WEB-BASED STRATEGIC PERFORMANCE MANAGEMENT SYSTEM FOR


PRESIDENT RAMON MAGSAYSAY STATE UNIVERSITY MAIN CAMPUS

ABSTRACT
The study was conducted to determine the evaluation of Web-Based Strategic
Performance Management System for President Ramon Magsaysay State University Main
Campus- a more streamlined and centralize way of handling performance management
related tasks that assists departments and offices to determine the effectiveness of
implemented individual and office commitment and targets in an efficient environment. A
combination of descriptive and analytical research design was employed and a total of 108
respondents using purposive sampling had taken part in the study that includes supervisors
and staffs of PRMSU, through them, the system was evaluated and tested. To interpret the
data effectively, the researcher had made use of Frequency and Percentage Distribution,
Weighted Mean, T-test, and Analysis of Variance. Findings had revealed that supervisors and
staff respondents alike perceived the software quality of the system using ISO/IEC 25010 as
“Excellent” in terms of functional suitability, performance efficiency, compatibility,
usability, security, maintainability, reliability, and portability. In the level of acceptability,
the system was described as “Highly Acceptable” in terms of functionality and performance
as perceived both by the supervisors and staffs. Likewise, the level of readiness of PRMSU in
the implementation of the Web-Based Strategic Performance Management System was
described as “Very Ready” in terms of Information System Facility and Technical Personnel
as perceived by both groups. Furthermore, the results had indicated that there was no
significant difference between the evaluation of PRMSU Staff-respondents and PRMSU
Supervisor-respondents on the Software Quality, as well as no significant difference in the test
of difference on Software Quality, Level of Acceptability and Level of Readiness as evaluated
by both groups according to its respective domains.

INTRODUCTION

One such challenge for educational institutions is the continuous implementation and
improvement of the traditional Strategic Performance Management System (SPMS)
implementation. The SPMS is often used in the Philippines to link employee performance
with organizational performance to enhance the performance orientation of the compensation
system and to ensure that the employee achieves the objectives set by the organization and
the organization, on the other hand, achieves the objectives that it has set as its strategic plan
(CSC, 2012). Traditionally, this was done using an Individual Performance Commitment and
Review Form (IPCRF) and Office Performance Commitment and Review Form (OPCRF)
manually filled up and submitted by the concerned employee. This process, although very
important usually increases the workload of its employees typically consuming a lot of time.
As of 2021, the President Ramon Magsaysay State University (PRMSU) utilizes an
Electronic Individual Performance Commitment and Review (e-IPCR) system across its seven
campuses to manage and measure a specific office or individuals’ performance relative to the
standards set on individual objectives to agency department/college objectives. Its current
implementation still incorporates physical and offline digital copies of the form which has
the benefit being able to be sent remotely but still runs the risk of being lost. Further, the
importance of a centralized system in managing faculty performance that can also serve as
an evaluation strategy for assessing individual collective performance within the academic
unit of the university was stressed.
The study was conceptualized to obtain information related to the software evaluation,

level of acceptability and level of readiness of a Web-based Strategic Performance


Management System for President Ramon Magsaysay State University Main Campus that
aims to provide a centralized system for all performance management related documents as
well as an automated ratings system. The main objective of this study was to evaluate the
developed system as to (a) Software Quality, (b) Level of Acceptability, and (c) Level of
Readiness for implementation. The researcher used ISO 25010: 2011 metrics to evaluate the
Software Quality.

METHODOLOGY

The use of questionnaires was the instrument in data gathering. Evaluation for the
Software Quality utilized eight (8) criteria, namely: (1) Level of Functional Suitability, (2)
Performance Efficiency, (3) Compatibility, (4) Usability, (5) Reliability, (6) Security, (7)
Maintainability, and (8) Portability.
To determine the number of respondents necessary for this research, the researcher
used the purposive sampling technique. The study had a total number of 108 respondents;
100 or 92.5 % were the PRMSU Staff-Respondents and 8 PRMSU Supervisor-Respondents
cover the 7.5 % of the sample.
The Four Point Likert scale was employed to evaluate the (a) Software Quality with
the following scales: four (4) being the highest, which covers from 3.25 – 4.00 points with
the Qualitative Interpretation of “Excellent” (E); three (3) which covers from 2.50 – 3.24
points with the Qualitative Interpretation of “Good” (G); two (2) which covers from 1.75 –
2.29 points with the Qualitative Interpretation of “Average” (A); and one (1) which covers
from 1.00 – 1.74 points with the Qualitative Interpretation of “Poor” (P).
For the scaling on the (b)Level of Acceptability, Four-Point Likert Scale was also
used to evaluate the (a) Software Quality of the system with four (4) being the highest, which
covers from 3.25 – 4.00 points with the Qualitative Interpretation of “Highly Acceptable”
(HA); three (3) which covers from 2.50 – 3.24 points with the Qualitative Interpretation of
“Acceptable” (AC); two (2) which covers from 1.75 – 2.29 points with the Qualitative
Interpretation of “Moderately Acceptable” (MA); and one (1) which covers from 1.00 – 1.74
points with the Qualitative Interpretation of “Unacceptable” (UN).
As for the scaling on the (c) Level of Readiness for Implementation, the point system
was as follows: four (4) being the highest which covers from 3.25 – 4.00 points with the
Qualitative Interpretation of “Very Ready” (VR); three (3) which covers from 2.50 – 3.24
points with the Qualitative Interpretation of “Ready” (R); two (2) which covers from 1.75 –
2.29 points with the Qualitative Interpretation of “Moderately Ready” (MR); and one (1)
which covers from 1.00 – 1.74 points with the Qualitative Interpretation of “Not Ready”
(NR).
The research was conducted at President Ramon Magsaysay State University, located
at Zone VI, Iba, Zambales, Philippines. The researcher used a combination of descriptive and
analytical research design, which has an underlying interpretative approach, to determine the
software quality of the Web-based Strategic Performance Management System for President
Ramon Magsaysay State University Main Campus. The system development method was
Rapid Application Development (RAD), a software development method that uses minimal
planning in favor of rapid prototyping.

