1. HSE POLICY STATEMENTS


PREAMBLE

The information contained in this manual forms the core guide to HEALTH, ENVIRONMENTAL AND
SAFETY for all activities of NINONENA INTEGRATED SERVICES LIMITED (NISL). Thus in
pursuance of our statutory functions to clients, the management of NISL shall ensure that all her personnel,
either on ad-hoc or permanent employment, fully understand and abide by the regulations, procedures and
policies contained herein. This is for the Safety of all personnel and equipment directly or indirectly involved
in our operations, the ecosystem in which we operate and for efficiency in job execution and services
rendered.

This booklet therefore contains the safety principles and guidelines under which all NISL activities and
operations shall be performed. However, where any part of these guidelines and principles conflict with that
of Clients or the Government of NIGERIA, such section(s) shall remain null and void to the extent of the
conflict or be reviewed.

This manual shall be reviewed yearly by the HES committee of NINONENA INTEGRATED SERVICES
LIMITED. All employees are encouraged to read this manual, apply the content in their daily activities and
make constructive or corrective suggestions where applicable. Such inputs will contribute to the amendments
of the manual and thereby increase safety standard of the company.

NINONENA INTEGRATED SERVICES LIMITED;

 Has a system approach to HES management designed to ensure compliance with the law and to achieve
continuous performance improvement

 Set targets for improvement and measures, appraisal of all staff and rewards accordingly.

 Requires its sub-contractors to manage HES in line with this policy

 Includes HES performance in the appraisal of all staff and rewards accordingly.

It is our policy to provide and maintain a safe working environment for our employees, who are our most
valued assets. The safety of our employee is our utmost priority and all safety equipment must be provided
before any job is carried out.

All staff of NINONENA INTEGRATED SERVICES LIMITED shall be medically fit. We shall maintain
an insurance against any liability that may result in case of any personnel suffering occupational disease or
any impairment to health resulting from our operation. The company’s retainer clinic shall handle all routine
medical and emergency cases.
As an essential part of the overall company’s management, NINONENA INTEGRATED SERVICES
LIMITED takes responsibility for security of all personnel, client representative and third party in all our
work sites and premises.

In carrying out our operations, NINONENA INTEGRATED SERVICES LIMITED shall plan and execute
it in such a manner as to eliminate adverse effects or impact on the environment. Our operations shall be
essentially environmental friendly.

NINONENA INTEGRATED SERVICES LIMITED shall identify with the needs and aspirations of her
clients and the host communities in the execution of its operation. We shall liaise with clients, host
community, relevant government departments and others to ensure safe and peaceful working environment.
Harmonious relationship shall be maintained with clients and community. Where there are conflicts, peaceful
dialogue shall be employed to resolve areas of disagreement.

Strict adherence to these policies is required.

2. INTRODUCTION

Every new employee must read and properly understand this HSE policy and procedures
prior to starting work. Periodic meetings shall be conducted to discuss accidents, near
misses, unsafe act and conditions noted by employees. This safety booklet gives all staff
some basic information and advice on how the staff should assist in preventing accidents.
Remember that safety is an issue of interest to both staff and the Company.

The preparation of this manual is also demonstration of how committed the Management is
to safety matters.

The main objectives of the manual are to specifically: -


 Identify responsibilities for health and safety at work with respect to employees and
persons not employed by the Company but affected by their operations.
 Identify HSE training requirements.
 Establish the system for accident/incident investigation and reporting with the intention of
reducing the accident/incident rate.
 Establish methods of preparation and updating safety management records
 Establish methods of preparation and updating safety performance statistic records
 Re affirms safe working practices.
 Identify situations to the employee, which may involve a risk of accident or injury.
 Educate the employee about self-help and help to others during periods of emergency.
 Detail the responsibilities of every employee for health and safety matters.

It is good business and sound leadership to prevent personal injuries and for this procedure
to be effective, the co-operation of all personnel is required. Constant vigilance is necessary
to ensure that safety awareness is maintained.

3. RESPONSIBILITIES

Management’s Responsibilities: -
 Formulate safety objectives and targets and attend any forum convened for the
furtherance of safety objectives.
 Provide necessary funds for procuring appropriate personnel protective devices.
 Train employees especially by bringing in safety rules to the knowledge of everyone.
 Ensure that accidents are reported and that disciplinary measures are put into effect.

Staff’s Responsibilities: -:
 Obey all safety rules and codes of work practices.
 Report unsafe conditions.
 Avoid personal injury.
 When the opportunity arises, participate in safety training.
 Use equipment provided in the most reasonable manner.
 Know how to administer first - aid and the use of emergency equipment and respond to
all forms of emergencies following lay down procedures and guidelines.

