BASIC EDUCATION – LEARNING CONTINUITY PLAN (BE-LCP)
I. INTRODUCTION:
To guarantee that basic, quality education will be accessible to the

children of Barangay Balatucan despite the challenges posed by the global
pandemic, Luciano A. Conde Elementary School embraced the challenges in
formulating its contextualized Basic Education – Learning Continuity Plan (BE –
LCP).
The adjustment contextualized BE-LCP is Based on the result of the
Modified Learners Enrollment survey Form (MLESF) and will serve as guide in
delivering the learning Modalities to be utilized in the school year 2021-2022.

As of September 13,2021, the total number of enrollees is 330, which is

lower than the previous enrolment of 358. This can be associated on the fact
that several parents/guardians decided not to enroll their children because of the
misinformation on the learning modalities implemented.
Based on the MLESF survey result, most families have no gadgets, 150
have no devices for learning, of these only 85 have non – cable TV, 70 have basic
cellphone, 50 have smart phone, 3 has tablet, 30 have radios, 5 has desktop and
no one has laptop be used.
When it comes to internet connection, only 50 have ways to connect, 50 of
which are through mobile data and 1 through computer, while 290 have no internet
connection.
Parents/Guardians of Barangay Balatucan preferred one learning modalities
based on the survey. 330 favored modular distance learning.(while 330 class
blended type.)

Based on the learner’s profile, Luciano A. Conde ES will adopt one types of
learning modalities which is, Modular Distance Learning to ensure the safety of the
learners.
By doing this, 100% of school population will be present every Monday to get
the SLMs, Friday is to be scheduled for retrieval and checking of modules. This
scheme will warrant the strict observance of social distancing not only in the
classroom but also in the school ground.

Luciano A. Conde ES suffered a decreased of enrolment that can be attributed to

the misguided behavior of the community that the DLM will hinder their daily work
or in generating income for their family since they need to assist their children in
answering their modules. Most of these 141 parents are elementary graduates and
have difficulty in helping their children with homework: 149 of them are High school
graduate, only 29 are college graduate, and 3 had vocational training.

*These are the facilities available to support the learners to learn.
Base from the Table IV, 14 classrooms are functional 3 rooms needs major repair,
8 classrooms needs minor repair. Maselco is our source of electricity, we have 1
laptop, 2 white screen, 1 projector, 7 printers and 15 functional comfort room.

In accordance to the directive from the office of the President that no face-to-
face classes shall be held until further notice, Luciano A. Conde ES will use the
Modular Distance Learning modality(MDL) from Kinder to Grade six.
To effectively observe social distancing class advisers will handle the

distribution of modules every Monday and the retrieval every Friday. Modules of
Kinder to Grade 3 will be distributed every Monday, while modules of Grades 4 to 6
will be given every Monday afternoon. Some process will be observed during
retrieval every Friday; the subject teacher will be assigned in the reproduction of
modules

Based from the table above, Luciano A. Conde ES has 17 teachers including
the School Head and they are required to report physically to school daily. Each
teacher has a particular grade level to handle with six (6) working hours and we will
directly observe and follow the health & safety protocol set by the IATF.

Based on the table above, the challenges/needs of our school are the following:
1. Internet Connection to be provided of our MOOE/LGU.

2. Xerox copier to be purchase by our school MOOE/ALUMNI.
3. Hand washing facility to be funded again of our MOOE and private
individuals.
4. School supplies from Local Government Unit.
All efforts to implement the LCP will greatly depend on family and community
support. We need to prepare not only the schools, learners, administrator and
teaching personnel, but also the parents and guardians of the learners.There will be
orientations for parents and guardians to prepare them for the new role that they will
do. Deped needs the support of partnership of the LGUs to maximize and align their
Special Education Fund in providing resources and assistance for the LCP. We shal
endeavor to have strong engagement by national government agenies, private
organizations, and other stakeholders in contributing to educational needs especially
at this critical times.
The implementation of the BE-LCP will be difficult. It is not a perfect plan. It

is not possible to have a perfect plan with so many unknown operational complications
can be expected along the way.
Thus, we seek the understanding, support and solidarity of our Deped family
and all our stakeholders, in true spirit of unity and bayanihan.