RESULTS AND DISCUSSION

As gleaned from the Table 1 for Functionality Suitability, The Web-based Strategic
Performance Management System obtained an average weighted mean of 3.64 (Excellent)
and 3.54 (Excellent) from PRMSU Staff and Supervisor-respondents, respectively.
For the Performance Efficiency. The Web-based Strategic Performance
Management System obtained an average weighted mean of 3.67 (Excellent) and 3.50
(Excellent) from Staff and Supervisor-respondents, respectively.

For the Compatibility, The Web-based Strategic Performance Management System


obtained an average weighted mean of 3.62 (Excellent) and 3.56 (Excellent) from PRMSU
Staff and Supervisor-respondents, respectively.
For the Usability, The Web-based Strategic Performance Management System
obtained an average weighted mean of 3.65 (Excellent) and 3.50 (Excellent) from PRMSU
Staff and Supervisor-respondents, respectively.
For the Reliability, The Web-based Strategic Performance Management System
obtained an average weighted mean of 3.61 (Excellent) and 3.53 (Excellent) from PRMSU
Staff and Supervisor-respondents, respectively.
For the Security, The Web-based Strategic Performance Management System
obtained an average weighted mean of 3.62 (Excellent) and 3.58 (Excellent) from PRMSU
Staff and Supervisor-respondents, respectively.
For the Maintainability, The Web-based Strategic Performance Management System
obtained an average weighted mean of 3.64 (Excellent) and 3.55 (Excellent) from PRMSU
Staff and Supervisor-respondents, respectively.
As for Portability, The Web-based Strategic Performance Management System
obtained an average weighted mean of 3.62 (Excellent) and 3.54 (Excellent) from PRMSU
Staff and Supervisor-respondents, respectively.
Comparatively, for PRMSU Staff-respondents, the System Quality was “Excellent”
with Grand Mean of 3.63 and for the PRMSU Supervisor-respondents, the System was
“Excellent” with Grand Mean of 3.54.

The computed grand mean on the level of acceptability of PRMSU Staff respondents
in terms of Functionality and Performance was 3.60 interpreted as “Highly Acceptable”, while

the computed grand mean on the level of acceptability of PRMSU Supervisor-respondents in


terms of Functionality and Performance was 3.52 interpreted as “Highly Acceptable”.
Comparatively, for PRMSU Staff-respondents, the Level of Acceptability was
“Highly Acceptable” with Grand Mean of 3.60 and for the PRMSU Supervisor-respondents,
the System was “Excellent” with Grand Mean of 3.52.

As gleaned from the Table 1 for Information System Facility, The Level of Readiness
of President Ramon Magsaysay State University in the Implementation of the Web-based
Strategic Performance Management System evaluated by PRMSU Staff and Supervisor-
respondents obtained an average weighted mean of 3.48 (Very Ready) and 3.75 (Very Ready),
respectively.
As for Technical Personnel, The Level of Readiness of President Ramon Magsaysay
State University in the Implementation of the Web-based Strategic Performance Management
System evaluated by PRMSU Staff and Supervisor-respondents obtained an average weighted
mean of 3.46 (Very Ready) and 3.67 (Very Ready), respectively.
Comparatively, for PRMSU Staff-respondents, the Level of Readiness was “Very
Ready” with Grand Mean of 3.47 and for the PRMSU Supervisor-respondents, the System
was “Excellent” with Grand Mean of 3.71.

CONCLUSIONS AND RECOMMENDATIONS

The following conclusions were made upon the findings obtained in this study; The
Web-based Strategic Performance Management was evaluated by the respondents in term of
the Software Quality as “Excellent”. The Level of Acceptability of PRMSU Respondents on
Web-based Strategic Performance Management was “Highly Acceptable”. The Level of
Readiness of President Ramon Magsaysay State University Main Campus as evaluated by
PRMSU Respondents was “Very Ready”. Based on the summary of findings and the derived
conclusions, the researcher offered the following recommendations, the full implementation
of the Web-based Strategic Performance Management System is recommended. A re-
evaluation of the software is also recommended after a certain period of actual implementation
to validate the result of the study, Integration of SMS notification module, Implementation for
other Division/Departments not limited to the Office of Academic and Student Affairs,
Integration of per division/office rating modifier, Development and integration of a Mobile
Application, Creation of “Comparison/User Performance History” print module, Integration
of complex user permission management settings, Integration of Virtual
Discussion/Scheduling System, Further enhance functionality though system completeness
and development performance though developing user- friendliness of the system, Periodic
maintenance of Web-based Strategic Performance Management System, The need to orient the
system users for ease of operation of Web-based Strategic Performance Management System
as well as continuous study should be undertaken so that it will be pace with the constantly
changing trends of Web-based Performance Management System.

