Utilizarea unei instalaţii de semaforizare într-o intersecţie stradală este justificată atunci
când circulaţia normală a autovehiculelor este perturbată prin:
blocarea repetată a circulaţiei pe căile de acces în intersecţii;
formarea repetată a şirurilor de vehicule, cu aşteptări mai mari de două minute
pe străzile secundare, densitatea fluxurilor de trafic pe strada principală fiind
prea mare pentru a permite traficului secundar o încrucişare sau înfiltrare;
aglomerarea pietonilor şi aşteptarea prelungită, deoarece este foarte dificil de
traversat o stradă pe care circulaţia vehiculelor este densă;
accidente datorate nerespectării regulilor de prioritate în intersecţie.
Alegerea unui anumit tip de automat de dirijare a circulaţiei, cu funcţionare
prestabilită, acţionat sau semiacţionat de vehicule, se face funcţie de anumite condiţii pe care
trebuie să le îndeplinească intersecţia, sub aspectul amplasării în reţeaua stradală urbană,
precum şi al valorilor traficului şi al variaţiilor acestora.
Funcţionarea semafoarelor electrice prezintă un caracter ciclic, indicaţiile furnizate
succedându-se unele după altele, într-o ordine bine stabilită, aceeaşi indicaţie repetându-se, în
cazul semafoarelor acţionate de un automat de dirijare a circulaţiei cu program fix, după o
perioadă de timp predeterminată, denumită ciclu de semaforizare.
Într-un regim de funcţionare normal, semafoarele destinate vehiculelor furnizează
conducătorilor, următoarele indicaţii: roşu - galben - verde - galben - roşu. Semafoarele
electrice cu două focuri, destinate pietonilor şi bicicliştilor, dau acestora numai două indicaţii:
verde – roşu.
Aceste indicaţii ale semafoarelor electrice vor fi denumite, în cele ce urmează, timpi
sau secvenţe ale semaforizării având următoarele semnificaţii:
timpul verde – indică permisiunea de a circula, respectiv de a intra în intersecţie;
timpul galben – are rolul de a indica conducătorului ridicarea permisiunii de
circulaţie, avand dreptul de circulaţie doar vehiculele aflate în perimetrul
intersecţiei şi care trebuie să evacueze intersecţia pe durata fazei respective,
precum şi cele care nu mai pot opri până la limita de stop; valoarea lui este
determinată din condiţia rezolvării problemei zonei de dilemă;

timpul roşu – indică pietonului sau conducătorului auto că i-a fost ridicată
permisiunea de circulaţie.
timpul roşu/galben – presupune apariţia concomitentă a două culori (roşu şi
galben) şi reprezintă un timp pregătitor, menit să atenţioneze conducătorul de
vehicule că urmează permisiunea de circulaţie, respectiv de intrare în intersecţie.
Conducătorul trebuie să execute manevra de pregătire a vehiculului. Valoarea
acestui timp se recomandă a fi de 2-5 secunde
Prin instalaţie de semaforizare trebuie înţeles ansamblul format din:
automate de dirijare a circulaţiei;
semafoare;
detectori (sonde) de trafic (utilizate funcţie de tipul automatelor de dirijare);
cabluri de legătură.

si cozorocul, acestea fiind asamblate fara utililzarea de suruburi sau parti mobile incluse.
Garniturile aplicate garanteaza un grad ridicat de protectie.
Carcasa din policarbonat ofera urmatoarele avantaje:
Stabilitatea formei la temperaturi inalte
Stabilitate UV
Posibilitatea coloritului opac sau transparent
Inalta rezistenta la impact (chiar si in cazul temperaturilor scazute)
Grup optic:
Lentile - din policarbonat antisoc si sunt rezistente la ultraviolete.
Parabola - din aluminiu oxidat anodic si din material plastic stantat si argintat.
Dulia - pentru lampa cu incandescenta E-27 cu intensitate reglabila sau pentru lampa cu
halogen la tensiune scazuta.
Un semafor pentru pietoni, aceste semaforare au doar doua culori (rosu si verde),de
asemenea mai exista si un intrerupator prin intermediul caruia un pieton isi poate exprima
intentia de a traversa .
In SUA, fazele intervalului de semaforizare pentru pietoni are trei faze: intervalul
culorii verzi cu textul traversati(walk); timpul de anunt al culorii de interdictie, rosu palpaitor
cu textul nu traversati(Don’t walk), si culoarea rosu permanent cu textul (Don’t walk). De

asemenea, semaforizarea pentru rosu pietonal poate fi ilustrata printr-o palma deschisa,
conturata de led-uri rosii.

