INTEGRITY MONITORING AND ENFORCEMENT GROUP

Integrity Monitoring and Enforcement Group (IMEG) is responsible for conducting


intelligence build-up and law enforcement operations against PNP personnel who are
involved in any illegal activities such as drug trafficking, human trafficking, financial crimes,
cybercrimes, malversation, graft and corrupt practices, security violations, and others. IMEG
replaced the counter Intelligence Task Force (CITF).

ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN


VISION

Imploring the aid of the almighty, by 2030, the PNP IMEG shall be a capable,
effective and efficient unit working in partnership with the community for the
attainment of the professional, disciplined and credible police organization.

MISSION

To conduct intensified and sustained effort to eradicate rogue PNP personnel and
proactively preempt other personnel from committing acts of graft and corruption and
other crimes.

MANDATE

General orders DPL-18-06 (Pursuant to NAPOLCOM resolution no. 2019-149)


The Integrity Monitoring and Enforcement Group (IMEG) was approved as a National
Operational Unit (NOSU) of the Philippine National Police (PNP) upon approval of the
IMEG, The Counter Intelligence Task Force (CITF) is deactivated. It was approved on
the 22nd Day of October 2019.

FUNCTIONS

a.) Receive complaints and information against erring personnel and conduct relevant
information gathering activities:

b.) Detect and conduct intelligence build-up on the involvement of PNP personnel in
illegal activities, acts of graft and corruption and other crimes for the conduct and
prompt counter measures.

f.) Perform other tasks as directed by the Chief PNP.

PROCEDURES, CURRENT PROGRAMS, PROJECT, AND ACTIVITIES


TABANG PARA SA KABISAYAAN ACTIVITY (DONATION-DRIVE INITIATIVE)

A call for donation for the victims of Typhoon Odette in Visayas and Mindanao
where they garnered a total monetary donation amounting to P 20,200.00 with total
in-kind donations of 50 food packs. Police officers from Padre Burgos Police Station is
Southern Leyte were also reported to have helped in the reconstruction of a local
house severely damaged by typhoon Odette.

IMEG “RAK” CHALLENGE

PBGEN WARREN F. DE LEON, the acting director of the Integrity Monitoring and
Enforcement Group, exhorted all IMEG staff to always go above and beyond in
highlighting the PNP's good deeds, not only in the performance of their duty in keeping
an eye out for fellow comrades' irregularities, but also in exerting extra effort to make
the community feel valued and that the organization genuinely cares.

“ Our mandate may give a seemingly negative impact on the erring policemen,
but we are hopeful that this will be taken positively by the public. Since we cared for
the welfare of the community, we will continue to implement the punitive aspect of the
internal cleansing program no matter how painful it may be.” PBGEN DE LEON said.

In line with CPNP’s program thrusts MKK=K, the IMEG Director encouraged all
IMEG personnel to do one “Random Act of Kindness” to send a message that IMEG just
like any other PNP unit, is only doing its best to contribute to achieving the desired
gains of the internal cleansing program.

A day after the challenge was given, PCpl Janice D. De Guzman, a member of
the IMEG Luzon Field Unit was walking along Balibago Street, Mabalacat, Pampanga,
waiting for a cab going home when an elderly woman approached her asking for ten
pesos. When PCpl De Guzman asked her where it would be used, the elderly woman
answered that she wanted to buy a sleeping pill. Rather than giving her money, she took
her to the nearest pharmacy and purchased multivitamins and paracetamol for her.

“ May this random act of kindness create a ripple and simple act of promoting
kindness no matter how small can have a huge impact on the community. It is a good
deed that we often think nobody notices that add up to create a better world. A
random act of kindness may seem small to one person but can mean everything to
another. These are the things that remind us that everything is going to be okay
because there is so much better in the world than anything else” AD, IMEG said.

Aside from that, other Teams from the National Capital Region, Visayas and
Mindanao Field Units distributed facemasks, food packs, and even as simple as helping
an elderly crossing the street.

“These police officers went above and beyond their duties to help those in need.
Their good deeds and compassion remind us that kindness and doing well towards our
neighbors and member of the community are worth emulating” AD, IMEG added.

GOOD POINTS ABOUT THE ORGANIZATION


The Integrity Monitoring and Enforcement Group (IMEG) ought to strengthen its
campaign against corrupt police officers. The IMEG has many good points, not only for
the citizens in the society but for our police officers to remain firm and have a clean
and pure intention and reputation in serving the people with integrity. The IMEG is
designed to conduct intelligence build-up and law enforcement operations against to
that personnel who are involved in illegal activities such as drug trafficking, human
trafficking, cybercrimes, graft, security violations, corruption, and more — to receive
complaints against erring personnel and conduct relevant information gathering, detect
and conduct intelligence build-up on the involvement of PNP personnel in illegal
activities and to conduct prompt countermeasures.