E- ENTREPRENEUR SYSTEM FOR PRESIDENT RAMON MAGSAYSAY STATE

ABSTRACT
The study was conducted to determine the evaluation of the e-Entrepreneur System for
President Ramon Magsaysay State University Iba, Main, Campus an online source and
management solution to income-generating projects rentals and marketing productions that
ensure and provides smooth and secure exchange and flow of transactions within the different
Income Generating Projects rentals involved offices of the main campus. Particularly, the
system was assessed through the ISO/IEC 25010 as to its software quality, the level of
acceptability of the users, and the level of readiness of the Iba, main campus upon
implementation. e-Entrepreneur System for President Ramon Magsaysay State University Iba,
Main, Campus transactions that provide business list, monthly billing, rentals report and other
services like utilization of school facilities available. e-Entrepreneur System for President
Ramon Magsaysay State University Iba, Main, Campus the IGP unit and tenants services is a
scheme that sought to address the problem of a IGP unit. The PRMSU IGP officials and tenants
are the respondents of the study. Descriptive and inferential statistics were used to interpret the
noticeable findings of the study. Among these 150 respondents, 28% consisted of IGP officials
of PRMSU while the remaining 72% were tenants of the space rentals. The IGP official
respondents' evaluation on the Software Quality of the e-Entrepreneur System for President
Ramon Magsaysay State University Iba, Main Campus using the ISO/IEC 20501 metrics in
terms of: functional suitability, performance efficiency; compatibility usability, reliability,
security, maintainability, portability was "Excellent". The Level of Readiness of President
Ramon Magsaysay State University in the implementation of the e-Entrepreneur System for
PRMSU Iba Main Campus was evaluated by the IGP official's respondents as "Ready" both in
terms of Information System Facility and User/Technical Personnel. Furthermore, the results
had indicated that there was significant difference on the evaluation and perception of the IGP
officials and tenants respondents on the systems' software quality and the level of acceptability
and readiness of the university. In view of hereof, the researcher had recommended an
immediate implementation of the e-Entrepreneur System for PRMSU Iba Main Campus. With
such, orientation and training of users must be considered. As the system could only be accessed
online, a need to have a fast and reliable internet connection was advised including a more
secure web host and large amount of storage capacity. System maintenance should regularly
take place by the UMISO Website administrator to ensure that it adopts to new software
updates. PRMSU may assign available personnel or user to call anytime for the system
malfunction and allocate room or storage for system maintenance. Moreover, assignment of a
full time personnel as well as a workplace accessible to all other offices and acquisition of
supplies and other resources needed was also been suggested. Finally, continuous development
and maintenance of the system should be undertaken so that it will be at pace with the constant
changing trends of information technology.

INTRODUCTION

Through the early years of the 21st century, universities and colleges have become
creative centers where students acquire multidisciplinary knowledge and training and learn to
generate new insights. In addition, adapting to the impact of the 4th technological revolution
and the requirements of socio-economic development, universities and colleges also have the
third mission of transferring technology to serve the society and promote the commercialization
of scientific research products, and the fourth mission of conducting businesses by starting

“spinoff” academic enterprises (Boffo & Cocorullo, 2019). To fulfill these missions,
universities and colleges today have the attributes of the 4th industrial revolution: they are
interdisciplinary and characterized by constant studying. In particular, a number of universities
and colleges have transformed in the direction of innovation-related business initiation, seeking
to create new values by cultivating innovative agricultural systems, business development, and
the marketing production and commercialization of research results.
Entrepreneurship is embodied in a skill set that is conducive to identifying
opportunities and creating successful ventures to make the most of such opportunities.
Opportunities are prerequisites to successful entrepreneurship ventures and the ability to
identify and assess opportunities is a prerequisite skill to an entrepreneur. Basically, if one is
unable to spot a market/business opportunity, one simply keeps on walking unaware of having
missed anything. Also, if one is unable to properly assess the value of an opportunity, one is
apt to miss a great prospect or, even worse, to embark on a doomed adventure.

METHODOLOGY
This study used descriptive type to obtain the opinions of selected respondents on the
evaluation of the of e-Entrepreneur System for President Ramon Magsaysay State University,
Iba, Main Campus. Otherwise, Descriptive research is a methodology that is not exclusive to
market researchers but one that can apply to a variety of research methods used in healthcare,
psychology, and education. At its core, descriptive research seeks to describe the characteristics
or behavior of an audience. More so, the purpose of descriptive research is, of course, to
describe, as well as explain, or validate some sort of hypothesis or objective when it comes to
a specific group of people McNiell (2018).

Excellent on areas as to: Security and Usability they are both tied (4.56, rank 1st); Functional
Suitability (4.54, rank 2nd); Maintainability and Portability tied (4.52, rank 3rd); Reliability
(4.50, rank 4th); and Compatibility (4.56, rank 5th); On average, the IGP officials-respondents
assessed the system’s quality of the e-Entrepreneur System for President Ramon Magsaysay
State University, Iba, Main Campus as Excellent with a mean rating of 4.52.

On the summary assessment, the system’s quality of the e-Entrepreneur System for
President Ramon Magsaysay State University, Iba, Main Campus was assessed by tenants-
respondents as Excellent on all areas as to: Security and Portability tied with (4.61, rank 1st);
Usability (4.58, rank 2nd); Performance Efficiency (4.57, rank 3rd); Functional Suitability,
Compatibility and Maintainability (4.56, rank 4th); Reliability (4.55, rank 5th). On average, the
tenants-respondents assessed the system’s quality of the e-Entrepreneur System for President
Ramon Magsaysay State University, Iba, Main Campus as “Excellent” with a mean rating of
4.58.
Therefore, the respondents of the study perceived that the quality of the developed system
was excellent especially on functional suitability, usability, security, portability with a grand
mean of 4.58.
The salient findings of the study can be attributed to the study conducted by Raman,
et.al., (2017). Top management support is a key recurrent factor critical for effective
information systems (IS) implementation. However, the role of top management support may
not be as critical as external IS expertise, in the form of consultants and vendors, in small
business IS implementation due to the unique characteristics of small businesses.

