that in India, there is a certain amount of emotion attached to what happened in 2002. "And it is a matter that we will follow with great interest...," he said. Referring to last year's verdict by a Gujarat court convicting BJP legislator Maya Kodnani and Bajrang Dal leader Babu Bajrangi along with 30 others for their role in the Naroda Patia riots, the Ambassador said, Indian justice might be slow but delivers. "Some months ago, there was end of one part of judicial process which shows that justice in India may be slow but it produces results. And that has helped to look towards closure of what everybody agrees is very very terrible set of events," he told a select group of journalists. According to the sources, EU countries feel this is the right time to engage with Modi, who has been elected third time and has no judicial verdict against him. There is also a feeling among these countries that he is a player at the national level. Last October, Britain, a member of the EU, had ended its decade-long boycott of Gujarat when its High Commissioner to India James Bevan met Modi to mark a "cordial beginning" to fresh ties, with the two discussing opportunities for greater economic cooperation. In the first engagement with Gujarat in 10 years after it snapped all ties with the state in the aftermath of the 2002 communal riots, the British High Commissioner met Modi for about 50 minutes, discussing a range of issues, including climate change and investments.

It is has been made mandatory for consumer to purchase only ISI mark stoves. Referring to the frequent complaints lodged by the consumers against LPG gas dealers, the Minister directed both the Directors of CA&PD to take stern action against those found involved in malpractices. He directed the concerned authorities to cancel the licenses and take steps for prosecution under relevant law, if there is enough evidence against an erring dealer. He also asked the oil companies to initiate action against such LPG dealers. Mr. Ramzan asked all the LPG dealers of the state to maintain supply gas on daily basis and display the stocks and rates at the prominent place of their establishments. To make available LPG facility to the consumers at their doorsteps, 172 new dealerships would be issued by the Oil companies across the state, the meeting was told. Out of these 55 would be issued under regular dealership and 117 under Rajiv Gandhi Grameen LPG Vitral Scheme (RGGLV). It was given out in the meeting that 15.70 lakh connections have been regularized under KYCs in J&K adding that only 41, 000 KYCs are pending and directions have been passed to complete the same at the earliest. Regarding the availability of the LPG stock in the state, the Minister was told that there were adequate stocks available in all parts of the state.

Chief Secretaries of all states and Union Territories to address the menace and discuss framing of a law for treatment and compensation to victims. Not satisfied with the steps taken by the Centre to regulate sale of acid and to curb its use for attacking women, a bench headed by Justice R M Lodha directed the Union Home Secretary to meet all the Chief Secretaries to formulate a policy to address the menace of the acid attacks. The bench passed the order on a PIL filed in 2006 by Delhi-based victim Laxmi who was then a minor. In her plea, she had sought framing of a new law or amending of the existing criminal laws like IPC, Indian Evidence Act and CrPC for dealing with the offence, besides asking for compensation.

Sources said that former Deputy Chief Minister and senior leader of the party Muzafar Hussain Beigh has not attended any meeting of the party from last one month despite being present in Jammu. "Beigh is unhappy the way party is mulling to field their candidates. He can't be seen around anywhere even in meetings," a senior PDP leader told CNS. According to sources although party do not believe in hereditary rule, but allegedly is issuing mandate to the Kiths and kins of its members which has annoyed most of the party leaders. According to a PDP candidate, Party is giving preference to the members of a particular dynasty while as others are being neglected on the basis of reasons better known to party leadership. The said leader himself asserted that he is even thinking of changing his caste from 'Mir' to 'Pir' as according to him this will assure him the party preference for the Upcoming legislative elections. According to him Party often blames National Conference for hereditary rule while as party is itself involved in this fuss due to which senior most candidates of the party are losing their hearts.

At present, the Pradhan Mantri Gram Sadak Yojana (PMGSY), envisages connecting all habitations with a population of 250 persons and above in tribal areas in Naxal-affected districts. The Rural Development Ministry's proposal came after Tribal Affairs Minister Kishore Chandra Deo pointed out that bulk of the habitations in tribal areas are below the 250-mark. "Right now all habitations over 250 population have been taken up. But in most tribal areas, the density of population is very, very low. Large number of habitations but smaller number of population," Rural Development Minister Jairam Ramesh had said. Govt. is giving utmost priority to provide road connectivity to tribal districts in the country as most of these areas are affected by Naxal violence.

House was rocked by noisy scenes with the Treasury benches sparring with them on the Sri Lankan Tamils issue. Agitated DMK members were on their feet opposing Local Administration Minister KP Munusamy's remarks against their party chief M Karunanidhi on the Lankan Tamils issue. Deputy Speaker R Jayaraman was in the Chair when the Minister made the remarks, with some DMK MLAs trooping near him, prompting him to summon the Marshals to order their eviction en masse. Congress members staged a walkout as various Ministers, who intervened, charged the Congress-led UPA with showing little concern towards the plight of Lankan Tamils. Congress member K Gopinath later informed the House of the various pro-Tamil measures taken up by the Centre including a Rs 500 crore grant and taking up of housing projects for the internally displaced Tamils. Meanwhile, Speaker P Dhanapal said the conduct of the DMK MLAs was not in consonance with the dignity of the House and they had used objectionable words and remained standing near the Chair. They had democratic means to register their protest, he said.

