We have been publishing on behalf of Muslim League Publication Trust The Times of League the monthly English
magazine since January 2011. The magazine was started to high light and propagate the noble ideals of the party
viz. National Integrity, Unity in Diversity, Communal Amity, and preservation of religious and cultural identity of
minority.
However we did not receive the expected patronage, support and encouragement from our people. Therefore
we are not in a position to continue the publication of the magazine. We regret to announce to our readers that the
publication of The Times of League shall be suspended from May, 2015. Please bear with us.

QAIDE MILLAT MEMORIAL LECTURE

Conference for having giver me this
rare opportunity to deliver the Qaide
Millath Memorial Lecture. I am very
much delighted to be here in the midst
of this huge gathering this evening.
Qaide Millat Alhaj M Mohamed
Ismail Sahib, The erstwhile President
of Indian Union Muslim League is
ever remembered, respected and
revered by the people and the
governments. As a great son of India
he still remains as the brilliant book
of reference and a living source of
inspiration for the common public
as well as the leaders in the service
of the people and the nation.
As a distinguished national
leader
and
the
front-ranking
fighter of Independence Movement
Qaide Millat had occupied the
central position in Indian politics
for more than half a century.

Quaid-e-Millath Death
Anniversary on 04.04.1972
Qaide Millat was a cultured
debater and lively conversationalist.
He had spoken on almost all
subjects in the Assembly and in the
Parliament. In Course of his debates

Qaide Millat was at once a great

thihker, erudite scholar, enlightened
educationist, renowned economist,
reputed social reformer, exemplary
statesman and very great political
leader. From religious viewpoint he
was a perfect Muslim, from social
point of view he was an egalitarian;
from language point of view he was an
excellent Tamilian; from national point
of view he was a patriotic Indian; and
from the international point of view
he was a well-known cosmopolitan.
As the guiding philosopher and
political leader of the Indian Muslims
Qaide Millat had served in the
Legislative Assembly of the undivided
Madras Presidency as the recognized
opposition leader. From 1946 to
1952 these were 29 MLAs for Muslim
League in the Madras Assembly.
The Great Leaders of Kerala Seedti
Sahib, Pokker Sahib and many others
were in the then legislative Assembly
under the leadership of Qaide Millat.
As a member of the Constitutional
Assembly he was one among
the founding fathers of Indian
Constitution, He had adorned the
Indian Parliament both in Lok Sabha
and Rajya Sabha as its member
for several year until he breathed
his last in 1972. The signal honor
belongs to manjeri the people of
whole Constituency elected him, to
the parliament without seeing him,
without hearing him. Qaide Millat
was one of a very few politicians
who was elected without his visiting
the constituency for canvassing
for votes. Infact, Qaide Millat
the political leader was the gift
of Manjeri to Indian democracy.

he had proved himself a polygamous

personality. He freely quoted from
the Holy Quran, the Bagawat Geta,
the Bible and other scriptures. He
used to refer to Sanskrit slogans.
He widely quoted from scholars,
and political philosophers of
international repute. His debates
in the Constitutional Assembly
contain several references to
the constitution of the world
democracies. His arguments have
thrown more light on the subject
and heat in his argument was
unknown in his political career. He
spoke British English, Lucknow Urdu
and Chaste Tamil. His intonation
in speeches was ever enchanting.
Qaide Millat believed in Purity
of Character, austerity in personal
life and honesty in public field.
As a personality of integrity he
always emphasized upon the moral
Character of political leadership.
For him politics is not the last
resort of scoundrels; but it is the
public field by which the character

Qaide Millat was a staunch

follower of the principles of the
Islam. As a firm believer in the great
religion of Islam he pursued in the
Public Life the Quranic Principles
of distinguishing the right from
the wrong and the virtue from the
voice. He was characterized by
his critics as a rank communalist.
His refutation was that one who
serves the community in which he
is born deserves admiration and
no admonition working for the
welfare of the people of ones own
community is not communalism; it is
communitarianism he said Religion
is not inseparable from peoples life
Indian ethos is grounded in religious
belief. A Muslim should strive to be a
good Muslim; a Hindu should try to
be a good Hindu; a Sikh, a Buddhist,
Christian should endeavor to be
good in their respective lives. That is
the basis of every religion and living
religiously. Religion is intertwined
with public life and with politics.
To be religious is different from
fanatiasm. What is to be carped and
condemned is fanatiasm, bigotry
and regiosity. People should learn
to respect every religion. Equal
respect and opportunity should
be given to all religion in india.
That is the true nature of Indian
democracy and its secularism.
Communalism whether it is of the
minorities or of the majorities will
hamper the growth and prosperity
of the nation; but on the other
hand communitarianism will be of
very great benefit for the nation.
Qaide Millat was a great patriot
and perfect nationalist. During the
Indo Pakistan war and Indo- china
war Qaide Millath proved himself
as the true soldier of Indian nation.

