Terrorists gun down two constables in Handwara


SRINAGAR, MARCH 02 : In daylight cold blooded murder two constables of Indian reserve Police (IRP) were martyred by terrorists in Handwara town of Kashmir on Saturday. The constables Santosh Kumar and Azad Chand were standing near bus stand of Handwara town when terrorists fired upon them from close range. They were immediately rushed to the hospital in a very critical condition where they died soon after due to severe nature of their injuries. Obama signs order to begin USD 85 billion in spending cuts

Oil companies were selling diesel to bulk consumers at a rate of Rs. 58.58 per litre as compared to the retail price of Rs. 48.16 per litre sold at petrol pumps in places like Delhi. The hike in bulk diesel price was necessitated by the firming up of international oil rates. Sources said oil firms continue to incur a loss of Rs. 439 on sale of every subsidized LPG cylinder. On kerosene, they lose Rs. 33.43 per litre and will end the fiscal with a loss of Rs. 1, 63,500 crore on fuel sales.

The victim had filed a petition for a fresh probe in the light of the recent claim by Dharmarajan, one of the accused in the 1996 gangrape case and the only person to be convicted. The court rejected the petition saying the points raised in the plea had already been enquired in to by police and no evidence was found against Kurien. Dharmarajan suddenly appeared last month on a Malayalam television channel after absconding for several years and levelled the charge against Kurien. He was later tracked down and arrested by Kerala police in Karnataka.

Violent protests in Delhi after school rape; Around 200 people questioned
NEW DELHI: Barely two and a half months after the horrific December 16 gangrape, there was outrage and protests on the streets of Delhi again after a 7-year-old girl was allegedly raped inside an MCD school in Mangolpuri on Thursday. Angry protesters, including neighbours and local residents clashed outside the hospital with the police, accusing them of taking no action for three hours post the incident. It's been two days since the rape of a seven-year-old girl inside the premises of a municipal school here, but no arrests have been made yet. Police said on Saturday that as many as 200 people were questioned in connection with the alleged rape of a seven-year-old girl in the premises of a municipal school in Delhi one day ago. Dispose mercy petitions in three months: Parliamentary panel


NEW DELHI: Amid demands of death for rapists, a Parliamentary panel Saturday suggested that President should not consider clemency pleas in rape and murder cases and said mercy petitions should be disposed of within three months and reasons for granting clemency should be made public. In its report tabled in the Rajya Sabha, the Standing Committee on Home also recommended publicising the names of sex offenders after conviction. It has supported government's view that in cases the rape victim either dies or is left in a vegetative state, the rapist be given death sentence. However, following differences it did not recommend reducing the age of juveniles. The Committee in its report on the Criminal Law (Amendment) Bill, 2012 said, "Application for clemency should not be considered in rape and murder cases." It also said that mercy petitions should be disposed of within three months and reasons for granting clemency should be made public. Committee Chairman M Venkaiah Naidu said the panel had wanted to know the reasons behind former President (Pratibha Patil) commuting death sentence of four convicts of rape and murder cases. But the Home Ministry refused to share the details citing privilege in discussions between the Home Minister and the President. "Hence the suggestion to make reasons public," he said. He also said the delays in clearing mercy petitions was being used by convicts to demand commuting their death sentence to life imprisonment in courts. "The attention of the Committee was drawn to the issue of clemency given by the President of India. The Committee noted that some persons convicted for rape and murder were given clemency by the President," the report said.

Mr Gandhi had himself addressed six meetings across the state on two consecutive days, while Union finance minister P Chidambaram had also arrived to address two election meetings, endorsing the populist manifesto released by the Congress before the elections.

Vigilance to probe phone tapping: Virbhadra Singh


SHIMLA: Less than a day after the completion of a probe into the alleged phone tapping during the previous BJP regime in Himachal Pradesh, C h i e f Minister Virbhadra S i n g h Saturday said that the investig a t i o n would be handed over to the state vigilance and anti-corruption bureau. "The government is going to hand over the probe to the vigilance and anti-corruption bureau," the chief minister told reporters here. "Strict action would be initiated against those officials who were involved in this act," he added. The second and final report into the illegal phone tapping, allegedly at the behest of the Prem Kumar Dhumal-led government, Friday said 350 telephone calls were tapped in six months, ahead of the assembly elections. The total number of phones tapped, mainly of Congress leaders, government functionaries and journalists in violation of the Indian Telegraph Act, was over 1,100, said officials. The reports, prepared by the state forensic science laboratory, were on the basis of data retrieved from seized computer hard disks of the Criminal Investigation Department (CID) and vigilance bureau. Chief secretary Sudipto Roy told reporters that the reports comprised conversations recorded during different periods. Last month, the forensic lab revealed that CID officials had put 789 telephones under surveillance. Official sources said out of 789 phones, permission was granted by the home department only in 34 cases. Sources said that according to the first report, most of the conversations were of Congress leaders when they were in the opposition, while the second report was on tapping conversations of government officials only. The conversations of some BJP dissidents and journalists also figured. Director General of Police I.D. Bhandari, who was heading the CID when the illegal phone tapping took place, was removed immediately after the first report.

Kolkata market fire: Death toll rises to 21; NHRC seeks report
KOLKATA: The death toll in Kolkata fire tragedy that occurred on February 27 rose to 21. One of the injured, who was admitted to NRS Medical College, died on Saturday. The National Human Rights Commission, NHRC, has sought a report from West Bengal government in connection with a major fire in Kolkata. The rights body issued notices to the Chief Secretary of West Bengal and Commissioner of Kolkata Municipal Corporation after taking suo motu cognisance of media reports about the incident. It asked the state government to submit its report within four weeks. An NHRC release said that the Commission has expressed concern over recurring incidents of fire and loss of several lives in Kolkata in the recent past. Social sites to boost Rajasthan tourism


JAIPUR: The Rajasthan government will use social networking sites and YouTube to attract tourists, an official said. The state government has earmarked about Rs 50 lakh for developing and marketing pages on social networking websites to popularise state's tourism destinations, an official of the state tourism department said. "Social media networking has made communication across borders very fast. To capitalise on this power, we will popularise the state's tourism spots through social networking websites like Facebook and YouTube," the official said. The project is called Social Media Optimisation for the Development of Rajasthan Tourism, he added. Rajasthan is famous for its rich cultural heritage, palaces and forts. On an average, over 20 million domestic and one to 12 million foreign tourists visit the state annually.

NEW DELHI: BJP leader Sudhanshu Mittal is likely to be questioned by the Delhi Police in the high profile case of senior party leader Arun Jaitley's call records. The police are likely to question him over his alleged links with detective Anurag Singh and whether he masterminded the entire operation. Investigators are also closely investigating whether the internal rivalry within the BJP has led to this were also taken out by Anurag Singh. Anurag and his aides had been taking out call records of top BJP leaders over the past six to eight months. Three private detectives and one police constable have been arrested so far. Constable Arvind Dabas, who was arrested in case in February 2013 has applied for bail. His hearing is expected to come up in a Delhi Court on Saturday. Dabas was arrested on February 14, along with three private detectives.

Woman MP criticises Shinde for naming rape victims


THIRUVANANTHAPURAM: All India Democratic Women's Association Vice President and Rajya Sabha member TN Seema on Saturday criticised Home Minister Sushilkumar Shinde for his "insensitivity" in naming the minor victims of Bhandara rape case in Maharashtra. Shinde violated the Section 228A of the IPC by revealing the names of the three rape victims during a debate in the Upper House on Friday, she said in a statement in Thiruvananthapuram. "The Bhandara rape and murder of three sisters, within less than two months after the Delhi gang rape, highlights the widespread nature of crimes against women in the country and to top it all Home Minister Shinde disclosed the names of rape victims forgetting Section 228A of the IPC," she said. "His insensitivity is clearly displayed by a general statement about the whole incident," the CPI(M)'s women wing leader said. She also criticised the "initial delay" shown by Maharashtra police in registering the FIR of the girls going missing on February 14. "Despite the police forming more than 15 teams and officers of the ranks of ADGP and IG being assigned to the case, the culprits are still to be arrested," she said.

Hyderabad police-NIA tussle over blasts probe


HYDERABAD: In another instance of non-cooperation between state and national security agencies, the Hyderabad police have not transferred the city blasts probe to the National Investigation Agency (NIA) despite a directive from the Centre. The Union Home Ministry had asked the Andhra Pradesh government to hand over the probe into the recent Dilsukhnagar twin blasts in Hyderabad to the NIA. However, reports said the Hyderabad police instead transferred the case to its own Special Investigation Team (SIT) yesterday. The Andhra Pradesh Police have been probing the blasts case and have formed 15 teams to carry out the investigation. Like in the past, this time too it has become a prestige issue between the NIA and the state police. Ever since the blasts took place on February 21, the NIA has been trying to take over the probe. The agency even vented out its frustration by complaining to the Home Ministry and be even dropping hints to Chief Minister Kiran Kumar Reddy. "The NIA had registered a case against Indian Mujahideen in September last year on its larger conspiracy," an NIA official said. "In connection with the (February 21) blasts case we have got custody of Syed Maqbool and Imran Khan, who have been brought to Hyderabad from Tihar jail in Delhi. We are questioning them." "The investigation is going on. We have some leads. However, at this point of time, we cannot reveal the investigation details," the NIA officer added. The blasts in Hyderabad, which claimed 16 lives, were triggered by powerful IEDs planted near Konark and Venkatadiri theatres in Dilsukhnagar.

Kerala court rejects Suryanelli survivor's plea against Kurien


KERALA: Even as the Kerala High Court was yet to decide on a PIL seeking orders to make Rajya Sabha Deputy Chairman PJ Kurien an accused in the 1996 Suryanelli gangrape case, a lower court in the state has backed him saying there were no grounds to accept a case against him. A court in Peerumed on Saturday rejected the rape survivor's private plea to re-admit a case against Kurien. The magistrate said there were no fresh evidences which suggest that Kurien was involved in the crime. The girl has alleged that the Rajya Sabha Deputy Chairman was one among the 40 people who raped her in 1996.

Obama signs order to begin spending cuts


WASHINGTON: President Barack Obama has signed an order authorizing the government to begin cutting $85 billion from federal accounts, officially enacting across-the-board reductions that he opposed but failed to avert. Obama acted Friday, the deadline for the president and Congress to avoid the steep, one-year cuts. Obama has insisted on replacing the cuts, known as a "sequester" in government budget language, with tax increases and cuts spread out over time. Republicans have rejected any plan that included tax revenue. The government says the reductions will soon result in furlough notices to government employees and will trim government spending on defense contracts and in domestic government programs. Active military personnel and anti-poverty and low-income assistance programs are largely protected from the cuts.

