The officials said the fitness certificate of the bus (issued by Karnataka RTA)is valid till October 6, 2014 while the permit validity is till November 2, 2016. The SP said the identification of the deceased will take two to three days as the DNA test result has to match with that of blood samples collected from the relatives. 'Passengers were sleeping' "It seems the bus was travelling at a high speed when its fuel tank hit the roadside culvert and caught fire and burst. The passengers in the bus were burnt beyond recognition. The entire bus has been gutted," Wanaparthy DSP Srinivas Reddy said. Police said they had collected the list of passengers from the private bus operator and found that the online booking list had names of 33 bus-passengers and other travellers boarded the bus later. "According to preliminary investigation, some more passengers boarded the bus enroute at Hindupur and Anantapur. We have to examine the bus-driver for more information as he is responsible for the driving. A case under relevant sections of Motor Vehicle Act and IPC were booked in connection with the incident against the private travel operator," the police officer said. A bus passenger, who survived the accident, and is undergoing treatment at a hospital, said, "All passengers were sleeping when the bus caught fire. Some of us tried to break open the window glass. However, we were unable to do so. I immediately moved towards the emergency (exit) window and broke it and managed to jump out." According to the cleaner of the bus, most of the passengers were sleeping when the accident took place. The cleaner, who has been admitted to a hospital in Hyderabad, said he was pulled out of the burning bus by the driver of a car passing through the area. An eye-witness said he saw the bus going up in flames at around 5.15am and within 30 minutes it was reduced to ashes. Anxious family members and relatives (from Hyderabad and Bangalore) of the victims rushed to Palem in order to know the fate of their loved ones even as several others queued up at the office of the bus operator in Lakdi-Ka-Pul area in Hyderabad to collect information. Division Bench of High Court dismisses PIL challenging use of Pepper Gas in mob management
SRINAGAR, OCT 30: The Division Bench of High Court comprising Chief Justice, Mr. Justice M.M. Kumar, and Mr. Justice Ali Mohammad Magray, on Wednesday dismissed public interest litigations regarding the use of pepper gas in mob management and use of pellet guns. The respondent-State contended that the instant petitions do not serve any public interest, but seem to be an attempt by the petitioners to gain publicity over a very sensitive issue, adding that the J&K Police stands committed to protect and preserve the life and property of the people and at the same time maintains normalcy and peace in the State so that no hardship or disturbance is caused to the people. The actions taken to achieve this goal are based solely on good faith and are backed by the mandate of law. It was further contended that to ensure minimum loss of life and damage to the property, the law enforcing agencies have procured for use various non-lethal munitions including Tear Smoke Shells and Oleoresin Grenades to disperse unruly mobs. These tear smoke and oleoresin grenades are internationally accepted non-lethal means of controlling unruly mobs to restore law and order. As such it becomes imperative for Police to use force for controlling the mobs by using non-lethal weapons like tear smoke gas and oleoresin grenades to avoid causalities. It was further stated that the members of stone pelting mobs, besides pelting stones, also use catapults and petrol bombs to attack the security forces giving them the least chance to disperse those unruly mobs by means of lathi charge. So, why did Bihar regime ignore Centres alert? With Union Minister for Home Affairs Sushil Kumar Shinde categorically saying that his Ministry had alerted the Bihar Government on a possible terrorist attack during Mr Narendra Modi's Sunday rally in Patna, the bottom falls from State Chief Minister Nitish Kumar's claim that his regime had received no warning and that there had been no security lapse. The Chief Minister has been on an overdrive since the serial blasts that snuffed out half a dozen lives, to deflect attention from his Government's failure on the security front. After Mr Shinde's statement, Mr Nitish Kumar has some explaining to do. It is clear from what has been emerging since the tragic incident that security measures were absolutely lax at and around Gandhi Maidan in Patna where Mr Modi addressed a massive gathering. Let alone have a high level of security preparedness, even basic measures at the ground and its vicinity had not been implemented. It almost appears that the State Government took the event callously, because it must have thought that it would be seen in poor light' had it to give Mr Modi's rally much attention. Clearly, politics trumped over the safety of innocent citizens, not to speak of the security of senior leaders of the BJP who had gathered for the rally. Mr Nitish Kumar must tell the country what steps his Government took on the Home Ministry's alert. This he may find difficult to do, because he did pretty little. The best he can do is to remain in the denial mode. He may well continue in that state or at the most take refuge by saying that the alert was general and not specific' in nature. Even assuming for argument's sake that the Home Ministry alert was general, wasn't that good enough for the State administration to put in place a comprehensive security mechanism, given that several lakhs of people had gathered at the venue, and even the smallest incident could have resulted in a tragedy of massive proportion? Little can be expected of a Chief Minister who has such a visceral dislike for Mr Modi that he is willing to put national interest at stake in a bid to appease the minorities. People have not forgotten that his Government had refused to take the custody of wanted terrorist Yasin Bhatkal after the latter had been arrested a few weeks ago in the State. This, despite the fact that Bhatkal was connected with various modules of the Indian Mujahideen operating in Bihar. The Chief Minister later offered lame excuses for the shocking inaction even as the National Investigation Agency took the alleged terrorist in its charge. Mr Nitish Kumar has also been ominously silent on the flourishing activities of the IM in Bihar, despite material emerging that the outfit was responsible for the Bodh Gaya blasts too. He believes, erroneously, that the minority voters will be upset if his Government took a proactive stand on the terror outfit. That is the principal reason why he downplayed the role of the Islamist terror group and his people shamelessly sought to point fingers at the BJP for the tragedy. The Chief Minister must understand that the minority community is as disgusted as any citizen of the country by the activities of these terror organisations. The community is looking for firm action against and not protection to anti-national elements.