He offered himself to be recruited in the fighting
army against the china; he gave up his salary for
the war fund and above all he wrote to the then
Prime Minister NehruJi to enlist his only son in
the army and send him to the border to save the
honor and integrity of the country. Whenever the
Kashmir issue heaved its head, he never hesitated
to reiterate that Kashmirs accession to Indian
nation is final and irrevocable. He was of the firm
view that Kashmir is an integral part of India.
Qaide Millat was a true democrat. Once it so
happened that he went to the rescue of a communist
Member in the Legislative Assembly of the
Madras Presidency. Before Independence there
were two communist MLAs in the Madras Assembly
M.N. Nambiyar and Varadarajilu; M.N.Nambiyar
Participated in the Railway Strike and was put in
prison. When Varadarajulu moved a call attention
motion in the Assembly, there was none from the
communist party to second the motion, Qaide
Millat rose to the occasion, came to his rescue
and seconded the motion. He said that it was
his democratic duty to help a colleague in the
House, though he differed from him ideologically.
Contemporary leaders honored him as the
highly respected elder statement. Minorities
found in him the guard and custodian of their
constitutional rights and Indian Muslims revered
him as their philosopher guide and saintly leader.
The governments of India have honored his
memory with issuing a commemoration stamp.
The government of Tamil Nadu have named
Streets, roads, bridges, educational institutions
and a district after him. His birth centenary was
celebrated in each district of Tamil Nadu throughout
the year by the government of Tamil Nadu.
As a political seer and saintly politician Qaide
Millat raised certain issues in Constitutional
Assembly. We find that those issues are still
live and need political solutions. As a doughty
defender of Shariat Law Qaide Millat raised objects
to 44th Article of the Indian Constitution which

states that the state shall endeavour to secure

a Uniform Civil Code throughout the territory of
India. Unfortunately that Article is still exploited
to injure the religious sentiments of the Muslim
Minority. Either there should be an exemption for
the Muslims or there should be deletion of the
article from the constitution. This is the demand
of the Muslims today and in the days to come.
Now we find that Indian democracy is
passing through a political crisis. As the result
of the hung parliament the game of toppling
the government has commenced. The number
game is on and it is widely feared that the
horse trading in the capital of India way
shortly begin. It is all due to lack of foresight
among the political Leaders. Qaide Millat was
a personality of insight and foresight. It was
Qaide Millat who at first inaugurated the era
of coalition politics Tamil Nadu. In 1967 Qaide
Millat forged a political alliance between Indian
Union Muslim League, Swantara Party and
DMK. The allied partners won the elections
defeating the monolithic party of Indian
National Congress. Since in several places
politics of Alliance was effectively implemented.
The Political Alliance should be formed before
the Elections. Election should be fought on the
basis of minimum programme of allied parties.
Such a tradition will benefit Indian democracy,
stablise the political system and consolidate
the Parliamentary government. Opportunism in
politics will create confusion in democracy and
destabilise the political system. Politicians of
today can learn many a lesson from Qaide Millat .
Qaide Millat today has become a legend in
Indian Politics and he will be the perennial source
of inspiration for those who bulid the Indian nation,
perfect the democratic system and preserve
the Indian Unity and integrity and establish
communal unity, harmony and understanding.

pays rich tributes to Qaid-e-Milleth.
The IUML Party National Treasurer Mr.Kunhali
has stated that if the life and the security of the
Muslim Community is endangered we are ready to
throw out our posts and power to safeguard the
interest of the community reflects the will and
determination of the founder of IUML party Qaide-Milleth Muhammed Ismail sahib said the DMK
Rajya Sabha Member Tiruchy Siva while delivering
Qaid-e-Milleth Memorial lecture on the occasion of
the celebration of the 68th Founders Day organized
on behalf of Kerala IUML Committee on March 17,
2015, at Kerala University Senate Hall, Trivandrum.
He briefed Qaid-e-Milleths service for the cause
of minority and downtrodden people. He said
Qaid-e-Milleth fought for rights of schedule castes
and minority in the Indian Constituent assembly.
He mentioned the close rapport between the
DMK leaders and Qaid-e-Milleth which continued
to prevail to the present day.The DMK leader
Kalainger used to say that a kind of family relation
always existed between him and the IUML leader
Professor Khader Mohideen. While concluding
his speech Mr.Siva said that no power on the
earth could break the strong bond of friendship
and relation between DMK and the IUML Party.