Tension prevails in Bangladesh, US asks Bangladesh to help calm the situation


DHAKA: Tension continues to prevail in Bangladesh with activists of the Jamaat-EIslami continuing to indulge in acts of violent protests, arson and vandalism in some districts. Two people have been reported to be killed in a police firing during a violent clash between the police and the activists of Jamaat-e-Islami and its student wing Islami Chhatra Shibir at Keranihat in Satkania upazila of Chittagong district Saturday at noon. Expressing concern over eruption of violence in the country that has killed more than 46 people, the US has asked Bangladesh to help calm the ongoing situation and demanded citizens to engage in peaceful protest. "While engaging in a peaceful protest is a fundamental democratic right, we believe violence is never the answer. We encourage all Bangladeshis to peacefully express their views, and we welcome peaceful efforts by the Government of Bangladesh to help calm the situation," US State Department spokesman Patrick Ventrell told reporters. "We are saddened by the loss of life during protests across Bangladesh," Ventrell said in response to a question. Meanwhile, the Human Rights Watch said that the Bangladeshi government and the Jamaat-e-Islaami party need to act urgently to ensure that security forces and party supporters do not engage in further acts of violence, which has already led to the death of over 40 people in the last 24 hours. The violence broke out on February 28 after the International Crimes Tribunal (ICT), a specially constituted court set up to prosecute those responsible for atrocities committed during the country s 1971 war of independence, convicted the vicepresident of the Jamaat party, Delwar Hossain Sayedee, of war crimes and sentenced him to death. "The leadership of Jamaat should immediately issue public statements to its followers to stop these violent, unacceptable attacks against law enforcement officers and those who support the verdicts of the war crimes trials," said Brad Adams, Asia director at Human Rights Watch. "At the same time, the government should instruct the security forces to strictly observe its obligation to use maximum restraint and avoid lethal force unless necessary to protect their lives or those of others. If cool heads don't prevail, Dhaka could dissolve into uncontrolled violence. Given the enormous outpouring of emotion over the last few weeks over the trials, with thousands gathering country wide demanding the death penalty, it was incumbent on the Jamaat leadership to have made clear to its followers before the verdict to avoid violence that could escalate out of control. At the same time, the police and other security forces have used disproportionate force in some cases, leading to preventable loss of life and further inflaming the situation," he said.

Organizing Committee for WWI centenary to be created in Russia


MOSCOW: Russian Prime Minister Dmitry Medvedev has ordered the creation of an organizing committee in Russia to prepare for the centenary of the beginning of World War I (WWI), one of the deadliest conflicts in world history. 22 million people were killed in WWI that broke out on July 28, 1914 and lasted till November 11, 1918. The Russian army lost between 800,000 and 1.3 million soldiers and officers in the war. At first, Russia sided with Britain and France, but it then left the war after the Bolshevik Revolution in October 1917.

Sri Lanka war crime: US to move resolution during UNHR Council


WASHINGTON: The US is set to move a new resolution against Sri Lanka at the current session of the United Nations Human Rights Council (UNHRC) for its alleged war crimes, asking the island nation to promote reconciliation and accountability. "The resolution will ask the Government of Sri Lanka to follow through on its own commitments to its people, including implementing the constructive recommendations from the report by Sri Lanka's Lessons Learnt and Reconciliation Commission," State Department spokesman Patrick Ventrell said. The US had introduced a similar resolution last year. "It will build on the 2012 resolution, which called on Sri Lanka to do more to promote reconciliation and accountability," he said. Meanwhile, the United Nations Secretary General, Ban Ki-moon in Geneva told reporters that he has consistently underlined the critical importance of addressing accountability in Sri Lanka through a genuine and comprehensive national process achieving national reconciliation. "Last week in New York I have received the Japanese ambassador who led the accountability assessment mission to Sri Lanka where representatives of Bangladesh, Nigeria, Rumania, Sri Lanka and a Colombia University professor participated in an observation project to Sri Lanka last December," he said at a news conference."I highlighted the importance for the Government of Sri Lanka to work constructively with the international community towards that end," he said.

Cardinals to hold pre-conclave meeting on March 4


VATICAN CITY: Cardinals will begin holding formal meetings starting March 4 as part of their preparations for a conclave to elect the new pope, the Vatican said. The first meeting will be held at 9.30 am on Monday at the Synod of Bishops hall in the Paul VI Audience Hall, used by the pope for general audiences during winter and on rainy days. Cardinal Angelo Sodano made the date and time official Friday, just hours after Benedict XVI stepped down and the church entered into a period known as the Sede Vacante, or Vacant See, the transition between the end of one papacy and the start of another. Some 144 cardinals have already gathered in Rome, but Vatican rules state that they must be formally instructed to make preparations for the conclave. Participants at Monday's meeting will discuss when to hold the conclave, as well as debate different problems facing the church and possible solutions. Benedict XVI, the 265th successor to St. Peter at the helm of the Catholic Church, left the papacy Thursday to become a simple "pilgrim who is starting the last phase of his pilgrimage on this earth".

Spain decides to reform Foreign Service


MADRID: The Spanish government decided to reform its foreign service, believing it has grown enormously without any guidelines, in order to attain greater coordination, coherence and savings while projecting a better image of the country, its companies and products. Deputy Premier Soraya Saenz de Santamaria and Foreign Minister Jose Manuel Garcia-Margallo announced that the Cabinet meeting held today approved sending a draft bill to parliament outlining the reform. The purpose is to know "what interests us, why we should take action and how we should take action", the deputy prime minister said. The idea of this law is "to put into practice a diplomacy of the 21st century, because what we have now is from the first years of the 20th century", Garcia-Margallo said, referring to the proliferation of activities and establishments abroad by Spain's various autonomous communities. In that regard, the minister said that when the current Popular Party administration took power a little more than a year ago, there were 166 offices of autonomous communities outside the country. The proposed law will seek to put order in this "chaotic situation" inherited from the Socialist government, the minister said.

Tajikistan approved as full WTO member as of March 2nd


DUSHANBE: Tajikistan has been approved as a full member of the World Trade Organization as of March 2nd. According to the Tajik Foreign Ministry, the country applied for membership back in May 2001. Bilateral and multilateral talks have since been held to agree the terms of accession. A protocol on Tajikistan joining the WTO was signed in Geneva in December last year. Tajikistan was then given time to ratify the protocol. Dushanbe is also negotiating the joining of the Customs Union of Russia, Kazakhstan and Belarus.

India and Pakistan: Is Islamabad's Strategy Changing on the LoC?


BY J JEGANAATHAN he recent tension on the Line of Control (LoC) between India and Pakistan signal the resumption of dormant tension in Indo-Pak relations and there is a growing concern that the relations are now back to square one. What could be the rationale for Pakistan for increasing the tension? Is Pakistan attempting to deflect the current domestic tensions, or there is a new plan - Kargil 2.0 in progress? What is the Pakistani army up to now? A recent intelligence report, based on the interception of satellite communication leaked to Indian media, reveals a detailed account of how the entire operation was planned and executed meticulously. It claimed that the Inter-Service Intelligence (ISI) planned the operation with the support of Lakshar-eToiba (LeT) cadres in order to felicitate their intrusion into the Indian Territory. For the first time, the names of the perpetrators were disclosed. Is Pakistan attempting to divert the Domestic Opinion? While Pakistan prepares for a transfer of power this year, its

strategic direction remains quite ambiguous. At the domestic level, the struggle for power is at an all time high in all institutions. The tenure of the Prime Minister, who was ordered to be put under arrest, ends by March as does as the tenure of the Chief Justice (ending in September 2013) who ordered the arrest. The traditional rivalry between military and civilian authorities has further blurred the strategic direction in which Pakistan should be heading. Both the army chief and the President are also demitting their office this year. Political struggle, not only across the parties rather, between the army, judiciary and legislature, therefore, seems inevitable. At the same time the Pakistani army is in face-saving mode, in the aftermath of the Abbottabad incident. It is obvious that the recent skirmishes at LoC were a reflection of this domestic crisis that compelled the Pakistan establishment to revive its traditional hostility with India. Strategically, Pakistan is at a crossroads, confronting an unfavourable security environment. For instance, its conventional security policy of gaining 'strategic depth' towards the

west has been circumscribed by the US presence in Afghanistan. And, its customary approach to seek a 'strategic superiority' towards the east through Kashmir has been dormant since the 2003 ceasefire agreement with India. Moreover, there is a growing realisation within Pakistan today that most major challenges for its existence are emanating from the west in the form of Talibanisation. Or is there a larger strategy towards J&K? In order to assuage the domestic crisis and to restore the public faith in state machinery, Pakistan has been left with no option but to revive the perennial hostility with India by rekindling the Kashmir issue. The main reason, perhaps, could be the urge to retain its strategic significance or relevance to the US owing to the diminished scope of regaining strategic depth in Afghanistan. As part of this strategic shift, Pakistan raised the Kashmir issue in the last United Nations General Assembly (UNGA) general debate held in September 2012 after a gap of four years. Since Pakistan has assumed the United Nations Security Council

(UNSC) rotating presidency as a non-permanent member from January 2013, it is set to use this opportunity to bring back the Kashmir issue to the UN list of priorities. As a matter of fact, India had seconded Pakistan's candidature for this post, which is now proving inimical to its own interest. Nevertheless, Pakistan's intentions do not seem genuine in terms of finding a solution to the Kashmir issue. Rather, its actions are sparked by new geostrategic twists. The Indian domination of all the key heights of the Siachen glacier including the Saltoro Ridge threatens the 'old Silk Route' or the Karakoram Highway connecting Gilgit-Baltistan region of Pakistan occupied Kashmir to Kashgar, a city in the Xinjiang region of China. China has promised Pakistan to construct the logistical route from the Gilgit-Baltistan to Gwadar. It appears that Pakistan's objective in Kashmir has been reduced to 'only demilitarisation of Siachen by India' because of these new geostrategic compulsions as outlined above and the China factor, which sought to revive the 'old Silk Route' by building the Karakoram Highway.

On the other hand, an unfriendly Afghanistan has obscured Pakistan's trade and economic interests in Central Asia, which has been then naturally pushed towards India. Although Indo-Pak trade relations, which have improved dramatically since 2003, are seen as a potential area of mutual cooperation, Pakistan is cautious as well as anxious about the growing economic interdependency with India. Thus, the geo-economic interests of Pakistan, driven by the dynamics of the geopolitical situation in the region, are inducing it to negotiate the demilitarisation of Siachen glacier with India, by hook or by crook. Even the K.Subhramanyam report on Kargil War observes that the 'Kargil Plan' of the Pakistani army was to force India to demilitarise Siachen by cutting off its supply routes. Lt.Gen. Paranaik has also averred that Kargil happened because of Siachen (note: India hardened its stand on Siachen in 1998). If that is true, then the recent incident at the LoC unveils Pakistan's 'Kargil Plan 2.0' as a result of India's reluctance to negotiate on Siachen.

