KONSEP DIGITAL GOVERNMENT
Digital governance is a framework for establishing accountability, roles, and decision-making authority
for an organization’s digital presence—which means its websites, mobile sites, social channels, and any
other Internet and Web-enabled products and services. (Lisa Welchman, “The Basics of Digital Governance”

Digital Governance facilitates interaction between Government to Government, Government to


citizens, Government to business and Government to employees. The broad goals of the Digital
Governance are to provide better service delivery to the citizens, ensuring transparency and
accountability, empowering people through information, improving efficiency within Government and
enhancing interference with business and industry (Dr. Hemant Garg, 2016)

Digital Governance or E-governance can also be defined as the application of electronic means in
(1) the interaction between government and citizens and government and businesses, as well as (2) in
internal government operations to simplify and improve democratic, government and business aspects
of Governance. According to Kettl "Governance" is a way of describing the links between
government and its broader environment - political, social, and administrative" (Dr. Hemant Garg,
2016)

PENERAPAN SPBE DI INDONESIA
Peraturan Presiden no 95 tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik

Sistem Pemerintahan Berbasis Elektronik yang selanjutnya disingkat SPBE adalah


penyelenggaraan pemerintahan yang memanfaatkan teknologi informasi dan komunikasi
untuk memberikan layanan kepada Pengguna SPBE

Tata Kelola SPBE adalah kerangka kerja yang memastikan terlaksananya


pengaturan, pengarahan, dan pengendalian dalam penerapan SPBE secara
terpadu.

Manajemen SPBE adalah serangkaian proses untuk mencapai penerapan


SPBE yang efektif, efisien, dan berkesinambungan, serta layanan SPBE
yang berkualitas.