There was significant difference between the assessment of IGP Officials and tenants-
respondents as to the system acceptability of the e-Entrepreneur System for President Ramon
Magsaysay State University, Iba, Main Campus in terms of functional suitability (Sig. = 0.000),
performance efficiency (Sig. = 0.000), compatibility (Sig. = 0.000), usability (Sig. = 0.000),
security (Sig. = 0.000), maintainability (Sig. = 0.000), and portability (Sig. = 0.000). The
computed significance values (Sig.) were all less than
(<) 0.05 alpha level of significance, therefore null hypothesis was rejected.
Meanwhile, the computed significance value (Sig.) for reliability (Sig. = 4.53) was
greater than (>) 0.05 alpha level of significance. The result indicates that there was no
significant difference between the assessment of IGP officials and tenants-respondents as to the
system acceptability of the e-Entrepreneur System for President Ramon Magsaysay State

University, Iba, Main Campus in terms of the system’s reliability. Therefore, the null hypothesis
was accepted.
The data clearly manifest on the different view of the respondents on the statement-
predictors of system’s quality in terms of functional suitability, performance efficiency,
compatibility, usability, security, maintainability, and portability. There might be some
instances that two groups of respondents give different importance on the statement-domains
of the system’s quality indicators.
According to the research of Ndhlovu (2020) which focuses on bringing out to light the
use and benefits of Web-Based Zambia Electronic Perinatal Record Systems (WBZEPRS)
which is online birth registration system. It discusses how a web-based e-system simulating the
existing paper-file system for data and record of birth management in rural health centers was
designed, and how the web-based e-system significantly benefits a rural health center as
compared to the moving around with storage devise to transfer data and paper-file system from
one to the other, as results birth records lack accuracy and efficient as is evident from the
research findings. The research was conducted by use of questionnaires and interviews, which
were given to the respondents from rural Health clinic centers in rural of kasenengwa district
and urban Health centers, which are using the e-system (Zambia electronic perinatal record
system), and other Health centers, which are still using the paper-file system. Data from the two
distinct Health center systems was compared for variations in workload completion time, work
accuracy, efficiency, and effectiveness ratings of the systems, the respondents need for change
and acceptance for Web-based system, and how the respondents responded according to their
degree of acceptance or rejection for the system. The findings from the research have
established that the web-based Zambia electronic Perinatal records system brings about
workflow automation, better knowledge management, efficient communications management,
management of accuracy birth records in effective and efficient manner, quality assurance,
better productivity management, better performance management, better cost-effectiveness,
ease in accessibility, accountability with better audit trails and more integration of all
departments and offices in health centers. Moreover, the web-based e-system does 90% and
above the work for the health centers, personals whenever they are working seeing that most
processes which involved human decisions, which are characterized with delays, have been
automated and faster transferring of vital data for decision making to other civil registration
offices.
According to De Bruin (2017), the resource-based perspective and mainly for
small enterprises and the self-employed individual. It additionally includes brief comment
on the 'embeddedness' implications of virtual or online networking and the importance of
the effective use of information systems (IS) resources. Opportunities presented by
electronic technology played a significant role in creating and/or sustaining the work of
the interviewees. The global age is an age marked by rapid innovation and the spread of
new computer-based electronic technology, communications and IS. This phenomenon in
itself opens up a wealth of entrepreneurial opportunities. Broader interpretations of
cultural capital correspondingly encompass wider possibilities and potential for harnessing
form of capital to derive entrepreneurial value. The notion of cultural capital used is that
of Bourdieu, P. who identifies three states of cultural capital: the institutional, objectified
and embodied states

CONCLUSIONS AND RECOMMENDATIONS

The Software Quality of the e-Entrepreneur System for PRMSU Iba Main Campus
using the ISO/IEC 20501 metrics was rated "Excellent" in terms of functional suitability,
performance efficiency, compatibility, usability, security, maintainability and portability.
"Excellent" in terms of reliability as perceived by the IGP officials of PRMSU while the

tenant’s rating was "Excellent" in terms of Functional Suitability, Usability, Security and
Portability and also “Excellent" in terms of Performance Efficiency, Compatibility, Reliability
and Maintainability. The Level of Acceptability of the e- Entrepreneur System for PRMSU Iba
Main Campus was rated "Very Acceptable" in terms of functionality performance of the system
as perceived both by the IGP Officials and Tenants of PRMSU. The Level of Readiness of the
President of Ramon Magsaysay State University in the implementation of the e- Entrepreneur
System for PRMSU Iba Main Campus was rated "Very Ready" in terms of Information System
Facility and User/Technical Personnel as perceived both by the IGP Officials and Tenants’ of
PRMSU. There was significant difference between the assessment of PRMSU IGP officials
and tenants of e- Entrepreneur System for PRMSU Iba Main Campus as to the system quality
in terms of functional suitability, performance efficiency, compatibility, usability, security,
maintainability and portability. There is significant difference between the IGP official and
tenants ‘respondents' evaluation on the level of readiness. There is significant difference
between the IGP officials and tenants’ evaluation on the level of acceptability of
implementation.
In view of the findings and conclusions, the researcher offers the E-Entrepreneur
System for PRMSU Iba, Main Campus must be immediately implemented at the IGP Rental
and Marketing Office, Accounting, and Collecting taking into the account the need to orient
the users regarding the operation of the system. Sustain security measures to prevent
unauthorized access to or modification on the system. Sustain the system quality of the
developed system in terms of functional suitability, performance efficiency, compatibility,
reliability, usability, security, maintainability and portability. The University IGP director and
the IGP rentals and marketing productions needs to submit monthly and annually accumulated
collected income reports to internal and resident auditor in response to the audit observation
report the system it is essential to have a fast and reliable internet connection. Moreover, a more
secure web hosting with features such as large amount of storage capacity, easy and manageable
control panel and other capabilities relative hereto must also be considered. Full time personnel
will assign to manage and administer problems that will arise upon the implementation and use
of the system. A workplace for such personnel must be in the place reachable to all other offices
for answering the query. Procurement of supplies and other resources that will be used either
by the system or the end users; and Continuous development and maintenance of the system
should be undertaken so that it will be at bound with the constant changing trends.

