CHANDIGARH, JULY 29: A controversy has been stirred when a Rajya Sabha member of Congress party said on Monday said that people who cough out a cool Rs 100 crore get a seat in Rajya Sabha. As the BJP latched on to his remarks to accuse Congress of being in the habit of "cutting out deals" and having brought politics in the country to such a "low level", Singh, a Rajya Sabha MP, went into damage control on Monday claiming that what appeared in media was an "entirely wrong version" of what he had said. Addressing a rally in Jind on Sunday, the Congress leader had said, "Once someone told me that he had a budget of Rs 100 crore to become a Rajya Sabha MP. But when he totalled the expenditure later, he found it was Rs 80 crore and he had ended up saving Rs 20 crore." "Now you think, a man who succeeds taking the
membership of Rajya Sabha by spending 80 crore or 100 crore rupees, what will they think about the poor," he had added. Facing flak for his remarks, Singh said, "my version was simple that there is a trend of new political class, more people with money power, who are entering in Lok Sabha and the Rajya Sabha and I had given figures from a newspaper". "...I had made a mention that after the Lok Sabha results of 2009, certain fig-
ures were given in a newspaper report that 360 of the candidates, who had won were crorepatis and a dozen and half of them were billionaries (arabpatis)," he added. Singh said this was how the money power is becoming more important in parliamentary democracy. "There are also certain people, who can spend crores of rupees to make an entry into politics. Gay relief: Pope comes in support of gays, says no need to marginalize them
ROME, JULY 29: Pope Francis, in some of the most compassionate words from any pontiff on gays, said they should not be judged or marginalised and should be integrated into society, but he reaffirmed Church teaching that homosexual acts are a sin. In a broad-ranging 80minute conversation with journalists on the plane bringing him back from a week-long visit to Brazil, Francis also said the Roman Catholic Church's ban on women priests was definitive, although he would like them to have more leadership roles in administration and pastoral activities. Francis defended gays from discrimination in what who am I to judge him?" the pope said. "The Catechism of the Catholic Church explains this very well. It says they should not be marginalized because of this (orientation) but that they must be integrated into society," he said, speaking in Italian. "The problem is not having this orientation. We must be brothers. The problem is lobbying by this orientation, or lobbies of greedy people, political lobbies, Masonic lobbies, so many lobbies. This is the worse problem," he said. Francis was answering a question about reports of a "gay lobby" in the Vatican. "You see a lot Contd p2

The Church teaches that it cannot ordain women because Jesus willingly chose only men as his apostles. Advocates of a female priesthood say he was acting according to the customs of his times. Many in the Church, even those who oppose a female priesthood, say women should be given leadership roles in the Church and the Vatican administration. On Isro's role, he said, "We will be working together. Some will be built by us, some will be built by them. So, this (work-sharing) has to be finalised", adding, data generated by the mission would be used by both Isro and Nasa. Radhakrishnan hinted at the possibility of Isro making the satellite for the joint mission, with launch from Indian soil. In this context, he pointed to the Indo-French joint satellite missions MeghaTropiques and Saral, with Paris opting for Indian satellites for the ventures with 'desi' rockets. India's 2008 Chandrayaan-1 mission had two instruments from USA. Mini Synthetic Aperture Radar (MiniSAR) was from Johns Hopkins University's Applied Physics Laboratory and Naval Air Warfare Centre, USA through Nasa. MiniSAR was mainly intended for detecting water ice in the permanently shadowed regions of the lunar poles up to a depth of a few meters. Moon Mineralogy Mapper (M3), an imaging spectrometer from Brown University and JPL through Nasa, was intended to assess and map lunar mineral resources at high spatial and spectral resolution. M3 aboard Chandrayaan-1 helped to find the existence of water molecules on the lunar surface. "They (Nasa) had two instruments (on Chandrayaan-1). It worked and they got good return out of it", Radhakrishnan said, noting the finding. He also hinted that Isro might contribute to NASA's new asteroid initiative, which includes work to identify and characterise asteroids of all types and a mission to capture and redirect an asteroid into an orbit closer to Earth so that astronauts can visit it. Radhakrishnan said Nasa is looking at international space community regarding its perception on the subject (asteroids). "Maybe some joint work will emerge at a later stage. But it's in a very nascent stage", he hastened to add. "Nasa has a plan to see how

they can manage asteroids, and whether they can do some manipulation of its orbit, etc". Isro officials noted that India and United States pursue active civil space cooperation mainly in the areas of earth sciences, space exploration, satellite navigation and professional exchange. Last month's visit was the first by Charles F. Bolden Jr. to any Isro centre after he took over as Nasa administrator in July 2009. Bolden is only the third Nasa chief to visit Isro in the past four decades.