Jacques Cousteau (and no matter how you pronounce it, the name still sounds cool!) had said, The sea, once it casts its spell, holds one in its net of wonder forever. A French undersea explorer and a visionary, he spent years out at sea exploring and capturing images and making films about the marine world. The visuals he captured gave many their first glimpse at what lies beneath our oceans, and the diversity and drama seemed endless. Cousteau, in fact, designed and invented what were probably the worlds first diving and scuba devices which he used to explore the unexplored. In 1968 his television series, The Undersea World of Jacques Cousteau, had reached millions, leaving them spellbound, but it was during this time that Cousteau himself had begun to realise and saw first hand how human activity was in fact rapidly destroying the oceans. There was probably once a time not too far back when the ocean did seem endless and limitless in the bounty it held, but that bubble has burst much sooner than what many may have expected. The ocean did have a breaking point and today weve shattered this mega-earth system and cracked the very foundation of life on our planet. Ivan Macfadyen, a yachtsman for 35 years, had sailed from Melbourne to San Francisco a decade back. He recounted how in 2003 on his trip he had caught a fish a day and always had the company of seabirds, dolphins, sharks, turtles or whales. This year he made the trip again and the ocean seemed unrecognisable. On the 28 days it took to get till the midpoint of the trip in Japan he had caught only two fish, and it was not only the fish that were missing, so were the birds. He felt a drastic change at the edge of the Great Barrier Reef which he felt

The birds are dying in great numbers because they are ingesting plastic. Carcasses stuffed with bits of plastic that are frighteningly familiar fill their bodies and are littered all over the island. Bottle caps, lighters, little ends of toys,

Long lines, gill nets, purse seines and bottom trawlers are continuously and pens all find their way into what is now known as the Pacific Garbage Patch. At least 267 marine species have now been documented eating plastic, including barnacles, that are found in the region. Microfragments of plastic have been found inside the barnacles, but at even this microstage of its life, the plastic passes through their digestive system and is once again in the water. Eventually, pieces of plastic that have been at sea long enough will break into even smaller microscopic particles invisible to our eye but as present as they were from the day they were creatdirectly affected by what we do. Too few have looked for alternatives and weve lacked the courage to commit to something for the better good even if it was inconvenient. The impact of the changing climate is clear and present; the earth and her oceans have taken all they could and given all they can. The motive behind the production and enormous consumption is not hard to see. So what will it finally take for all of us to accept whats happening, personally, and get up, take a stand and say, Enough? The Pacific and the Arctic might seem quite distant from where you are, but its easy to forget our planet has but one ocean. Its only we who gave it different names.