Andhra CM meets Sonia, Azad Karnataka govt against over Telangana crisis release water to TN NEW DELHI: Andhra Pradesh announced within a month.
CM Kiran Kumar Reddy met Congress leader Ghulam Nabi Azad in the capital to discuss the Telangana row. These talks come after the Centre went back on its promise last month to grant statehood to Telangana. Earlier in the day, Reddy met Congress president Sonia Gandhi in Delhi to hold consultations over Telangana issue. Mr Reddy, along with state Congress chief Botsa Satyanarayana, reached the national capital by an early morning flight today. The party leadership had summoned them for discussion before taking a decision on the issue. After an all-party meeting on Telangana on December 28, Union Home Minister Sushil Kumar Shinde had declared that a decision on the issue would be However, a day before the month's deadline ended, both Mr Shinde and Mr Azad said some more time was required for consultations. P r o Te l a n g a n a groups have been protesting against what they term a betrayal of the promise made by Home Minister Sushil Kumar Shinde. State Congress President B Satyanarayana is also expected to go to Delhi for consultations undertaken by the Congress high-command. Azad, in-charge of Congress affairs in Andhra Pradesh, had said the central leadership would discuss the Telangana issue with the CM, the PCC president and senior leaders from the three regions of the state as part of a consultation process. NEW DELHI: The Supreme Court Thursday directed Karnataka to release 2.44 tmc (thousand million cubic feet) of Cauvery river water to Tamil Nadu for irrigating its standing crops in the delta basin. The apex court bench headed by Justice R.M. Lodha said Karnataka would release the water forthwith. The court passed its order after receiving the report of the expert committee that had visited the Tamil Nadu part in the delta region and recommended that 2.44 tmc water be released for the standing crop. Karnataka is unlikely to release Cauvery water to Tamil Nadu immediately though the Supreme Court Thursday directed it to do so "forthwith", Chief Minister Jagadish Shettar indicated. "It (directive to release water forthwith) is a matter of serious concern," Shettar told the state assembly soon after the apex court ordered Karnataka to release 2.44 tmc (thousand million cubic feet) of Cauvery river water to Tamil Nadu for irrigating standing crops in that state. Brushing aside Tamil Nadu's objections, the court said: "According to you, whatever you say should be accepted as gospel truth and the order be passed accordingly." The court's strong observation came in the wake of Tamil Nadu objecting to the expert committee report and saying that it was not based on objective grounds. "This time the order is for forthwith release and this is of grave concern," Bommai said as opposition Congress and Janata Dal-Secular members demanded that the state government take all steps to get the directive rescinded. Both Shettar and Bommai refuted the opposition attack that the Bharatiya Janata Party (BJP) government had failed to provide to the Supreme Court full details of the grave shortage of water Karnataka was facing following failure of monsoon.

Cuba set for President's intervention sought parliamentary elections for appointing new PM in Nepal
KATHMANDU: With Nepalese parties failing to select a consensus prime ministerial candidate, a top Madhesi leader Tuesday sought President Ram Baran Yadav's intervention in appointing an independent person to lead a national unity government for holding fresh elections. "As major political parties have failed to forge consensus to give a name of the Prime Minister to lead a national unity government, we have suggested to appoint an independent person as the Prime Minister," Sadbhawana Party President and Health Minister Rajendra Mahato told reporters. He was speaking after at the end of the four-day long extended meeting of the central working committee of the party at Newbaneshwor in Kathmandu. "If political parties failed to reach an agreement to recommend the name of a single candidate of the Prime Minister, we advise to give all the names of the independent candidates recommended by various parties to the President and authorise him to choose among them," Mahato said. Such a prime minister will lead the government for a three-month period to conduct polls, he said. Maoist chief Prachanda had floated the idea of appointing an independent candidate as the prime minister. The Maoists had rejected Nepali Congress president Sushil Koirala as the candidate for new Prime Minister.
CUBA: Cubans are set to vote in polls to select 612 members of the National Assembly, in balloting derided by opponents of the ruling regime as a "farce". Critics note that the number of candidates vying for seats in the legislature's next five-year-long term is identical to the number of open seats, leaving little suspense about the outcome. However, about two thirds of this year's candidates are running for the first time, raising hopes that the election will bring some change to the country. Another prominent opposition figure, Elizardo Sanchez, called the election "a race with only one horse" - since the Communist Party is the only one running. Cuban authorities, however, hail the electoral system as a grass-roots democracy since all nominees are elected by municipal delegates and by citizen assemblies. No dissident has ever been allowed to run for office and no national legislator has stood up to the Communist leadership by casting a no-vote. Cuba watchers also say there have been an increasing number of blank ballots cast in recent elections. If Castro is reelected - and there is no doubt that he will be - it would be his second five-year mandate as Cuba's leader. Castro was elected president in 2008, after taking over from his brother, Fidel Castro, whose health is faltering and who has largely retreated from the public eye.
ISLAMABAD: Pakistan Army Chief General Ashfaq Parvez Kayani has said that more needs to be done in the fight against terrorism, according to a statement by the International Security Assistance Force (ISAF). Kayani said this during a meeting with outgoing commander of the 50nation coalition force in Afghanistan General John Allen, reports said. General Joseph F Dunford Jr, the new ISAF commander, also attended the meeting at the military headquarters in Rawalpindi. Issues relating to peace and stability in the region and strengthening cross-border cooperation were discussed, the report said. ISAF described the meeting as "the latest in a regular series of engagements aimed at bolstering the military-to-military relationship between Isaf and Pakistan as well as improving security in the region". Pakistan military's public affairs wing, ISPR, did not issue a statement on the meeting. Pakistani leaders, particularly the military commanders, have always resented the American "do more" mantra, therefore it was probably one of those rare occasions that the Kayani himself acknowledged that the counter-terrorism efforts needed to be expanded.