Moreover, IMEG also ensures that personnel who commit illegal acts and are
suspicious or a threat to the organization cannot undergo the screening process. Those
police personnel who would like to join the IMEG will undergo rigorous background
investigation and screening process, such as neuropsychiatric examination, and
graduates of intelligence courses or seminars before becoming a member of the IMEG.
This is to ensure that the members/personnel are clean and trustworthy.

CHALLENGES ENCOUNTERED IN THE PERFORMANCE OF THEIR MANDATE OR


FUNCTION
In an effort to intensify their fight against dishonest police officers, the PNP has
established the Integrity Monitoring and Enforcement Group (IMEG). The Integrity
Monitoring and Enforcement Group (IMEG) is in charge of gathering intelligence and
carrying out law enforcement actions against PNP employees who are engaged in any
illegal activities, including trafficking in illegal drugs, human beings, financial crimes,
cybercrime, malversation, graft and corrupt practices, security violations, and others.
The Counter-Intelligence Task Force was superseded by it.

IMEG's constant problem is negligent police officers who fail to conduct their
jobs professionally and lawfully. IMEG conducts searches and sanctions on officers not
performing their duties according to the law. We can argue that they should focus on
reducing the number of officers who are not fulfilling their tasks properly. For example,
in a massive PNP internal cleansing program, over 5,000 errant cops were dismissed.
Five thousand five hundred ninety-nine cops were dismissed from the PNP Service
between July 2016 and March 30, 2022, after facing administrative charges for grave
offenses. The PNP's Internal Affairs Service has been aggressive in dealing with and
investigating police officers who have been charged with administrative violations. 

Through its massive Internal Cleansing Program, the PNP has vowed to combat
corruption within the PNP system. Aside from dismissal from service, several penalties
were imposed on police officers charged with less serious offenses. Data from July
2016 to March 2022 show that 1,129 employees were demoted, 10,490 were suspended,
848 faced salary forfeiture, 2,475 were reprimanded, 208 were restricted, and 286 had
their privileges revoked. 714 of the 5,599 cops who have been fired are involved in
illegal drug-related cases. These figures reflect the PNP's commitment to purging its
ranks to carry out its mandate of community protection.

The PNP counterintelligence task force entrusted with carrying out an improved
internal cleansing plan is known as the Philippine National Police Integrity Monitoring
and Enforcement Group (PNP IMEG). The People's National Party will consistently
defend what is morally upright, equitable, and true. The PNP will have a difficult fight,
but their personnel will uphold the law impartially. Thus, will continually enhance their
system and structure to safeguard and serve the Filipino community.
PHILIPPINE NATIONAL POLICE CHAPLAIN SERVICE

The PNP Chaplain Service is the main office in the conduct of values orientation and
values formation activities in the PNP in accordance to the PNP PATROL PLAN 2030 (Peace
and Order Agenda for Transformation and Upholding of the Rule of Law) and the “ Chief
PNP’s Strategic Focus CODE-P 2013 and Beyond ” particularly in the aspect of discipline. It
addresses the moral and spiritual needs of the PNP personnel by being pro-active in the
conduct of pastoral visitations and values formation activities throughout the PNP.

ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN

The PNP Organizational Structure is made up of national, regional, provincial,


district, and municipal stations as well as city and municipal offices in large provinces.
The PNP shall be structured in such a way to promote efficiency and effectiveness
among its members and units in the performance of these duties, as well as
accountability and integrity in police discretionary action.

The organizational structure consists of the Director: exercises the command, the
control, the direction, the coordination and the supervision of all activities on PNP
operations such as deployment and employment of personnel. Deputy director: shall
assist the Chief of the PNP in the exercise of responsibilities relative to PNP personnel.
Chief of Staff: includes the budget and financial officer, logistics officer, ADMO and
admin. It includes the Chief Directorial Staff and twelve Directorial Staffs with the
support of ten Administrative and ten Operational Units and seventeen Police Regional
Offices.
In addition, the police organization consist of a primary or line function: These
refer to function that carry out the major purposes of the organization, delivering the
services and dealing directly with the public. It serves as the backbone of the police
department.

Furthermore, having an organized structure helps to keep track of the roles and
functions of the people in an organization. It is easier for people to access and know
who to approach in a specific situation.

VISION
Imploring the aid of the Almighty, the PNP Chaplain Service shall be a highly
capable, effective and credible office working in partnership with faith-based groups
towards the moral and spiritual transformation of PNP personnel into God-centered,
service-oriented and family-based public servants.