E-APPLICATION AND MONITORING SYSTEM FOR STUDENT


ORGANIZATIONS IN IBA CAMPUS

ABSTRACT

The main objective of this study is to introduce a new model to accelerate the process
in the recognition of student organizations in the university through the development of the E -
Application and Monitoring System for Student Organizations. Descriptive and inferential
statistics were used to interpret the salient findings of the study. The study revealed that the
system’s quality of the E-Application and Monitoring System for Student Organizations was
assessed by both personnel and student officer-respondents as “Excellent”. The system’s level
of acceptability for the E-Application and Monitoring System for Student Organizations was
assessed by both personnel and student officer-respondents to be “Very Acceptable”. There
was significant difference between the assessment of personnel and student officer-respondents
as to the system quality of the E-Application and Monitoring System for Student Organizations
in terms of functional suitability, performance efficiency, compatibility, usability, security,
maintainability and portability. Based from the result of the study, enhancement of system’s
functionality should consider to provide a clearer information as to the future events or activities
of the different recognized student organizations. Strengthening functions of other buttons
should consider with the utilization of minimum amount and type of software and hardware
resources. Increase the capability of the system to perform its functions with other mobile
devices. Sustain security measures to prevent unauthorized access to or modification on the
system. Sustain the system quality of the developed system in terms of functional suitability,
performance efficiency, compatibility, reliability, usability, security, maintainability and
portability. Since the maintainability of the E-Application and Motoring System for Student
Organizations has been proven, system maintenance should regularly take place by the UMISO
Website Administrator to ensure that it adopts to new software updates. PRMSU may assign
available personnel or user to call anytime for the system malfunction and allocate room or
storage for system maintenance.

INTRODUCTION
Students are the bread and butter of any state universities and local colleges in the
Philippines. Upon entering in the tertiary level of education, students are not only educated in
terms of knowledge needed to finish their course but to train and develop them holistically to
be globally competitive.
Student organizations is one of the considered holistic approach and arena to impart to
every student the importance of team building, collective efforts, humility, discipline,
camaraderie, civic engagement and others among the few to prepare them as valuable assets for
nation development.
The process of application for student organizations and renewal is still in the manual
process thus, bulk of errors are evident such as but not limited to incomplete and or illegible
filling of data/information, risk of paper record keeping because paper is an incredibly
vulnerable substance. It can burn, it can be torn, it can turn to mush during a flood, and it can
be stolen or misplaced. Moreover, in cases of fire or flood, paper files are left without a back-
up plan; the data is simply destroyed. And the biggest downfall to manual document filing is
the amount of space it can take up.
On the other hand, the primary benefit of information systems is their ability to provide
a user with the information needed to do any task effectively and efficiently. Computer

databases and paper records provide data, but information systems provide the appropriate data
about each user’s tasks in a format best suited to them. Information systems can present real-
time or archived data as needed and are adaptable to new or modified information requirements
(Sylvan, 2018).
More so, information systems can offer more complete and recent information,
allowing you to streamline your operations. Unlike traditional applications, web systems are
accessible anytime, anywhere via any PC with an Internet connection. This puts the user firmly
in charge of where and when they access the application.
With the advantages of information system and the challenges on the table of manual
processing, the researcher would like to develop a web based application which purpose is to
allow the student organizations to upload their requirements and deliverables such as goals and
objectives of the organization, accomplishment reports, renewal form, etc. With this web based
application, it will be accessible 24/7 and more convenient for the student organizations and
the office of the student organizations to transact and monitor the timely submission of
requirements such as events of the different recognized student organizations and other
activities.

METHODOLOGY

This study used the descriptive type of research. This was used to determine or to
evaluate the system’s quality and acceptability of the E - Application and Monitoring System
for Student Organizations. The questionnaire was the main instrument utilized for data
gathering procedure because it is a useful option to consider when conducting a postal survey.
It can be cheaper than personal interviewing and quicker if the sample is large and widely
dispersed. The questionnaire was adapted from the previous researchers who then used the ISO
standards for Information Systems’ Quality Metrics (SQM). It is consisted of two parts. The
first is the perception of the respondents towards the system quality of the web-based system
in terms of functional suitability, performance, efficiency, compatibility, usability, reliability,
security, maintainability, and portability. The second is the perception of the respondents
towards the acceptability of the web-based system in terms of functional suitability,
performance, efficiency, compatibility, usability, reliability, security, maintainability, and
portability. Moreover, likert scale was utilized to assess the perception of the PRMSU
Personnel and Student Officers towards and quality and acceptability of the E-Application and
Monitoring System for Student Organizations. The respondents of this study are the officers of
the student organizations and personnel of the Student Organizations Office (SO) of President
Ramon Magsaysay State University, Iba Campus. The said respondents had the hands-on
experience in using the E-Application and Monitoring System for Student Organizations upon
implementation phase to evaluate the system’s quality, and acceptability