EDITORIAL
To an extent, this is, of course, true. President Lyndon B. Johnson, Kennedy's predecessor, was less than enchanted by Indira Gandhi's vocal opposition to the manner and method of American intervention in Vietnam. President Nixon's decision to side with Yahya Khan in 1971 just as Yahya's regime sought to persecute the Bangla speaking population in East Pakistan - expectantly did nothing for Indira Gandhi and her freshly appointed cabinet. Nonetheless, and notwithstanding these minutes of crises, there was never really a moment during which Indian and American representatives stopped talking to each other. A difficult-to-understand strain of a mutual need for engagement outpaced bureaucratic prejudice for the Instead, opposite. and rather than
raising expectations every time a senior American representative visits India, it is perhaps more fruitful to better coordinate how the less dramatic but significant initiatives mentioned above can be institutionalized. The perceived inability to offer staged outcomes ought not to undermine strides in duller matters of economic exchange and commerce that require great deal of attention, especially in America. The dire state of the rupee and India's general fiscal health urgently require high dignitaries like Biden to fight India's corner on Capitol Hill. In the early 1950s, Chester Bowles -the third US ambassador to India after Independence - faced intense criticism in Washington and from his own Democratic Party for speaking up for India when most had lost faith in what was considered to be a
something dramatic. This is largely impossible and utterly unrealistic. The civil-nuclear agreement with India was a milestone that simply cannot be replicated by way of trade and licence agreements, toggling foreign direct investment limitations, or even by tweaking the number of work visas for Indian professionals.
AIMING HIGHER
Popular rule in India will soon be 66 years old; in spite of such hiccups as the recent spat between the Election Commission and the government of an eastern state, Indians are ruled by governments that are based on popular consent. That democracy may not work was taken into account by the framers of the Constitution. For a while it looked as if they might have been right; the Central government all too often took over administration of states. But that phase passed; today, even the most mischievous state governments are not sent to the back bench by a self-righteous Centre. The nation has climbed to a certain height; it is time to look higher. It could be social cohesion as defined by the group on living values set up by Bertelsmann Foundation. It conceives of the quality as made up of three components: social relationships, community feeling and social responsibility. Social relationships are assessed on the basis of how far people belong to communities, how far they trust one another, and how far they accept social diversity. Community feeling is judged on the basis of how far people identify themselves with the community, and how far they trust and believe in the justice of their institutions. Welfare orientation is measured by people's solidarity and readiness to help one another, acceptance of social rules, and social participation. On these criteria, the Danes score the highest; they are a bit slack on following social rules, and could be slightly more helpful, but otherwise they are close to perfection. Norwegians are better at following rules, but they fall slightly back because they are not nearly so good at identifying with one another and forming networks, and not so tolerant of diversity. In spite of their minor shortcomings, the Scandinavians lead the way. The Antipodeans could have beaten them, but it is not so common in Australia and New Zealand to trust their fellow human beings; that puts them back. They are followed by Americans and Canadians, and then by west Europeans of various kinds. Really imperfect people are found mainly in southern and eastern Europe. Sadly, that is where the research stopped; it did not extend to Asia or Africa. It is not difficult to imagine that Indians might score high on tolerance of diversity and low on mutual trust or willingness to help. That would be a step towards asking themselves how Indian society could be made better and more resilient. Gross domestic product is not the only measure of social success; information technology is not the only mountain to conquer. People can live more happily at low levels of prosperity; better social manners do not cost all that much. Perhaps the Indian imperfection that would be easiest to mend is the uncontrollable urge to overtake everyone else; the phrase that would improve people most is if they learnt to say, "After you."
socialist State drawn more to Moscow than to the West. Bowles's inspiration for India paid in the end. It convinced the likes of Kennedy to disentangle an irritated past in the hope of a brighter future. His administration's immediate response to the 1962 Emergency was not mere spontaneity. Importantly, Bowles focused on what was possible, endearing his Indian counterparts to capitalize on the same. It is perhaps time for Indian representatives to zero-in on what is needed but feasible, allowing those like Biden to capitalize on the same. Crucially, this is by no means a prescription to woo the opposite side, but to play the part of a convincer in a relationship where one or both sides require occasional convincing. Second, much like the Kennedy and Clinton administration before, Obama officials appear convinced that Kashmir lies at the heart of Pakistani anxieties. In recent years, and certainly ever since Barack Obama was elected in the latter quarter of 2008, the idea that India's relationship with Pakistan lies at the centre of all the troubles within Afghanistan has lingered. In no small measure, this is both convenient and utterly untested. Yet, James Dobbins, the newly appointed (May 2013) US special representative for Afghanistan and Pakistan, alludes to such dated calculations. Presumably, Biden discussed at least the light outlines of such logic with his Indian counterparts. It is high time that India, and the present government in particular, made an end to such speculations and American-led experiments. There is little doubt that Pakistani anxieties vis--vis India persist, but to presuppose that better India-Pakistan relations will dramatically alter the fortunes of Afghanistan is both irresponsible and impracticable. Kennedy understood this all too well. After having being hoodwinked by the likes of Galbraith to barter military assistance for a deal on Kashmir in 1962 and 1963, the president finally realized that "this was impossible." India's approach to Pakistan, he learnt, was better "left to India to determine." The desperation in America to find even a partial answer to Afghanistan's future is understandable, but creating potential solutions out of misguided questions is hazardous. To be sure, Kennedy's experiment with Kashmir risked fracturing a relationship that took principals in both countries years to strengthen. Surely, in the quest to find new merits, it can only be wise to side-step known and proven demerits.
The mid-day meal scheme has been lauded the world over for bringing hungry children to school. But given how it is has been mismanaged by the state, it has now turned into a death trap
that it had a pungent smell. In response, the director of the mid-day meal scheme in Bihar said that the primary school in the village would be merged with the nearest middle school as the latter has a better meal programme. He also added that the Government had decided not to run schools from rented and dilapidated structures, and equip them with full-fledged kitchens. This is a classic case of bolting the stables after the horses have fled. It is amazing that the Government only wakes up after a tragedy such as this occurs and the lives of children lost. It only goes to confirm that those in power can get away with murder, or in this case child murder, and then pass the blame onto lower Government functionaries or the Opposition parties. But still, questions must be asked regarding what the functionaries at the district level, and those who were immediate superiors of the headmaster, doing. Did they ever check the quality of the food grains and other ingredients or even the utensils that were being used? At the national level, it would be worthwhile to check in how many schools such incidents have taken place, and if any instructions were issued after that about the quality of the ingredients used in the preparation of the mid-day meal scheme. It is also important to note that after such a terrible tragedy had taken place under their watch, Bihar's Chief Minister and the State's Education Minister thought nothing before passing on the blame to the Opposition, namely the BJP and the RJD. According to a report, at least Rs 700 crore

Mid-day meals
allocated for the implementation of the midday meal scheme and around Rs 1,000 crore earmarked for upgrading Government hospitals, are either lying unspent or there has been no proper documentation of how the money was spent. This is apart from the Rs 462 crore meant for the mid-day meal scheme that the Bihar Government returned to the Centre, unused. As for the Chief Minister of Bihar, if he is so convinced that the tragedy was the result of a political conspiracy by his opponents, it would be helpful if he could also reveal the names of the culprits involved and their motive in the killing. Nevertheless, as if to salve its conscience and cover up its criminal negligence, the Bihar Government has now announced two lakh rupees in compensation to the victims' families. But in all fairness, why blame only the Bihar Government when the same story is repeated all over the country? For instance, nearly 100 students of Neyveli Lignite Corporation Higher Secondary School in Tamil Nadu's Cuddalore district fell ill on July 17 after consuming the mid-day meal, and had to be rushed to hospital. As expected, the Tamil Nadu Government has ordered an inquiry into the matter. But this is just a tactic to deflect attention. The State Government knows well what is wrong with the implementation of this otherwise excellent scheme. Besides, umpteen inquiries have been ordered into the execution of the mid-day meal scheme relating to procurement of food grains and other ingredients, but nothing has come of them. Our country, despite being food-surplus, has still not been able to curb grain wastage. According to a recent report, the amount of food grain wasted in India is equivalent to Australia's entire annual production. Also, just 0.75 per cent of the total grain produced is wasted in Australia. In India, 21 million tonnes of wheat worth Rs 50,000 crore is lost every year; that was about 24 per cent of the total produce in 2012-2013. India continues to be the second largest producer of wheat, yet it ranks 65 among 122 countries on the 2012 World Hunger Index. The Global Survey report says that 42 per cent of children in India are underweight and that the country is home to 216 million undernourished people - the largest in the world. The cruel irony is that 75 per cent of the Indian population suffers from hunger and malnutrition in varying degrees. The problem of rotting food, however, is not new. And it will not go away anytime soon as there is hardly any punishment to those responsible for this colossal wastage. No Government has the courage to sack corrupt officials or even build into the design of future schemes necessary preventive and punitive measures, so that such situations do not arise. Also, State Governments, especially the one in Bihar, must learn from each other's mistakes.