Custodial death in Nizamabad: rights groups

A fact finding report by Civil
Liberties Monitoring Committee
(CLMC) has termed the custodial
death of Shaikh Hyder of
Nizamabad, a blot on the face of
Telangana state, alleging nexus
between police and politicians.
Hyder was arrested for his
alleged involvement in a case of
theft of a cycle last Saturday. The
station house officer (SHO) claimed
that he tried to escape by climbing
the compound wall but sustained
injuries and died at a hospital on
the same night, according IANS.

Family members of Hyder told
the fact finding team that Hyder
was picked by the Intelligence,
adding that when they reached the
local police station enquiring about
their son, after about half an hour,
they saw two policemen brought
Hyder dragging, he seemed to be
lifeless, we didnt know whether
he was alive or not and another
policeman called an auto and sent
three of us to government hospital.
They took Hyder to the
government hospital in an auto
that police called, however,
doctor declared him dead.
Locals told the CLMC team that
everything was planned and

arranged, from auto to ambulance

and Nizamabad to Hyderabad.
What is intriguing is the manner
in which police tried to brush aside
the case. According to a local youth
who is politically active, but did
not want to be named, informed
the fact finding committee that in
the night of 21st March the circle
inspector Srinivasulu called him at
police station, two corporators/
councilors were also present there.
They showed the photo of the
deceased and asked whether he
can handle the situation? Then the
youth asked what is the matter,
the police said, this youth died
in police custody but you have to
say that he died by jumping the
wall, he told the CLMC team.

while delivering the valedictory address in a seminar organized by the
IUML wing of Electronic Media at V.T.S.R.Mahal Tenkasi, Thirunelveli,
on March 28, 2015.
The seminar was organized to high light the importance of electronic
media and to train the IUML cadres in the art of using the electronic

disapproves various provisions in the Budget - 2015

Muslim League (IUML) tore open
the budget speech presented
by Finance Minister ArunJaitley.
Following is Ahameds speech
in the LokSabha disapproving
various provisions, rather lack of
it, on Monday, March 16, 2015.
The Finance Minister in the
very beginning of his speech has
said that his budget proposals lay
out the roadmap for accelerating
growth, enhancing investment
and passing on the benefit of the
growth process to the common
man, woman, youth and child
those whose quality of life need to
be improved. But as he proceeds
further and comes to and end, it
becomes very much clear that
his Budget proposals are for elite
and Corporate sector and nothing
to do with the downtrodden. The
philosophy is when the upper
strata and the Corporate sector
flourish, the downtrodden will
get something. So focus on them
and wait for trickle down. It is
just opposite to what we believe.
I felt very sad to read the
couplet in para 3 of his speech.
They do not want to recognise our
contribution. But we have done
a lot for the downtrodden during
last Twelve Five Year Plans. The
Finance Minister did not utter
a word about crash in crude oil
prices and world commodity prices
which have a statutory impact
on our economy. To implement a
large number of Budget proposals,
the government requires not
only a healthy finance but also
strong political will, especially
in the context of Black money.
BUDGET AND TAX RESOURCES
The Budget has been prepared
in the backdrop of a revenue
shortfall in 2014-15 to the tune of
Rs. 1,13,133crores which is close
to 0.9 per cent of GDP. The fall
was largely in Central excise duties
and Service tax which together
fell short by Rs. 70,000 crores.
The Budget for 2015-16 proposes
numerous changes in both direct
and indirect taxes. On the direct tax
front, the government has reduced
corporate tax rate from 30 per
cent to 25 per cent while phasing
out selective incentives. This has
been done to boost corporate

sectors performance. Government

has
deferred
the
General
Anti-Avoidance
Rule
(GAAR).
Instead of direct taxes being
raised more to make taxation
progressive, the budget has
abolished the wealth tax and
initiated moves for significant
reduction in corporate tax. Now
the moot question is when
resources are scarce, the objective
should be to mobilise more
resources from Direct taxes. The
abolition of wealth tax would
make the fight against black
money more difficult. It is difficult
to hide property so a lot of tax
could be collected as wealth tax.
My question is whey adequate
efforts were not made to raise the
tax GDP ratio which is very low?
To garner more revenues,
the Service Tax base has been
expanded to include all services
provided by the government except
water supply, public health and
slum improvement. Service tax has
been raised from 12.36 per cent to
14 per cent and by a further 2 per
cent to fund the Swachh Bharat.
This will add to the production
and distribution cost and thus
increase prices besides putting
burden on the common man.
The sheer magnitude of
changes in the indirect tax
and service tax indicate the
imperfection and anomalies of
our current indirect tax regime.
There is a need to reduce service
tax. I hope the Finance Minister
will give a second thought to this.
The Finance Minister reaffirms
the introduction of GST in
2014, but the roadmap is still
missing. Without it, the business

