• INTRODUCTIONS

A S Whiting introduced Patricia Mutch, Director of the Institute


of Alcoholism and Drug Dependency and newly appointed Assistant
Director of the Health and Temperance Department; Clarence Omans, a
volunteer in the Health and Temperance Department who recruits
optometrists and ophthalmologists for overseas appointments; and John
Scharffenberg, Director of the Pacific Health Education Center and
consultant for the Health and Temperance Department.

REPORT

E E Carman, Assistant Director of the Health and Temperance


Department of the General Conference, reported on his work of
recruiting dentists for the world field.

There are over 100 dental clinics around the world with
approximately 55 dentists from the North American Division. The
balance are staffed by nationals who can obtain visas in countries
where American-trained dentists cannot serve. Five women are working
overseas under regular appointment. Over 50 percent of the clinics
operated by nationals in the Philippines and Indonesia are staffed by
women. Dental clinics usually generate enough income to cover the
expense of their operation.

• For the most part dental clinics are located in metropolitan


areas. This does not mean that those living in rural areas do not

have dental needs, but "The Lord desires that moneyed men shall be
converted and act as His helping hand in reaching others. He desires
that those who can help in the work of reform and restoration shall see
the precious light of truth and be transformed in character and led to
use their entrusted capital in His service" (9T 115). These dental
clinics are reaching a class of people we have never been able to reach
before. In many places government officials are patients in our
clinics. The United States Embassy in China sends its personnel to
our clinic in Hong Kong.

Some clinics are located in rural areas. Often these clinics


create so much goodwill that the work of our evangelists is made much
easier as they enter these areas. In Korea dentists go to villages in
the country on weekends, and as a result five churches have been
established where there has never been an Adventist church before. In
Indonesia one dentist arranges his program for the coming year to
include time for him to hold evangelistic meetings in a new area where
he builds a church before he leaves the village.

The dentists are very much concerned with Global Mission. In


Djibouti, East Africa the government donated a piece of property for a
dental clinic and a home; and government personnel in Somalia have also
invited us to establish a clinic there. These are the only two
Uhentered countries in the Eastern Africa Division.

Sole serious problem& have arisen also. In the Far Eastern


Division, Hong Kong will no longer be able to use American-trained
dentists as it takes up to nine months to be licensed there. Taiwan is
Cloied to American debtiatS since the board must be taken in the
Chinese language. Our training program in Taiwan, where our national
dentists went for upgrading, can no longer be operated. It may be
moved to our college in the Philippines. In Okinawa the board
examination is always scheduled on Sabbath. An American dentist can
practice there but only in our hospital, and he may not go out to the
villages.

A major area of concern is that we have no deferred dental


appointees at Loma Linda University. Due to financial constraints,
divisions can no longer give financial help to dental students.

Adventist dentists in North America have been extremely


supportive of the dental program. Each year they take up a mission
offering called YAM—Year-Around Mission Offering. Thus far they have
contributed over $200,000 for projects around the world. This year
they donated $18,000, $6,500 of which is to be sent to South America
far equipment.

Carman 'stated that his has been a work of love for his church, and
he has Ipeen'thiilled to see how dentistry has taken its place in the
aSSicin program of the organization.

APPROPRIATION FOR SCHEER MEMORIAL HOSPITAL

Scheer Memorial Hospital in Nepal is operating under very crowded


conditions. The beds are always full to capacity with additional
patient beds placed on a porch. There is no room to expand the
hospital on the present site. Recently owners of small parcels of
land adjacent to that owned by the hospital have indicated a
willingness to sell their property to the hospital. It is anticipated
that $200,000 are needed for the purchase of this additional property.
The Southern Asia Division has agreed to appropriate $15,000, and a
private donor has agreed to donate $12,000 toward this project.
VOTED, To appropriate $25,000 from the 1991 Contingency Fund for
Scheer Memorial Hospital toward the purchase of additional property to
provide for expansion of the hospital.

his work in the Carolina Conference in 1950 where he served as a junior
academy principal, ministerial intern, and district pastor until 1955.
He then accepted a call to the Far Eastern Division where he was
employed as a Union Home Missionary and Publishing Secretary, Union
President, and Division Young People's Secretary for 15 years. The
General Conference then called him to serve as Associate Secretary of
the Temperance Department until 1979 and as an Associate Director of
the Sabbath School and Church Ministries Departments until the present.
His leadership in departmental work has been outstanding, and he will

be greatly missed.

pastor and conference evangelist in the Upper Columbia Conference,
Oregon Conference, and South England Conference. He then joined the
Canadian Union as its Ministerial Secretary and later served It Is
Written as a Field Coordinator. In 1976 the General Conference called
him as the Director of Lay Activities, then as Associate Director of


Church Ministries, and finally as Director of Church Ministries. He
will long be remembered for his kindly and gentle manner as he worked
with individuals.

served in the Southern California Conference as a ministerial intern,
pastor, and pastor-evangelist. He went to the Ohio Conference in 1969
and became its Evangelism Coordinator for two years. He then served as
President of the Pennsylvania Conference, the Ohio Conference, and the
Upper Columbia Conference until coming to the General Conference in


1985 as the Director of Christian Life Seminars. During the last year
he has served as Special Assistant to the President. His influence has
been felt around the world as he shared his expertise with the world
field.