QHSE’s Co-ordinator Responsibilities: -:


 Requisition of all safety equipment.
 Maintain a record of stock and keep back of issuance.
 Identify training needs.
 Organise formal in-house course for all staff
 Advise Management on standards and latest development in the field, especially as
regards engineering design activities of the Company.
 Maintain a record of all events and take a statistical view of all occurrences.
 Develop emergency procedure guides in line with client’s procedure.
 Liase with client’s safety function in matters of training and other requirements, as
applicable to company.
 Monitor the programme progress and pass the information to management.
 Conduct accident/incident investigation and report findings to the management for
appropriate action(s).
 Prepare and update safety management records regularly.
 Prepare and update safety performance statistic records regularly.

4. CODES OF WORK PRACTICE

The codes of work practises of NINONENA INTEGRATED SERVICES LIMITED covers


planning for Safety, Health and Environments and use of protection systems for safety of
personnel, and environmental condition of the work site as discussed under the following
sub-headings:

HSE Planning
 At planning stage of every project contract, the scope of contract works as regards HSE
shall be thoroughly reviewed by the QHSE Department/Co-ordinator.
 A HSE pre-mobilization review meeting shall be held to agree all HSE’s requirements of
the Contract with the client.
 Records of all HSE meeting(s) and HSE discussions in form of minute(s) of meeting(s),
Pre-mobilisation Score HSEets etc shall be properly documented and kept for record
purposes. Reporting formats for safety management records and safety performance
statistic records on the project shall be establiHSEd.
 Clients Emergency Procedures shall be reviewed to make all project personnel familiar
with them.

Personnel
 It is the goal of NINONENA INTEGRATED SERVICES LIMITED to adequately protect its
personnel from harm occasioned by accidents. For this reason full personal protective
equipment when necessary, shall be issued to each staff. These must be worn on site.

 It is the policy of NINONENA INTEGRATED SERVICES LIMITED for experienced staff


to teach new staff on work activities and safety procedures.

 New staff will be trained in-house, or as clients can provide opportunities for external
courses.

1. EXTERNAL SITE SAFETY

All or any personnel of NINONENA INTEGRATED SERVICES LIMITED deployed to Clients’


worksite or work location(s) for out-of-station assignments shall be made to observe all
regulations and guidelines of the Client as applicable to the work assignments to be
performed at the Clients site.

2. EQUIPMENT INSPECTION

It is the policy of NINONENA INTEGRATED SERVICES LIMITED’s management to always


provide safe equipment, machineries and vehicles (include PPE’s) in good condition of repair
for the Company’s Operation. To ensure strict adherence to this policy, inspection of
equipment used by the Company’s personnel is routinely carried out and records of such
equipment inspections taken for necessary actions.

3. HSE TRAINING

Training is a vital aspect of personnel development and it is a continuous exercise to get all
levels of NINONENA INTEGRATED SERVICES LIMITED’s employees trained in the
following ways:
 All new staff shall undergo an In-house HSE induction course with this HSE Procedure
Manual.
 Apart from safety training, periodic safety meetings shall be conducted to disseminate
safety messages to staff.
 All staff assigned to execute contracts work for clients shall undergo compulsory training
on safety and environmental protection regulations and practices of clients.
 All staff shall be trained on use of fire extinguiHSErs.
 All staff shall be trained on emergency responses.

4. TRANSPORTATION

The following regulations as concern transportation are to be abided with by all NINONENA
INTEGRATED SERVICES LIMITED’s employees:
 Drivers must have valid driver’s license and permit to drive in order to drive company
vehicle.
 Drivers with poor eyesight or unfit in any other way shall not be allowed to drive.
 Company vehicle shall always be in good condition. Routine maintenance schedules
must be complied with. All faults should be rectified before vehicle is put on the road.
 The driver and front seat passenger must use their seat belts at all times.
 Speed limits shall be fixed and strictly adhere to. Speed shall be adjusted to suit road
cautions, weather, light and traffic. Slippery and wet surface, potholes, bumps, hills, etc.
require slow speed. In situations where visibility is poor, vehicles shall be parked and wait
until visibility improves.
 Do not use company vehicle for unauthorised business.
 Employees should not ride in open vehicles or those meant for goods.
 All regulations of the Highway Code shall be obeyed.

5. ASSIGNMENT OF HSE TASKS TO STAFF

The overall and final responsibility for Safety, Health, and Environmental protection is that of
the Managing Director of the Company. The QHSE Co-ordinator is responsible for ensuring
that the provisions in this HSE Procedure Manual is being carried out at all levels of the
Company’s operation. The following additional HSE tasks are as assigned under the sub-
headings:

Staff Health Care


NINONENA INTEGRATED SERVICES LIMITED is responsible for ensuring physical fitness
at work. In this regard, rules and regulations are in place to guide against alcoholism and
drugs abuse. In addition, the Company maintains medical retainership/medical insurance
scheme with reputable hospitals, which will be responsible for treatment of staff in case of
illness.

Minor Office Injury and First-Aid Box


NINONENA INTEGRATED SERVICES LIMITED maintains a standard first-aid box in its
offices, and staff are instructed on its use. Special efforts shall be made by management to
provide a healthy and safe working environment in the office at all times to minimise office
injuries. It is the responsibility of the Company QHSE Co-ordinator to appoint volunteers
among staff for administering first-aid to other staff that might need treatment.

Fire Emergency Responses


NINONENA INTEGRATED SERVICES LIMITED’s QHSE Co-ordinator shall appoint
volunteers among staff as FIRE MARSHALS in the offices. In case of discovery of any case
of fire in any part of the offices, the following actions shall be taken:
 Initiate fire alarms (or Shout Fire! Fire! Fire!).
 Try to put off fire with fire extinguiHSErs if possible (don’t risk your life).
 Assembly outside at a safe place (MUSTER POINT) for head count.

On hearing the sound of fire alarms, staff are expected to do the following:
 Leave the office at once.
 Follow the exit route.
 Assemble at the “Muster Point” for roll call.
 Do not re-enter the building for any reason until instructed to do so by the Fire Marshals.

6. GOOD HOUSE-KEEPING

Orderliness in the workplace promotes accident free operations. Everything has its place.
The following good house-keeping procedures shall be strictly adhered to by all staff:
 Scrap, junks and surplus or serviceable materials shall not be stored or dumped together.
Every item shall be segregated.
 Spills of water shall not be left unattended. It shall be mopped up as soon as discovered.
 Office equipment shall be switched off when leaving offices.
 Files shall not be stack on the filing cabinet.
 All discarded papers shall be placed in the wastebasket.

7. ACCIDENT REPORTING AND INVESTIGATION

Accidents cause suffering, pain and death to victims and their families, waste of time, money
and materials and damage to equipment. It is our desire to prevent them. The company

therefore places great emphasis on the prevention of accidents. No efforts shall be spared to
achieve this golden objective.

So far, complete elimination of accidents has not been feasible. Hence, whenever an
accident occurs, its cause(s) must be determined in order to prevent a re-occurrence.
Consequently information on an accident must be reported promptly. Therefore, every
employee of the Company is expected to report immediately to the QHSE Co-ordinator every
accident which occurs either to him, or to his fellow employee(s): The following
responsibilities are to be performed as regards accidents and its investigations:
 The QHSE Co-ordinator is required to look into the circumstances surrounding accident
and correct any unsafe acts and and/or conditions responsible for it. Where such causes
and conditions cannot be immediately rectified, he/HSE should make recommendations
to the management on what measures to be implemented in order to forestall a similar
mishap occurring in the future.
 The QHSE Co-ordinator needs the full co-operation of staff if he is to get at the root
cause(s) of an accident. Staff should therefore view accident investigation as fact-finding
and not a fault-finding exercise. It is no witch hunting. If the facts are not identified, any
preventive measures prescribed will be based on falsehood and are bound to fail in
achieving our set objective.

 Staff should look at accident investigation as one avenue through which management’s
commitment to the safety, health and welfare of its employees is demonstrated.
NINONENA INTEGRATED SERVICES LIMITED’s management will therefore not
hesitate to discipline any staff that obstructs or hides facts during an investigation.

8. DRUG AND ALCOHOL POLICY

Taking of alcoholic beverage or hallucinatory drugs by any member of staff of NINONENA


INTEGRATED SERVICES LIMITED’s in any form either during the official working hours or
outside the official period is strictly forbidden. Any personnel found to be under the influence
of alcohol or drugs will be summarily dismissed from the employment of the Company.

9. EATING / DRINKING / SMOKING IN THE OFFICES

In order to promote personal hygiene at all times, employees are advised to restrict eating,
and drinking of soft mineral beverages to areas clearly designated for them.

Also NINONENA INTEGRATED SERVICES LIMITED’s offices are “non-smoking” area and
smokings in the workplaces are strictly prohibited. Smoking is only allowed at designated
smoking areas outside the Company’s premises.

10. SUGGESTIONS FOR IMPROVEMENT

All staff are encouraged to make suggestions in writing, or otherwise, for improvements to
this HSE policies and procedure manual.