community will not be able to plan

for transition to the new regime.
The Budget proposals will
reduce direct taxes by Rs. 8315
crores benefitting the rich and
increase the burden on the
common man by raising Rs. 23,383
crores through indirect taxes.
BUDGET
AND
REVENUE
EXPENDITURE
Subsidies, Interest payments,
Defence
expenditure,
Police,
Pension, salaries of government
employees etc. constitute 93 per
cent of total revenue expenditure.
There is no scope to curtail these
expenses. So from where the money
will come to finance schemes,
programmes
and
projects?
There is surplus in the capital
account which is being utilised
to cover deficit in the revenue
account. In a financially sound
economy,
there
is
surplus
on
Revenue
Account
and
deficit on the Capital Account.
My question to the Finance
Minister is: How he has proposed
to change the situation in the
long run, so that schemes/
programmes/projects for asset
creation are not starved of funds?
BUDGET AND THE 14TH
FINANCE
COMMISSION:
The implementation of 14th
Finance Commission coincides
with this Budget. There is 10 per
cent increase - from 32 per cent
to 42 per cent share of States in
the divisible pool of taxes, though
States were asking for 50 per cent.
The Central government has
given full freedom to State to
utilise this enhanced share in
whatever manner they feel, can
utilise as per their priorities.

But the real question is do the

States get this enhanced packet? If
we look at the finances of schemes,
the Centre has made reductions in
many of these schemes expecting
the States to finance them
from the enhanced devolution.
My question to the Finance
Minister is: what is the net gain to
the States, especially for Kerala?
BUDGET
AND
MAJOR
PROGRAMMES UNDER CENTRAL
ASSISTANCE FOR STATE PLANS:
Central assistance to State Plan
has been restructured. These are
Schemes to be fully supported by
Union government. The Budget
has increased allocation under
these schemes marginally. For
example , Pradhan Mantri Gram
SadakYojana will get Rs. 140
cores more in 2015-16 (Budget
Estimate) as compared to 2014-15
(Revised Estimate). If you consider
inflation, there is no real increase
in the outlay for this scheme.
Under the 2nd category, there
are schemes to be run with
the changed sharing pattern.
Under these schemes, barring
a few, there is decline in the
outlays for majority of schemes.
For example, Integrated Child
Development Scheme got Rs.
16316 crores in 2014-15 (RE)
which has been reduced to
Rs. 8000 crores in 2015-16.
The third category is those
schemes which has been declined
from Union Support. States
were getting funds for tourist
infrastructure
(495
crores),
Normal Central Assistance (Rs.
26814 crores), Special Central
Assistance (Rs. 10150 crores),
Backward Regions Grant Fund (Rs.
2837 cores) etc. These have been
discontinued now. As a result,
States have deprived of these funds.
My question to Finance Minister
is: whether he has developed
any mechanism to ensure States
do not falter on these schemes
especially in the 2nd and 3rd
category as I mentioned earlier?

PLAN
OUTLAY:
If you look at the provisions made
in the present budget with those
made in the last years budget and
the Actual expenditure for 201314 interesting facts are revealed.

