1.0 PURPOSE
This procedure provides direction to field engineering and supervision personnel for
planning, controlling, and inspecting underground sewers and piping installation.
2.0 SCOPE
This procedure covers underground sewers and piping systems including storage,
installation and testing.

5.0 RESPONSIBILITIES
The area engineer is responsible for the specific quality control of this activity in the
area, which includes:
d. Direct and assist field engineers in the execution of the inspection and
witness activities
c. Monitor and inspect the underground sewer and piping installation to ensure
compliance with project requirements
c. Fulfill all the safety and quality requirements pertaining to the work being
performed
6.0 REQUIREMENTS
6.1 During receiving, handling, and storage of the materials, the warehouse supervisor:
a. Checks the materials and shipping documents against the purchase order to
confirm correct delivery.
b. Inspects materials for shipping damage and prepares an "Over, Short &
Damage" report if needed.
a. Checks that the trench width and depth meet drawing requirements.
a. Makes sure that the correct materials are installed per the project
specifications.
b. Checks that pipe and coatings have are not been damaged.
f. Checks that necessary safety precautions are taken when the piping is
flushed and blown down to ensure the safety of personnel working in the
immediate vicinity.
g. Verifies that cathodic protection is provided when required.
h. Oversees the coating and wrapping activities to ensure compliance with the
specific coat and wrap specifications.
b. Verifies and documents that the testing procedures are carried out properly.
c. Records the results of all tests on the applicable test report forms.
c. Monitors the coatings during the backfilling operation to ensure they are not
damaged.
6.6 The Underground Piping Field Inspection Checklist, Attachment B, provides general
practices that should be followed to ensure proper installation of underground sewer and
piping installations.

1. Care should be exercised in all loading, unloading, hauling and stringing operations so as
to avoid damage to the pipe ends and coatings.
2. Handling hooks should be protected or of soft metal type so as not to cause out-of-round
or deformed bevels.
3. Inspect yard storage of pipe, valves and coating materials for proper protection.
4. Where special coatings have been applied, ensure that transport carriers are properly
buffeted to prevent damage.
6. For outside storage, store in a manner that will allow it to be found after a snow storm.
Trenching
1. Check that the trench width and depth is not less than the minimum specified.
2. Check for proper clearance between the pipeline and any other underground installation.
4. Check that bottom of the trench is graded as specified. (As a minimum, it must provide a
uniform support for each joint of pipe.)
5. Ensure that the construction methods at roads, railways, ditches, canals, and river
crossings are in accordance with design documents.
1. In general, pipe is strung end to end along the right-of-way. In some cases, it may be
placed in piles for welding or coating. Monitor these activities to ensure correct
procedure is followed to alleviate damage.
2. Valves, casing and other materials may be hauled and strung along the right-of-way.
Monitor these activities to ensure against loss of damage.
3. Monitor, to ensure that small materials, or materials easily lost or damaged are properly
stored.
Welding
2. Check interior or pipe for foreign matter prior to aligning for welding. Swab clean if
necessary.
3. Check that the open ends of lines are securely closed at the end of each day's work to
prevent the entrance of small animals or introduction of foreign matter. Do not re-open
until work is resumed at that point.
Installation
3. Sewer hubs, cleanouts, and other appurtenances should be installed at the proper
elevation per the Site Grading Plans.
4. Check the installation of post indicator valves for accessibility and elevation. Install
guard posts as required.
Testing
3. All lines should be properly drained and sealed after testing to keep out foreign matter.
1. After testing, all welded joints will have the coating and wrapping repaired.
2. After repair, the lines will be holiday or "jeep" tested for holidays in the coating. All
holidays will be repaired and retested.
Backfilling
1. The underground line will be backfilled with clean, granular material to a level 12"
above the top of the pipe. Above that point, the excavation can be backfilled with locally
available material.