Hyderabad Terror Attacks: Road-blocks in the National Counter-Terrorism Centre (NCTC)


BY N MANOHARAN After the recent twin blasts in Hyderabad, there has been a new push towards setting up the National Counter-Terrorism Centre (NCTC). Earlier attempts to set up an overarching body to deal with counter-terrorism failed mainly because of opposition from states ruled by non-Congress parties. But is this the only obstacle? Are there other serious issues in making the NCTC fully functional? In 2009, Union Home Minister P. Chidambaram outlined his vision for "the broad architecture of a new security system that will serve the country today and in the foreseeable future." His idea was to institute an umbrella body dedicated to counter terrorism along the lines of the American NCTC, with control over intelligence, operations and the investigation of all matters pertaining to terrorism. The NCTC's goals, according to Chidambaram, "will include preventing a terrorist attack, containing a terrorist attack, should one take place, and responding to a terrorist attack by inflicting pain upon the perpetrators". The need for a body like the NCTC cannot be questioned. India is one of the worst affected countries by terrorism and, in recent times, it has witnessed more terrorist incidents than any other country in the world. India faces a wide spectrum of threats that range from militancy in Jammu & Kashmir, insurgency in the northeast, left-wing extremism in Central India, and jihadi terrorism threatening the hinterland of the country. Over and above the main forms of terrorism, other threats exist, such as illegal migration, drug-trafficking, the smuggling of counterfeit currencies, small arms proliferation, and cyber warfare. These are all varied forms of the kind of terrorism that India confronts today. Yet for all that, the country lacks a single overarching body dedicated to the cause of counter-terrorism. The time limit for constituting the NCTC was initially set for the end of 2010, but is yet to see the light of day. Only recently has the current Home Minister Sushilkumar Shinde indicated his readiness "to tweak controversial proposals to break the impasse." To avoid replication, Chidambaram wanted all related agencies involved in counterterrorism (although they are part of different ministries) like the Research and Analysis Wing (R&AW), Intelligence Bureau (IB), Joint Intelligence Committee (JIC), National Technical Research Organisation (NTRO), Directorate of Revenue Intelligence (DRI), Aviation Research Centre (ARC), MultiAgency Centre (MAC), Defence Intelligence Agency (DIA), Central Bureau of Investigation (CBI), National Investigation Agency (NIA) to report to the proposed NCTC (under the Ministry of Home Affairs) on matters related to terrorism. However, there has been intense resistance to this "submission". There is a pervasive fear that such an arrangement would lead to the over-centralisation of power in the Home Minister and the Ministry of Home Affairs emerging as a kind of "super ministry". Although the above apprehension is farfetched, it is the responsibility of the Center to convey, in unambiguous terms, that the focus of the NCTC will be "terrorism only". In this regard, it should be acknowledged that intelligence/investigation/security agencies have a far wider mandate than terrorism. Even on matters specifically related to terrorism, the methodology of working should be cooperation and coordination and not the subordination of one agency to the other. The final objective is to bring about synergy and cohesion in counter-terrorism efforts, by doing away with overlapping, duplications, bottlenecks and other unnecessary hurdles. To achieve this objective, it is enough if the NCTC functions as an umbrella organisation with representations from intelligence, investigation and security agencies. It should be in a position to integrate all instruments of national power, including diplomatic, economic, social, political, military, intelligence, and law enforcement to ensure a unity of effort. This integration should happen at central, state and local levels. In other words, the tentacles of the NCTC should penetrate deep down up to district levels instead of being another top-heavy organisation. The NCTC need not follow any international model - US, UK or European - but that which suits India's capabilities, and caters to the kind of threats the country faces. It has to be innovative and proactive in its approach rather than defensive and reactive. 'Prevention' and 'protection' should be the main watch words. For this, the Centre should constantly monitor terror/militant groups, their support network, sponsors, sanctuaries, modus operandi, threat potential, and leadership and make periodic threat assessments for policy-makers. In this regard, it can effectively use the Crime and Criminal Tracking Network System (CCNTS), National Intelligence Grid (NATGRID), Central Monitoring System (CMS) and Unique Identification Authority of India (UIDAI). Personnel for NCTC could be pooled from relevant intelligence, investigation and security agencies headed by the senior most experienced officer on rotation basis with simple command structure. In this way, turf wars could be avoided, with the potential and efficacy of the agencies maximised.

Are Sarpanchs dispensable than terrorists?


he political drama unfolding over the hanging of Afzal Guru has revealed a shocking dimension of the political thought process in the State of Jammu and Kashmir. While clamor for Guru is being raised especially by National Conference (NC) and Peoples Democratic Party (PDP) as well as by other fringe elements from the valley nobody seems to bother about the killing of Sarpanchs in the State. They being the true representatives of the people from the very grass root level are the real sinew and bone of democratic process. But the brutal way in which they are been killed by the terrorists is not only tragic but disheartening. The constitutional history of the State and the effectiveness of its democratic structure which started taking shape after its accession with India received many fits and starts. But by and large the concept of Panchayati Raj remained a dream with the tallest political leader of Jammu and Kashmir Sheikh Mohammad Abdullah. Inspired by the vision of Gandhi Ji in starting a movement wherein he stressed upon the power of democracy reaching out to the people in the villages Sheikh Abdullah's vision of creating a Panchayti Raj in the State was direct result of Gandhi ji's vision of Swaraj. Thus the Sarpanchs and Panchs who constitute the Panchayat of a village form the basic unit of democracy and represent the decentralization of powers as envisaged in the Constitution of India. In this context the Panchayat elections held in 2012 were a great step forward for taking the democracy and developmental plans to the villages. It was after a gap of more than three decades that Panchayat elections were held. The euphoria over these elections was genuine and the government deserved credit for it though the full powers as envisaged in the 73rd Amendment of the Constitution of India were not adopted in the State so as to give them more financial and decision making powers. Yet the elections in themselves were a historic step towards that direction. The successful Panchayat elections proved a big irritant to the militants who avowed to undermine the participation of people in the elections. United Jihad Council headed by Salahudin from Pakistan issued direct threats to the Sarpanchs and Panchs to resign or be prepared to face the consequences. Despite the susceptibilities and risks that these elected representatives were exposed to the government did nothing to bolster their sense of security. The worst was yet to come for these hapless who had shown steely resolve to take on millitants' dictates. Till date five Sarpanchs have been killed by terrorists in last six months. Three Sarpanchs were killed in the month of September last year while another one was killed in January 2013. Javed Ahmed Wani is the latest victim who was shot in the Kreei area of Baramulla a few days ago. The government is only issuing statements and doing nothing else. It is true that it is not possible to give security to 35000 Panchs and Sarpanchs in the State but the casual approach of the government regarding taking a decisive position on the killing of Sarpanchs is shocking. The mainstream political parties in the State both NC and PDP are scoring on the Afzal Guru's hanging. The storm over his death has been so noisy that it leaves no scope for discussing the future of Sarpanchs and Panchs. Their death is not important to them. They are interested only to outwit each other to score points on the hanging of the Parliament bombing mastermind. Gauging by their present behaviour Panchayat representatives are not important, they can be dispensed with for the present. It is perhaps clear that these mainstream political parties do not wish to strengthen the basic democratic units. Instead of creating unruly scenes in and outside the Assembly over Guru, the killings of these Sarpanchs should have been the focal point of debate in the Assembly but the non-seriousness of the NC and PDP in this regard has undermined the gains achieved during Panchayat elections. Many Panchayat representatives have resigned and many more are living in fear and perhaps planning to resign. But little do the political parties realize that by ignoring the safety of these pivots of democracy and harping on the terrorists like Guru is akin to playing the tune of separatists and killers of innocent men. It is now for NC and PDP to spell out on which side they stand.

Early Warning and Peace Alert: Transforming Rajouri & Poonch in J&K
BY D SUBA CHANDRAN n the last two years, there has been a substantial transformation in the twin districts of Rajouri and Poonch along the LoC in J&K. Keeping in line with the decline of militancy across J&K, the districts have also witnessed a substantial drop in violence. The local population seems to be convinced that the era of militancy and violence is over in the two districts. The security forces - military, paramilitary, and the J&K Police have worked hard to bring the situation under control. Violence related to militancy has come down to zero in the two districts. There is a popular belief that things are looking up. In this regard, how does one consolidate the gains, and ensure peace prevails? The State should not take the situation for granted and measure peace in terms of the absence of violence. True, militancy related violence has come down to zero in the two districts, and there is hardly any presence of military or paramilitary forces on the streets. The road opening parties (ROPs) and restriction in travel have come down drastically. The State and civil society now have to work on the following four areas to convert the present situation into a positive peace - economic reconstruction, connectivity and tourism, better governance, and social harmony. The process of economic reconstruction is already visible. One can also observe the economic presence and expansion of the middle class in these two districts. Construction of new houses, small shops along the major and minor roads, more vehicles on the streets, and the crowding of market areas highlight the flow of money in the two districts. Is every class benefitting from this economic growth, or is it restricted to the middle and upper middle classes? Government schemes, individual entrepreneurship, and foreign remittances (especially in Mendhar and Surankote areas) have primarily lead to this economic growth. However, this growth is not widespread and does not cover every section; it is led by the middle and upper middle classes, and is

presently limited to urban and semiurban areas. True, Vodafone and Airtel have reached every corner of the two districts, with everyone having a mobile phone; but this should not be the only yardstick to measure peace and prosperity. Lack of awareness and ignorance ensure that government schemes are used more by the middle and upper middle classes. Even today, there are many Gujjars in rural areas, who cannot get a community certificate reflecting their Scheduled Tribe status, owing to a general lack in awareness, and the level of corruption. Individual entrepreneurship also demands certain basic skills, capacity, and funding support - all these aspects are not yet present in every segment of society. Foreign remittances especially from the Gulf, as mentioned earlier, only benefit a small section of a particular community in Medhar and Surankote regions. Though the government pervades throughout the two districts in terms of numerous institutions, what is missing is governance. Several developmental activities, especially in road construction, have been undertaken all over the two districts. However, the other departments and institutions are yet to make a visible impact at the ground level. In the state capitals and district headquarters, there are various schemes under different ministries and departments; though supported by substantial funds, these schemes are yet to be seen at the grassroots. There is a huge gap between what is available on paper in the district headquarters, and what actually gets materialised. This is not a question of just leakages; there is a complete disappearance! Undoubtedly, the gap is being

used by middlemen - a substantial section that benefits from this loot. The biggest responsibility for the State is to ensure that this loot gets reduced. Even more importantly, the State has to be seen as responsible and accountable in the minds of the people. The majority do not trust the State; rather the predominant belief is the State aids only a section and allows corruption to prevail, because the entire government machinery is a party to this. The State will have to take measures to reduce the governance deficit, and also the trust deficit between the government and its people. While every department and sector needs to be activated, certain deserve special attention; education, health care, and rural development, being examples of this. Given the nature and extent of corruption, the J&K government and New Delhi may not be able to lead a revolution against corruption, but can at least make an earnest effort for clean governance in certain departments. Besides the above sectors, the government has to ensure that the institution of panchayat raj becomes fully functional. Unfortunately, there is a resistance from the elected political leadership and bureaucracy to devolve power to the panchayat institutions; this has sent a wrong signal to both the people and institutions of grass root democracy. After being embroiled for more than a decade with militancy and violence, today, there is an opening in the two districts. The State should seize this opportunity. If the State can ensure delivery in the above three sectors, along with ensuring effective panchayat raj institutions, it will go a long way in reducing the trust deficit between the governing and the governed.

108 Myanmarese detained for crossing into Indian waters illegally


PORT BLAIR: A group of 108 Myanmarese nationals were detained after they illegally boarded a barge coming to Mumbai from the neighbouring country, Coast Guard sources said on Saturday. After getting complaints of illegal entry by some unknown people on board barge Ganpati, which was being towed from Myanmar to Mumbai by Star Jakarta, a Coast Guard ship was sent from north Andaman to intercept the barge on Thursday. Andaman Nicobar Coastguard official Poornima Arora said their officers found 108 Myanmarese in the barge who were at sea since February 15 and had no food and water for the past seven days. Due to severe dehydration and starvation in the absence of any medical aid, they had fallen sick. It was also reported that a 3year-old boy had died and was given burial at sea by the Myanmarese. They were provided with adequate food, water and medical support by Coast Guard ships. All the intruders were brought to Diglipur in north Andaman and handed over to the local police on Friday, sources said.

Syria reaches out to India to resolve crisis


NEW DELHI: Syrian President Bashar-Al-Asad is sending his top aide Buthaina Shabaan to India to meet Prime Minister Manmohan Singh and brief him about the ongoing conflict in the country. A ferocious battle on the outskirts of the northern city of Raqa, near the Turkish border, killed dozens of Syrian troops and rebel fighters on Saturday, reports said. "Fierce clashes pitting rebel fighters from several battalions against regular troops have raged since dawn on the outskirts of Raqa city... explosions could be heard in the city, and towers of smoke could be seen rising into the sky," said the Syrian Observatory for Human Rights. According to the reports, government forces have inflicted heavy casualties on rebels trying to reach central Damascus from an eastern suburb. The rebels are on the back foot and under heavy artillery bombardment. There has also been heavy fighting in northern Damascus and around the Palestinian refugee community of Yarmouk. Buthaina, who is Asad's political and information advisor, is expected to meet Manmohan Singh Tuesday when she will deliver a special message. She is also expected to meet other officials and apprise them about the latest security situation in the country, Syrian diplomats said. Buthaina had visted India along with President Asad in 2008. Buthaina's visit follows Iranian Speaker Ali Larijani's talks with the prime minister, External Affairs Minister Salman Khurshid and other leaders during which the Syrian situation came up for discussion. Syria feels that India like Russia, Iran and China should play a positive role in ending violence in that country. It is supportive of UN-Arab League envoy Lakhdar Brahimi's initiative on direct negotiations between two warring factions. India on many occasions has opposed military intervention in Syria and advocated negotiated settlement. India told the UN that further militarisation of the conflict will make political settlement complicated and difficult.

