PMC SCOPE OF PROCESSES :

The services by the Project Manager for the entire development process in the said Project
shall be as follows:

1. STRATEGY FORMULATION AND PLANNING SUBMISSION STAGE


a) obtain preliminary market study and surveys to ascertain the market potential
of the land
b) prepare preliminary feasibility studies and advise in formulating the Client’s
business strategies, development programmes and concepts including the
optimization of land use and development mix
c) advise in formulating the design brief implementation schedule, budgetary
limits and such other aspects as may materially affect the development
d) advise and assist in sourcing and appointing of consultants
e) direct the concept development works of the consultants based on the
Client’s approved business strategies and development objectives
f) on the basis of approved schematic design prepare a preliminary
development estimate, schedule and preliminary feasibility studies for the
Client’s consideration and approval
g) direct and assist the consultants to prepare the development plans for
submission to the Authorities for planning approval or development order

This stage shall have been completed upon submission of the development or layout
plans to the Authorities for planning or development approval

2. DESIGN DEVELOPMENT AND BUILDING PLAN SUBMISSION STAGE


a) advise on the implication of the conditions of the planning approval or
development order imposed by the Authorities
b) assist the consultants in negotiating with the Authorities to vary the conditions
of the approval if necessary
c) direct the consultants to incorporate in their design development the Client’s
development strategy, marketing plans and the end user’s requirements and
to ensure that the design is optimum and value effective
d) cause the submission of an updated estimate of the development
expenditure and advise the Client accordingly

e) conduct regular studies in design options, cost control and cost planning
exercise to ensure that the development expenditure is within the approved
budget
f) direct and assist the consultants in preparing the reclaimed land plan or
building plans for submission to the Authorities for approval

This stage shall have been completed upon submission of the building plans to the
Authorities for approval.

3. DETAILED DESIGN DEVELOPMENT STAGE


a) on the basis of the approved reclaimed land/building plans, to assist the
consultants in preparing the final working drawings and other constructional
details and specifications sufficient to fully describe the works required to
implement the development
b) direct and cause the consultants to incorporate the Client’s development
strategies, marketing strategies and the customer’s changing demands in the
detailed design for construction and to ensure that the design is optimum and
value effective
c) cause the submission of an updated estimate of the development
expenditure and advise the Client accordingly
d) conduct regular studies in design options, cost control and cost planning
exercise so as to ensure that he construction expenditure is within the Client’s
approved budget

This stage shall have been completed upon completion of the construction drawings
and documents by the consultants for tender purposes.

4. CONTRACT ADMINISTRATION STAGE


a) advise on the recommendations of the consultants on matters in connection
with tender documentation, pre-qualification, tender, award and execution
of the construction contracts
b) review with the consultants all specifications samples, schedules, shop
drawings and other submissions and to ensure that the same conform with the
intended development strategies as well as complying with the contractual
requirements
c) supervise the contract administration of the consultants on the construction
works

d) recommend on variation orders and advise on their value/cost implications at


all times
e) assist the consultants on the final account of the contract and advise the
Client accordingly

This stage shall have been completed upon award of tenders of the works

5. PROJECT IMPLEMENTATION STAGE


a) conduct regular development management meetings to integrate all
material issues relating to development, marketing (optional service), project
finance and implementation
b) monitor the works of the consultants, contractors, subcontractors, suppliers
and all relevant parties related to the works in their project implementation
and supervision
c) continue to conduct regular studies in design options, cost control and cost
planning exercise so as to ensure that he construction expenditure is within
the Client’s approved budget
d) make periodic visits or inspections of the works on site to monitor the progress
and quality of construction work and report the same to the Client

This stage shall have been completed upon issuance of the certificate of practical
completion by the relevant consultants.

6. POST COMPLETION STAGE (Maintenance Period Stage)


a. ensure contractors submit timely as-built plans and review completed works
with the consultants to ascertain works completed complied with
constructional plans and specifications
b. direct and assist the consultants in preparing the final account
c. make site checks and review the completed works with the consultants to
identify any defects and cause the contractors and relevant parties to make
good such defects

This stage shall have been completed upon the expiry of the maintenance period.
