GEELANI'S 'FARMAN' IS FASCIST, ANTI-REALITY

ROHIT SINGH RANA Syed Ali Shah Geelani, the militant separatist hawk in his latest 'Farman' has ordered that Kashmiris should not give their residences for rent to non locals. This is the latest piece of advice that the hawk has for the people of Kashmir. Who are these non-locals who have become thorn in the eyes of Geelani and whom he considers to throw out of the valley? Simply put they are thousands of labourers, who arrive in the valley to find employment in various sectors. Many of them hail from Bihar, Jharkhand, and West Bengal, Odisha or Chhatisgarh. Geelani is also against the non- locals who are accommodated in the houses as tourists. Nursing anti- India sentiment, he has come out strongly against people who are from other parts of the country. The separatist hawk, reflected upon the Amarnath Yatra too, calling it a ploy of Government of India to achieve its political and military objectives. Only supporting that Yatra, which is curtailed, muted and guarded? Geelani has termed the pilgrimage to Amaranth as a threat to ecology of the area. Coming back to the local and non local issue it needs to be mentioned that Geelani has to see his own history and genealogy in a correct perspective. If he uses the suffix Geelani with his name then he is not a local Kashmiri. He is from Gilan, district of Iran. That makes him a non local Kashmiri who came to Kashmir from outside and settled here. There are now many Muslims in the valley who are not locals but came here in waves from Central Asia, Iran, Iraq and other parts. Some call themselves Naqashbandis, some Syeds. Not uncommon because people come and settle from other areas but when they start calling others nonlocals they are wrong. As of now, Kashmir is a part of India and as long as it remains so nobody here is neither local nor non local. The Geelani 'Farman' has opened few stark truths about Kashmir. It is a fact that about two lakh labourers from other parts of the country are in Kashmir to attend to various work needs of the locals. They are plumbers, carpenters, masons, daily wage labourers, farm workers who do all the farm related jobs right from sowing up to milking cows, cleaning cowsheds and spreading cow dung in the fields. They work as fruit pickers and do all other jobs that the average Kashmiri would do himself two decades ago. The reason is because of prosperity of the local population. Kashmir has turned modern. Visit any village and a modern house with kitchen brimming with all sorts of gadgets is not a rarity. Srinagar is different. Here Dubai style houses have come up. Hail the Indian helping hand which has not let its Kashmiri citizens suffer from any want. But that is never applauded by the separatists like Geelani. When prosperity increases people do not like to work themselves. They keep labourers as previously slaves were kept. The Geelani ought to be quizzed that whom will he invite in Kashmir if this two lakh work force is taken out from the valley. May be he has something up in his mind. A possibility, he may invite Taliban and others from Pakistan. His choice could be Africa. The Geelani mind can go to any lengths. So far as Amaranth Yatra is concerned, it is sacred to more than one billion people of the world. How can a diehard Geelani have the temerity to challenge people coming in lakhs to visit the cave shrine? The octogenarian separatist is speaking his intolerant mind. In his plan the Yatra should be visited by few hundred people that too in a muted way. He is concerned about the ecological fall outs of the pilgrimage; little knowing that very little is left of the ecology in Kashmir. Forest land has been encroached and millions of trees stand felled by the same terror patrons who speak of freedom for Kashmir. Today the sight of Dal Lake or Wullar is pathetic due to rampant encroachment about which Geelani is silent. Srinagar is now concrete jungle and Geelani looks the other way. He knows little that all care is taken to see that ecology along the track of Amarnath Yatra is not disturbed. The pilgrims follow a set path ad scarcely deviate from it. Besides, there are no lakes or forests on the Yatra track which could be threatened as Dal Lake has been. Geelani diktat is nothing but the real outpourings of a separatist who has a closed mindset and who does not like the people of other religions visit Kashmir to follow their religions practices. All along it is sordid tale of intolerance that too within the democracy of India.

The allegations against the Deputy Chief Minister which were published in a section of a press need to be investigated. After all it is the reputation of a top Congress leader and the government that stands tarnished if such allegations are leveled. The credibility quotient of a government has to be above board and not fall within the pale of doubt and disrepute. It is curious that how an APRO of the second most important minister in the State government came up with his set of allegations. He is reportedly in hiding. If he is feeling threatened then he should feel secure in Omar government for he has shown guts to come up with such allegations. If he is nursing a grudge against the Deputy Chief Minister and maligning his name then he needs to be shown his place. In both ways a detailed investigation is desirable because it is in the interest of government to project itself as government where there is integrity and commitment. M3 aboard Chandrayaan-1 helped to find the existence of water molecules on the lunar surface. "They (Nasa) had two instruments (on Chandrayaan-1). It worked and they got good return out of it", Radhakrishnan said, noting the finding. He also hinted that Isro might contribute to NASA's new asteroid initiative, which includes work to identify and characterise asteroids of all types and a mission to capture and redirect an asteroid into an orbit closer to Earth so that astronauts can visit it. Radhakrishnan said Nasa is looking at international space community regarding its perception on the subject (asteroids). "Maybe some joint work will emerge at a later stage. But it's in a very nascent stage", he hastened to add. "Nasa has a plan to see how

they can manage asteroids, and whether they can do some manipulation of its orbit, etc". Isro officials noted that India and United States pursue active civil space cooperation mainly in the areas of earth sciences, space exploration, satellite navigation and professional exchange. Molecular robots could help create more targeted therapeutics