The Bihar school tragedy has spurred the Karnataka Government to re-start quality checks for mid-day meals, as well as introduce quality audits for the ingredients used. The Government will also launch a new scheme to look into infrastructure issues that plague the mid-day meal scheme such as clean storage facilities, kitchens and quality drinking water. It will have a special team comprising nutritionists, food inspectors, dieticians, doctors and members from drug-testing laboratories, to ensure the good quality of food. The Government should remember that those who do not learn from history are condemned to repeat it. The past cannot be changed, but lessons learnt from it can prepare us for a better tomorrow.

Andhra Pradesh have gradually begun to accept that the Centre is heading towards dividing the State and many of them have warned the partys central leadership of the many problems that could follow it. On Saturday, Congress MPs and Union ministers from Andhra
Pradesh including K.S. Rao, Chiranjeevi, M.M. Pallam Raju and D. Purandeswari had met Prime Minister Manmohan Singh to oppose any division of Andhra Pradesh. Reports had it that a proposal to incorporate Anantpur and Kurnool districts in the proposed state is
also being actively considered by the Congress. The proposal, however, has found no takers in Telangana region. The TRS has, however, said that it has opposed the Rayala-Telangana idea and maintained that it wants Telangana with 10 districts and Hyderabad as its capital.
Outside the court complex also, over 50 residents of Paharganj area, where one of the blasts had taken place on September 13, 2008, had gathered and demanded death penalty for Shahzad. Some of them had lost family members or friends in the attack, while others had helped with the rescue efforts to get the injured to hospitals. Leniency sought Advocate Satish Tamta, appearing for Shahzad sought leniency for his client saying the present case does not fall under the rarest of rare category. Mr. Tamta said the crime was committed on the spur of the moment without any premeditation. The defence counsel argued that there is chance to reform Shahzad as he has not been convicted in any other case. Mr. Tamta while seeking lenien-
cy in the sentencing also said that Shahzad was 20yearold at the time of the incident and was still studying. The prosecutor, however, opposed his submissions and said Shahzad fired on police officers who had gone to the flat in Jamia Nagar to apprehend its occupants and had even identified themselves as cops. She said that Shahzad is involved in five other cases concerning the September 13, 2008 serial blasts in Delhi which had claimed 26 lives and injured 133 others. The prosecution also said while awarding any punishment, the court should also take into account the pain of the family of inspector Sharma. Parties cry foul over U.P. IAS officers suspension Mobiles beep health messages to women in Indias villages
LUCKNOW, JULY 29;IAS officer Durga Shakti Nagpal, who was leading crackdown on sand mafia and was shunted out by the Uttar Pradesh government, on Monday met the officiating chief secretary and demanded revocation of her suspension order. Ms. Nagpal was accompanied by members of the IAS association. We went to meet the chief secretary and demanded revocation of the suspension. He said he will look into it, secretary of the IAS association, Parthsarathi Sen Sharma said. Officiating Chief Secretary Alok Ranjan said the matter would be placed before Chief Minister Akhilesh Yadav. Mr. Yadav has gone to Bangalore, where he and his father and SP chief Mulayam Singh Yadav are scheduled to address a rally. The 2009-batch IAS officer, posted as SubDivisional Magistrate (SDM) of Gautam Budh Nagar, had clamped down on illegal mining and taken on powerful sand mafia in Uttar Pradesh. She was suspended barely 10 months after she got her first posting in the state. Justifying the suspension of 28-year-old Ms. Nagpal, the government said in a statement that she was suspended for getting a wall at a disputed place of worship removed without following legal process. SDM Nagpal has been suspended for getting wall of a mosque removed without following legal process in an unforesighted manner which affected the communal atmosphere, a government spokesman had said here. He said during suspension, Ms. Nagpal would remain attached to the Revenue Board. Slamming the SP government, Opposition parties had alleged that the suspension order was made under pressure from the mining mafia. Ms. Nagpal had led a crackdown on unauthorised mining in the district and got over two dozen FIRs registered against those involved in illegally removing sand. Special flying squads were formed by