FIRE EXTINGUISHERS

1. SCOPE
This standard is concerned with the portable fire extinguishers in which the
extinguishing medium is Bromochlorodifluoromethane (BCF) stored under
pressure.

2. DEFINITIONS
2.1 Portable Bromochlorodifluoromethane fire extinguisher: A fire fighting
apparatus weighing not more than 24 kg. which when actuated, automatically
discharges the extinguishing medium under the pressure of propellent medium.
2.2 Propellent medium: An inert gas stored under pressure with the
extinguishing medium or solved in it .
2.3 Extinguisher contents: The extinguishing medium and propellent which are
charged in the extinguisher body .
2.4 Charging pressure: The pressure developed by the extinguishing medium ( or
the mixture of extinguishing medium and propellent medium ) in the body of
extinguisher at 23oC
Note: In case of filling at a temperature other than that stated in item 2.4, the
charging pressure at 23oC shall be calculated by the following formula

P23 = Pt + 14 (23 – t)
Where :
Pt is the charging pressure at toC by kPa
2.5 Extinguisher body: A cylindrical vessel which contains the extinguishing
medium .
2.6 Nozzle: A device through which the extinguishing medium is discharged and
by which the flow is limited .
2.7 Operating head: A device used for controlling the discharge of the
extinguishing medium
2.8 Nominal size: The nominal weight of extinguisher contents.
2.9 Filling ratio: The ratio of the weight of (extinguishing medium + propellent
medium) contained in the extinguisher to the weight of water necessary to fill
it at 15oC.

3. REQUIREMENTS
The following requirements shall be met in BCF extinguishers :
3.1 The nominal size of extinguisher shall be not less than 0.5 kg. and not more
than 12 kg.
3.2 All parts of extinguisher shall be made from materials resistant to corrosion
and shall not be affected by its contents.
3.3 The body
3.3.1 The body shall be metallic and formed by deep drawing or rolling .
3.3.2 The thickness of the body shall not be lower than the value calculated from the
following formula :

D = the inner diameter of the body mm.
Sy = yield stress N/mm2
P = 15% of the charging pressure kPa.

3.3.3 The threads of the body neck and of the operating head, shall be compatible,
tapered, clean cut and uniform
3.4 Operating head.
3.4.1 It shall be designed so as to permit releasing of the pressure remaining in the
body during withdrawal of the operating head.
3.4.2 Its method of operation shall be simple, obvious and shall be fitted with a
device indicating that the extinguisher is ready for use.
3.5 The nozzle shall be provided with protective cap easy to release at time of use.
3.6 Hose ( if provided )
3.6.1 It shall be flexible without affecting its cross section area.
3.6.2 It shall not be more than 1.1 metre in length.
3.7 The extinguisher shall be provided with internal discharge tube attached to the
operating head.
3.8 Extinguishers of nominal size greater than 2kg. shall be fitted with a base ring
or the bottom shall be designed to permit the extinguisher to stand upright
independently.

3.9 The extinguisher shall be provided with a handle of ample strength to facilitate
carrying, discharge and direction of extinguishing medium in the intended
direction, without impairment of the function of the extinguisher .
3.10 Each extinguisher shall be equipped with a suitable suspension device which
allows for its fixation and easy lifting
3.11 Filling
3.11.1 The purity of extinguishing medium shall not be less than 98.55'o, and the
water content shall not be more than 0.01% by weight.
3.11.2 The body shall be internally dry before filling
3.11.3 The filling ratio shall not be less than 0.9.
3.12 Performance
3.12.1 Discharging
3.12.1.1 The fully charged extinguisher shall be capable of discharging not less than
95% of the extinguishing medium with a continuous jet.
3.12.1.2 The discharge time at 23 ± 2oC shall be not less than 8 seconds with a
continuous jet not less than 3 metres range.
3.12.2 Extinguishing test
The extinguisher shall be capable of extinguishing a petroleum fire without any
damage when carrying out the extinguishing test mentioned in Saudi standard
No. 64/1397 “Methods of Test for Portable Fire Extinguishers”.
3.13 Leakage
The gross weight of the extinguisher after storage for a period of 21 days shall
not be less than that before storage.
3.14 Shaking and vibration tests
The extinguisher shall pass the shaking test and vibration test mentioned in
Saudi standard No. 64/1397 “Methods of Test for Portable Fire Extinguishers”
3.15 Ageing test
The filled extinguisher shall show no damage likely to affect its performance
when subjected to the ageing test mentioned in Saudi standard No. 64/1397
"Methods of Test for Portable Fire Extinguishers"
3.16 Hydraulic pressure strength
3.16.1 The extinguisher body shall show no cracks or leaks when tested at a hydraulic
pressure of 2.25 times the charging pressure or 2.5 MPa whichever is greater,
for a period of 5 minutes.
3.16.2 The hose shall not leak when tested at a hydraulic pressure of 2 times the
charging pressure for a period of 5 minutes .
3.17 Bursting strength