RESULTS AND DISCUSSION

As gleaned in table 1, the system’s quality of the E-Application and Monitoring System
for Student Organizations was assessed by PRMSU personnel-respondents as Excellent on
areas as to: Security (3.31, rank 1st); Functional Suitability (3.30, rank 2nd); Usability (3.28,
rank 3rd); Maintainability (3.27, rank 4th); and Compatibility (3.25, rank 5th); while they
assessed as Good in terms of: Reliability (3.24, rank 6th); Performance Efficiency (3.23, rank
7th); and Portability (3.17, rank 8th). On average, the personnel-respondents assessed the
system’s quality of the E-Application and Monitoring System for Student Organizations as
Excellent with a mean rating of 3.26.
The system’s quality of the E-Application and Monitoring System for Student
Organizations was assessed by Student- officers as Excellent on areas as to Functional
Suitability (3.49, rank 1st); Security (3.48, rank 2nd); Usability (3.45, rank 3rd); Reliability (3.44,
rank 4th); Maintainability (3.43, rank 5th); Performance Efficiency and Portability (3.42, rank
6.5th); and Compatibility (3.40, rank 8th) On average, the Student- officers respondents assessed

Excellent with a mean rating of 3.44.

Portability (3.25, tied at rank 5.5) while they assessed the system’s acceptability in terms of
Performance Efficiency to be Acceptable (3.21, rank 8th). On average, the personnel-
respondents assessed the system’s acceptability for the E-Application and Monitoring System
for Student Organizations to be Very Acceptable with a mean rating of 3.26.
Meanwhile, the system’s acceptability for the E-Application and Monitoring System
for Student Organizations was assessed by student officer-respondents to be “Very Acceptable”
on all areas as to: Functional Suitability (3.49, rank 1st); Security (3.46, rank 2nd); Reliability
and Compatibility (3.25, tied at rank 3.5); Performance Efficiency and Usability (3.42, tied at
rank 6.5);
and Portability (3.39, rank 8th). On average, the student officer-respondents assessed
the system’s acceptability for the E-Application and Monitoring System for Student
Organizations to be “Very Acceptable” with a mean rating of 3.44.

CONCLUSIONS AND RECOMMENDATIONS

Based on the summary of the findings, the following conclusions were obtained; The
system’s quality of the E-Application and Monitoring System for Student Organizations was
assessed by both PRMSU personnel and student officer-respondents as Excellent.The system’s
acceptability for the E-Application and Monitoring System for Student Organizations was
assessed by both PRMSU personnel and student officer-respondents to be Very Acceptable.
There was significant difference between the assessment of PRMSU personnel and student
officer-respondents as to the system quality of the E-Application and Monitoring System for
Student Organizations in terms of functional suitability, performance efficiency, compatibility,
usability, security, maintainability and portability. There was significant difference between the
assessment of PRMSU personnel and student officer-respondents as to the system acceptability
of the E-Application and Monitoring System for Student Organizations in terms of functional
suitability, performance efficiency, compatibility, reliability, security, maintainability and
portability.

ABSTRACT

The study aimed is to develop a Get a Trike Mobile Application to make traveling
easier and safer for passengers. The study sought to evaluate the software quality using ISO/IEC
25010 in terms of functional suitability, performance efficiency, compatibility, usability,
reliability, security, maintainability and portability. The assessment of the respondents on the
level of acceptability of was determined in terms of functionality and performance. The study
also tested the significant difference between the faculty and students on the software quality
evaluation and level of acceptability. More than half of the respondents were passengers. The
operators’ evaluation on the software quality in terms of functional suitability, performance
efficiency, compatibility, reliability, maintainability and portability was Excellent. On the other
hand, the operators’ evaluation on the software quality in terms of the usability and security
was Very Good. The passengers’ evaluation on the software quality functional suitability,
performance efficiency, compatibility, reliability, maintainability and portability was
Excellent. The operators and passengers’ evaluation on the level of acceptability in terms of
functionality and performance was Very Acceptable. There was a significant difference on the
evaluation of the faculty and students on the software quality of Get a Trike Mobile Application
in terms of usability and security. There was no significant difference on the level of
acceptability on the assessment of the Faculty and Students of Get a Trike Mobile Application
in terms of functionality and performance.

INTRODUCTION

As of 2012, there were over 658,675 for-hire tricycles and motorcycles operating in the
Philippines, accounting for nearly 67.9% of the total for-hire vehicle population. They
outnumber the combined total of for-hire cars, utility vehicles, buses, trucks, and trailers,
according to figures from the National Statistical Coordination Board (Taruc, 2015).
With the continues increase of the population in the Municipality of Iba, the demands
for tricycle as the common mode of transportation has surged as not all people have cars of
their own and majority still opt to commute daily.
Now a day, mobile phones become an important part in the lives of the people. Mobile
applications brought significant impact to everyone with the advantages of communication,
entertainment, education and business transaction. It makes the life style of the people easy and
comfortable because of just tapping the menus and the needed information will be provided in
a short period of time.
Tricycle drivers are only allowed to operate within a fixed boundary. These boundaries are
divided according to the different Tricycle Operators and Drivers’ Associations (TODAs) of an
LGU. TODAs essentially form the backbone of the tricycle driving sector, given the fact that
would-be tricycle drivers must secure a TODA’s permission before operating within a
boundary. Only the members of the TODA will use the application.
The study aims to provide a hassle- free booking for tricycle commuters. With a single
tap of the user, Get a Trike Mobile Application will look for the nearest available tricycle for a
ride in the TODA. The application makes use of the internet and smartphones’ Global
Positioning System (GPS). Get a Trike Mobile Application also aims to help address problems
of choosy drivers and overpriced rides, especially at night. Aside from safety and convenience
issues, commuters find difficulty in waiting for tricycle during late hours.

