IMPORTANT POLICY STATEMENT &
LEGAL BASIS
 Title I, Sec.2 RA 8551: Declaration of Policy and
Principles. – It is hereby declared the policy of the State to
establish highly efficient and competent police force that is
national in scope and civilian in character, administered and
controlled by a National Police Commission.
 The PNP shall be a community and service oriented agency
responsible for the maintenance of peace and order and
public safety. The PNP shall be so organized to ensure
accountability and uprightness in police exercise of
discretion as well as to achieve efficiency and effectiveness
of its members and units in the performance of these
functions (RA 8551).
Section 24. Power and Functions – The PNP shall have the following powers and
functions:
1. Enforce all laws and ordinances relative to the protection of lives and properties;
2. Maintain peace and order and take all necessary steps to ensure public safety;
3. Investigate and prevent crimes, effect the arrest of criminal offenders, bring
offenders to justice and assist in their prosecution;
4. Exercise the general powers to make arrest, search and seizure in accordance
with the Constitution and pertinent laws;
5. Detain an arrested person for a period not beyond what is prescribed by law,
informing the person so detained of all his rights under the Constitution;
6. Issue licenses for the possession of firearms and explosives in accordance with
law;
7. Supervise and control the training and operations of security agencies and issue
licenses to operate security agencies, and to security guards and private detectives,
for the practice of their professions; and
8. Perform such other duties and exercise all other functions as may be provided by
law.

 Is the principal adviser of the C, PNP on
matters relating to, but not limited to social,
economic and psychological dimensions of
police operations;
 Endeavor to craft and implement programs to
develop the police force into a Community and
Service Oriented organization.

DPCR MISSION/VISION/FUNCTIONS
Vision

The DPCR envisions the evolution of Police Units and Police Officers into a
community and service‖ oriented organization working in partnership with a
cooperative community towards a peaceful, orderly, safer and harmonious
community interactions.

Mission

The DPCR shall develop, guide and steer a ―community and service
oriented‖ police organizations in forging relationship with, informing,
persuading, shaping perception of, and mobilizing the communities towards
the need for respect for laws, maintenance of peace and orderliness, and
safety of environment
C. Functions
1. Formulates Police Community Relations (PCR) plans,
programs, and policies geared towards enhancing
community and citizen’s participation in support of the
operational plans of the Philippine National Police;
2. Exercises primary staff supervision in the planning,
direction, coordination, supervision and monitoring of
all programs and activities pertaining to Public
Information that enhances Police Community Relations
(PCR);
3. Develops plans and programs designed to generate and
shape good public perception towards the government
in general and the PNP in particular;
4. Conducts studies and researches to assist national policy-
makers in developing laws, plans and programs that are
community based, service oriented and gender sensitive, and
are geared towards the maintenance of peace and order and the
enhancement of public safety;
5. Forges relationship with communities and assists other
government agencies and Non-Government Organizations
(NGOs) in the conduct of community mobilization activities
contributory to the maintenance of peace, order and safety; and
6. Conducts coordination and liaisoning, and appropriate policing
work for foreign nationals and cultural minorities, living, in
transient or doing business in the Philippines.
 
COMMUNITY AFFAIRS DIVISION:

Functions:

1. Strengthen police – community goodwill and create an environment of friendship between the police
on the street and the people.
2. Organize the community and forge the team which will forward efforts for the establishments of a
tourism friendly environment.
3. Cultivate and create the tone of a citizen police partnership to serve the cause of peace and order in
the community.
4. Seek the cooperation and active support of the community for crime prevention and control, by
creating an unfavorable environment for criminal elements and enemies of the State.
5. Mobilize the community to change the conditions that generate crime.
6. Facilitate the transition towards proactive policing activities from the reactive incident driven model.
7. Form force multipliers thru the empowerment of the people towards community involvement.
 
Mission:
 
The PNP shall undertake and orchestrate community organization and mobilization campaign designed
to bring about a peaceful environment favorable to investment and tourism.
 
PUBLIC INFORMATION DIVISION:

1. Generate trust, confidence and public support for the PNP.


2. Identify and address issues which tarnish the PNP image like corruption,
rascals in uniform, “kotong” and other retardants to the success of this Plan.
3. Address enemy propaganda through broad proactive and sustained public
information campaign.
4. Create, in collaboration with other agencies of the government, LGU,
NGOs and the rest of the community, an environment of peace conductive
for work business, investment and tourism.
6. Provide, through the mass media, a positive climate of public attitude and
perception that is conductive to the PNP’s effective conduct of police
operations.
7. Systematize the development, production and dissemination of information,
both for internal and external audiences, to enhance and/or counter various
issues affecting the organization.
PUBLIC INFORMATION DIVISION:

Mission:
 
The PNP shall endeavor to provide the quad-media with adequate,
accurate, relevant and timely information regarding its major activities
and programs including the significant accomplishments of its different
offices and units. The PNP shall also endeavor to clarify issues that may
arise to avoid speculations and unnecessary criticisms that may put the
PNP organization in a bad light. The PNP shall also endeavor to create a
favorable public opinion towards the government and contribute to the
national government vision of building a strong republic.
 
SALAAM DIVISION:
 
Functions:
 
1. Undertake closer monitoring, networking and liasoning activities with the Muslim communities in
addressing terrorism, lawlessness and violence in their respective areas to guarantee that the
Muslims are not discriminated, oppressed or singled out;

2. Served as coordinating body among the regular PNP operating units, different Salaam Police and
AFP units in the conduct of police operations against Muslim personalities or in Muslim
communities including arrest, investigation, and filing of cases against them to ensure that the rule of
law is properly observed and their human rights are not violated.

3. Enhance linkages with the Presidential Office for Muslim Affairs and the Muslim communities to
ensure effective community partnership in addressing terrorist threats, lawlessness and violence;

4. Conduct continuous information of enlighten them of their rights and obligations;

5. Render periodic accomplishment reports to the C, PNP reports (thru: TDCO); and

6. Perform other functions as the Chief, PNP may direct.


SALAAM DIVISION:
 
Vision:

This men and women who are devoted and God fearing are also committed to the
vision of a professional, and dynamic and highly motivated members of the
Philippine National Police working in close relationship and partnership with the
Muslim communities nationwide towards the attainment of a peaceful community
to live happily, work hard and do legal business under the strong republic.
 
Mission:
 
The Salaam Police that is created and organized at NHQ, NSUs, PROs, PPOs and
CPOs shall undertake networking, monitoring and liasoning activities to support
not only of the anti – terrorism campaign of the government but also on anti –
criminality and law enforcement and to coordinate with Muslim community on
police matters related to the said campaign.
 
POLICE COMMUNITY RELATION GROUP
Vision:
 
We, the personnel of the PCRG, committed to the vision of an effective and reliable
National Support Unit, manned by God-fearing and dedicated, community – oriented
professionals regarded as a basic and vital component of the PNP, and fully
supported and inspired by the community it serves.
 
Mission:
 
To operate with various sectors of the community and impel their continuing
collaboration and support to police programs and activities.
Educate and inform the public on our Criminal Justice System and
Undertake such other community-oriented activities for an effective and efficient
police service.