WASHINGTON: A new technique using molecular robots could help develop more targeted drugs, a new study has revealed. Sergei Rudchenko, Ph.D., director of flow cytometry at Hospital for Special Surgery (HSS) in New York City and a senior author of the study, said that the next step is to conduct tests in a mouse model of leukemia. In the new study, which is a collaboration between researchers from HSS and Columbia University, scientists designed molecular robots that are capable of identifying multiple receptors on cell surfaces, thereby effectively labeling more specific subpopulations of cells. The molecular robots, known as molecular automata, are composed of a mixture of antibodies and short strands of DNA. These short DNA strands, otherwise called oligonucleotides, can be manufactured by researchers in a laboratory with any userspecified sequence. The researchers conducted their experiments using white blood cells. All white blood cells have CD45 receptors, but only subsets have other receptors such as CD20, CD3, and CD8. In one experiment, HSS researchers created three different molecular robots. Each one had an antibody component of either CD45, CD3 or CD8 and a DNA component. The DNA components of the robots were created to have a high affinity to the DNA components of another robot. DNA can be thought of as a double stranded helix that contains two strands of coded letters, and certain strands have a higher affinity to particular strands than others. The researchers mixed human blood from healthy donors with their molecular robots. When a molecular robot carrying a CD45 antibody latched on to a CD45 receptor of a cell and a molecular robot carrying a CD3 antibody latched on to a different welcoming receptor of the same cell, the close proximity of the DNA strands from the two robots triggered a cascade reaction, where certain strands were ripped apart and more complementary strands joined together. The result was a unique, single strand of DNA that was displayed only on a cell that had these two receptors. The addition of a molecular robot carrying a CD8 antibody docking on a cell that expressed CD45, CD3 and CD8 caused this strand to grow. The researchers also showed that the strand could be programmed to fluoresce when exposed to a solution. The robots can essentially label a subpopulation of cells allowing for more targeted therapy. The researchers say the use of increasing numbers of molecular robots will allow researchers to zero in on more and more specific subsets of cell populations. In computer programming language, the molecular robots are performing what is known as an "if yes, then proceed to X function." Maria Rudchenko, M.S., the first author of the paper and a research associate at Hospital for Special Surgery, said that the automata trigger the growth of more strongly complementary oligonucleotides. She said that the reactions occur fast. In about 15 minutes, we can label cells. The findings are in Advance Online Publication on the website of Nature Nanotechnology.

How brain filters out distractions to concentrate


LONDON: Researchers have shed new light on the cellular mechanisms responsible for the ability of brain to pay attention to relevant information while ignoring distractions. Without the ability to focus and filter out "noise," we could not effectively interact with our environment. Researchers from Dartmouth`s Geisel School of Medicine and the University of California Davis studied communications between synaptically connected neurons under conditions where subjects shifted their attention toward or away from visual stimuli that activated the recorded neurons . Using this highly sensitive measure of attention`s influence on neuron-to-neuron communication, they were able to demonstrate that attention operates at the level of the synapse to improve sensitivity to incoming signals, sharpen the precision of these signals, and selectively boost the transmission of attention-grabbing information while reducing the level of noisy or attention-disrupting information. The results point to a novel mechanism by which attention shapes perception by selectively altering presynaptic weights to highlight sensory features among all the noisy sensory input. In addition to expanding our understanding of brain, this study could help people with attention deficits resulting from brain injury or disease, possibly leading to improved screening and new treatments. The study was published in the journal Nature.