VOTED, To express deep appreciation to Charles D Watson for his


47.68 years of service to the Seventh-day Adventist Church. He began
his work in the Welsh Mission where he served as a minister. He
continued his ministry in the North England Conference and then served
as the MV and Temperance Secretary in the British Union. In 1959 he
became a Departmental Secretary in the Northern European Division and
then Union President in the Ethiopian Union. After serving as an
Associate Secretary in the Temperance Department of the General


Conference for seven years, he became President of the Afro-Mideast
Division. In 1980 he returned to the General Conference as an
Associate Secretary in Secretariat where he has served until the
present. He will be remembered as a real Christian gentleman who
always gave good counsel and presented wonderful devotional messages.

DEVOTIONAL
The devotional message was presented by Bert B Beach. Two words
we have been talking about a great deal in recent years are Global
Mission, which was first called Global Strategy. At the beginning this
almost seemed like an impossible mission. However, the years 1989 and
1990 are probably going to go down in history as key years--exactly
200 years after 1789 when the French Revolution took place and the
United States Constitution was ratified.

Nineteen eighty-nine could also be thought of as a year in the


spirit of the American revolution with its emphasis on human rights.
The last two years will be considered very good ones because of the
collapse of Communism in 1989 and the presence of Christian soldiers in
Saudi Arabia in 1990, whose presence has been responsible for large
quantities of Christian literature being brought into the country.

In 1 Cor 16:9 Paul said, "For a great door and effectual is opened
unto me, and there are many adversaries." This "door of opportunity"
(in modern versions) is especially true in Eastern Europe today. There
is a moral vacuum in Eastern Europe which the Seventh-day Adventist
Church could fill. In Albania religion was outlawed for years--no
church, synagogue, or mosque was open. In Yugoslavia tracts are being
translated into the Albanian language. Plans are being laid to
establish an FM radio station in Yugoslavia which will broadcast into
Albania. A publishing house is being established in Hungary and
literature evangelists are being recruited. These activities have
been prohibited since World War II. Hungary is looking for 10 thousand
English teachers and Poland wants 20 to 30 thousand of them. What an
opportunity for Seventh-day Adventist volunteers!
Someone has called for a Peace Corps for Eastern Europe. We need

• an SDA Global Mission Corps so we can move in when we have these


opportunities. We need to get into the act!

The latter part of 1 Cor 16:9 says, "there are many adversaries."
The state churches in Eastern Europe are trying to recover the power
they had preceding World War II. They are hoping to again teach
religion in the schools, the religion of the state church. We need to
work while it is day for the night cometh when no man can work.

REPORTS

Karl II Bahr reported on his recent trip to South America. A new


university is being built in the city of Artur Nogueira, state of Sao
Paulo, Brazil. It has an excellent master plan and first-class
buildings are being erected.

Some of the Global Mission goals for the South American Division
are to reach 1.4 million in membership, to have 1.6 million Sabbath
School members, to have 5,000 churches, and to begin one new
congregation each day of this quinquennium. The goals include not just
baptisms but net retention of members.

There are still many interdivision workers in the South American


Division. Forty-five percent of them are from the Inter-American
Division, 35 percent from the North American Division, and the
remainder from other areas of the world. One-third of the
interdivision workers are employed in the field of education. Seventy
percent of the work being done by interdivision workers could be done
by nationals. It was pointed out, however, that there is no intention

of discontinuing the use of interdivision workers. To have an
international work force in the division adds strength to the Church's
program.

Medical work has now begun in Uruguay where a layman and his wife
have been operating a better living center. The doctor and his wife
are now on regular denominational salary.

Leo Ranzolin also reported on his recent trip to the South


American Division. On December 1 the division reached one million
members. At the Sao Paulo Academy they had a baptism of two persons--
one was the millionth member and the other was the first member of the
second million members they hope to baptize during this quinquennium.

A major achievement has been reached by two of our businessmen,


Paulo Vaz and Wilson Rossi, in the city of Sao Paulo. They hope to
sign a contract for two television stations- -one in the city of Sao
Paulo and the other in Artur Nogueira- -as well as eight radio stations.
The government requires that some of its educational programs be
broadcast during the day, but we will be able to use the TV stations
for two hours a day and all during the night for religious,
educational, health and fitness programs, or anything else we wish to
broadcast.

The South Brazil Union held its first quinquennial meetings in


the city of Curitiba state of Parana where Enoch Oliveira has retired.
He participated in the meetings by presenting one of the devotional
messages. All officers were reelected.
In the Inter-American Division Ranzolin reported that plans were
laid for Megaguate 91--an evangelistic thrust to reach the city of
Guatemala. The plan is to bring all pastors to the city of Guatemala
and leave only five ministers to supervise the districts which will be
under the leadership of layleaders. There is a similar program for
Bogota, Colombia. The IAD has a goal of 500,000 souls for the
quinquennium.
In spite of difficult circumstances in the Dominican Republic,
one layman reported winning 400 souls to the Church this year and 500
last year. In Colombia we have heard stories of great courage and
valor among our people in spite of the guerilla warfare being carried
on in the country.
The North Caribbean Conference headquarters building is almost
completed. The former building was destroyed last year by Hurricane
Hugo. There is still evidence all over the island of the devastation
wrought by this terrible hurricane.
Mario Veloso also visited the Inter-American Division and was
impressed with the well-organized work being carried on there. He
found this to be a very interesting, active, and colorful division.
While in the division he visited Mexico, Costa Rica, Netherlands
Antilles, Venezuela, and Haiti.

REPORT

K J Mittleider reported just receiving a FAX message from Guam


indicating that a typhoon with winds of 150 miles per hour is expected
within the next eight hours. Two families who were not located in
cement buildings have been moved into the station headquarters. It is
expected that the station will continue operating during the typhoon.
The prayers of the General Conference family have been requested. An
update will be sent every twelve hours until the typhoon has blown
over.