animals figuring in our community of sentient beings; then overcoming asymmetry may trigger genuine or inclusive happiness. Can we maximise happiness, or maximise satisfaction or just be happy? Once a few students in shodh yatra course in Ladakh had walked ahead of others, climbing the peaks on the way. I was walking in the end with some who had faced difficulty in walking in low oxygen environment. After we reached the village for night halt, we met and discussed about what happened during the day. Those who had come ahead of others by then had realised that by leaving those weakling behind, they had probably not set a very good example. Sensing my uneasiness at the turn of the events, one of them said, "Sir, we realised something valuable today. If you are on the top and have no one to share, you are not there." Having someone to share is fundamental to experience happiness. Even before human societies evolved languages, they had made cave paintings more than 50,000 years ago to express their creativity and happiness. Would not the measurement of happiness index thus rest, among other factors, on the extent to which various institutions, incentives and indicators are aligned to measure? Indexes like a) social and ethical capital embedded in various action, b) willingness of

participants in any economic or social activity to take responsibility for well being of nonhuman sentient beings, c) the extent to which the cost of consuming natural resources are reflected in the actual prices of various good and service so that by externalising such cost, we don't transfer the costs and sometime the irreversible burden to the future generation. Achieving happiness through expression of creative potential of each segment of society will require a new model of the work, organization and indicators for tracking the progress. The social inequality in terms of not just economic indicators but also opportunity matrices will need to be addressed. The concern for fairness not just to other human beings but also to non-human sentient beings, will become central to evaluating happiness index of any society. The prime ministers will then not complain that taking care of wild life and environment is a hindrance to economic development, given the fact that India has only 4% area under sanctuaries. We need to redefine the very purpose of growth and then means of achieving it will start getting realigned. Consumptive society is going in a direction which we all have to realise is not sustainable. Do our grandchildren have any vote in our current decision making systems?
ipartisan observers have all along been of the opinion that the Congress-led UPA Government's much vaunted rural job programme, the Mahatma Gandhi Rural Employment Guarantee Scheme, is inefficient and unfair, hamstrung by corrupt local officials, a wasteful project that would sap the Government's finances without the benefits adequately reaching the targeted segment. As it turns out, those pronouncements have been proved correct with the Union Government officially acknowledging that its flagship programme has failed to live up to its avowed promise of enhancing the livelihood of people in rural areas, breaking down social inequalities, empowering people and reviving growth. Touted as the one of the largest cash-for-work programmes, MGNREGS was expected to respond to the needs of poor households by ensuring them 100 days employment in a financial year. At least 50 per cent of the work was supposed to be reserved for women. But going by the Union Ministry of Rural Development's recently released 'Report to the People', the Government has failed on all counts. The Centre has spent a whopping Rs1,29,000 crore just on wages between 2006 and 2012. Unfortunately, the benefits of these 'wages' have failed to reach the poor and needy. What is worse is that despite this lavish spending, the scheme has in the last three years failed to generate adequate employment avenues. Reportedly, from 54 days in 2009-10 to 47 days in 2011 and 43 days in 2012, there has been a steady decline in the number of days of employment. And there are portents that the figure may dip further in the current year. The report shows that economically weaker States like Uttar Pradesh and Bihar were the worst off recording a paltry 31 days of employment out of an officially guaranteed 100 days. While, even in the best of times the average number of days of employment under the scheme has never exceeded 54, this steady decline is a clear indication of the infirmities, the corruption and irregularities the scheme is mired in. There have been several cases of fake entries in muster rolls, inclusion of names of dead persons, fudging of records and irregularities in job cards, with additional funds being embezzled by corrupt officials. Often, local Governments have been less than honest while making claims about the number of people who had received job cards. And worse, the provision of work to one person of the family under MGNREGS has been misinterpreted to suit the male head of the household. In fact a Parliamentary Committee on Empowerment of Women in Rural Areas has observed that a mere 21.42 per cent women in Uttar Pradesh and 28.49 per cent in Bihar had managed a job under the scheme. If the project has failed in the States that were supposed to benefit the most, there is clearly something seriously wrong with MGNREGS. It's time to wind up this wasteful populist project.
Kashmir, joined the ruling National Conference literally within 24 of his retirement. It's hardly a coincidence that Ganderbal is the traditional burrow of the NC, the assembly segment from where chief minister Omar Abdullah is elected, and that the retired official was a "cardholder of the youth National Conference" before he joined the government service. It's also not a coincidence that he had not qualified any exam or appeared for any interview; he was facilitated to join the service actually through the backdoor. Furthermore, it's also not by chance that he was promoted to join the elite Indian Administrative Service (IAS) on a technical quota made only possible by the then chief secretary, who is incidentally now a member of the legislative council (MLC) belonging to the NC. "He was a known halqa (block) president of the NC. This is no big deal if he joined the party officially. He was card holder in his early days and has simply returned to his roots. But this raises serious questions over these officers' ability to remain non-partisan while working in different positions in the administrative set-up," a senior IAS officer quipped. What a career graph! In case the lady luck continues to smile on the said retired bureaucrat, and following the suit of his seniors - for the record, at present three retired chief secretaries of J&K, two belonging to the NC and another affiliated with the Congress, are members of the legislative council; a senior officer dismissed from service on the charges of corruption was a member of the
same august house till recently( having allegiance with the opposition PDP) - he may soon contest elections and may rise to be the merciful and benevolent ruler of "us, the grateful electorate". Recently, another very senior retired bureaucrat, against whom a charge sheet on misuse of power and corruption is still pending in the court, was admitted into his party by former chief minister Mufti Mohammad Sayeed with such fanfare as if the retired official is a paragon of virtue and not an infamous most corrupt officer. Eis hamam mein sab nange hain, obviously "corruption is the great force equaliser". And what to talk about the honourable judges? To be on the safer side and not to invite the wrath of the 'me lords', it might be advisable to quote former Union law minister Arun Jaitley "There are two kinds of judges - those who know the law and those who know the law minister." Isn't it disgusting that the huge backlog of cases and failed prosecutions tell a macabre story of their own, yet they are hardly discussed in the public domain. It's not politics or bureaucracy alone that has derailed the system, the less talked about judiciary also needs the immediate attention. It's easier to disagree with Mr Jaitley's rabid style of politics, but one can hardly discount his legal acumen. His comment that "even though there is a retirement age, judges are not willing to retire. Pre-retirement judgements are influenced by post-retirement jobs" explains well the deepening of the rot. What remains to be explained further?