her to stop the raging menace along the Yamuna and Hindon rivers in western UP. Only last week, the officer had asserted that there will be no let-up in the fight against unauthorised dredgers. Digvijay slams UP government Slamming the suspension of a woman IAS officer, who had clamped down on illegal mining in Uttar Pradesh, Congress leader Digvijay Singh on Monday charged that the sand mafia is running governments in UP and Madhya Pradesh. Sand Mafia is operating not only under the present government in UP but even under the previous regime. This is the same sand mafia, which is working in Madhya Pradesh. NEW DELHI, JULY 29: Aapke bacche ka tikakaran ka samay hai (It is time to get your child vaccinated), beeps the voice message. From pregnant women to community health workers in remote districts of Bihar, Haryana and Rajasthan, to the tea growing adivasis of Nilgiri hills in south India or in remote forested villages of Chhattisgarh, the mobile phone, which has now an almost universal reach across this vast country of 1.2 billion people, is proving to be a useful solution. Harnessing technology to access areas hitherto untouched by the national healthcare system, mobiles are being used increasingly to beep important health messages, like reminders to get children inoculated and for pregnant women to get their check-ups done in time across India, particularly in states where social indicators are low. These innovative mobile applications run on basic phones and keep beeping the message either as an animation or an interactive voice response so long as the phone owner does not switch it off. The Women Mobile Lifeline Channel application, designed by ZMQ Development, is being used by NGOs in villages to empower women. In the Mewat region of Haryana and Doodha in Rajasthan, the mobile applications provide women with information on maternal health, child immunisation, girl child healthcare and adolescent girl healthcare. There is not enough content available for women at the grassroots level. Men just need one calculator, while women need many calculators like menstrual cycle calculator, immunisation calculator and pregnancy calculator. So this application is an integrated solution, Hilmi Qurashi of ZMQ Development, told IANS. The channel also has a pregnancy and immunisation tracker with external voice applications giving reminder of the dates to the women and urging them to take action, added Mr. Qurashi. Women can choose either of the three options voice, pictorial, or written messages. The application is free of cost and is available in both English and Hindi. The applications also have some simple games for entertainment as well as a section for inspirational stories to guide women to take decisions in life and make them more independent, said Mr. Qurashi. In just 15 months time we have got 35,000 subscriptions, including 11,000 for pregnancy-related alerts and 8,000 for immunisation alerts. So, you can see how well it is being accepted by the people, he added. BBC Media Action, an NGO, has introduced similar applications in eight districts of Bihar. Their Mobile Kunji and Mobile Academy services are being widely used by community health workers in Bihar for women and child healthcare. Since 70 percent of the population has access to mobile phones, we thought of utilising the phones to deliver timely and appropriate information, Siddarth Swarup of BBC Media Action told. Under Mobile Kunji, the specific healthcare needs of the woman and girl child is looked after through an interactive voice message. The interactive audio helps in providing credibility to what the health workers are saying. We have tied up with six operators, hence its toll free. We have given 38,512 Mobile Kunjis to health workers, added Swarup. Mobile Academy is a training course application for the health workers, ASHAs, and aganwadi workers on safe delivery measures, health and sanitation. Health workers have to pay 50 paise per minute for using Mobile Academy. On completion of the course, the health worker is given a certificate from the government, Priyanka Dutt, project director of BBC Media Action, told. There is another application called Project Leapfrog, which addresses the needs of tea growers of the Nilgiri hills in south India. The Adivasi Tea Leaf Marketing (ATLM) self-help group, buys tea leaves from the adivasi growers and sells it in the market. Project Leapfrog helps make the process of buying and selling tea leaves more transparent. The real time data on the transactions can be easily accessed by the growers on their mobile phone, said Ramshreyas Rao of ACOR, who developed the application. ACOR works in tandem with ATLM to provide the data on mobile phones to adivasi growers.