Development spent Rs. 17912
crores in 2013-14, got Rs. 989
crores in 2014-15 and the present
Budget has retained the same for
2015-16 that means considering
inflation, there is a decline in
real term. Similarly, Ministry of
Textiles, Ministry of Tourism,
Ministry of Urban Development,
Ministry of Rural Development,
Ministry of Micro, Small and
Medium
Enterprises,
Ministry
of Food Processing, Ministry of
HRD to mention a few, all very
important in terms of employment
generating
and
welfare
of
masses, get a reduced allocation
under
Central
Plan
outlay.
Ministry of Drinking Water
and Sanitation had spent Rs.
11935 cores in 2013-14. With the
emphasis on sanitation, it was
provided only Rs. 231 crores in
2014-15 and the same amount
has been retained in 2015-16 also.
Similarly, Ministry of Water
Resources, River Development
and Ganga Rejuvenation got Rs.
1607 crores in this years Budget
as compared to Rs. 3245 crores
provided in last years Budget.
My question to the Finance
Minister is : How can he
achieve the targets with redu
ced
financial
allocations?
BUDGET AND SOCIAL SECTORS:
While the Sates share in
Central taxes and Non-Plan
Grants as share of GDP does
show an increase, the total Union
resources reveals a decline from
last years budget expenditure.
The
reduced
expenditure
also throw light on the lack
of priority accorded to the
social
sector
commitments
of
the
Union
government.
Share
of
social
sector
expenditure as per cent of GDP was
3.40 per cent in 2010-11. It came
down to 2.84 per cent in 2014-15
and further to 2.57 in 2015-16.
My
question
to
Finance
Minister in this context is: If
the resources of the States do
not increase commensurately,
how he is going to protect the
social sector from suffering on
account of lack of resources?
BUDGET AND BLACK MONEY:
Greater focus is required on
curbing generation of black
money in India. A great number
of measures to curb generation
of black money cant be put into
operation without the assistance
of CBDT, ED, FIU, CBEC etc.
These agencies are running staff
shortages to the tune of 30,000.

The Budget fails to address

this issue. There is need to
strengthen the administrative
machinery
significantly.
Efforts to curb black money
will not be effective unless all
loopholes related to illicit money
flows, aided by tax treaties, are
identified and addressed. There is
a need to probe the flow of funds
through FIIs (Foreign Institutional
Investments) with the help of
Participatory Note the culprit
behind
money
laundering.
My question to Finance Minister
is: why he has not banned
Participatory Note instrument?
BUDGET
AND
THE
PROBLEM OF MALNUTRITION:
The extent of malnutrition is
high in India especially among
children below 5 years of age.
Almost 43 per cent of children
below 5 years of age are underweight. Almost half of the children
are short or stunted for their age.
What the present Budget has
done for them? The outlay for
ICDS has been reduced to Rs.
8000 crores in 2015-16 from Rs.
16,316 in 2014-15 (RE). The
revenue expenditure for the
scheme will henceforth be borne
by the States. The allocation under
Mid Day Meals has come down to
Rs. 9,326 crores in 2015-16 from
Rs. 11,051 cores in 2014-15.
My question to the Finance
Minister is: what is the reason
for reduction in allocation for
ICDS and MDM Schemes from
1.8 per cent to total expenditure
in 2014-15 to 1 per cent now?
BUDGET AND MINORITIES:
Although the Religious
Minorities constitute 21 percent
of total population, only 0.23
percent of the total Union Budget
2015-16 has been earmarked
for development of Minorities.
* The Current budget has
allocated Rs. 3738 crores in 201516 as compared to 3734 crores in
2014-15 for Ministry of Minority
Affairs. There is an increase of 4
crores only. If inflation is taken into
account, there is no real increase
in the allocation for Ministry of
Minority Affairs for 2015-16.
* To address the overall
development of deficits of minorities
especially muslims, there is a need
to implement Sachar Commission
Recommedations. Now the Kundu
Committee has also given its
report on the implementation
of
Sachar
Commission
Recommendations. Government
should take action on these.

BUDGET
AND
KERALA:
There is nothing substantial in
the Budget for Kerala. In his Budget
speech, the Finance Minister has
indicated his intention to provide
one major Central Institute in each
State. For Kerala, he has proposed
to upgrade the existing National
Institute of Speech and Hearing
to a University of Disability
Studies
and
Rehabilitation.
Keeping in view Keralas position
in the human development index,
Kerala deserves to have much
more. Its educated youth is badly
in need of new avenues to engage
them and this was an opportune
time, the Finance Minister could
have made announcement in
this regard. Moreover, the States
Plantation, Fisheries and Tourism
sectors have a lot to contribute in the
countries growth. Unfortunately,

the present government has

given step-motherly treatment
to Kerala. It is really very sad.
On the whole, the Finance
Minister has decorated his Budget
Speech with attractive schemes
and programmes. But these are
starved of the required funds.
Moreover, States are expected
to look after themselves in a
large number of welfare oriented
schemes and programmes. It is
just a wait and watch situation.
In response to what the
Finance Minister said in para 3 of
his Budget speech, I would say
thatThe Garden we left was full
of roses, the new Gardner ignored
them and let them die. Then what
else only Kaantewill be there.
With these words I disapprove
the Budget for 2015-16. Thank you.