Sadly, Mukesh gets shut out The demise of the legendary Manna Dey has revived the furious debate on the greatest male playback singer Hindi films has produced. Manna Dey had ruled himself out of reckoning, saying that Mohammed Rafi and Kishore Kumar were superior to him. He had a particularly soft spot for Kishore Kumar, whom he rated as the best. His premise was that while Rafi had a god-gifted and a trained voice, Kishore Kumar's was entirely god-gifted and without training and that made him special. This is cause for heated denunciation among the legions of committed Rafi admirers (I am one of them). However, what gets lost in all this is that we have had an equally great singer who has outdone both Rafi and Kishore Kumar at his best. Mukesh. While radio stations pay glorious tributes to both Kishore Kumar and Rafi on their birth and death anniversaries and in the run-up to those dates, few care to remember Mukesh's anniversaries; he was born in July 1923 and died in August 1976 at an early age of 53 years. Sure, there are the odd remembrances, but they do no justice to the deepthroated singer, whose voice goes right into your soul and triggers the tear glands. If anyone came closest to the legendary Kundan Lal Saigal, it was Mukesh. His Dil jalta hai to jalne de (Pehli Nazar, 1948), was so strikingly similar to Saigal's voice that the latter is said to have remarked after hearing it that he did not remember singing the song! Many have tried to copy Mukesh, believing that if they can use his technique, they will sound like him. They soon realised that, while they could imitate the nasal tone, they simply could not create the depth and pathos Mukesh mustered. Perhaps it had to do with the goodness within the man. It's possible that Mukesh would have reached even greater heights had he a range of actors to sing for and a longer life. Rafi had that advantage: He had lend his voice to actors ranging from Pradeep Kumar to Dilip Kumar to Bharat Bhushan to Shammi Kapoor to Joy Mukherjee to Sunil Dutt to Rajendra Kumar to Rishi Kapoor, and many more. He managed that because he was patronised by an equally large number of music directors, from Naushad to Roshan to SD Burman to Madan Mohan to OP Nayyar to Laxmikant-Pyarelal, and others. By contrast, Mukesh worked consistently with only a few music directors, the most prominent among them being Shankar-Jaikishan and Kalyanji-Anandji. There were also a few others such as Salil Chaudhary, SD Burman, Roshan and Khayyam, who used Mukesh intermittently. Mukesh had lost out in some ways also because many music directors simply did not have confidence in their ability to handle his voice. It is said that SD Burman, who did not think very highly of Mukesh, had been taken aback by the sheer brilliance of the singer in O janewale ho sakey to laut ke aana, a song put to tune by Burman for the film, Bandini. In fact, Mukesh's song raced ahead of Ore MaajhiMere saajan hain us paar a song sung by the music director himself, in the popularity charts. The gems he has left for the listeners are unbeatable. O janewale ho sakey to laut ke aana; Jaane kahan gaye woh din; Kabhi kabhi mere dil mein khayal aata hain; Woh subha kabhi to aayegi; Ram kare aisa ho jaye; Main toh ek khwab hoon; Yeh mera deewanapan hai; Humsafar ab yeh safar kat jayega; Kai baar yun hi socha hai the list is indeed endless. Some greats do not get their due. The legendary Mukesh was one of them. He was on par with Rafi, and certainly with Kishore Kumar.