Analiza miscarii critice identifica setul de miscari care nu se pot suprapune in timp si
necesita cel mai mult timp pentru a fi executate.
1. Ciclul semaforic , reprezinta timpul total in secunde calculat pentru trecerea a cate
un pluton de autovehicule sau pietoni, de pe fiecare intrare in spatiul carosabil al
intersectiei ,inclusiv evacuare. Ciclul semaforic se divide in faza si subfaze ,reprezentate prin
culorile,rosu-galben-verde la semaforul pentru autovehicule si rosu-verde la semaforul pentru
pietoni. Ciclul semaforic, se determina prin calcul,in functie de volumul traficului orar si de
numarul benzilor de circulatie ale ramurelor intersectiei. Ciclul semaforic efectiv,in
secunde,reprezinta timpul ce se scurge , la orice semafor de pe fiecare intrare in intersectie ,
din momentul aparitiei culorii verzi a semaforului , terminarea timpului de verde, aparitia si
terminarea timpului de rosu, respectiv aparitia din nou a culorii verzi .
2. Faza ciclului semaforic, este reprezentata de durata timpului de verde - acces in
intersectie , inclusiv timpul de evacuare a intersectiei. Durata timpului de verde, dintr-o faza a
ciclului semaforic, este dependenta de 2 factori: 1) valoarea traficului pe o banda de circulatie
( cea mai solicitata ) si 2) numarul de benzi carosabile a bratului intersectiei. Durata timpului
rosu, include deasemeni , doua parti: 1) durata timpului de evacuare a aceleiasi faze si 2)
durata de asteptare, timp in care se desfasoara circulatia pe celelalte directii antagoniste.
Durata timpului de evacuare ( inter-verde ) asigura securitatea circulatiei prin trecerea de la o
faza semaforica la alta si se determina prin calcul, cum se va arata mai departe.

Presupunand un ciclu semaforic din 3 faze, reprezentat sub forma unui cadran circular
divizat in lungimi pline echivalente cu timpii verzi ai fiecarei faze si punct , timpii de
evacuare , aveam imaginea ciclului si fazalor semaforice ca in fig. 9

Timpul util efectiv pentru rularea autoturismelor in intersectie se poate calcula dupa
urmatoarea formula:
v= V+G+R-(tP+tO)
- v = este timpul verde efectiv,
- V = timpul culorii verzi initiale,
- G = timpul culorii galbele initiale,
- R = timpul culorii rosii initiale,
- tP = fiind timpul pierdut la plecarea de pe loc,
- tO = fiind timpul de oprire(aparitia gulorii galbene).
Capacitatea intersectiei
La intersectiile semaforizate, capacitatea intersectiei este definita de doua elemente:
1. numarul maxim de autovehicule care pot trece printr-un punct dat intr-o ora in
anumite conditii(stiind rata de saturatie)

- C = este capacitatea,
- s = este saturatia pe ora,
- v = este culoarea verde efectiva in secunde
- dC = este durata ciclului.

timp irosit in intersectii, iar un semnal prea scurt poate sa conduca la incalcarea dorintei
soferilor(driver expectation) sau incalcarea sigurantei pietonilor.
Minimum verde pentru a satisface pe soferi.Durata culorii verde necesara pentru a
safisface pe conducatorii auto variaza in functie de aplicatii.
In unele aplicatii se rationalizeaza durata culorii verde la 15 secunde sau mai
mult(minimum verde); alte aplicatii utilizeaza durata scurta de 2 secunde de minimum verde.
Minimum verde pentru Timpul Pietonilor
Durata minimum verde trebuie sa satisfaca pe pietonii care traverseaza strada in fazele care
nu sunt asociate cu apasarea butonului de comanda la trecere de pietoni.
Pentru determinarea acestui timp de trecere(traversare), se poate utiliza urmatoarea
formula: vP= tSP+t0
unde:
vP = este verdele pietonal(durata verdelui minim necesar pentru a satisface
pietonii in traversare)
tSP = este timpul(durata) semaforului
t0 = este timpul pierdut(timpul care trece neutil, in angajarea in traversare si
finalul traverarii zebrei)
Maximum verde. Maximum verde reprezinta durata maxima de timp a semnalului
culorii verzi a semaforului, atunci cand exista necesitatea autovehiculelor de a trece si de
asemenea aceea a pietonilor. Maximum verde este utilizat pentru a limita intarzierea oricarei
alte miscari in intersectie si pentru a mentine durata ciclului la un interval maxim. De
asemenea maximum verde previne un semnal de verde prea lung datorat necesitatii(cererii)
continue de verde sau a detectoarelor defecte. Daca semnalul verde este prea lung, va rezulta
pierderea de timp in intersectie, iar daca maximum verde este prea scurt, va rezulta un numar
de autovehicule care nu vor putea profita de culoarea verde pentru a rula (faza inadecvata
cererii in trafic).
Culoarea galbena si rosie a semaforului. Durata intervalului pentru culoarea galbena
este bazata pe timpul de perceptie-reactie a conducatorului auto, plus distanta necesara pentru
a opri in siguranta autovehiculul intr-o intersectie.
De asemenea, acesta durata poate sa difere de la o tara la alta in functie de factorul
galben permisiv sau galben restrictiv.
Factorul galben permisiv se refera la o legislatie rutiera care permite rularea
autovehiculelor la fel ca si in timpul afisarii culorii verzi a semaforului.

