Decaying portals are summoned by Zemouregal during the second phase of his fight in The World Wakes. When you stand next to them, they deal small amounts damage to you, and in addition to this, summon more Ghostly wraiths, Armoured zombies and Skeleton bone throwers. Unlike Dark portals, they do not need to be destroyed in order to defeat Zemouregal.