DEAR EDITOR, It is not understandable why administrative reshuffle continues to be the only focus of all cabinet meetings in Jammu and Kashmir. The tendency of politicising the bureaucracy and the administration by way of transfers, according plum postings to favourites only hampers the working culture which is already too weak. Every cabinet meeting turns out to be a hair-splitting event over the transfers, which do not follow any norms and rules. Instead of devising a transparent mechanism, like the Centre, where transfers and promotions are exercised by a governing body in a routine manner, in Jammu and Kashmir, the political beings continue to interfere and dabble with official work through the easy road of transfers, which are often deemed as awards or punishments, rather than means of governance. This would not make the administration any responsive or improve governance. For a clean administration, there has to be first a transparent and working system of transfers and promotions. GUJARAT COURT REJECTS ASARAMS BAIL PLEA MODI OBSESSED WITH DESPERATE

NEW DELHI, OCT 30: Kharge launches High Speed Rail Corporation stressing need for safe, reliable and affordable transport The Railways on Tuesday set the ball rolling for privatising its passenger segment on its existing infrastructure with the launch of the High Speed Rail Corporation (HSRC). Railway Minister Mallikarjun Kharge launched the HSRC as a fully-owned subsidiary of Rail Vikas Nigam Limited, which his predecessor Nitish Kumar had set up with the objective of raising extra budgetary resources from the market and private investors. Mr. Kharge, however, issued a word of caution against adopting new technology. You should not buy horses merely because horse shoes are freely available, was Mr. Kharges caution. He stressed how technology could be made available for even free. At times they tell us how cheap it is. The question is whether it suits us or not, not whether it is cheap or free. He launched the corporation at an International Conference on High Speed Rail Travel Low Cost Solutions. Mr. Kharge, however, underlined the need for high speed rail while focusing on providing a mass mode of safe, reliable and affordable transport. Railway Board Chairman Arunendra Kumar said the Corporation, as the implementing agency, would contribute in the joint venture to be formed under the Public Private Partnership mode. The other stakeholders could be the State governments and private investors, explained corporation chairman Satish Agnihotri. SEVEN ROUTES The Railways have identified seven routes all commercially viable on which the mini high speed trains with a speed of 160 km per hour to 200 km per hour would be operated under the PPP mode. Officials maintained a stoic silence when asked if the railways were giving away the most viable routes to the private sector. Some of the routes identified are AhmedabadMumbai, Amritsar-LudhianaChandigarh-Delhi, AgraLucknow-Varanasi-Patna, Chennai-Thiruvananthapuram and Bangalore-Chennai.

NEW DELHI, OCT 30: The commission said Ms. Sharmila must be permitted to receive visitors as do all people in judicial custody. The National Human Rights Commission has recommended that the Manipur government immediately remove the arbitrary restrictions on Irom Sharmila, who has been fast since November 2000 seeking repeal of the Armed Forces (Special Powers) Act from the State, an official statement said on Wednesday. The commission, in a communication to the State Chief Secretary, said Ms. Sharmila must be permitted to receive visitors as do all people in
judicial custody. Ms. Sharmila was arrested by the Manipur government soon after she began her fast and has ever since been in custody, where she is being force fed. The NHRC asked for a report by December 6, 2013 on the steps taken on its recommendation. The commission issued the recommendation after the state government denied permission to its special rapporteur, a retired director general of police, and to special rapporteurs of the United Nations to visit Sharmila. It is unlikely that the government gives others access to her. It appeared they were
keeping her alive as her death would create problems for the state government. It is trying to break her spirit through this enforced isola-
tion, for which there is no judicial mandate, though she is in judicial custody, the NHRC statement said. Two members of the com-

NEW DELHI, OCT 30: It already has a lot of functional autonomy, says Centre The Centre on Tuesday strongly opposed in the Supreme Court the CBIs request for granting its Director ex-officio powers of Secretary, Government of India, saying it would have serious repercussions on other authorities in the country. Making this submission before a three-judge Bench of Justices R.M. Lodha, Madan B. Lokur and Kurian Joseph, Solicitor-General Mohan Parasaran said the government was not agreeable to this. The CBI had already been conferred a lot of functional autonomy and vesting Secretary-level powers would go against the spirit of Vineet Narain judgment. He also said the present arrangement had various checks and balances. Moreover it would set a wrong precedent as there would be similar requests from RAW,