METHODOLOGY

The researchers employed the descriptive survey research design. The questionnaire
was used to gather data from the responses. The Rapid Application Development used on the
software development. There are respondents was participated in the conduct of the study
consisting of seventy (70) operators and seventy- two (72) passengers and the study was
conducted in Iba, Zambales. The researchers adapted the ISO/ IEC 25010: 2011. Part I is the
respondent’s evaluation on the software quality involves with eight characteristics such as
functional suitability, performance efficiency, reliability, compatibility, usability, security,
portability and maintainability. Part II is the assessment on the level of acceptability in terms
of functionality and performance. Descriptive statistics was used in the analysis and
interpretation of data.

The result shows that that the tricycle operators evaluated as Excellent on compatibility
with a weighted mean of 4.38 (rank 1); portability (4.29, rank 2); functional suitability and
reliability (4.25, rank 3.5); maintainability (4.22, rank 5); performance efficiency (4.16, rank
6); usability (4.14, rank 7); and security (4.12, rank 8). The evaluation of the tricycle operators
on the software quality of the Get a Trike App is Excellent with a gran mean of 4.23.
On the other hand, passengers evaluated portability as Excellent with a weighted mean
of 4.37 (rank 1); functional suitability (4.34, rank 2); reliability (433, rank 3); portability (4.32,
rank 4); usability and security (4.29, rank 5.5); compatibility (4.22, rank 7); and performance
efficiency (3.42, rank 8). The evaluation of the tricycle operators on the software quality of the
Get a Trike App is Excellent with a gran mean of 4.37.

CONCLUSIONS AND RECOMMENDATIONS

The tricycle operators and passengers evaluated the Get a Trike App as Excellent using
the software quality metrics of the ISO/ IEC 25010:2011 as to functional suitability,
performance efficiency, compatibility, usability, reliability, security, maintainability, and
portability. Based on the findings and conclusions, the researchers recommend that the
Get a Trike Mobile Application may be implemented by the Tricycle Operator in Iba,
Zambales. The functionality of the systems may enhance the scope. The application
may be installed iphone devices for its portability. Seminars and trainings may be

proposed to know how to operate the application. Maintenance of the application may
be scheduled to ensure its proper operation.

E-SUBMISSION OF FACULTY REQUIREMENTS FOR INSTRUCTION FOR


PRESIDENT RAMON MAGSAYSAY STATE UNIVERSITY

ABSTRACT

This study was conducted to develop and evaluate the software quality in the
implementation of E-submission of Faculty Requirements for Instruction for President Ramon
Magsaysay State University. The frequency distribution, percentage, weighted mean, T- test
and Analysis of Variance was used in the analysis and interpretation of data. Findings revealed
that the evaluation of the heads and faculty was excellent on the software quality of the E-
Submission of Faculty Requirements for Instruction as to functional suitability, performance
efficiency, compatibility, usability, reliability, security, maintainability, and portability. The
level of readiness for implementation of the heads-respondents was very ready on the E-
Submission of Faculty Requirements for Instruction as to availability of resources and facilities
and user/ technical personnel. There was no significant difference between the heads and
faculty respondents on the Evaluation on the Software Quality of the E-Submission of Faculty
Requirements for Instruction. There was a significant difference on the level of acceptability
on the E-Submission of Faculty Requirements for Instruction according to its domains. There
was no significant difference on the on the level of readiness for implementation of the
Respondents on the E-Submission of Faculty Requirements for Instruction according to its
domains.

INTRODUCTION

President Ramon Magsaysay State University offers many programs to choose from
based on its different colleges. A total of eight (8) colleges are offered in the Main Campus of
PRMSU. Deans are assigned to manage their respective college together with the faculties.
Every semester, teachers are required to accomplish a list of requirements provided by
the College Dean. The said requirements are not limited to clearance purposes; some are simply
for monitoring purposes. However, the submission of these requirements oftentimes become a
burden to teachers for there is no systematic way of filing. Also, the College Dean does not
have an efficient medium where he/she can access, and review submitted requirements.
For the faculty to provide the college requirements, the traditional way was very
inflexible. There is no database system for the submitted files. Deadlines for the submission are
sometimes not met by the faculties.
The E-submission of Faculty Requirements for Instruction for President Ramon
Magsaysay State University is a gateway that will help organize the uploading and monitoring
of college requirements. This will be administered by the College Dean who also does the
monitoring of the submitted requirements. It is also where the faculty members can view their
profile where the checklist with due dates and submitted requirements are indicated.

METHODOLOGY

This study made use of descriptive methods of research. The specific descriptive
research technique will be used are survey and content analysis, to completely show
evaluation or the quality of the College Requirements Uploading Portal for President Ramon
Magsaysay State University Main Campus, Iba, Zambales.
The James Martin Rapid Application Development (RAD) Model was employed in the
development of the system. The questionnaire is the main instrument that was utilized for data
gathering. The survey instrument adapted ISO standards for Information Systems’ System
Quality Metrics (SQM). The questionnaire consisted of the evaluation of the respondents

towards the system in terms of functional suitability, performance efficiency, compatibility,


usability, reliability, security. A 4 Point-Likert scale used to quantitatively evaluate the system
in the give metrics. Frequency, percentage, weighted mean and t-test was used in the data
analysis.

