(CAISTA) will be coming to Leyte to recruit personnel to further service its growing demands for better IT services. Susan Calero, head of the Leyte Tourism Investment and Promotions Center (LTIPC), said in a statement that the CAISTA recruitment activity was the result of the provincial governments selling mission held last
March in Manila. The recruitment of CAI-STA is part of the Industry Forum that will be held on Aug. 8 at the Governors Hall at the Leyte provincial capitol building, Calero said. And if, in the process, such ofces would wallow in corruption, it is not the agencies that had gotten corrupt but the ones running them. In this case, then, it is very possible that a so-called corrupt agency can be cleansed by simply removing the ofcials and personnel who are causing various anomalies. For sure, its unfair on the part of an agency to be branded as corrupt when, in truth, it is merely dragged into this status by some irresponsible ofcials and staff. Its time we learned to respect government agencies by rst making distinctions between them and their responsible personnel.
PNPs stains
For the Philippine National Police (PNP) to be branded as one of the most corrupt institutions in the country is unfair and too much. First of all, not all of the men in uniform are corrupt and engaged in multifarious anomalies. Second, not all of the irregularities some of them get involved in are grave corrupt practicesthey are just simple money-making schemes. If we will compare these to the multi-million peso pork barrel scam some senators and congressmen are allegedly involved in, they are dwarfs and almost negligible in scope. Yet, the criticism they receive is overwhelming, and the entire PNP organization is stained, unlike the Senate, Congress, and even the Sumay include the lookout, the one who should block the way of whoever would chase the snatcher, the next person to receive the jewel, etc. What the concerned police ofcer would get would be likely a very small amount. In case a policeman happens to be a protector of drug dealers, he is not likely to get huge shares as well. He is in a very risky situation, his job and his life being at stake, yet the portion he rightly deserves in their group may not be that big considering, again, the many recipients who are entitled to get their shares. grained in our national life had placed every legislator at practically all levels of our national life, to be powerful insofar as their funds that are at their disposal and discretion could inuence the people under their turf. Nobody cares if our legislators are doing what their positions require them to do. Their primary function is to enact laws for the country or those that will redound for the benet and welfare of their respective constituents. On this aspect we are fully aware that most of our legislators are not doing the tasks they applied for and got voted to. The pork barrel had been the great motivation why people aspire to become legislators. It is not the lucrative prex honorable or the challenging job at authoring a law for the country that draws politicians to shell out huge money to win seats in congress. It is the existence of the pork barrel which they stare at as a barrel of lard that could grease their life and allow them to recover the money spent buying votes to win their seat. Debates on electoral reforms to eradicate vote-buying is rooted on the abolition of the pork barrel as one of the primary roots of corruption. Comments to [email protected]
Discussions in informal nooks as well as formal fora and in the media had been glued on the pork barrel that had been the source of corruption. It is the fund that is set aside for every legislator for purposes far from legislation. Here is where the anomalous setup is glaringly confronting every citizen but all that had been doe thus far is debate on its existence as against proposal for its abolition. Our fundamental law is very clear in its delineation of functions by and among the three branches of government. The power of the purse is vested on the legislature, thus it is tasked to determine the national policy direction on revenue generation as well as budget allocation. Every legislator is ideally tasked to tackle legislative work, crafting laws after deliberate consultations, extensive research in order to formulate legislative proposals responsive to the needs of their constituents.
Unfortunately, people had been misled into looking at an erroneous image of their representatives in congress and the senators of the republic. Having sustained a view where politicians are bringers of goodies to the localities, people had wrongly used as yardstick of the performance of their congressmen, congresswomen and senators on the number of projects delivered to their localities. This is why projects in the countryside are announced on signages and billboards as coming from if not through the efforts of the legislator. Even local chief executives had been trained to profusely thank the assistance extended by the legislator. Amid noisy suggestions to scrap the pork barrel, local legislators from the provincial, city and municipal levels had to some extent followed suit by allocating for their disposal some funds of their localities. CATARMAN, Northern Samar - Norsamelco has big debts problem. This was disclosed during a meeting of the Federation of Region 8 Multi-Sectoral Electrification Advisory Council (MSEAC) held last Saturday, July 20, 2013, at the Fishvelle Resort, Bobon, Northern Samar. In an interview with Dalmacio Grafil, interim chairman of the Federation of Region 8 MultiSectoral Electrification Advisory Council, (FR8MSEAC) during that meeting, he disclosed that one of the agenda of the meeting was to listen on the problem of the Northern Samar Electric Cooperative (Norsamelco) One of the agenda is to listen the concerns and problem of Norsamelco in particular because iton host namon is Norsamelco.