shows that in a span of twenty years (1961-1981), the proportion of children has not changed significantly. Child labour support the source of income of the poor. A study conducted by the ILO Bureau of Statistics found that "Children's work was considered essential in maintaining the economic level of households, either in the form of work for wages, of help in house hold enter prises or of house hold chores in order to free adult household members for economic activity elsewhere". In some cases, the study found that a child's income accounted for between 34 and 37 percent of the total household income. This study concludes that a child labourer's income is important to the livelihood of a poor family. The fact that child labourers are being exploited for the same type of work, studies show they are paid less than their adult counterparts. Although 39.5% of employers said that child workers earn wages equal to adults, if the percentage of employers admitting that wages are lower for children are added up, a figure of 35.9% is found. The percentage of the population of India living in poverty is quite high. Poverty has an obvious relationship with child labour, and studies have revealed a positive correlation as such. Poor families need money to survive, and children are a source of additional income. The twin factors (1) poverty and (2) the lack of a social security network form the basis of even the worst type of bonded child labour. For the poor, there are few sources of bank loans, governmental loans or other credit
sources, and even if sources are available, few of them living in poverty qualify or they hesitate to go for any loans for fear of bribe may be demanded or fear of penalty if unable to pay the loan. Here enters the local moneylender; for an average of two thousand rupees, parents exchange their child's labour to local moneylenders (Human Rights Watch 1996). Since the earnings of bonded child labourers are less than the interest on the loans, these bonded children are forced to work, while interest on their loans accumulates. A bonded child can only be released after his/ her parents makes a lump sum payment, which is extremely difficult for the poor. Though poverty is one of the basic cause of child labour, it is not the only factor but inadequate schools facility or even the expense of schooling leaves them with little else to do but work. The attitudes of parents also contribute to child labour; some parents feel that children should work in order to develop skills useful in the job market, instead of wasting time in formal education. Since independence, India has committed itself to be against child labour. Article 24 of the Indian Constitution clearly states that "No child below the age of fourteen years shall be employed to work in any factory or mine or employed in any hazardous employment". Article 39 (e) directs State policy such "that the health and strength of workers ... and the tender age of children are not abused and that citizens are not forced by economic necessity to enter avocations unsuited to their age or strength". These two Articles show that India has