The government had already rejected most of CBIs demands for making it an autonomous agency, contending that authority without accountability will be draconian, particularly for the investigation agency which, like the police, had the power to arrest, seize and raid, besides keeping the accused in confinement. It said: In fact, there have been instances in the past where allegations of extortion and bribery leading to coloured investigation have emerged against some CBI officials. The country's distance to frontier (DTF) score improved to 62.74 percentage from 61.67 registered last year. The DTF measure shows the distance of each economy to the "frontier," which represents the highest performance observed on each of the topics included in Doing Business. An economy's distance to frontier is indicated on a scale from 0 to 100, where 0 represents the lowest performance and 100 the frontier. As per the report titled 'Doing Business 2014: Understanding Regulations for Small and Medium-Size Enterprises', China is way ahead of India in the ranking at 96th position. immediate effect. Referring to the possibility where one can witness more repo rate hikes in the future, Madan Sabnavis, chief economist at CARE Ratings averred, The fact is that policy makers are seriously trying to control inflation. It appears that they want to target the inflation rate. However, if inflation inches up in the coming months then RBI can increase the rate further. Likewise, DK Joshi, chief economist at Crisil opined, Going forward, as long as inflation remains above the comfort zone, RBI will maintain its hawkish stance. We have already seen the upward risk play out which was due to currency weakening. Raghuram Rajans monetary policy is a prudent one as to bring inflation under control is the need of hour. Eventually, bringing inflation down is also positive for the growth in the medium term. Rejecting the hypothesis that RBI has put the growth on the backburner, Jagirdar said, Raghuram Rajan is prioritizing the things and not putting growth on the back burner.

This was stated by Minister of Tourism Mr. G.A. Mir on the occasion of foundation stone laying ceremony of Govt. Polytechnic College Anantnag which was laid by Minister of State for Technical Education, Information, Rural Development Mr. Vikar Rasool Wani. Mir further said that Govt. is taking every possible step for development of the educational and health institutions besides upgrading and develof these areas gets benefits with no difficulties. The present college being a constructed at an estimates cost of Rs. 1573.56 lakhs having a plinth area of 22177 sq.mts consists of main building and workshops will be completed as soon as possible. Mr. Vikar Rasool further added that latest subjects having scope in the market are being introduced in these technical institutions besides latest infrastructure. He announced the establishment of Skill Development Institute in Tehsil Dooru on spot. Seminar, film show on Save the Girl Child held Awareness camp-cum-workUDHAMPUR, OCT, 30:To generate awareness among masses on the issue of female foeticide, a seminar cum film show on "Save the Girl Child" was organized by Department of Information & Public Relations, Udhampur at Government Girls High School, Udhampur. Medical Superintendent District Hospital, Dr. Chander Parkash was the chief guest on the occasion. While speaking on the occasion, Dr. Chander Parkash urged upon the need for creating wide awareness among the masses about the sin of female foeticide and called for strict implementation of Pre-Conception and PreNatal Diagnostic Techniques (PC & PNDT) Act. Expressing concern over declining sex ratio in the state, Dr. Chander hoped that such programmes would go a
long way to spread a message among the people. During the seminar, awareness lecture was also delivered by the Social Worker, Advocate Swatantar Dev Kotwal who urged upon the students to spread the awareness among the general people in their surrounding for uprooting the menace of female foeticide from the society. KUPWARA, OCT 30: The Sericulture Development Department (SDD), Kupwara on Wednesday organized an awareness camp-cum-workshop for Silk rearers and farmers to aware them about the different centrally sponsored schemes under sericulture sector. The DDC, Kupwara was the chief guest. He distributed cheques worth Rs. 1.30 lakh as financial assistance among best silk rearers of the district for construction of sheds as financial assistance under ATMA scheme. The Deputy Director Sericulture Development department, Kupwara informed that 100 cocoon producers are registered with the department and 1550 onus of silk work seed was distributed among the silk worm rearers, while the cocoon crop harvest was recorded at 62.56 metric tons and the income generation has reached Rs. 1.25 crores. The farmers are being provided Rs. 30,000, Rs. 75,000 and Rs. 1.25 lakh for construction of incubation sheds and technical assistance by the department.