The hydraulic pressure at which the body bursts shall be not less than 4 times
the charging pressure or 5 MPa whichever is greater.

4. LABELLING AND MARKING


4.1 The following information shall be legibly and indelibly marked on the body of
each extinguisher in Arabic and/or English.
4.1.1 Manufacturer's name and/or trade mark.
412 Year of manufacture.
4.1.3 Type of extinguisher and field of use.
4.1.4 Charging pressure at a specified temperature between 18 – 28oC.
4.1.5 Nominal size of extinguisher.
4.1.6 Maximum storage temperature.
4.1.7 Operation method.
4.2 The following shall be fulfilled in labelling
4.2.1 The material of marking shall be resistant to heat-moisture, light and abrasion.
4.2.2 The information shall not be abolished or changed after carrying out the tests
mentioned in this standard.
4.2.3 The colour of marking shall be distinguishable.
4.2 4 The information shall cover the largest area of the body and shall not exceed
half the circumference of the body .
4.2.5 The manufacturer's name or trade mark shall not overspread the body but
leaves enough space for other information.
4.3 To facilitate the filling and re-charging of the extinguisher, the following
information shall be marked on the neck of the body or on the operating head
of the extinguisher.
4.3.1 The empty weight of the extinguisher ( excluding the hose and its accessories
4.3.2 The filled weight of the extinguisher ( excluding the hose and its accessories
4.4 Instruction booklet
A booklet or pamphlet including the following information in Arabic, shall
accompany each extinguisher:
4.4.1 The information mentioned in items 4.1 and 4.3.
4.4.2 A simple description of the method of operating the extinguisher and
recharging it after use.
4.4.3 An explanatory drawing showing the parts of the extinguisher .
4.4.4 Any additional information indicating the types of fires to which the
extinguisher can be applied, and the requirements for storage and maintenance,

5. TESTING
5.1 The manufacturer shall carry out the following tests on each extinguisher :
5.1.1 Visual inspection.
5.1.2 Hydraulic pressure strength.
5.1.3 Leakage test.
5.2 All tests shall be carried out on sample withdrawn in accordance with item (6)
to determine its compliance with all the items of this standard .

6. SAMPLING
The consignment shall be divided into lots each comprising 200 extinguishers.
For testing, two extinguishers shall be taken at random from each lot. The
remainder of the consignment is considered a lot.

7. METHODS OF TEST
The tests shall be carried out in accordance with Saudi Standard No. 64/1397
“Methods of Test for Portable Fire Extinguishers”.

8. ACCEPTANCE AND REJECTION


8.1 Each consignment of extinguishers shall be accompanied by a certificate
indicating the compliance of all the extinguishers in the consignment with the
requirements of this standard and including the following :
8.1.1 Results of tests indicated in item 5.1 of this standard.
8.1.2 Date of test
8.1.3 A guarantee valid for at least one year.
8.2 The consignment shall be considered complying with all the requirements of
this standard when the withdrawn sample passes all tests.
8.3 In case one or more of the sample extinguishers fails to pass any of the tests, a
second sample double the number of units of the first one, shall be withdrawn
from the same lot and subjected to all tests.
The consignment shall be considered complying with the requirements of this
standard when all the extinguishers of the second sample pass the re-test.
otherwise the consignment shall be considered non complying.