JAMMU: Underlining the need to ensure that the benefits of National Rural Livelihood Mission (NRLM) percolate to the genuine beneficiaries, Minister for Rural development and Panchayati Raj Mr. Ali Mohammad Sagar today asked the concerned functionaries to work in coordination for the effective implementation of the scheme aimed at to improve the socio-economic transformation of the rural areas. The Minister was addressing officers during the first governing body meeting of Jammu and Kashmir State in Rural Livelihood Society. Principal Secretary Planning B. R. Sharma, Commissioner Secretary Rural Development, Mr. Farooq Ahmed Peer, Commissioner Secretary Agriculture, Mr. Shaleen Kabara, Commissioner Secretary Social Welfare, Mr. Gaznaffar Hussain, Director Resource (Finance), Ms. Rashim Khasyap Mission Director NRLM, Mr. Tufal Mattoo and other senior officers were present at the meeting. Mr. Sagar said that the scope of NRLM is very wide and it would go a long way in providing the much needed livelihood to the people living in rural areas. He said that a mechanism needs to be framed to ensure that the benefit of the scheme reach the targeted and genuine beneficiaries. The Minister said that the main objective of the scheme was to make the poor the partners in the development by their capacity building and social mobilization to the extent that they themselves come strive for better livelihood instead of much on the government incentives. He said that the concept of Self Help Groups(SHGs) under the scheme is not just to set up income generating units but lying emphasis on making these as pressure groups to claim the benefit of various flagship schemes meant for poverty elevation, like MGNREGA etc. The meeting was told that that the scheme has initially been introduced in four districts of the State and an amount of Rs. 17 crores would be spent in the initial phase. The Minister later met a deputation of Panchs and Sarpanchs of Nubra Assembly Constituency lead by MLA, T Namgyal and Councilor Tsering Angchuk.

BENGALURU: For the first time, India will roll out its complete array of missiles, including the submarine-launched-ballistic missile (SLBM) 'Sagarika' which was test-fired recently off the east coast, at Aero India 2013 commencing here on Wednesday. 'Sagarika' will top the list of missiles to be displayed by Defence Research & Development Organisation (DRDO). The models of other missiles to be put on show include Agni-V, the intercontinental ballistic missile (ICBM), various variants of 'Prithvi', surface-to-air missile 'Akash', and beyond visual range (BVR) missile 'Astra' being developed for made-in-India fighter jet 'Tejas', sources in DRDO told Deccan Chronicle. The sources said a host of products and technologies developed indigenously -UAVs, gadgets for electronic warfare, avionics, radars, special materials for aerospace applications, sensors on aircraft, and simulators-would be exhibited during the show. "We are going to demonstrate that we have the best of technology and systems at the show. A simulator, complete with cockpit consoles and on the lines of one developed for 'Tejas' will be on show.

India on road to tighten coastal security with deadly P8I from Boeing
BANGLORE:Boeing will complete the delivery of three of the first batch of eight P-8I long-range sophisticated anti-submarine warfare aircraft to Indian Navy by the end of this year, said Leland Wight, Boeing's P8I program manager who detailed plans of the handing over of these maritime aircraft which can also be used in anti-surface warfare, intelligence, surveillance and reconnaissance capacities. The aircraft is capable of broad-area, maritime and littoral operations. Boeing delivered the first P8I aircraft to India in Seattle in December 2012 and would complete the delivery of entire batch of eight by 2015 as part of a $2 billion contract signed in 2009. Wight said while detailing the plans for the delivery of the three aircraft this year that the aircraft spares would be delivered in the first quarter of 2013, while the first test program of the aircraft would be completed in Goa by June this year. He said the second and the third aircraft would be delivered to Indian Navy aviation personnel as part of pilot and air crew training Karachi) to China. There is much speculation about how China is developing the port (whether on industry lines or with military intentions). But with defence minister AK Antony expressing "real concern" about the volatile situation in India's immediate neighborhood while addressing the media after the inaugural session of Aero India 2013, the importance of procuring a modernized maritime surveillance aircraft is easily understood. The significance of getting this aircraft is also seen in the background of the November 26, 2008, attack on Mumbai by seaborne terrorists who hoodwinked the Coast Guard to gain entry into the financial capital of India. The P8Is that India is getting will be armed with anti-ship Harpoon missiles, Mark-82 depth bombs and Mark-54 anti-submarine torpedoes. However, it will not have what Boeing terms it as the "Warfighter's Weapon of Choice", the Joint Direct Attack Munitions (JDAM). This is a low-cost guidance kit produced by Boeing which converts unguided free-fall bombs into accurately guided, near-precision smart weapons. It consists of a tail section that contains a Global Positioning System (GPS)/Inertial Navigation System which helps the bombs home into the target with deadly accuracy. JDAM falls under USA's Foreign Military Sales (FMS) program which prohibits certain categories of weapons from being directly sold to foreign governments directly.

Indian Defence Minister visits BrahMos pavilion at Aero India 2013
YELAHANKA, BANGALORE: Indian Defence Minister A K Antony on Wednesday visited the BrahMos pavilion at Aero India, which is displaying a full scale model of the BRAHMOS supersonic cruise missile at the international event. Distinguished Scientist and CEO and MD, BrahMos Aerospace, Dr. A S Pillai briefed the Defence Minister about the BRAHMOS missile system. The Indian - Russian Joint Venture BrahMos Aerospace is exhibiting BRAHMOS airlaunched version besides the land and naval variants of BRAHMOS which have been inducted in the Indian Army and Navy. The mobile land-based configuration of BRAHMOS has achieved several advancements over the years in the form of Block I, Block II and Block III variants with each having its own distinct potentiality to hit and destroy enemy target. The naval version of BRAHMOS, which has recently witnessed two successive successful test firings from Indian Navy warships, is also being showcased at the mega aerospace event. During its test firing from INS Teg - the Navy's newest Talwarclass guided missile frigate on Oct 7, 2012, BRAHMOS performed high-level manoeuvres, evaded detection by enemies' radars and completely destroyed a target ship at a distance of 290 kms. In yet another successful test firing on January 9, 2013, BRAHMOS, after taking a "double-manoeuvre in S-form", annihilated a designated target ship just one meter above the water line. After arming the Indian Navy's leading surface ships, BRAHMOS is now being developed for launch from submarines. Another major futuristic technological advancement the company is highlighting during the aero-show is BRAHMOS II - the advanced hypersonic version of BRAHMOS. At a time when researchers around the world are experimenting with hypersonic technology, development of BRAHMOS is one of the ambitious goals for BrahMos Aerospace.