Factorul galben restrictiv se refera la o legislatie rutiera care interzice rularea autovehiculelor
in timpul afisarii de catre semafor a culorii galbene, existand aceeasi interdictie ca si pentru
culoarea rosie a semaforului.
Culoarea rosie a semaforului este culoarea interdictie rularii autovehicolului, si
corespunde de cele mai multe ori cu verdele pietonal sau culoarea verde-galbena pentru alte
directii de deplasare. Culoarea rosie prohibitiva in privinta rularii autovehicolului impiedica
intersectarea directiilor de deplasare a autovehicolelor.

Intensitatea orara de calcul pentru strazi se poate stabili in cadrul studiilor de
circulatie din localitati si prin procedee analitice considerandu-se perioadele (momentele)
caracteristice de varf ale circulatiei, care se repeta (zilnic, saptamanal etc.) asa cum sunt:
deplasarile pentru munca, transporturile tehnologice, deplasarile pentru aprovizionare si
pentru relatii social-culturale sau deplasarile de sfarsit de saptamana si in zilele de odihna si
sarbatoare.
Pentru circulatia urbana intensitatea traficului in ora de varf se determina prin:
insumarea intensitatilor maxime din doua jumatati de ora successive care dau
maximul orar al zilei;
insumarea intensitatilor maxime din patru sferturi de ora successive care dau maximul
orar al zilei, in cazul intersectiilor
3.3 CALCULUL CAPACITAII DE CIRCULATIE A STRAZILOR

Capacitatea de circulatie, respective numarul maxim de vehicule care se pot deplasa intr-o
ora, in mod fluent si in conditii de siguranta a circulatiei, depinde de urmatorii factori :
Caracterul circulatiei:
flux discontinuu (intermittent sau pulsatoriu) cu opriri la intersectii,
flux continuu, fara opriri la intersectii cand acestea sunt denivelate sau dirijarea
traficului se face in sistem coordonat (unda verde);
Caracteristicile traficului:
intensitatea si fregventa sosirilor de vehicule;
viteza medie de circulatie;
componenta traficului pe categorii de vehicule, inclusive caracteristicile lor
constructive si dinamice.
Structura retelei principale de strazi:
elementele geometrice ale strazilor;
distantele intre intersectii si treceri intermediare pentru pietoni, amenajarea si
echiparea acestora.
Caracteristica suprafetei de rulare:
planeitatea;
rugozitatea;
Organizarea circulatiei:
reglementarea acceselor si a stationarilor;
sistemele de semnalizare si echipare tehnica.
Caracteristicile psihologice si fiziologice ale conducatorilor de vehicule:
timpul de perceptie – reactie;
timpul limita de asteptare la intersectii.
Calculul capacitatii de circulatie in sectiunea curenta a strazii se coreleaza cu calculul
capacitatii de circulatie la intersectii in vederea asigurarii fluentei circulatiei pe reteau de
strazi aferenta.

In ultima vreme, datorita numarului tot mai mare de participanti la trafic, pentru o mai
buna dirijare si fluidizare a traficului in intersectiile retelei principale de strazi si nu numai, s-
a apelat la echiparea acestora cu semafoare comform STAS 1848/4-86.
In functie de capacitatea de circulatie necesara a intersectiei se determina succesiunea
si durata diferitelor semnmale emise de semafoare pentru preluarea si evacuarea fluxurilor
incidente de pietoni si vehicule, in conditii de siguranta si timp minim de traversare.
La calculul capacitatii intersectiilor cu semafoare se iau in considerare:
- timpii sau segventele de semaforizare corespunzatori semnalului verde (timpul
verde)t V , semnalului galben (timpul galben) t gsi semnalului rosu (timp de rosu)t r;
- faza de semaforizare, in care are loc deplasarea fluxurilor incidente cu prioritate
simultana si cuprinde timpul verde t V de admisie, stabilit pentru sensul cel mai solicitat si
timpul de degajare a intersectiei de participantii intrati, denumit sit imp intermediar sau
interverde t i(intre incetarea timpului de verde pe o faza si inceputul timpului de verde pe faza
urmatoare, care trebuie sa fie cel putin egal cu timpul galben dupa verdet gV ).
Pot fi adoptate sisteme cu 2 faze de semaforizare (Fig.16), cu trei faze de semaforizare
(Fig. 17) sau cu patru faze de semaforizare (Fig.18).