Indian programme day held in Indonesia


JAKARTA: A function was held here to mark a nearly 50-year-old Indian effort that runs 300 different short-term programmes in various disciplines. The Indian Technical and Economic Cooperation (ITEC) programme day was celebrated at the Embassy of India, Jakarta, Friday to commemorate India's SouthSouth Cooperation with Indonesia, said a press release. Ambassador Gurjit Singh gave a brief overview of the ITEC programme. He said that the programme initiated in 1964 has come a long way since then and today it caters to over 300 different short term programmes in various disciplines such as English training, IT, rural development, agriculture, banking and capital markets, which are imparted by 200 professional Institutes. He said that ITEC programme was one of the major initiatives of India towards capacity building and showed India's keenness to share its developmental gains with a large number of countries as part of SouthSouth cooperation. Gurjit Singh said that ITEC programmes has successfully trained over 1,500 Indonesians in different disciplines, including civilian and defence, since its inception in Indonesia in 1994. Delivering the keynote address, H.S. Dillon, presidential envoy for poverty alleviations, acknowledged the significant contribution of ITEC programme towards training Indonesians nationals and providing them an opportunity to tap into India's technological strides. He said that India has served as a shining example of a nation which rode the waves of globalisation to garner the greatest benefits for its people. He urged Indonesia to make the best out of the opportunities provided by the Indian government by acquiring the technological and entrepreneurial skills and then upon their return to Indonesia create value added services and contribute to the overall development of Indonesia.

Indian-origin writer Anil Ananthaswamy wins British Physics journalism prize


LONDON: A London-based Indian-origin writer has won the inaugural Physics Journalism Prize aimed at inspiring the next generation of physicists by encouraging journalists to spread awareness about the complex subject. Anil Ananthaswamy, a consultant at New Scientist Magazine and author of 'The Edge of Physics', has won the prize sponsored by the Institute of Physics (IOP) and the Science and Technology Facilities Council (STFC). The Physics Journalism Prize offers an expenses paid trip to Japan to visit world-leading facilities carrying out research at the frontiers of physics. His article 'Hip Hip Array', that "brings to life" on the Square Kilometre Array, an international project to design and build the largest radio telescope ever conceived, made him the winner, according to an IOP release. "Anil Ananthaswamy is being awarded the prize for writing a feature which brings one of the world's most exciting astronomical endeavours to life -- the Square Kilometre Array," Sir Peter Knight, President of IOP, said. The writer responded to the win, saying he "truly appreciates the recognition". "Writing about physics, especially about the work being done in remote, difficult and sometimes hostile environments, is a special pleasure. Winning an award for doing what I love to do is just icing on the cake. I truly appreciate the recognition," Ananthaswamy said. Kirsten Bodley, chief executive of STEMNET, said the winning article will be "particularly inspirational to young people, offering them an opportunity to see how fascinating contemporary physics research can be". Centre closely monitoring situation in Sri Lanka


CHENNAI: The Centre was "closely monitoring" the situation in Sri Lanka and was taking all steps for the safety of Tamils living there, Union Minister V Narayanasamy said on Saturday. "India was closely monitoring the situation over the Sri Lankan Tamils issue in the Island Nation and was taking all steps for their safety", the Minister of State in PMO he told reporters here. Responding to a query, Narayanasamy said the Centre would not take any hasty decisions on the Sri Lankan issue, adding, "Steps based on the resolution passed at the Human Rights Council Meet (in Geneva) will be taken". "India will take steps based on what kind of resolutions comes in the UN HRC meet and what kind of resolutions passed in it.

'Indo-Bangla trade will impact if unrest persist'


KOLKATA: Indo-Bangla border trade could be adversely affected if the current political unrest in Bangladesh persists further, according to Bengal National Chamber of Commerce and Industry secretary DP Nag. "So far there is no major impact except in the Malda border where trade got stranded, but if the unrest persists then it will have a negative impact," Nag said. Main border trade takes place from the PetrapoleBenapole border and this land route accounts for almost one-third of total bilateral trade of around $5.5 billion. India exports to Bangladesh include cotton, vehicles & parts, cereals, animal feed/ food waste, boilers iron & steel organic chemicals, mineral fuels, waxes and bituminous items. JAMMU, MARCH 2: A deputation of the Jammu and Kashmir Women Society, called on Mr. N. N. Vohra, Governor, at Raj Bhavan. The deputation led by Mrs. Nirmal Padha, President, J&K Women Society, presented to the Governor a copy of the Resolution which was passed at a State level seminar on "Violence Against Women" organized by the Society at Jammu in September 2012. J&K Assembly Speaker hints at discussion on Afzal issue


JAMMU: Under pressure from various parties and continuous disruption of the House, Jammu and Kashmir Assembly Speaker has indicated of allowing discussion on the hanging of Parliament attack convict Afzal Guru, but said he will "open his cards" on Monday. "The issue should be discussed - But I will open my cards on Monday," Mubarak Gul told PTI here on Saturday. Almost all the major political parties, including the ruling National Conference, Opposition PDP and CPI (M) have moved motions for adjournment of daily business of the House to discuss the situation arising out of the execution of Guru. The House was disrupted yesterday by the protests from PDP, CPI(M) and Peoples Democratic Front forcing the Speaker to adjourn the House. "People want that discussion should be held (over it). There was big discussions on TV channels, Prime Minister had talked about issue, Chief Minister had talked about it, opposition had raised the issue," Speaker said. "There were big editorials in the newspapers, people did protests-how can you hide it," Gul said. Led by Leader of Opposition Mehbooba Mufti, PDP legislators stood up from their benches in Assembly yesterday carrying placards on Guru and called for adjournment of business to discuss the situation and handing over of Guru's mortal remains. CPI(M) member M Y Tarigami, who had also moved the motion for adjournment of the House business to discuss the issue, also stood up and urged Speaker Gul for discussion. NC MLA Nasir Aslam Waniled five member resolution was brought by NC to adjourn the house to hold debate over the issue in the Assembly yesterday. Meanwhile, Bhartiya Gujjar Maha Sabha today slammed mainstream political parties for their stand on Guru's hanging saying that holding the Assembly hostage over the matter betrayed a total lack of concern about the plight of the people of the state. "We express grave concern over the negative attitude of the mainstream political parties... They are least concerned about the plight of the people of the state and are raising a hue and cry over a matter which has been decided by the highest court of the country," state president of the Sabha, Eshfaq-UrRehman Poswal, told reporters here. Poswal said although people in the rural areas of the state are facing problems like lack of roads, hospitals, health infrastructure, jobs, education and power, these issues were not likely to be raised in the House due to the ongoing standoff and adjournment motions moved over Guru's hanging.

SRINAGAR, MAR 02: Police filed an FIR against Peoples Democratic Party leader in Central Kashmir's Budgam district after the PDP leader and his son allegedly manhandled the Station House Officer, Budgam Irfan Ahmed on Saturday. Talking to CNS, SHO, Budgam Irfan Ahmed said that PDP leader Agha Syed Mehmood had illegally confined a resident of Beerwah. "As soon as I came to know about it, I along with police party rushed to the residence of PDP and made his release possible. Agha Mehmood, his son and supporters didn't like my action and they not only misbehaved with me but also manhandled me," SHO said adding that an FIR has been lodged against the political leader for illegally confining a person in his house. Refuting such allegations, PDP leader said that the police personnel accompanying SHO Budgam are witness to it. "It was me who called SHO to get a person from Beerwah arrested as that person had attack some of my family members. I didn't misbehave with the police officer, contrary he (SHO) violated the norms and threatened everyone present there of dire consequences after he was asked by the people why he didn't turn up in time. Ch. Ramzan for streamlining CA&PD, Transport Stress for LPG home delivery
SRINAGAR, MARCH 02: Emphasizing for facilitating the people and ensuring availability of essential commodities, besides improving image of the public distribution system, the Minister for Consumer Affairs & Public Distribution and Transport, Choudhary Mohammad Ramzan Saturday reiterated his commitment to streamline the functioning of CA&PD department in the State. He also stresses for ensuring home delivery of LPG in twin cities of Srinagar and Jammu, which shall be followed at towns and district headquarters and in rural areas. The Minister said this while addressing an officers meeting of CA&PD, Transport and Legal Metrology departments here today while reviewing the functioning of these departments. The Minister directed them to facilitate people at large and make sure that better image of the CA&PD among people be maintained. Directing senior officers of CA&PD to streamline the department at all levels, the Minister made on spot decisions and urged officers to implement them in letter and spirit. Choudhary Ramzan asked all the Assistant Directors of CA&PD working at district level to be responsible for receipt of ration and submission of utilization certificate and remittance of money on weekly basis. He directed that there should be no advance supply of ration for next month till submission of utilization certificate and proper remittance of money is made. He directed that coupon verification should be held at district level. Referring to the functioning of Mills, the Minister enjoined upon the Director CA&PD that those who are involved in bunglings should be shown the door from Mills and put the new entrants in place of them for ensuring transparency. Regarding the supply of Kerosene Oil, the Minister ordered that whatever Kerosene Oil comes from Oil Companies should go to districts in Toto and no quantity should be retained at headquarters. The Director, CA&PD Kashmir, Mr. Mushtaq Ahmad, earlier gave a detailed resume of the department and informed the Minister that adequate stocks of essential commodities are available in the Stores of the department and godowns of Food Corporation of India. He said 25280 metric tons of rice, 5321 metric tons of wheat, 330 metric tons of atta, 1744 metric tons of sugar, 4908 kilo litres of kerosene oil and 287000 LPG cylinders are available in the Valley. The Minister also reviewed the functioning of Enforcement Wing, Transport and Legal Metrology departments. He directed the Managing Director SRTC to rationalize transport fleet at all routes for smooth transport facilities to the people. The Minister was informed that the Legal Metrology department has booked 3400 erring traders for violating different provisions of packaged commodities rules. Among others, Secretary CA&PD and Transport, Mr. Mohammad Abbas Dar, Managing Director, SRTC, Mr. J.S. Tandon, Regional Transport Officer Kashmir, Mr. Anees Ahmad, senior officers of concerned departments and various representatives of Oil Companies were also present on the occasion.

JAMMU, MARCH 03: A mega beautification-cum-eco development project to further add to aesthetic grandeur of historical Mughal Road making it an attractive tourist destination at specific spots along the road is on anvil. This was announced by Minister for Forests and Environment, Mian Altaf Ahmad, while chairing a joint meeting of officers of Forest Department, Wild Life and the members of EcoTourism Society convened to take stock of measures initiated for promotion of eco-tourism along Mughal Road. "The prestigious project envisaged development of camping sites, rock climbing, mountaineering sites, rafting and other adventure sports besides recreation parks enroute the track from Hirpora to Rajouri on Mughal road" the Minister maintained. Addressing the meeting, the Minister asked the officers to constitute separate wings of EcoTourism Society, for effective monitoring of activities of concerned departments on both the sides of this road, with representation of local people. Spelling out this year's programme for promotion of eco-tourism activities along Mughal road, Mian Altaf said that several works like erecting pre-fabricated huts, lavatory blocks, shelter sheds, improvement of existing paths and viewing decks will be done on fast tract basis. For the purpose, the funds shall be arranged under annual plan of CAMPA for 2013-14, he added.