Excerpts from the Speech of

E.T. Muhammed Basheer on Railway Budget
Mr. Deputy Speaker, Sir, thank
you very much. I would like to make
three general observations on this
Budget. This Budget is one step
up and two steps down Budget.
Secondly, this Budget gives high
speed to Railways privatization
which is a wrong direction. My
third point is, the Railway Budget
is detaching my home State
Keralas bogie from the growth
engine of the Indian Railways.
I wish to draw the attention of
the House to the naked injustice
done in the Railways. Railways
are the biggest employer in the
country. It has 14 lakh employees.
Is it not our duty to examine
whether due representation is
given to OBCs, SCs and STs? Out of
these 14 lakh employees, I would
like to know whether we have
given due representation to the
marginalised sections of society.
With profound regret I wish to
say that an authentic study says
that representation of Muslims in
the Indian Railways is just 4.5 per
cent. It also says that out of this 4.5
per cent Muslim representation,
90.7 per cent of Muslims are
working in low-grade jobs. With all
humbleness I wish to ask, is it not
injustice? It is our duty to correct
it. I humbly demand in this House
that emergent action should be
taken to correct this injustice.
My second point is in
respect of my constituency. My
constituency Ponnani is having
six railway stations, namely, Tirur,
Parappanangadi,
Kuttippuram,
Thirunavaya, Pallipuram and Tanur.
In all these places, passenger
amenities are very poor. I humbly
request the Government to take
appropriate action to improve the
passenger amenities. Is it not the
high time to redefine the powers
of the Railway Board? Even for a
small thing, even in the case of
stoppage of a train, should we go
to the Railway Board? I am of the
firm opinion that the powers will

have to be delegated to the lower

level, even to the General Manager
level. That is the need of the hour.
Similarly, Sir, in my constituency,
Tirur is there. Tirur is a historical
place and it is the headquarters of
the Malayalam University. So, the
long distance trains may be given
stoppage in that historical place
Tirur. There are some attractive
portions of this Budget like
construction of 970 over bridges,
allocation of Rs. 120 crores for
installing lifts and escalators in
the railway stations, five minutes
ticketing system and provision
for giving lower berths to elderly
persons, etc. But we have to realise
that Railways will have to face a
blow because of hike in the fare.
Of course, it is not in the freight
fare. Now, transport charges of
coal may increase by 6.3 per cent;
in case of iron, it is 2.7 percent;
in case of cement and steel, it is
0.8 per cent; and in case of urea
and others, it is 10 per cent. It
will have an impact on price rise
and other things. That is an issue
which you would have to address.
Similarly, shortage of staff in
Railways is a big problem which
will have to be addressed. The
shortage of loco pilots is there.
We have to take emergent steps
to fill up all the vacancies in a
time bound manner. Nothing has
been mentioned about filling up of
vacancies in the White Paper and

in the Budget Speech. Safety is an

important question in the Railways.
In the Budget Speech on page no.
18, para 66, the Minister says:
We are preparing a five-year
corporate safety plan by June
2015 indicating annual quantifiable
targets. We will examine all
pending recommendations made
by High Level Safety Review
Committee headed by Dr. Kakodkar
Committee by April 2015.
Sir,
this
Committee
had
submitted its Report in 2012.
Unfortunately, nothing has been
considered seriously by them
including the recent accident of
the train coming from Bangalore to
Ernakulam. That may be the latest
one. Such kinds of accidents are
taking place. I have gone through
Dr. Kakodkar Committees Report.
They have made very effective
recommendations. Unfortunately,

the Government have not applied

their mind for the implementation
of this Report. That also may kindly
be examined properly. We also want
some time bound action on that.
Sir, we have to understand one
more thing. We are having a lot
of ideas and a lot of dreams. But,
how can we transform those ideas
into action? If we go through
the White Paper and similarly
the Ministers Budget Speech,
it is clear that it is mismatching
with the ground realities, our
expectations and our estimates.
I am of the firm opinion that we
must have realization of ground
realities. We are having an Indian
inhibition about self-sustainability.
Okay, we must have that. We must
have public-private partnership
also. I have gone through that
document. We have administered
near about nine or ten projects on
PPP. PPP can be encouraged but
when we privatize Railways, we
must keep in mind that Railways
is the asset of the nation. We
have to be very careful while
privatizing the Railways sector.
Sir, I do not want to take much of
the time but I hope that these kinds
of issues will have to be addressed.
The Government will give serious
consideration on these kinds of
vital issues. With these words, I
conclude. Thank you very much.