MISSION
a.) The Chaplain Service shall provide pastoral, religious, spiritual guidance, and
counseling services to PNP personnel and their dependents, regardless of their religious
affiliations.

b.) To establish rapport between the PNP and the Faith-based leaders such as Bishops,
Parish Priests, Pastors and Imams assigned in their respective areas of responsibility to
build trust and confidence among the religious leaders and law enforcers

c.) To give meaning in the lives of every PNP personnel by encouraging them to be
God-Centered, Service-Oriented and Family-Based through dialogues, counseling,
values formation activities and pastoral care and formation with the help of the
Faith-Based groups

MANDATES
Chaplain Service continues to mandate three major flagship programs of this
office which are significant and integral part of the PNP-CHS P.A.T.R.O.L Plan 2030, to
with:

1. LOI 17/10 “SUGO” (Spiritual Upliftment and Growth of the Organization);

2. CMC 03-13 “Paggabay” (CHS Pastoral and Family Counseling Initiatives);

3. CMC 55 – 2017 USAP (Ugnayan ng Simbahan at Pulisya)

FUNCTIONS
The PNP Chaplain Service is tasked to implement:

a) worship and religious services


b) religious, moral and values education programs

c) pastoral services

d) guidance and counselling programs

e) accreditation for civic and faith-based groups which desire to partner with it under
LOI 17/10 SUGO.

PROCEDURES, CURRENT PROGRAMS, PROJECT, AND ACTIVITIES


FORUM ON REVITALIZED KASIMBAYANAN

The revitalized KASIMBAYANAN which stands for Kapulisan, Simbahan, at


Pamayanan was launched by the Chaplain Service, through Director PBGEN JASOD D
ORTIZO, spearheaded the Forum on the Implementation of Revitalized PNP
Kasimbayanan for Faith-based volunteers held at PNP Multi-Purpose Center. PGEN
RODOLFO S AZURIN, JR, the Chief, Philippine National Police, gave his message
beginning with the very mandate he received from the incumbent President of the
Republic of the Philippines, showing the seamless connectivity in attaining a more safe
and peaceful society thru the harmonious relationship of the PNP organization with the
different church institutions and the barangay communities.

The event highlighted the distribution and pinning of the KASIMBAYANAN Button
Pin to PNP personnel and partners from the Department of the Interior and Local
Government (DILG), Catholic Bishops Conference of the Philippines (CBCP), Imam
Council of the Philippines (ICPI), Philippine Council of Evangelical Churches of the
Philippines, Inc. (PCECI), and Kaisa Para sa Kaunlaran, Inc. (KAISA)/Movement for
Restoration of Peace and Order (MRPO) which symbolize awareness to the various
communities that we in the police service and the people we serve have a vital role in
contributing peace, order, and progress.

INTERNAL CLEANSING PROGRAM

The Philippine National Police (PNP) Chaplain Service joined the reformative
program aimed at instilling strict discipline, reform, and internal cleansing among erring
police personnel.

The PNP said Chaplain Service officer-in-charge Col. Lucio A Rosaroso Jr.
conducted values formation and spiritual enhancement seminar as part of the 30-day
training of 43 police officers under the PNP Internal Cleansing Strategy at the PNP
Training Service facility in Subic, Zambales

Aside from conducting moral and values formation activities in the PNP Internal
Cleansing Strategy, the PNP Chaplain Service is also tasked to identify and train a pool
of volunteer Values and Life Coaches composed of church ministers, lay leaders,
pastors, imams and priests to be assigned throughout the organization.

The PNP Internal Cleansing Strategy aims to prevent police abuses and to identify
and weed out defiant PNP personnel, particularly those who are engaged in illegal
activities, and impose corrective and punitive measures. It also aims to instill in all PNP
personnel a strong sense of commitment, dedication, and responsibility to police work
geared towards a God-centered, service-oriented and family-based life.
This strategy has five phases of implementation -- prevention, reformation,
validation, case build-up and negation or the conduct of appropriate police action or
legal offensive against PNP personnel involved in illegal activities.

NATIONAL POLICY & INSTITUTIONAL DEVELOPMENT

To formulate and implement a national internal security policy and strategy;


rationalize the overall institutional framework of the police system; improve the
functional delineation and coordination between law enforcement agencies and the
conventional police institutions; remove institutional mechanisms that render the PNP
vulnerable to politicization and erode its unity of command and internal management
authority; strengthen the NAPOLCOM as body tasked with the formulation of rules,
regulations and standards for the entire police system; adopt mechanisms for
institutional continuity and stability, particularly in police leadership; and firmly establish
a self-administering and managing professional PNP.