Nasa science balloon Unique peptide could treat cancers, neurological disorders, and infectious diseases breaks longest flight record
DALLAS: UT Southwestern Medical Center scientists have synthesized a peptide that shows potential for pharmaceutical development into agents for treating infections, neurodegenerative disorders, and cancer through an ability to induce a cell-recycling process called autophagy. Autophagy is a fundamental recycling process in which intracellular enzymes digest unneeded and broken parts of the cell into their individual building blocks, which are then reassembled into new parts. The role of autophagy is crucial both in keeping cells healthy and in enabling them to fight different diseases. In their latest findings reported, Center researchers were able to synthesize a peptide called Tat-beclin 1, which induces the autophagy process. Mice treated with Tat-beclin-1 were resistant to several infectious diseases, including West Nile virus and another mosquito-borne virus called chikungunya that is common to Asia, Africa, and India. Autophagy plays such a crucial role in regulating disease, autophagy-inducing agents such as the Tat-beclin 1 peptide may have potential for pharmaceutical development and the subsequent prevention and treatment of a broad range of human diseases," said Dr. Beth Levine, Director of the Center for Autophagy Research and senior author of the study. WASHINGTON: After more than 55 days flying over Antarctica, Nasa's huge Super-TIGER scientific balloon has broken the record for the longest flight of its kind, bringing back a wealth of data, the US space agency said. The Super-TIGER balloon spent 55 days, one hour and 34 minutes aloft at an altitude of 127,000 feet (38,710 meters), beating the old record set in 2009 by just over a day. It was gathering data on the high energy cosmic rays that hit the Earth from elsewhere in the galaxy. That process included the use of a new tool to measure rare elements heavier than iron among the influx of rays. "This has been a very successful flight because of the long duration, which allowed us to detect large numbers of cosmic rays," said investigator Bob Binns. The balloon's long flight was aided by the South Pole's wind patterns, which circulate counter-clockwise, from east to west, in the stratosphere thousands of feet above the Earth's surface.

Between 1954 and 1958, more than 50 sites were excavated in the Kutch {see also Dholavira}, and Saurashtra peninsulas, extending the limits of Harappan civilization by 500 kilometres (310 mi) to the river Kim, where the Bhagatrav site accesses the valley of the rivers Narmada and Tapti. Lothal stands 270 kilometers (170 mi) from Mohenjo-daro, which is in Sindh. Present day Lothal is in the middle of quiet agricultural field, where you can see no inhabitants around the site. But in the ancient time (2000 BCE), it is thought to have been a bustling commercial center with bead factories and dockyard for exporting the products. Four millennia have passed and we can only imagine the full scale of the city and people who lived there, but some artifacts, such as toys and perforated pots, can be viewed in the nearby museum. During the summer season (April-June), it can be scorchingly hot, so make sure to take lots of water with you. Carrying food is advisable since there is no restaurant nearby, although snacks and beverages are available in the Burkhi village just in front of the railway station. The museum is open every day except Friday. However, it is possible to explore the excavation site on Friday. In the rainy season and winter, Lothal is a very comfortable to place to visit, with greenery surrounding the site. You will be able to spend quiet time thinking about the lost civilization.
othal is one of the most famous sites of Indus Valley (Harappan) Civilization. Discovered in 1954, Lothal was excavated from February 13, 1955 to May 19, 1960 by the Archaeological Survey of India (ASI), the official Indian government agency for the preservation of ancient monuments. Lothal's dock-the world's earliest known, connected the city to an ancient course of the Sabarmati river on the trade route between Harappan cities in Sindh and the peninsula of Saurashtra when the surrounding Kutch desert of today was a part of the Arabian Sea. It was a vital and thriving trade centre in ancient times, with its trade of beads, gems and valuable ornaments reaching the far corners of West Asia and Africa. The techniques and tools they pioneered for bead-making and in metallurgy have stood the test of time for over 4000 years. Lothal is located approximately 80 km southwest of Ahmedabad and accessible by the narrow-gauge rail from Ahmedabad. Burkhi-Lothal station is 5 km from the Lothal excavation site and museum. tapering up-glacier, and steep, abruptly broken sides down-glacier, result from abrasion and quarrying. Relatively more erosion and removal of material takes place in valley glaciers, where the ice is confined by topography, than in the less constrained ICE CAPS and ice sheets. U-shaped valleys, such as the Bow Valley in the Rocky Mountains, are formed where glacial erosion has deepened and widened pre-existing river valleys. Depositional Features As erosion takes place in one area, deposition may occur in another. Forms such as DRUMLINS (streamlined, oval mounds commonly 15-25 m high and about 1500 m long) and certain kinds of ground MORAINE (lowrelief, undulating terrain commonly up to 6 m high) can form under moving ice. However, most glacier deposition takes place near the terminus (boundary) during retreat of the ice. Features which can occur include hummocky moraine, high-relief forms up to about 10 m high, consisting of mounds, ridges and knobs, some doughnut-shaped; series of arcuate (bow-shaped) ridges of varying heights and lengths, named (according to their form, origin and position) cross-valley, ribbed, washboard, De Geer, push, icethrusted and recessional moraines; single, prominent ridges marking the limit of a glacial advance, called end or terminal moraines; and ground moraine. Most of these features contain a high percentage of glacial till. Glaciers are also directly or indirectly responsible for various other deposits. Meltwater, originating on the surface, inside a glacier, or at its base, may form braided streams beyond the glacier