Court notices to Centre, Hundreds of devotees turn out to celebrate Vardhanti Utsava TB drugs: shortage ripples reach State Reliance on gas price
NEW DELHI, JULY 29: Supreme Court on Monday issued notice to the centre and Reliance Industries on a public interest litigation seeking review of the recent government decision to hike from 2014 the gas prices from $4.2 to $8.4 million British thermal unit (mmBtu). The apex court bench headed by Chief Justice P. Sathasivam issued notice on the PIL by CPI leader and senior parliamentarian Gurudas Dasgupta contending that the government decided to hike the gas prices without taking into account its disastrous consequences on the countrys economy, particularly power and the fertilizer sector. Mr. Dasgupta has contended that the price hike was decided even when five cabinet ranking ministers had opposed the move. The PIL sought the enforcement of relinquishment laws by which government should reclaim 80 percent of the KG Basin gas field that has not been utilised by Reliance.Dasgupta has contended that the price hike was decided even when five cabinet ranking ministers had opposed the move. Directing the listing of the matter Sep 6, senior counsel Harish Salve accepted notice on behalf of Reliance. Notices are returnable in four weeks. MYSORE, JULY 29: Devotees thronged the temple of Goddess Chamundeshwari atop Chamundi hills here on Sunday on the occasion of Vardhanti Utsava (birthday) of the presiding deity. Hundreds of people had come from various places to witness special pujas at the temple and the procession of utsav murthi in a specially decorated palanquin around the temple complex. The procession was accompanied by artistes playing music. Pramodadevi Wadiyar, wife of the scion of the erstwhile Mysore royal family Srikantadatta Narasimharaja Wadiyar, and the former Minister S.A. Ramdas witnessed the rituals. The police had restricted the entry of private vehicles atop the hills in view of the rush of devotees. The KSRTC had arranged special buses to take people to the temple. DECORATED The sanctum sanctorum of the temple THIR UVANANTHA PURAM, JULY 29: The rumbles of the nation-wide shortage of anti-tuberculosis drugs, especially the paediatric dosage combinations, are beginning to be felt in Kerala also. A disruption in the TB drug regimen, especially in the initial months of the treatment (intensive phase), could have catastrophic effects and result in developing drug resistance.Considering the seriousness of the situation, the Union Health Ministry has been pooling un-utilised stock of paediatric TB drug combinations and sending it to States to tide over the immediate shortage, till fresh stocks are procured. We have now received a share of these pooled paediatric TB drugs, which will last us for two months. It is
was specially decorated with different flowers. Special prasadam was distributed to the devotees. Devotee Rajanna, a resident of Bannimantap here, and members of
Bettada Balaga, who organise Mastakaabhisheka to the Nandi statue atop the hills every year, donated a silver door for the sanctum sanctorum of the temple.
highly unlikely that the logistics issues in procurement by the Centre will be sorted out during this time. In such an eventuality, the State could either opt for local purchase of the drugs or we may have to tailor specific paediatric dosages for various weight bands from the stock of adult drugs, a senior Health official said. For managing paediatric TB, fixed drug dosages are used for various weight bands and for each weight band, a specific drug box is issued. After the WHO came out with the new and revised guidelines for paediatric TB management in 2010 November, the weight bands were further narrowed and the drug dosages were doubled. Logistics issues at the national level have now resulted in the acute shortage of new paediatric drug boxes.

India bag gold in World Youth Chess Olympiad
KOLKATA: Fantastic performance by Kolkata based Sayantan Das and Diptayan Ghosh enabled India to regain the gold medal at the World Youth Chess Olympiad, which conc l u d e d Monday at Chongqing, China. India thrashed Iran 3.5-0.5 in the final round of the team event to win gold, after having started the Olympiad as second seed, according to information received here. This is India's third gold in this prestigious team event. India had won the event previously at Singapore in 2007 and in Turkey 2008. Sayantan and Diptayan, both students of Alkhine Chess Club, won gold in the fourth and silver in the third board respectively. Sayantan had a sparkling run to win the y e l l o w metal by getting 7.5 points out of nine games in the tenround event. Diptayan secured 8.5 points out of ten to win silver. Two other Indian representatives Shardul Gagare (6/9) and Murali Karthikeyan (6.5/10) won bronze in the first and second board respectively. Sayantan also confirmed his IM title. He got his first IM norm in 2009 and the third and last one in Bhubaneswar GM meet this year. by Red Bull's triple world champion Sebastian Vettel. There have been bureaucratic hurdles to overcome, however, as well as concern about finances and the sport's exposure to high local taxation. Promoters Jaypee Sports International issued a statement last month attacking "totally baseless and malicious" media speculation about next year's race. "Our agreement with Formula One Management is to hold F1 races at Buddh International Circuit (BIC) till 2015 and we are fully committed to do that," said Jaypee spokesman Askari Zaidi in that statement. There is no reason for us to give up hosting F1 races."