Mir for expediting the restoration of power project at Drung Tangmar


SRINAGAR, MARCH 02: Minister for Agriculture, Mr. Ghulam Hassan Mir reiterated that every step shall be taken to ensure power supply and other basic amenities to the people belonging to remote areas of the State. This was stated by the Minister while inspecting power project at Drung Tangmarg which shall facilitate the people of Drung and adjacent areas. Pertinently due to sliding of land the under construction project had been damaged. Speaking on the occasion, the Minister directed the concerned agency to take measures for protecting the project from further sliding of the land and expediting the ongoing work of the project. Later, the Minister visited Kalantra to condole the sad demise of slain Sarpanch who was killed by unidentified persons. JAMMU, MARCH 02: Minister for Medical Education, Youth Services and Sports, Taj Mohi-ud-Din, today visited Government Medical College Jammu and took stock of implementation of directions, he had passed regarding proper maintenance, cleanliness, quality treatments, services to patients, regulating attendants, modernization of equipment and other issues during his earlier visit. The Minister was told that renovation of toilets and bathrooms in the hospital has been taken up and these would be maintained on optimal levels of cleanliness. The Minister assured the faculty members that their demands would be met with at the earliest. He appealed them to treat the hospital as their own asset and help in enhancing its standard to quality levels. He said the hospital is being equipped with more staff and equipments to meet the patients rush. He directed reshuffling of the long staying staff at the hospital to instill fresh blood in its working. He also directed for effecting promotions and other incentives for faculty to enhance their interest and involvement in their services. Taj asked the Medical Superintendent to ensure that entry and consumption of cigarettes and guttka is strictly banned in the hospital premises and no one is allowed to carry these items inside. He also directed regulating number of attendants accompanying a patient to the hospital to minimize rush within the hospital and allow patients and doctors a congenial atmosphere to administer the treatment. The Minister also reviewed the progress on operationalization of Super Speciality Hospital Jammu with faculty and hospital administration. He sought details of the remaining works and installation of machinery being done at the hospital. During the visit, Taj also inspected the space for vehicle parking in the hospital. He directed early completion of works at the site so that the parking problem at the hospital is addressed. SRINAGAR, MARCH 02: The Minister for Rural Development and Panchayat Raj, Mr. Ali Mohammad Sagar reiterated that every effort shall be made to ensure availability of basic amenities besides health care facilities to the people of the State. He directed the Chief Engineer R&B Kashmir to remove the bottlenecks in expansion of road from Rainawari to Dalgate for smooth ply of traffic in the area. Rocket PSLV-20 successfully puts seven satellites in orbit


CHENNAI: Indian Space Research Organisation (ISRO) successfully launched Indo-French satellite 'SARAL' from the spaceport of Sriharikota, Andhra Pradesh on Monday. The satellite aimed at oceanographic studies along with six foreign mini and micro satellites onboard ISRO's workhorse rocket PSLV was launched from the first launch pad of Satish Dhawan Space Centre at 6.01 pm and successfully placed into orbit .It was initially slated for blast-off at 5.56 pm local time. President Pranab Mukherjee was also present at the mega launch.He witnessed the first of the 10 space missions planned by the Indian Space Research Organisation (ISRO) for 2013 and also the country's 101th space mission. The other dignitaries who witnessed the successful launch were Andhra Pradesh Governor E.S.L.Narasimhan, Chief Minister Chairman K.Radhakrishnan said: "It's a successfull launch." The 59-hour countdown for the launch commenced at 6.56 AM Saturday. This is the 23rd mission of PSLV, which has an impeccable record of 21 consecutive successful flights. This is the ninth time ISRO is using the 'core alone' variant of the rocket. The 668.5 kgs and 44.4 metres tall rocket had a lift off mass of 229.7 tonnes. Besides SARAL, it would put into orbit two microsatellites UniBRITE and BRITE from Austria and AAUSAT3 from Denmark and STRaND from United Kingdom as also one microsatellite (NEOSSat) and one minisatellite (SAPPHIRE) from Canada. ISRO had initially planned to launch SARAL on December 12 last year but postponed it to carry out additional tests to "address technical issues to ensure reliability". The ISRO-built SARAL is a 410-kg satellite with payloads -Argos and Altika -- from French space agency CNES for study of ocean parameters towards enhancing the understanding of the ocean state conditions which are otherwise not covered by the in-situ measurements. In view of the expected presence of the President, the Satish Dhawan Space Centre has been put under a thick net of security, officials said. SARAL will provide data products to operational and research user communities, in support of marine meteorology and sea state forecasting; operational oceanography; seasonal forecasting; climate monitoring; ocean, earth system and climate research, the officials said. CISF opens intelligence training school


NEW DELHI:The Central Industrial Security Force (CISF) Friday opened it's first intelligence school to enhance the efficiency of its personnel. The school was inaugurated at the 5th Reserve Battalion Campus in Uttar Pradesh's Ghaziabad in the presence of Minister of State for Home Affairs Minister R.P.N. Singh to train CISF officers belonging to it's Crime and Intelligence Wing (CIW) on a regular basis. Presently around 1,250 personnel have been deployed across the country in the CIW. "The ministry will provide proper facility to CISF for the growth of it's new initiative for enhancing the skills of CISF's Crime and Intelligence Wing officials," said Singh while inaugurating the school. "To sharpen and enhance the skills of CISF's Crime and Intelligence Wing, it was a long felt need to provide specialized training in the field of intelligence," said Rajiv, director general (CISF). Explaining about the functionary of the training school, Rajiv said that the school will be headed by a commandant and deputy commandant rank official and supported by an experienced faculty. "To provide specialized training, we will also associate the faculties of other agencies like Intelligence Bureau (IB), Border Security Force (BSF), Central Reserve Police Force (CRPF) and State Police especially in the initial stage of capacity building which presently we are doing," he said. In it's one or two week's course duration, the school will train CISF's sub officers and other ranks deployed in CIW, Rajiv added.

The Admiral, since commissioning in the Indian Navy on 01 Jul 1977, has held a mix of operational and sea appointments. He is Navigation and Aircraft Direction specialist and his various sea appointments include command of INS Ajay, Khukri, Tabar and Mysore. He has also had the rare distinction of commissioning INS Cheetah, as Navigating Officer, in Poland and INS Ajay and Tabar as Commanding Officer, both in Russia. The Flag Officer has also been the Fleet Operations Officer, Eastern Fleet at Visakhapatnam. He has also held several challenging and prestigious appointments on shore which include the appointments of Chief Instructor ND School, Dy Director Naval Operations, Joint Director Naval Plans at the Integrated Headquarters of MoD and Director Maritime Warfare Centre Visakhapatnam. On promotion to the rank of Rear Admiral, he took over as Chief of Staff at Headquarters, Eastern Naval Command and later served as Assistant Chief of Naval Staff Information Warfare & Operations and Fleet Commander of the Eastern Fleet. While he was Commandant Indian Naval Academy Ezhimala, he was promoted to the rank of Vice Admiral. Admiral Thapliyal is an alumnus of Naval War College, USA and Defence Services Staff College Wellington and possesses two Masters Degrees in Physics and Defence Studies. Indian Defence Ministry gets 14 pc hike in budget


NEW DELHI: In the midst of a major modernisation drive, Defence Ministry on Thursday got a 14 per cent hike in its budget as Finance Minister P Chidambaram gave it Rs 2,03,672 crore for 2013-14 with a promise to provide any additional fund required for national security. Thursday's allocation is up by Rs 25,169 crore from last year's revisited estimate of Rs 1,78,503 crore. The budget estimate was Rs 1,93,407 crore but Rs 14,904 crore was slashed by the Finance Ministry owing to the strain on the economy. "I propose to increase the allocation for defence to Rs 2,03,672 crore. This will include Rs 86,741 crore for capital expenditure," Chidambaram said. "The Defence Minister has been most understanding and I assure him and the House that constraints will not come in way of providing any additional requirement for the security of the nation," he said. The Defence Ministry is in a major modernisation process with several acquisitions in the pipeline besides upgradation of infrastructure in the northeast along with China border. Among the major acquisitions in the offing are the 126 multirole combat aircraft, 22 Apache attack choppers and 15 heavy-lift choppers. The capital expenditure was hiked from Rs 69,579 crore last year to Rs 86,741 crore. Defence Minister A K Antony was satisfied with the allocation. "Factoring the current economic scenario, he (Chidambaram) has been fair to the Defence sector also by increasing the budget and giving an assurance that should there be any urgent need in future the same would be provided," Antony told reporters. "Taking into account the difficult economic situation both at home and abroad, the Finance Minister has done a good job. The measures that he has outlined for the rejuvenation of the economy while ensuring inclusive growth are indeed commendable," Antony said. The Defence Ministry had last year demanded for Rs 40,000 crore more for meeting its modernisation requirements in addition to the Rs 1,93,407 crore but that could not be provided. Rs 14,904 crore were cut from its budget allocation. Of this cut, Rs 10,000 crore were from the capital expenditure and the remaining was from revenue expenditure. Of the total expenditure of the Government of India, defence expenditure would account for ten per cent which is one per cent less than 2012-13. In 2011-12, the Government had allocated Rs 1,64,415 crore for the defence ministry and later, it was revised to Rs 1,70,937 crore. Increasing the allocation by 13 per cent, the Government gave Rs 1,93,407 crore to the ministry for 2012-13.

GANDHINAGAR: Air Marshal Daljit Singh has taken over as Air Officer Commanding-in-Chief, South Western Air Command ( SWAC), Gandhinagar from Friday. A recipient of Ati Vishisht Seva Medal and Vayu Sena Medal, Singh was director general air (operations) at air headquarters prior to assuming the post of AOC-in-C. He replaced Air Marshal Anjan Kumar Gogoi. Singh was commissioned in the fighter stream of the Indian Air Force in June 1976. An alumnus of the National Defence Academy, he has flown over 3500 hours on various aircraft which include Gnats, Ajeets, MiG-21s, Su-30 MKI and Mirage-2000. He is a qualified flying instructor, a graduate of Defence Services Staff College, Wellington, has held a variety of operational and staff appointments and also done a course on electronic warfare abroad.

BALASORE: Indigenously developed 'Pinaka' rockets were successfully test-fired, on the second consecutive day on Friday, from a multi-barrel rocket launcher (MBRL) by an armament establishment from a base in Odisha. "Three rounds of Pinaka rockets were successfully tested today from the base at Chandipur, about 15 km from here, while three rounds had been fired yesterday," defence sources said. On January 30 and 31, this year, seven rounds of 'Pinaka' rockets were tested from the same base. 'Pinaka', which has undergone several tough tests since 1995, has already been inducted into the armed forces. The trial was conducted by personnel from Armament Research and Development Establishment (ARDE), Pune unit at Proof and Experimental Establishment (PXE) firing point-2 at Chandipur, the sources said. "The MBRL, capable of acting as a force-multiplier, has been developed to supplement artillery guns," a defence official said. 'Pinaka' is an area weapon system with a range of 40 km.