margin. These streams display an interconnecting network of shallow channels which carry and deposit gravel and sand. Gravel is an important industrial resource in Canada, and some of the largest deposits have resulted from glacier-derived braided streams. An outstanding modern example is the Donjek River, YT, fed from the Donjek Glacier in the St Elias Range. Kames and ESKERS (knoblike features and sinuous ridges, respectively) result from the deposition of SAND AND GRAVEL by ice-content glacial streams. Contd. Next Week...

laciation is defined as the formation, movement and recession of GLACIERS. At present glaciers cover about 10% of the world's land area (14.9 million km2). Most of this area is under the Antarctic and Greenland ice sheets; only about 700 000 km2 is covered by the thousands of glaciers in the remainder of the world. Glaciation has been much more extensive in the past than it is today, occurring mostly as large and continental ice sheets. During expansion and recession of glaciers, the processes of EROSION and deposition may occur. Glacial Erosion Processes Erosion by glaciers takes place
mainly by abrasion and quarrying. Abrasion occurs when fine particles and fragments held in the ice, at or near the base of a glacier, move across the underlying material, commonly bedrock. This process can striate and polish fragments in the ice and the underlying bedrock. In addition, abrasion may form elongated, gutterlike channels (flutings) in the bedrock. Quarrying, the removal of blocks of bedrock by overriding ice, usually occurs where the bedrock is easily fractured, or where planes of weakness, such as joints, are present. Google honours Jagjit Singh on his 72nd birthday with a doodle
NEW DELHI: Google's doodle for 08 Feb, 2013 commemorates the 72nd birth anniversary of Indian singer Jagjit Singh. The doodle is a fairly plain one, with the text matching the rest of the elements, and the singer is pictured playing the harmonium. Born to this day in 1941 as Jagmohan Singh, he has earned reputation as a singer, songwriter and a musician. Singh found an able partner to his musical ambitions in his wife, Chitra Singh, another popular Indian ghazal singer. Born in Sri Ganganagar in Rajasthan, India, Singh learned music in Sikh temples and from classical musicians Pandit Chaganlal Sharma and Ustad Jamaal Khan. In 1965, he came to Mumbai without the knowledge of his family to seek opportunities in music, and a chance in the the Hindi film industry in the city. He began by singing for advertisement jingles and went on to become a playback singer. He then got record company HMV to help him release an EP. Google doodles for Jagjit Singh In 1969, Singh married Chitra Dutta, also a jingle singer, and together they have released many noted, popular albums. The Unforgettables, which was their first LP, earned them much recognition and praise. Singh lent his voice to several Bollywood films too, besides the TV serial Mirza Ghalib. The couple quit singing together in 1990, when their son Vivek passed away following an accident. Singh, despite being deeply affected by his son's
death, continued to work (sans Chitra, who had then withdrawn from the scene completely). After many a success, Singh died in October 2011of a fatal bout of cerebral hemorrhage at Mumbai's Lilavati Hospital. Jagjit Singh was awarded the Padma Bhushan by the Government of India in 2003. Besides its entertaining and animated doodles, Google puts out endearing ones too, and these are equally brilliant. In December last year, Google put out one such endearing doodle to commemorate the 125th birth anniversary of Srinivasa Ramanujan, the mathematical genius. The doodle best described what Ramanujan lived for-his love for mathematics. The doodle showed a young lad, presumably young Ramanujan, on his fours, writing the mathematical constant Pi, which is approximately equal to 3.14159. The word 'Google' was thoughtfully etched out of the different formulas and other mathematical depictions.