DEMONSTRATION OF EXCELLENCE THROUGH DEVELOPMENT OF BEST PRACTICES

To demonstrate the effectiveness of the fundamental institutional and system


reforms by combining them with a more comprehensive locality or community-based
peace and order planning and management that will involve various stakeholders.

FACILITIES DEVELOPMENT 

To upgrade physical facilities and equipment in support to police field operations,


including the updating of police equipment standards and the development of a
multi-year financing and procurement plan; development and upgrading of the
facilities, equipment, and physical set-up of the PNP Crime Laboratory; and the
provision of model infrastructure for police stations and substations. An important
component of this program is the improvement of capacities for the management and
preservation of police evidence.

PROMOTION OF HUMAN RIGHTS


Aimed to promote human rights as a basic value in the conduct of operations
and in accordance with the international standards of human rights and policing.

ANTI-CORRUPTION

Envisioned to prevent the misuse of power and position in the PNP organization
which undermines the integrity of police personnel along with the promotion of police
integrity and morality as primer law enforcers.

SIGNIFICANT ACCOMPLISHMENTS
The PNP Chaplain Service is essential in both the prevention phase, which
attempts to discourage PNP personnel from engaging in unlawful activities, and the
reformation phase, which aims to rehabilitate erring PNP employees via spiritual and
moral development programs. Hence, the PNP Chaplain Service's major successes that
had a positive influence on the organization and its personnel are highlighted below.

competition.

Churches. The purpose of MOU is to
strengthen the collaboration with the
Major Churches in achieving our Charter
Statement that all PNP personnel shall
be God-Centered, Service-Oriented,
and Family-Based public servants.

GOOD POINTS ABOUT THE ORGANIZATION


As the PNP Chaplain Service is under the administrative support of the whole PNP
organizational structure, it is expected that the office upholds the conduct of values
orientation and values formation activities to be programmed in the system of the PNP
in accordance with the PNP Patrol Plan of 2030. One of the good points of the
organization is that they are genuinely upholding the integrity of their objective and
plan, which is to promulgate peace and order agenda for transformation and upholding
the rule of law. Also, as taught in our history and bloodline, Filipinos are cultivated of
religious bouts and wisdom; therefore, igniting the spiritual atonement of Police officers
will significantly help deter PNP personnel from being involved in illegal activities.
Another good point of their organizational structure is that the service indeed conducts
activities that enhance the spiritual and moral capacities of the PNP personnel. Three
good points are prominent in this structure: the organizational chart is defined, simple,
and straight to the point. The organizational structure they published is simple enough
that the general public can easily understand. Lastly, they follow a straightforward
system that removes duplication and overlap of work.

CHALLENGES ENCOUNTERED IN THE PERFORMANCE OF THEIR MANDATE OR


FUNCTION
The Chaplain Service provides pastoral, religious, spiritual guidance, and
counseling services to PNP Personnel and their dependents. The chaplain's
responsibilities include performing religious rites, conducting worship services and
providing confidential counseling. They also advise commanders on religious, spiritual
and moral matters. Chaplains are commissioned officers stationed wherever there are
military members, including combat environments.

Chaplain service in any situation, whether it's a hospital, a school, or the military,
can be both challenging. Prisons are another environment where chaplains may have a
significant impact. Moreover, there is an imminent demand for people who are willing to

willing to fulfill the task of PNP chaplaincy.
The most difficult challenge for the PNP chaplains service is dealing with multi
faith congregations. They must accommodate each inmate's beliefs. They must also
consider that they are both correctional officers and religious service providers.

According to a recent Justice Department report, there is a deficit of Muslim


chaplains in Detention facilities, since the proportion of convicts who identify as
Muslims has increased but the number of Muslim chaplains has not. PNP chaplains serve
an important role, whatever of the faith they represent, yet their task is not easy. While
they offer spiritual advice, counsel, and programs to individuals who are incarcerated,
some for criminal offenses, the work environment may be very exhausting. There are
multiple challenges in engaging with persons who live in what can be a terrible
environment.

Not alone do the prisoners include challenges for PNP chaplains. Officers and
other staff members who have become callous and worn down as a result of their time
in a correctional facility can bring their own difficulties and hurdles for PNP chaplains
trying to offer faith and compassion to the prison population.

For such reasons, becoming a prison chaplain is a unique calling that seeks unique
individuals. Those who respond to the call, on the other hand, will find a genuine chance
to make a difference in the lives of those who are all too frequently neglected or
abandoned by society. Certainly, the spiritual enlightenment, compassion, and
understanding that chaplains can bring to the table are more required in prisons than
anyplace else.