NEW DELHI: DRDO has proposed setting up of two Missile Test Ranges in Andaman and Nicobar Islands and Andhra Pradesh and requests for diversion of forest land have been made, the government said today. The Defence Research and Development Organisation (DRDO) has proposed establishment of the test ranges at Rutland Islands of Andaman and Nicobar Islands and Nagayalanka in Krishna district of Andhra Pradesh. "A proposal for diversion of forest land in Andaman and Nicobar Islands has been initiated by DRDO. A request has also been made to the Government of Andhra Pradesh to spare unassigned revenue land and reserve forest land at Nagayalanka," Defence Minister A K Antony told Rajya Sabha in a written reply. On why the government is delaying the decision on this strategically important requirement, he said, "Both the projects for setting up of Missile Test Ranges are at the initial planning stages and land acquisition process is on." The Defence Minister said that the projects would be sanctioned after the proposals are cleared by the Environment and Forest Ministry and revenue authorities. In reply to a question on construction of strategic rail and road networks along the Line of Control (LoC), Antony said, "73 roads have been identified as strategic border roads, out of which 61 roads have been entrusted to Border Roads Organisation (BRO) with a total length of 3404.63 km." 17 of these roads covering a length of 612.51 km have been completed while 25 are scheduled for completion by 2013. Rest 19 roads will be completed by 2016, he said. Antony also informed the House that 13 new railway line projects covering a length of 965 km are also under various stages of progress in North-East region, Jammu and Kashmir and Uttarakhand. Replying to a question on upgradation of ordnance factories, the Defence Minister said that an investment of Rs 15,764 crore has been planned during 12th Five Year Plan.

Andhra Pradesh gets chopper for anti-Maoist operations


HYDERABAD, FEB 26 : Andhra Pradesh's police chief Monday made an aerial survey of Maoistaffected areas of Karimnagar district on the new helicopter provided by the central government for operations against the insurgents in north Telangana and adjoining parts of Maharashtra and Chhattisgarh. Director General of Police V. Dinesh Reddy flew over Mahadevpur of Karimnagar district, bordering the two neighboring states. India to set up missile test ranges in Andhra, Andamans

Tax dept to send notices to 35,000 people next week: FM


NEW DELHI: Finance Minister P Chidambaram today said the revenue department will send tax notices to 35,000 assesses next week, beefing up efforts to reach the collection target for the fiscal. "We have issued notices to 35,000 people saying that on the basis of information we have, you should have filed your return. Another 35,000 notices are going next week," he said. He said the tax department has information about people's expenditure patterns and their financial transactions. "You cannot hide any longer ... Therefore, today the best policy is to admit your income and pay tax... The tax base will raise this and we will find more people admitting to more income," he said. The government proposes to collect over Rs 5.65 lakh crore from taxes stood at over Rs 4.55 lakh crore during the April-January period of current fiscal. On taxing the super-rich, Chidambaram said, "It was indeed shocking that there are only 42,800 persons in this country, that includes individuals, HUF, firms, associations of persons, admitting to a taxable income of Rs one crore and above". Chidambaram in Budget has proposed a 10 per cent surcharge on people or entities with taxable income of over Rs one crore. Govt approves scheme for broadband connectivity for all Panchayats


NEW DELHI: The government has approved a scheme to connect all the 2,50,000 gram Panchayats through Optical Fibre Cable (OFC) for providing broadband connectivity to the Panchayats. In a written reply in the Rajya Sabha, the Minister of state for communications and Information and technology Milind Deora said that three pilot projects have been launched in October last year in three blocks of 3 different States. These include Arain Block in Ajmer District of Rajasthan, Pansanger Block in North Tripura District in Tripura and Paravada Block in Vishakhapatnam District of Andhra Pradesh. The Minister said, 100 Mbps bandwidth has been created at all 58 GPs in these blocks. Govt banks raise retail term deposit rates


NEW DELHI: Three state-run lenders have raised their retail term deposit rates by 25-125 basis points. United Bank of India increased interest rates on domestic term deposits below Rs 5 crore by at least 25 basis points, effective immediately. The Kolkata-based lender will now pay nine per cent on term deposits with one-year maturity, compared with 8.75 per cent earlier. Term deposits of 30 days to less than a year will get interest at 8.75 per cent. Punjab National Bank has increased interest rates on certain deposits by 125 basis points. UCO Bank raised interest rates on retail term deposits between Rs 1 and Rs 5 crore by 45-50 basis points, effective tomorrow. According to bankers, the tight liquidity situation has compelled lenders to increase deposit rates. Most state-run lenders, including UBI, PNB and SBI have reduced the premium paid to senior citizens on retail term deposits, by at least 25 bps. UCO Bank is among the few banks that are still offering a premium of 75 bps on senior citizen deposit rates. The finance ministry is of the view that lower premium will help banks reduce their cost of funds and in turn offer these room to pare lending rates. However, doubt remains if the move will help in lowering the cost of funds, as senior citizens have a small share in banks' overall deposits. Tight liquidity situation is also likely to leave banks with limited scope to cut lending rates.

Record 5.02 lakh e-tickets booked on single day


NEW DELHI: Indian Railway Catering and Tourism Corporation (IRCTC) booked more than five lakh rail e-tickets yesterday, surpassing the earlier one-day sales record set in July last year. The Corporation booked 5.02 lakh e-tickets, crossing the earlier figure of 4.96 lakh e-tickets booked on July 7 last year, an IRCTC official said. The record, he said, comes at a time when the IRCTC is facing criticism of its Web site failing to cope up with the peak hour rush for Tatkal bookings and during the festive season. IRCTC had recently invested Rs 3.5 crore on enhancing the efficiency of the Web site and another Rs 3 crore in augmenting the software licenses and storage area network. The system is now being upgraded with more powerful Hexa Core servers (with 64GB RAM) from the earlier Dual Core servers (with 8GB RAM), which costs nearly Rs 4 crore, the official said. "With the above investment/up gradation, we hope to achieve a 4045 per cent increase in bookings during the Tatkal hours," he said. At present, the e-ticketing site books around 48 per cent of the total reserved tickets on the Indian Railways network. Railway Minister Pawan Bansal, in his Budget speech, had announced revamping the IRCTC site by increasing the booking rate to 7,200 tickets per minute from its present around 2,000 tickets. He had declared that the site, expected to be ready by the yearend, would be able to handle 1.2 lakh users at any point of time as compared to its existing capacity of 40,000 users. IRCTC has already started working on this augmentation, in which they are investing crores of rupees to install future generation hardware and software.

NEW DELHI: Ratan Tata, chairman emeritus of Tata Sons, met Civil Aviation Minister Ajit Singh, days after Malaysian carrier AirAsia announced it had sought government's nod to launch a new airline under a joint venture with Tata Group and an Indian investor. Though there was no official word on what transpired at the meeting this afternoon, it is understood that the plans for the launch of the airline came up during the discussions. The meeting came days after the Malaysian budget carrier's CEO Tony Fernandes said the new airline Telestra Tradeplace. An application has already been moved by AirAsia's investment arm, AirAsia Investment Limited (AAIL) before the Foreign Investment Promotion Board (FIPB) to seek approval for acquiring 49 per cent equity in the airline company. Of the remaining stake, Tata Sons is likely to pick up 30 per cent and one of Bhatia's companies, Hindustan Aerosystems, 21 per cent. After the FIPB approval, the joint venture company would make an application to the aviation regulator DGCA for the Air Operators Permit to carry out flying operations.

Confusion over the Tax Residency Certificate (TRC) announced by the Finance Minister on the budget day, which created fear among the foreign investors, also weighed on the market sentiments. Realty, PSU, Refinery, Metal, Power, Capital Goods and Healthcare sectors declined sharply on profit-booking, while Consumer Durable, IT and Tech sectors firmed up on good buying enquiries. Small-cap and Mid-cap shares also declined sharply by 5.63 per cent and 4.36 per cent, respectively, on panic selling triggered by speculation that pledged holdings are being sold. The BSE benchmark Sensex resumed higher at 19,365.33 and moved in a wide range of 19,411.18 and 18,793.97 before ending the week at 18,918.52, a net loss of 398.49 points or 2.06 per cent. It has lost 1,185.01 points or 5.89 per cent in five weeks.

15 Maruti Suzuki sales down 7.9 percent in February


NEW DELHI: Maruti Suzuki logged 7.9 percent lower sales in February as compared to the corresponding month of 2012. A company statement Friday said it sold 109,567 units last month from 118,949 units in February 2012. The domestic sales of the passenger car major fell by nine percent at 97,955 units from an offtake of 107,653 units in the corresponding month of 2012. However, exports grew by 2.8 percent at 11,612 units from 11,296 units shipped out in February, 2012.

Diesel price hiked by Re 1 per litre non-subsidized LPG slashed


NEW DELHI: Diesel price for bulk consumers like the Railways and power plants has been hiked by up to Rs. 1.25 per litre as stateowned oil companies yet again exercised the newly bestowed pricing freedom. This means that the Railways and power plants will have to shell out more for the fuel, and it is likely that the hike is passed on to consumers. Neither the retail prices of diesel sold through petrol pumps nor the rate for subsidised LPG cylinders has been changed. Following the decision, oil companies sold diesel to bulk consumers like Defence, Railways and State Road Transport Corporations at a rate of Rs. 58.58 per litre as compared to Rs. 48.16 per litre price of the fuel at petrol pumps in Delhi. Industry sources said the oil when the price of the fuel was increased by 45 paisa per liter. In an effort to ease the burden of having to sell fuels at subsidized rates, the Finance Ministry had sent letters of comfort to Indian Oil, BPCL and HPCL, detailing a payout of Rs.25,000 crore in compensation. India is largely dependent on imports for its fuel needs. It imports 80 per cent of the crude it refines, about 3.7 million barrels per day. In order to minimize its dependency on imports by 2030, the Oil Ministry has proposed to set up a committee under Vijay Kelkar, former advisor to the Finance Ministry, which will submit a proposal in two months. Mr Kelkar also heads a committee on fiscal consolidation that had suggested an increase in fuel prices and the deregulation of diesel.

During his March 4-7 visit, Chakrabatrti will hold talks with the officials of leading Indian firms like Mahindra & Mahindra, Reliance Industries, JSW, Tata group, EXIM Bank and ICICI Bank, EBRD said. Meetings with the industrialists will take place in Mumbai. Chakrabatrti is also scheduled to meet Finance Minister P. Chidambaram and other senior government officials in New Delhi. Established in 1991 after the fall of the Berlin Wall, the EBRD supports the development of well-functioning market economies, primarily in central and eastern Europe and The EBRD invests across the economic spectrum in the countries where it is active - but sectors of particular interest for Indian companies could be manufacturing and services, such as petrochemicals, automotives, metal and steel production, as well as agribusiness, communications and information technology, the statement said. NEW DELHI: Sounding confident of finding a way out on the Vodafone tax case, Finance Minister P Chidambaram on Saturday reiterated that the final call on the British telecom firm's offer of conciliation will be taken by the Cabinet. The tax department had issued a letter in January to Vodafone International Holdings BV stating the company is required to pay a tax demand of about Rs. 11,217 crore besides interest. However, Vodafone replied back saying that they do not owe anything to the Indian government. The telecom firm had earlier wanted to take India into international arbitration, but after discussions with Indian government, it offered conciliation on the matter. Vodafone is facing the tax liability for purchase of Hong Kong-based Hutchison Whampoa's stake in Indian telecom business Hutchison Essar in 2007. On retrospective amendment to Income Tax laws, he said: "Once the Vodafone issue is resolved and put behind us, we can always move the amendments necessary that will reflect the Shome committee recommendations." The amendment to Income Tax Act, 1961 with retrospective effect has been passed by Parliament. The retrospective amendment was made to undo the Supreme Court judgment that was ruled in favor of Vodafone.