Perioada de libera intrare pentru pietoni t vp se stabileste pentru sensul cel mai
solicitant, cu relatia:

Perioada de libera trecere pentru pietoni t vp trebuie corelata cu timpii necesari pentru
vehicule si, daca este cazul, se reconsidera numarul de benzi.
Perioada de evacuare avehiculelor (timpul intermediari sau interverde) t irezulta din
conditia de evitare a coliziunii in punctele de conflict, la schimbarea fazelor de semaforizare.
In calcul se considera ca ultimul vehicul intrat se deplaseaza inainte pana la punctual de
conflict cu viteza de 20 km/h (5,5 m/s), iar primul vehicul oponent din faza urmatoare se
deplaseaza spre acelasi punct cu viteza de 60 km/h (16,7 m/s).

Perioada de evacuare asigura, de regula, eliberarea intersectiei si de vehiculele care au
asteptat degajarea trecerii de catre curentii de circulatie de sens contrar si apoi au virat la
stanga.
Timpul necesar pentru efectuarea acestor manevre se compune din timpul pentru
pornirea vehiculelor stationate in zona centrala a intersectiei si timpul pentru evacuarea la

izolate precum si pentru grupuri de intersectii coordonate in sisteme liniare, ca cele cu unda
verde axiala, sau in sisteme zonale de suprafata cu ajutorul unui dispecerat central echipat cu
calculator de proces).
Definitivarea programului de semaforizare si a solutiei de amenajare a intersectiei se
face pentru varianta care asigura reducerea maxima a volumelor de lucrari si a timpului
pentru semaforizare.
In traversarea intersectiilor, numarul de benzi directe trebuie sa fie cel putin egal cu
numarul de benzi din calea curenta, prevazandu-se dupa caz, spatii de stocaj si benzi speciale
pentru ocolire.
Spatiile de stocaj se dimensioneaza corespunzator numarului de vehicule oprite pe
timpul aferent semnalului rosu al semaforului. Latimea spatiilor de stocaj se stabileste in
functie de caracteristicile vehiculelor si nu va fi mai redusa de 3,0 m in cazul dispunerii pe o
banda in aliniament.
3.7. EXEMPLU DE CALCUL. STUDIU DE CIRCULATIE ZONA POD PICTOR
OCTAV BANCILA CU STRADA PACURARI
In acest proiect se va prezenta semaforizarea unei intersectii sub forma de T din zona
Octav Bancila cu strada Pacurari. Masuratorile orare au fost realizate in anul 2016 in zona
Octav Bancila Iasi – reper masurare strada Pictor Octav Bancila si Strada Pacurari.
Avand in vederea cresterea semnificativa a parcului auto, circulatia vehiculelor in
orase devine din ce in ce mai greoaie, fiind necesar un foarte bun plan pus la punct pentru
semaforizarea strazilor si intersectiilor.

Localizare intersectie
Conform STAS 10144 / 6-89 vom calcula capacitatea de ciruculatie a unei intersectii
in T cu 3 brate integral canalizata prin marcaje, avand benzi functionale, de ocolire, de stocaj
si refugii pentru pietoni conform figurii de mai sus.
Artera nr. 1: desenata cu ROSU.
Artera nr. 1 are o lungime de 85 m pana la urmatoarea intersectie, cu cate 1 banda de
circulatie pe fiecare sens. Fiecare banda are o latime de 3.5 m.
Artera nr. 2: desenata cu ALBASTRU.
Artera nr. 2 are o lungime de 308 m pana la urmatoarea intersectie, cu cate 3 benzi de
circulatie pe fiecare sens. Fiecare banda are o latime de 3.5 m.
Artera nr. 3: desenata cu GALBEN.
Artera nr. 3 are o lungime de 137 m pana la urmatoarea intersectie, cu cate 1 banda de
circulatie pe fiecare sens. Fiecare banda are o latime de 3.5 m.
Artera nr. 4: desenata cu VERDE.
Artera nr. 4 are o lungime de 380 m pana la urmatoarea intersectie, cu cate 3 benzi de
circulatie pe fiecare sens. Fiecare banda are o latime de 3.5 m.

Din STAS, pentru v=20 km/h , capacitatea de circulatie pentru o banda cand fluxul
este continuu , este de 550 V/h , iar pentru v=30 km/h , este de 1050 V/h.
Intrucat valorile intermediare ale capacitatii se obtin prin interpolare liniara, rezulta ca
pentru v=25 km/h , capacitatea de ciculatie este de 1210 V/h.

Concluzii finale:
In urma incercarii mai multor variante de calcul in programul mentionat mai sus,
impartind in mai multe moduri numarul de benzi pentru fiecare sens de circulatie, se poate
obtine pentru prima varianta de semaforizare o varianta optima avand o durata totala a
ciclului de 67 secunde.
Ciclul de semaforizare l-am impartit in 4 faze de semaforizare conform figurii date:
