Navi Mumbai International Airport – Timely Implementation Critical

 Mumbai airport handled 36.6 million passengers in FY 15 – a growth rate of


13.7% as compared to FY14. (Growth in passenger traffic for the period April to
October of FY 16 from the same period in FY 15 is 14.8%)

 Mumbai airport estimated to handle peak traffic of about 45 mppa*

 Passenger traffic for Mumbai Metropolitan Region expected to cross 45 mppa in


FY 2018 as per traffic forecast (Compounded Annual Growth Rate of 7.6% for the
period FY 15 – FY 18)

Land Acquisition Details: 22.5% Package

 Allotment of 15.75% net land (developed plot) with 2 FSI & 15% of FSI for
commercial purpose

 Plots being given allotted in a new proposed state-of-the-art township called


“Pushpak Nagar” spread over an area of 230 ha and situated in the vicinity of
the airport

 Awards Declared. CIDCO is in possession of 130 ha. in core airport area


Balance land is expected to be in possession of CIDCO by Feb. 2016

 Basic Infrastructure Completion phasewise between Feb. 2017 to Dec. 2017


(Land development expected to be completed by June 2016)

NMIA Pre Development Works taken up by CIDCO

1. Land Development works ( Rs 1673 cr):


- reclamation/filling the airport area upto RL (+) 5.5m using graded rock fill material,
mined from hill existing within the airport area .
Bidding process commenced by CIDCO. Technical Bid and Financial opening to
be completed in Jan. 2016 Time period for completion of works 18 months
2. Shifting of EHVT Lines ( Rs 1371 cr)
- Shifting of EHVT lines to be implemented by TATA Power and MSETCL
- DPR approved by Maharashtra Electricity Regulatory Commission
- Environmental Clearance submission in progress
- Work expected to be completed in 18 months and will proceed parallel to land
development works
3. Ulwe River Diversion channel ( Rs 100 cr):
- Bidding process to commence soon
- Work expected to be completed in 20 months

NMIA Bid Process
Bid Process: RFQ and RFP

• CIDCO commenced the 2 stage bid process for the selection of


Concessionaire/Airport developer. RFQ invited in Feb. 2014.
• Four Applications received on the Application Due Date - 28th Jan. 2015 from:
– GMR Airports Ltd.
– Voluptas Developers Pvt. Ltd. (Hiranandani Group) and Zurich Airport
International - Consortium
– MIA Infrastructure Pvt. Ltd. (VINCI Airports and TRIL)
– Mumbai International Airport Private Limited (MIAL)
• The Project Monitoring and Implementation Committee (PMIC), chaired by the
Chief Secretary at its meeting held on 18th June 2015 qualified all four applicants
subject to security clearance from MHA, GOI.

• The RFP, Concession Agreement and other project agreements approved by the
PMIC on the 17th Oct. 2015. MoCA discussed and accepted the documents on
30th Dc. 2015, with minor modifications. The same are to be approved by State
Cabinet.

Learnings from the Project

• Large infrastructure projects have multidimensional challenges which span


technical as well as social aspects

• The Government / Public sector partner has to proactively set the stage for
the private partner to perform to its best efficiency , by ensuring approvals,
clearances, land acquisition, Rehabilitation and so on

• Environmental clearance processes are long drawn and multi-layered - it


would be beneficial if the process is eased for projects of national importance

• It is essential to study the previous PPP projects and draw experience from
them while formulating the terms of the agreement

• Special focus is to be attributed to handling disputes / litigations, through


carefully drafted clauses in the agreement