PANAJI: Goa's apex trade body has appealed to the Government to develop the State as a logistics hub, which will also help neighboring Karnataka and Maharashtra. Manguirish Pai Raikar, President of Goa Chamber of Commerce and Industry (GCCI), along with a delegation of the body, had yesterday met Industry Minister Mahadev Naik and pushed for steps from the Government to make the coastal State a logistics centre. "GCCI feels Goa has the potential to emerge as a good logistics hub in western India. Such a hub will cater not only to Goa but also to large parts of Southern Maharashtra and Northern Karnataka," Raikar said. The chamber said although the Union Ministry of Micro, Small and Medium Enterprises recognizes logistics as an industrial activity, the State has to still grant that recognition and give due importance to it. "During the meeting, the Minister asked GCCI to prepare a roadmap with specific proposals for development of logistics in Goa," Raikar said. The GCCI delegation made a presentation before Naik highlighting Goa's potential in this regard, he added.

Rupee fails to maintain last week gains; closes at 7-week low


MUMBAI: The Indian rupee failed to maintain last week's gain, tumbling by 72 paise to finish the week at over 7-week low of 54.89 against the Greenback on month-end heavy dollar demand from importers and some banks amid sluggish local equities due to announcement of disappointing Union Budget.At the Interbank Foreign Exchange (Forex) market, the domestic unit resumed lower at 54.22 a dollar and hovered in a wide range of 53.60 per dollar and 54.94 per dollar before finishing the week at 54.89 per dollar, showing a net loss of 72 paise of 1.33 percent. The RBI fixed the reference rate for the US dollar at 54.4815 and for euro at 71.2736 as against the last weekend's level of 54.4270 and 71.9061. The rupee firmed up against the pound sterling to 82.50 from last week's close of 82.67. However, it dropped against the euro to 71.55 from last close of 71.35 and also closed weak against the Japanese yen to end at 59.09 per 100 yen from 58.13

Scientists capture birth of a giant planet

According to the current theory, giant planets grow by capturing some of the gas and dust that remains after the formation of a star. The astronomers have spotted several features in the new image of the disc around HD100546 that support this protoplanet hypothesis. Structures in the dusty circumstellar disc, which could be caused by interactions between the planet and the disc, were revealed close to the detected protoplanet, researchers said in a statement. However, it is also possible that the newly detected object might not be a protoplanet, but a fully formed planet which was ejected from its original orbit closer to the star.

LONDON: Astronomers have captured the first direct images of a forming planet still embedded in a thick disc of gas and dust surrounding a young star, just 335 lightyears from Earth. Cockroach fossils date back around 400 million years, which testifies to their great adaptability and endurance that puts them among the planet's great survivors. The cockroach genus Pseudophoraspism has has been reported from China for the first time thanks to the discovery of three new species: Pseudophoraspis clavellata, Pseudophoraspis recurvata and Pseudophoraspis incurvata, alongside the first regional record of three already described ones. They belong to the cockroach family Blaberidae, known also as giant cockroaches. The study was published in the open access journal ZooKeys. Although the adults of the newly described species can reach a size of around 3 cm in length. For comparison, the females of the largest species known, Blaberus giganteus, can reach up to 10 cm in length. The heaviest species, Macropanesthia rhinoceros, also known as the rhinoceros cockroach, reaches only around 8 cm but can weigh remarkable 35 grams.

Kitani said BallCam was developed as part of a larger exploration of digital sports. "We're interested in how technology can be used to enhance existing sports and how it might be used to create new sports," he explained. In some cases, athletic play may be combined with arts or entertainment; a camera-embedded ball, for instance, might be used to capture the expressions on the face of players as they play catch with it. When the ball is thrown in a clean spiral, the camera records a succession of frames as the ball rotates. When processing these frames, the algorithm uses the sky to determine which frames were made when the camera was looking up and which were made when it was looking down. The upward frames are discarded and the remaining, overlapping frames are stitched together with special software to create a large panorama. Similar stitching software is used by NASA to combine images from Mars rovers into large panoramas and is increasingly found in digital cameras.

Neuroscientists create intercontinental mind meld between two rats

Scientists have wired the brains of two rats together and shown that signals from one rat's brain can help the second rat solve a problem it would otherwise have no clue how to solve. The transfer of information from brain to brain even worked with two rats separated by thousands of kilometres, one in a lab in North Carolina and another in a lab in Brazil. "We basically created a computational unit out of two brains," says neuroscientist Miguel Nicolelis of Duke University, who led the study. In the new study, the researchers implanted small electrode arrays in two regions of the rats' brains, one involved in planning movements, and one involved in the sense of touch.

China to send second woman astronaut into space this year


BEIJING: China is expected to send its second woman astronaut into space this year onboard the Shenzhou-10, the country's new manned spacecraft, which should be launched sometime between June and August. Zhou Jianping, the head designer of China's manned space programme, told that he expects a female astronaut to participate in the mission, together with two male astronauts. The Shenzhou-10 is expected to dock with the orbiting lab module Tiangong-1, he said. Last year China had sent its first woman astronaut on- board Shenzhou-9 which successfully docked with the Tiangong-1, the space module in orbit. "The three astronauts will stay in orbit for 15 days, including 12 days when they will work inside the coupled complex of the Shenzhou-10 and Tiangong-1," said Zhou, who will attend the upcoming annual session of the National Committee of the Chinese People's Political Consultative Conference. To popularise scientific knowledge and inspire enthusiasm for science, the chief designer said the astronauts will give lectures to students via a video feed as they work in the Tiangong-1 lab module. The Tiangong-1 was sent into space in September 2011. It later docked with the Shenzhou-8 unmanned spacecraft in November 2011 and with the Shenzhou-9 manned spacecraft in June.

India's first open Agriculture University to be set up in Nagpur


NAGPUR: Arvind Krushi Mukta Vidyapeeth, the first-ever open agricultural university, dedicated to practical education in the field of agriculture, will come up soon in Nagpur. Farmer suicides, poor yields, low remunerations, crop damage due to untimely or inadequate rains, were some issues disturbing me for the last few years, said former Maharashtra Agriculture Minister Ranjeet Deshmukh, who will be at the helm of this proposed varsity, named after his father. "Together some experts in the field and we came up with this concept of an open agricultural university that would take the lead in educating and training farmers," he said. Several experts like farm consultant and scientist Subhash Nalange, weather specialist B.N Shinde, value addition expert Jyoti Surse, PDKV's former ViceChancellor C.D Mayee, Ramesh Fiske are in the managing committee of the university. "We have applied for registration to the Distance education Society, New Delhi, and expect to get it in two weeks," said Ashok Dhage, the new Vice-Chancellor. Explaining how it will be different from traditional agricultural universities where students at the end of three to five years of education get little practical knowledge to improve agricultural practices, Deshmukh said, "We plan to entirely revolutionise farm education by giving it a practical base." The varsity will offer courses a three-month certificate course, a diploma degree and postgraduate specialised course. Our approach will be professional with latest technology and methods in the field to increase crop quality and yield. Organic farming, nano-technology in farming and horticulture will be imparted for the first time in the country," said Deshmukh. "We want to make farming people-friendly. Modern concepts like soil testing helps in big savings on costly chemical fertilizers. Most of the farmers' woes are because of unscientific approach and traditional methods ignoring ground realities. We want to change all this with modern approach and easy to learn ideas that will bring results to farmers," Dhage said. Stress will be laid on use of weather forecasts, value addition of crops and eco-friendly organic farming. World class scientists will be hired who will teach (through video-conferencing) the latest farming methods," said Gaekwad. Fee structure and enrolment formalities are yet to be finalised. Indian programme day held in Indonesia


JAKARTA: A function was held to mark nearly 50-year-old Indian effort that runs 300 different short-term programmes in various disciplines. The Indian Technical and Economic Cooperation (ITEC) programme day was celebrated at the Embassy of India, Jakarta, Friday to commemorate India's South-South Cooperation with Indonesia, Ambassador Gurjit Singh gave a brief overview of the ITEC programme. He said that the programme initiated in 1964 has come a long way since then and today it caters to over 300 different short term programmes in various disciplines such as English training, IT, rural development, agriculture, banking and capital markets, which are imparted by 200 professional Institutes. He said that ITEC programme was one of the major initiatives of India towards capacity building and showed India's keenness to share its developmental gains with a large number of countries as part of South-South cooperation. Gurjit Singh said that ITEC programmes has successfully trained over 1,500 Indonesians in different disciplines, including civilian and defence, since its inception in Indonesia in 1994. Delivering the keynote address, H.S. Dillon, presidential envoy for poverty alleviations, acknowledged the significant contribution of ITEC programme towards training Indonesians nationals and providing them an opportunity to tap into India's technological strides. He said that India has served as a shining example of a nation which rode the waves of globalisation to garner the greatest benefits for its people. SSA to add 500 more smart classrooms this year


GUWHATI: Assam State and Sarva Shiksha Abhiyan (SSA), a civic body, will cover 500 more schools with computer and internet this year in a bid to introduce a more interesting environment. The programme seeks to open new schools in those habitations which do not have schooling facilities and strengthen existing school infrastructure. "We have already set up the infrastructure of smart classrooms in 2,000 out of 5,300 schools in the state. This year, we are targeting 500 more schools of the state. This method is more interactive and students can evaluate themselves. This will put an end to the boring one-sided classroom lectures," Mission director of SSA, LS Changsan said. The project is basically a learning enhancement programme to help the students to raise curiosity and help them to learn better and much faster. The students learn better through demonstrations rather than reading textbooks, according to her. "This makes the concept of the students more clear," she said.

CBSE reduced no of passing, improvement attempts in board exams


NEW DELHI: From this year the Central Board of Secondary Education has reduced the number of chances students of classes X and XII will receive to improve performance or clear the exam.The changes in compartment and improvement rules will be effective for the 2013-14 batch of students who will take the exam from March 1,2013.To facilitate visually impaired candidates,the board has allowed them to bring their own computer with relevant software to the examination centre. Announcing the change in the number of compartment chances forClass XII students,chairman of the board Vineet Joshi said that from now on candidates will get three chances instead of five to clear the exam.The number of improvement of performance attempts for Class X students,too,has been reduced to one from five.Candidates shall appear for the improvement of performance attempt to be conducted by the board in July.The new rules,however,will not be applicable to students who have appeared in 2012 and earlier.They will continue to get up to five chances. A total of 9,42,035 candidates have registered for the Class XII board exams across three streams this year which is up by 15.51% from 2012. The number of registered candidates in Class X rose by 6.7% to touch 12,59,202 candidates.In all,students of 11,863 secondary schools and 7,917 senior secondary schools will be taking the boards this year.