Modi factor
3 FEB: Narendra Modi is a polarising figure and the mere suggestion of his being the BJP's prime ministerial candidate is enough to start a mini-war in the NDA. But this is not true in the context of opposition to Nitin Gadkari as BJP president. His ouster was only due to the corruption charges against him. Even L.K. Advani, seen as a challenge to Mr. Modi even today, opposed Mr. Gadkari. But politics is a game of possibilities. Who knows when a party will make the right or wrong moves that may prove to be a game-changer? The problem with the name 'Narendra Modi' has more to do with the fact that people outside the BJP are uttering it often. Mr. Modi enjoys a larger-than-life image in the BJP hierarchy. Given his authoritarian approach, his prime ministerial aspirations may find few takers within the party. While there is no disputing his good governance and leadership qualities, his acceptability for the number one slot even among the BJP rank and file. If he becomes more amenable and accessible to the party cadres, he will emerge as a consensus prime ministerial candidate in the 2014 elections. It is, however, to be seen how the shaky and tentative leadership of Rahul is built up against the soaring presence of Narendra Modi. It is no surprise that Modi"s shadow will loom large over the conclave, as the BJP is all set to declare him as the 2014 poll campaign chief .
4 FEB: The promulgation of the ordinance amending laws on sexual assault is a step in the right direction. But the opposition to it by some women's groups and the CPI(M) is unfortunate. The UPA government has accepted most of the crucial recommendations made by the Justice Verma Committee. Some others have been left to be discussed in Parliament. All groups have ample opportunity to put forth their points before the parliamentary committee at the time of drafting the Bill. The MPs can debate the Bill in detail when it is taken up for consideration. Taking into consideration the urgency of the need to amend laws dealing with sexual assault, following the gang rape of a 23-year-old girl in New Delhi, which resulted in her death, the Cabinet has cleared the ordinance. The government deserves praise for duly considering the gravity of the issue and acting without waiting for the budget session. One wonders why the Verma Committee was constituted. Its major suggestions have been ignored. Hastily made laws will serve no purpose. The government should reconsider the ordinance, giving more importance to the panel recommendations.Just as rape needs to be punished severely, those who make false accusations should also be dealt with in a tough manner.
5 FEB: The Tamil Nadu government deserves praise for its mature decision to facilitate a dialogue in order to settle the row over film Vishwaroopam peacefully. It remains to be seen how the brokered peace translates into reality. The issue has brought into focus the role of the censor board. Why did the matter assume such proportions that groups agitating against the release of the film had to set the limits of 'decency' through negotiations? Should the authorities have been more sensitive before certifying the film as fit for viewing? It is perhaps the huge money involved that made Kamal Haasan agree to a compromise. Now that the ban on the film has been lifted, other issues have come to the fore. Is the Central Board of Film Certification relevant? When a question of law arises, it is better that the highest court of the land pass a binding verdict so that there are no more calls for negotiations by guardians of sentiments. Let principles of theism, atheism and agnosticism freely flourish in our land, guided by the rule of law. Freedom of expression may not be absolute in a 'fragile' democracy as ours. But "the rights of every man are diminished when the rights of one man are threatened," as John F. Kennedy rightly said.No religion can be demolished by a film. But that is not a licence to tarnish a religion in the name of anti-terrorism campaign. Terrorism has no religion. Therefore, tagging it with a religion cannot be justified.
Juvenile rapist
7 FEB: The sixth accused in the Delhi gang rape case has been declared a juvenile has come as bad news for many who were expecting a harsher punishment for him. There are demands that the law be changed (the age of juvenile be brought down). However, the Constitution does not provide for retrospective changes in the criminal justice system. But as far as other countries are concerned, the law can be changed and gruesome acts can be excluded from the Juvenile Justice Act. Contrary to the nation's expectations, the sixth accused in the Delhi gang rape case will be treated as a juvenile as per our laws. A few legal luminaries and bleeding hearts have even argued that laws cannot be changed retrospectively and that children should be treated like children irrespective of the barbarity of their crimes. But amendments must also be there as far as gruesome acts are concerned. Outmoded laws need to be revisited if the government does not want society to turn into a lynch mob. The Juvenile Justice Board should look at the issue from the angle of his brutal, inhuman and savage mentality. It should also appreciate the public's emotions on this issue. When a snake or a deadly animal attacks us, we do not look its age or growth but react to protect ourselves. Taking a lenient view of the accused will create strong resentment among people. Whatever the accused did still keeps flashing in our mind.
An avoidable statement
8 FEB: It is astounding that a senior Cabinet Minister should imply the Government cannot amend the Armed Forces (Special Powers) Act because our defence forces do not want a more "humanitarian" law. In the first place, the lack of consensus does not prevent the Congress-led regime from changing the Act, if it indeed believes that some of the legislation's provisions are 'inhumane'. But what is even more shocking is that the Minister - in this case Union Minister for Finance P Chidambaram - should have in a way cast aspersions on the Armed Forces by alluding that they were defending the 'inhumane' Act. Mr Chidambaram very well knows the hostile environment in which our Armed Forces personnel operate, tackling insurgents and terrorists in Jammu & Kashmir and parts of the North-East. The need for AFSPA arose from these special conditions, and nothing has changed in those conditions. In fact, things have got worse with infiltrators routinely entering the Kashmir valley and causing mayhem and separatists continuing to cross over to the North-East and mingling with anti-India elements inside. At a time when our security personnel are battling against odds to keep the country's integrity and sovereignty intact. Of course, it should be hoped that we soon have an environment which is conducive to further limiting the use of AFSPA.
