. We have asked all the concerned officials to stay prepared and conduct mock drills of relief and rescue forces. We have asked them to keep adequate food items, boats and tree cutting equipment ready, Special Relief Commissioner Pradeep Kumar Mohapatra said. He said the state has about 50 satellite phones and officials were ensuring that they work properly in case there was disruption in telephone services. Round-the-clock control rooms have been activated in the district headquarters towns, including in the highly cyclone-prone Jagatsinghpur, Bhadrak, Balasore, Ganjam, Puri and Kendrapada. We are fully prepared, and we have adequate boats and food items ready. Disaster forces have been kept on standby. MUMBAI, OCTOBER 10: The Bombay High Court on Thursday asked Maharashtra government to file an affidavit within three weeks detailing investigations carried out by the Mumbai Crime Branch in the case of match fixing and betting in Indian Premier League cricket matches.The direction was given by a Bench headed by Justice P.V. Hardas which heard a PIL filed by former journalist Ketan Tirodkar asking for a joint probe by central agencies such as Income Tax department, Enforcement Directorate and CBI, into the alleged nexus of cricket players with bookies.Public Prosecutor Aruna Kamat Pai made a statement that the Crime Branch, Detection of Crime Branch, CID and the property cell department had carried out investigations and filed chargesheet in a local court in Mumbai. Police would soon file supplementary charge sheet in this case, she submitted.The judges then told the government to file an affidavit to inform what had been done in this matter and what more steps the Crime Branch proposed to take. Only after hearing the Crime Branch about the progress on investigations, will the High Court consider the plea on transfer of probe to central agencies, the judges said. The petitioner prayed that the Crime Branch be directed to register a case of cheating against players and bookies who had allegedly developed nexus with vested interests for fixing matches or promoting betting in IPL matches.The PIL alleged that offences had been committed in the context of match fixing during IPL 2013 and also urged a direction to ED, IT department as well as Mumbai police and Delhi police to co-operate with the CBI which should take up the role of co-ordinating these investigations. The petitioner said that on a request by the central government, the CBI had earlier conducted a preliminary inquiry into the alleged nexus of players with bookies. This report should culminate in the filing of an FIR if offences had been committed. However, this had not been done, the PIL said.When the IPL scam broke this year, some bookies names had cropped up during investigations conducted separately by Delhi police and Mumbai police, the PIL said, adding that a central and independent agency like the CBI must be directed to probe the alleged cricket match fixing and betting. RAIPUR, OCTOBER 10: Six hundred companies of central paramilitary forces will be deployed in Chhattisgarh for the twophase poll in November, making the predominantly tribal southern areas of the state one of the most militarized zones in the world. Anticipating a single day poll, the State government had requisitioned nearly 1500 companies of central forces. While the Union Home Ministry has cut down the allocation, it is nearly double the 320 companies deployed during the last elections in 2008. In the first phase of the election, 600 companies of central paramilitary forces will be deployed in 12 constituencies of south Chhattisgarh and six of Rajnandgaon according to a message faxed by the Home Ministry to the state administration. Each company has roughly 120 to 135 personnel, hence around 80,000 central paramilitary forces will be posted in the seven districts of south Chhattisgarh and adjacent Rajnandgaon which have been the focus of the Maoist insurgency. Thirty-three battalions of central paramilitaries are
already stationed in the area thus taking the total number of forces on the ground to 117,000. In addition, nearly 25,000 state police are also placed in south Chhattisgarh. The assembly polls in the predominantly Gond tribal area will thus have approximately 143,000 armed security personnel on-hand to monitor the process. The figure could be five thousand more or less, said a senior official of State administration. T H I R U VA N A N T H A P U R A M , OCTOBER 10: The Kerala Cabinet on Thursday approved the comprehensive terms of reference for judicial enquiry into the solar panel scam. The judicial commission, to be appointed after the High Court communicated its decision on sparing a sitting judge for the enquiry, will look into the allegations raised in the Kerala Assembly and outside on fraud and related financial dealings. The questions to be probed are whether there is any basis for the allegations, and if in the affirmative, who all were responsible. The commission is also to examine whether the government suffered any financial loss on account of alleged deals. The terms are that the commission should fix responsibility if there was avoidable loss. The terms also specify that the commission should examine whether there was any default in handling the complaints that arose since 2006 in connection with the solar scam and related financial dealings. In case there was default, the KARNAL: A 15-year-old girl was allegedly discharged from a hospital on Tuesday night as her father failed to arrange the money required for treatment. The staff at Kalpana Chawla Medical College in Karnal allegedly told the family members of Preet Kaur, who was admitted to the hospital with high fever, to take her away as the money was not paid on time. The patient was later readmitted on the intervention of Karnal chief medical officer (CMO) Dr Vandana Bhatia. "Since the hospital is not under my purview, I met the doctors concerned and requested them to give proper treatment to the patient," said Dr Bhatia. Meanwhile, Karnal deputy commissioner (DC) Vikas Yadav said he had asked the institute's medical superintendent to look into the matter and file a report immediately. Appropriate action would be taken in case anyone was found guilty, he said. Ram Singh, uncle of the victim, alleged that the doctors discharged the girl on Tuesday night even as they kept pleading not to do so. The condition of Preet, who was admitted to the hospital two days back with high fever, deteriorated and the doctors told her father Diwan Singh to arrange for one unit of blood for transfusion on Tuesday. Diwan spent the whole day arranging the blood for transfusion. When he came to the hospital in the evening, he was told that Preet had been discharged. He took up the matter with concerned doctors, who told him to take the girl to Post Graduate Institute of Medical Sciences (PGIMS), Rohtak. Diwan alleged that the hospital also declined to provide free ambulance service and asked for money to shift the patient to Rohtak. "I requested the doctors to let my daughter sit in the hospital for the night so that the blood arranged by me could be administered to her.

The government sees this as a way to discourage illegal immigrants from coming into the UK.