DODA/JAMMU: The International Rafting Championship organized by the J&K Department of Tourism on Chenab river , concluded in Doda on Friday, Slovakia team won the championship in a tough competition while as Indian Army team ended up with runner ups in a neck to neck fight. The concluding function was organized in Town Hall Doda, Additional District Development Commissioner Doda, G.N Balwan was the chief guest on the occasion who distributed the prizes among the winner, runner's up and other participating teams. He didn't look anything like the little green caterpillar he had been before he closed himself up in the cocoon. He landed on a nearby leaf and sat there wondering how he was going to find Pillar since he didn't even know what she looked like any more either. All his life he had known her as a little green caterpillar too. "This is not going to be easy" Cater thought to himself, "How can I search for my sister butterfly when I don't know what to look for?" to be continued

THE TWO CATERPILLARS


nce upon a time t h e r e were two caterpillars, a brother and a sister, who lived together way up on the top of a big oak tree. The two caterpillars loved each other very much. They played together, ate together, and watched out for each other. One day, while they were munching on a nice delicious green leaf, a strong breeze blew them off the tree and they both landed on the ground. They looked up and saw how far their little home was, all the way up in the top of the tree. "Oh, no" said Cater "it will take us forever to make it back home." Pillar sighed and then she said "You're right, but we will just have to keep going until we make it, otherwise we will never get home." So they started climbing the tree. They were a bit surprised because the part they were climbing was smooth and gray, not at all like the rough brown part up at the top of the

tree where their home was. But since they had never been to the bottom of the tree they thought that this was just how it was. They had only climbed a few inches however, when the tree started to move! "Wow, the tree is moving now" said Pillar sounding a bit worried. "Look!" Cater said pointing up "This isn't the tree that we're climbing. It's the foot of Elephant!" When Pillar looked up she saw two giant elephant eyes looking straight at her. The elephant said "Why are you tickling my leg you little caterpillars?" By now Cater and Pillar were very afraid, but they explained to the elephant how the big wind had blown them out of the tree and they had thought his leg was the bottom of the tree where their home was. The elephant was very kind even though he looked very frightening to the little caterpillars and he felt very sorry for them being stuck on the ground so

he decided to help them. He put his long trunk down next to them and told them to climb on. Then he carried them up to the top of the tree by stretching his long trunk way up high. The caterpillars were thrilled to be home again and they both shouted at exactly the same time "Thank you Elephant! You saved us a lot of work climbing back up this big tree." The kind elephant waived his long trunk at the two caterpillars and went happily on his way. The two caterpillars continued to live in the top of the tree and to take care of each other, but soon it was time for them to make their cocoons and turn into beautiful butterflies. Cater and Pillar said goodbye to each other and promised that whoever came out first would stay and wait for the other one. Then they spun their cocoons and sealed themselves inside. While they were in their cocoons, another big storm came and blew them off their branch and far away. But this time they did not land next to each other. Cater landed near the river and Pillar landed near the field. When they came out of their cocoons the caterpillars could not find each other. They looked this way and that but they couldn't even

Saranganath, means "Lord of the Deer" and relates to another old Buddhist story in which the Bodhisattva is a deer and offers his life to a king instead of the doe he is planning to kill. The king is so moved that he creates the park as a sanctuary for deer. History After his enlightenment in Bodhgaya, the Buddha went to Sarnath seeking his five former companions. He found them, taught them what he had learned, and they also became enlightened. This event is referred to as "the turning of the wheel of the Dharma" and also marks the founding of the Sangha, or the community of monks. Buddha's first discourse, delivered here at Sarnath, is known in Pali as the Dhammacakkhapavathana Sutta. Other Suttas include the Anattalakhana Sutta and the Saccavibhanga Sutta. The Buddha's central teaching after his enlightenment centered around the Four Noble Truths (concerning the meaning of life) and the Noble Eightfold Path (concerning the right way to live). The Buddha spent the next rainy season in Sarnath at the Mulagandhakuti vihara. The Sangha having grown to 60 in number, the Buddha sent them out to teach the Dharma to others. Buddhism flourished in Sarnath in part because of the support of kings and wealthy merchants based in nearby Varanasi. By the 3rd century Sarnath had become an important center for the arts, which reached its zenith during the Gupta period (4th-6th century AD). When Hsuan Tsang visited from China in the 7th century, he found 30 monasteries and 3000 monks living at Sarnath. Sarnath became a major center of the Sammatiya school of Buddhism, one of the Nikaya or Hinayana schools. The presence of images of Heruka and Tara indicate that Vajrayana Buddhism was also practiced here. At the end of the 12th century, Sarnath was sacked by Turkish Muslims. The site was subsequently plundered for building materials and has remained in ruins until the present day. MAGNETIC STORM
A magnetic storm, also known as a geomagnetic storm, is a disturbance in the Earth's magnetic field caused by coronal mass ejections (CMEs) or solar flares from the Sun. A magnetic storm usually begins between 24 and 36 hours after the solar event, when a shock wave of solar wind reaches the Earth's ionosphere. The magnetic storm then typically lasts 24 to 48 hours, though some may last as long as days. The effects of a magnetic storm include disruption of communications and navigation systems, intense auroras, damage to satellites, and during the most extreme storms, induced currents in power lines and pipelines that result in power outages and corrosion. Serious magnetic storms occur once every decade or so, with the most severe occurring once every century. Samsung announces Galaxy LG unveils WCP-300, the "world's smallest wireless charger" at MWC Note 510 (8.0) in India

Expected to compete with Apple's iPad mini, the Samsung Galaxy Note 510 comes with an 8inch WXGA (1280800 pixels) TFT display with a 189ppi pixel density. Running on Android 4.1.2 Jelly Bean, the tablet has a 5megapixel rear and a 1.3-megapixel front camera. Measuring 210.8 x 135.9 x 8 mm and weighing 338 grams, the Galaxy Note 510 is powered by a 1.6 GHz A9 quad-core processor coupled with 2GB RAM. It will feature 16/32GB internal storage options with additional expansion support up to 32GB via microSD. fter showcasing its Optimus series of smartphones, LG has now unveiled the WCP-300 wireless charger that also happens to be the "world's smallest" in the industry. South Korea will see the hardware arrive this week with a 65,000 won (roughly $60) price tag, but the charger is scheduled for a worldwide roll out soon with US being one of the countries on the list. Measuring 6.98cm in diameter, LG claims that the charger is so designed keeping in mind the portability factor. Also, though it it is small in size, the company promises that the charging area is 1.7 times wider than that of LG's previous generation wireless charger. The new model is compatible with a standard 5-pin micro-USB charger. The company's official press release mentioned, "The WCP-300 uses the electromagnetic induction technology and is Qi certified by the Wireless Power Consortium. Electromagnetic induction produces a magnetic field that in turn generates an electric current to charge the batteries in devices placed on the charging pad. Certification ensures

that the WCP-300 is compatible with all smartphones that support the Qi standard." Both the LG Spectrum 2 and Nexus 4 come with built-in support for wireless charging right out of the box, eliminating the need to purchase separate covers unlike the recent Nokia Lumia 920 and 820 devices. The WCP-300 is also expected to support the Optimus G Pro, Vu II and LTE II smartphones among others. Samsung earlier planned on using an alternate technology based on resonant magnetic coupling that is different from the electromagnetic induction found in the current wireless chargers. This would have allowed the Galaxy S IV to be charged from a distance of up to 2 meters. In comparison, other smartphones that have wireless charging support right now require to be placed at a distance of no more than 4cm away from a charging pad. But the company feels that it would be to expensive in the market and hence has ultimately decided to stick with the more standard wireless charging method.

Facebook will showcase the News Feed makeover at a media event on March 7 at its Menlo Park, California headquarters. The event will be Facebook's second high-profile product event this year, following the rollout of its social search feature in January. Sony Xperia Tablet Z waterproof tablet launched


LONDON: Japanese tech giant Sony has unveiled a 10.1-inch Android tablet, the Xperia Tablet Z. The tablet, unveiled at Mobile World Congress, is waterproof that you really can take into the bath and then use it with wet fingers. The Xperia tablet is thin and light, but solid enough to feel that it won't flex in your hands. With 4G and at 6.9mm thin, it weighs just 495g and runs on Google's Android operating system. According to the paper, Sony says that in large part it expects the tablet to be used within the home, either as a companion device or as an additional screen. That's why it's concentrated on excellent graphics, thanks to a quad-core Snapdragon S4 processor, and that waterproof and dustproof function.

1 pinch Turmeric powder 1 Lemon Few Corainder leaves Salt to taste HOW TO MAKE ALOO POHA : * Soak the poha in water. Wash and drain all the water. * Add some salt , turmeric powder , keep aside. * Peel and cut the potatoes into small cubes, chop the onions, chillies, corainder leaves. * Heat oil and put chana dal, urad dal, mustard seeds, peanuts, curry leaves and fry until they crackle. * Add potatoes , saute for few minutes, then add chopped onions, chillies. * Cook till they are done. Add the poha, corainder leaves and stir. * Keep it on slow flame for 5- 7 minutes. * Let it cool for sometime and add then lemon juice.

PUNJABI KARI
INGREDIENTS: 1 cup Gram flour 1/4 cup Chopped onion 1/4 cup Chopped potato 1 tsp Ajwain. 1 tsp Red chili powder. 1 tsp Chopped ginger. 1/2 tsp Baking powder. Oil for deep frying Salt As per taste 1 cup Kadhi Curd (yogurt) 1/4 cup Gram flour 2 no. Dry red chili whole 1 tsp Turmeric powder. A pinch Asafetida 1 tsp Fenugreek seeds. 2 tbsp Oil. Salt As per taste PREPARATION: * Mix all pakora ingredients except oil and add about cup of water. Mix well. * Heat oil in a Kadhai and deep fry vegetable and gram flour mixture after making into small balls. Fry till pakoras are golden brown. * Beat Curd/Yogurt and mix gram flour in it. Blend thoroughly so as to ensure that there are no lumps. Add turmeric powder, salt and 3 cups of water. * Heat oil in a Kadhai. Add fenugreek seeds and dry red chili. Stir fry for half minute. Add Gram flour and Yogurt mixture. Bring it to a boil and simmer on a slow fire for about 15 minutes. Stir occasionally. * Add red chili powder and fried pakoras and again simmer the punjabi kadi for about 5 minutes. * Serve punjabi kadhi hot with steamed rice.

Repeat the same for other slices. * Serve egg toast hot with ketchup.

INGREDIENTS: 6 tblsp butter 1 1/2 cup corn meal (makai ka atta) salt to taste 1/4 cup whole wheat up flour HOW TO MAKE MAKAI KI ROTI : Mix cornmeal, whole-wheat up flour and salt. Mix in sufficient lukewarm water, a little at a time, to make medium soft dough. Divide the prepared dough into eight to ten equal portions. Wet your hand with a little water and flatten each portion on a wet polythene sheet, into a disk of four to five inches diameter. Heat up a tawa, apply a little oil and transfer makai roti carefully on to the tawa. Spoon a little oil on the sides of makai roti and stir fry on low heat up for one minute. Turn the makai roti and stir fry the other side for one minute or till crunchy and light golden brown. Spray the cooked rotis with grease and serve hot with sarson ka saag.

INGREDIENTS: 1/2 x 3-inch piece of Orange Zest 1/4 tsp Cardamom Seeds (Elaichi) 4 whole Cloves (Lavang) 6 cup Grape Juice (Angoor Ka Raas) 1/4th cup Honey (Shahad) 3-inch piece of Cinnamon (Tuj/Dalchini) Stick 2 cup sparkling Water HOW TO MAKE ANGOOR SHARBAT: * Tie the zest, cardamom seeds and cloves in a small piece of cheese cloth. * Place the juice and honey in a large stainless steel pan and bring it to near the boiling point over moderate heat. * Remove the pan from the heat, add the spice bag and cinnamon stick, cover, and set aside until the juice has cooled to tepid. * Remove the spice bag and cinnamon stick and chill. * Add the water before serving.

New shark species discovered


SYDNEY: Two new shark species discovered in Australia will help scientists script a better understanding of the species. Shark biologist Ryan Kempster, from The University of Western Australia's Oceans Institute, said the rare sharks were caught off Rottnest Island two years ago at a depth of 430 metres by local recreational fisherman Steve Downs. The mystery sharks were a male just under a metre long and a pregnant female about 1.2 metres long, the journal Marine Biodiversity Records reported. "After two years of thorough investigation which included DNA sequencing, the sharks were identified as mandarin dogfish (Cirrhigaleus barbifer), a species never before seen in Australia," Kempster was quoted as saying in a statement from UWA. "This species was known previously to be found only between Indonesia and Japan, and also New Zealand. It's not known why the sharks were found so far from their normal habitat." But the find already has scientists re-evaluating their understanding of the species. "The female shark found off Rottnest had 22 unborn pups and is only the second ever-recorded specimen of a pregnant female of this species," Kempster said. "Previously, it was thought that the maximum number of pups for this species was 10."