The heads evaluated excellent on the reliability (3.65, rank 1); portability (3.60, rank
2); usability (3.58, rank 3); compatibility (3.57, rank 4); performance efficiency (3.57, rank 5);
functional suitability and maintainability (3.53, rank 6.5); and security (3.52, rank8). The
evaluation of the heads on the software quality of the E-Submission of Faculty Requirements
for Instruction was 3.57. The result shows that the system is functional that produces correct
outputs to the users. Software Reliability is the quality of the software which ensures that the
performance of the software is consistent and the software is trustworthy. This also ensures
that the accuracy of the software is quite good and almost approaching to the perfection
(GeeksforGeeks, 2020).
The faculty evaluated excellent on the reliability (3.63, rank 1); portability (3.57, rank
2); performance efficiency (3.56, rank 3); compatibility, maintainability, and usability (3.55,
rank 5); functional suitability (3.50, rank 7); and security (3.48, rank 8). The evaluation of the
faculty on the software quality of the E-Submission of Faculty Requirements for Instruction
was 3.55. The result shows that the software reliability is important to consider in the software
quality to ensure its functionality and purpose. If a software product is operating in a failure-
free manner for a particular period of time in a specified environment, then it is known as
reliable software. It satisfies the purpose for which it is made, for a specified amount of time in
a given environment and is capable of rendering a fault-free operation (SoftwareTestingHelp,
2022).

The heads evaluated very ready on the user/ technical personnel with an average
weighted mean of 3.53 (rank 1) and availability of resources and facilities with an average
weighted mean of 3.40 (rank 3). The level of readiness for implementation of the heads-
respondents on the E-Submission of Faculty Requirements for Instruction was very ready with
an overall weighted mean of 3.47. The result shows that employee in the barangay is capable
to use the system. computer technology skills and competencies help employees to efficiently
use computer programs and applications. There are some software skills that employers may

consider as prerequisites to employment. Employers may not include some software skills on
job posts under the assumption they are universally understood (Perdiguerra & Guillo Jr, 2019).
Evaluation on the Software Quality of the E-Submission of Faculty Requirements for
Instruction as to portability (Sig.= 0.01). The computed significance values (Sig.) is less than
(<) 0.05 alpha level of significance, therefore null hypothesis was rejected. The result shows
that the evaluation of the two respondents has different perception on the portability of the
system. Portability is the ability of an application to run properly in a different platform to the
one it was designed for, with little or no modification. Where modification is needed, the task

of modifying the software to allow it to run in the new environment is known as porting
(Bitesize, 2022). There was a significant difference between the heads and faculty respondents
on the software quality in terms of portability.
Meanwhile, the computed significance value (Sig.) of functional suitability (Sig.=
0.90), performance efficiency (Sig.= 0.81), compatibility (Sig.= 0.30), usability (Sig.= 0.97),
reliability (Sig.= 0.10), security (Sig.= 0.65), and maintainability (Sig.= 0.19) which was all
greater than (>) 0.05 alpha level of significance. Therefore, the null hypothesis was accepted.
The result shows that the two respondents have the same perception on the software quality
metrics of ISO/ IEC 25010. According to the ISO/ IEC 25010, the quality model is the
cornerstone of a product quality evaluation system. The quality model determines which quality
characteristics will be taken into account when evaluating the properties of a software product.
The quality of a system is the degree to which the system satisfies the stated and implied needs
of its various stakeholders, and thus provides value.

There was no significant difference on the on the level of readiness for implementation
of the Respondents on the E-Submission of Faculty Requirements for Instruction according to
its domains manifested on the computed F-value of 3.38 which is less than (<) F-critical value
3.93, therefore the Null Hypothesis is accepted., therefore the Null Hypothesis is accepted. The
result shows that the heads treated the same on the parameters of the level of readiness for
implementation of the system. Snoderly and Faisandier (2021), stated that the system
Implementation uses the structure created during architectural design and the results of system
analysis to construct system elements that meet the stakeholder requirements and system
requirements developed in the early life cycle phases.

CONCLUSIONS AND RECOMMENDATIONS

Based on the summary of findings, the researcher concluded that the evaluation of the
heads and faculty was excellent on the software quality of the E-Submission of Faculty
Requirements for Instruction as to functional suitability, performance efficiency, compatibility,
usability, reliability, security, maintainability, and portability. The level of readiness for
implementation of the heads-respondents was very ready on the E-Submission of Faculty
Requirements for Instruction as to availability of resources and facilities and user/ technical
personnel. There was a significant difference between the heads and faculty respondents on the

Based on the summary of findings and the conclusions arrived at, the researcher offered
to sustain the software quality of the E-Submission of Faculty Requirements for Instruction as
to functional suitability, performance efficiency, compatibility, usability, reliability, security,
maintainability, and portability. Maintenance of the E-Submission of Faculty Requirements for
Instruction is highly encouraged. The functionality of the E-Submission of Faculty
Requirements for Instruction towards its completeness may be considered. The modules and
contents of the E-Submission of Faculty Requirements for Instruction may check the user

requirements. An on-call computer technician may render a service to troubleshoot the


computer system. A similar study may be conducted to validate the results of the study.