DNA mutation breakthrough could help treat TB, cancer


WASHINGTON: A new method has been developed by researchers that has the capability of looking at a specific segment of DNA and point out a single mutation, which could help diagnose and treat diseases like cancer and tuberculosis. These small changes can be the root of a disease or the reason some infectious diseases resist certain antibiotics. Lead author Georg Seelig, a University of Washington assistant professor of electrical engineering and of computer science and engineering said that the team has really improved on previous approaches because their solution doesn`t require any complicated reactions or added enzymes, it just uses DNA. He said that this means that the method is robust to changes in temperature and other environmental variables, making it well-suited for diagnostic applications in low-resource settings. Seelig, along with David Zhang of Rice University and Sherry Chen, a UW doctoral student in electrical engineering, designed probes that can pick out mutations in a single base pair in a target stretch of DNA. The probes allow researchers to look in much more detail for variations in long sequences - up to 200 base pairs - while current methods can detect mutations in stretches of up to only 20. Zhang, an assistant professor of bioengineering at Rice University, said that in terms of specificity, our research suggests that we can do quadratically better, meaning that whatever the best level of specificity, our best will be that number squared. The testing probes are designed to bind with a sequence of DNA that is suspected of having a mutation. The researchers do this by creating a complimentary sequence of DNA to the double-helix strand in question. Then, they allow molecules containing both sequences to mix in a test tube in salt water, where they naturally will match up to one another if the base pairs are intact. Unlike previous technologies, the probe molecule checks both strands of the target double helix for mutations rather than just one, which explains the increased specificity. The probe is engineered to emit a fluorescent glow if there`s a perfect match between it and the target. If it doesn`t illuminate, that means the strands didn`t match and there was in fact a mutation in the target strand of DNA. The findings have been published online in the journal Nature Chemistry.

LONDON: Taking a stroll in the woods can help manage stress levels, lessen BP and help fight heart ailments, a new study has revealed. One of the experiments, conducted by the researchers at the University of Essex, discovered that just looking at images of forests helped to reduce strains. Dr. Valerie Gladwell led a

team of scientists that carried out experiments on volunteers while measuring their stress levels. The participants in the research were asked to walk in specified "green environments" at lunchtime slept better that night. After eight weeks, the volunteers had lower blood pressure and perceived stress.

Gladwell said that her team`s research has shown that `green environments` can be an effective stress-buster. She asserted that if they can encourage more people to enjoy the great outdoors it may help increase their levels of physical activity and, therefore, could also be a powerful tool to help fight cardiovascular disease

The deputation of fruit growers conveyed their gratitude and thanks on behalf of over 22000 families associated with this economic activity in Shopian District to the Chief Minister for granting a Modern Fruit Market to this District known for production of apples and other fruits. REASI, JULY 29- The District Administration has decided to attract the pilgrims visiting Budha Amarnath Yatra to holy shrine of Shiv Khori by providing adequate facilities enroute. This was revealed at meeting of officers of line departments representatives of Shri Shiv Khori Shrine Board with the deputy commissioner, Dr. Shahid Iqbal Choudhary in the chair. The meeting, while discussing the arrangements for the pilgrims, observed that in the light of previous year figures, it is expected that about 2000 yatris will visit the holy cave during annual Shri Budha Amarnath Yatra starting from August 2 to August 12. The DDC said that the administration had taken concrete steps to attract Shri Budha Amarnath Yatris through Shiv Khori route. He further added that for the first time the district administration and locals have geared up to attract the Budha Amarnath Yatra through this route. BARMULLA, JULY 29: In order to provide irrigation facility for the Agriculture land of Seriwarpora Pattan, the Agriculture Department has constructed a deep bore well at a cost of about Rs. 35 lakhs with community participation for which Rs. 17.50 lakhs have been expended under Centrally Sponsored Scheme Rashtriya Kissan Vikas Yojana (RKVY). This was disclosed by Director Agriculture Kashmir, Mr. Mushtaq Peerzada during an inspection of deep bore well construction. On this occasion Director Agriculture Kashmir was informed that the bore well shall providing 7000 gallons of water per hour which is sufficient to irrigate about 600 kanals of land of village Seriwarpora, Pattan. The villagers expressed satisfaction over the fulfillment of their long pending demand to provide irrigation to their lands. On this occasion, Director Agriculture Kashmir said that similar type of bore wells are being constructed in other areas under RKVY Scheme for strengthening the irrigation system in the Valley.

The meeting also reviewed the arrangements for Jumat-ul-Vida, Shab-iQadr and Eid-ul-Fitr. The meeting discussed threadbare arrangements being put in to celebrate the national event with fervor and gaiety. It was given out in the meeting that fool proof security, arrangements shall be put in place in and around the Bakshi Stadium where the flag hoisting ceremony shall be held. The function will start with the Shahnai Wadan in the wee hours followed by the flag hoisting by chief guest, which will be followed by march past and inspection of parade. The march past shall comprise the contingents of J&K Police, J&K Armed Police, BSF, CRPF, Ladies Police, IRP, Fire and Emergency Services, NCC, Forest Protection Force, J&K Prisons department and students of different educational institutions. It was also informed in the meeting that the Department of Information, Cultural Academy, Education and Youth Services and Sports shall jointly arrange cultural programmes of different nature depicting composite culture and art of the State. The meeting also decided that all major buildings including Civil Secretariat, Divisional Commissioner Office, Tourism Department , Doordarshan, Radio, SKICC etc shall be illuminated from August 13-15. Divisional Commissioner Kashmir on the occasion directed all the concerned officers of the departments including R&B, PHE, Power, Health, Municipality, Floriculture etc. to ensure proper coordination for the successful celebrations of the Independence Day. Referring to the suggestions put forth by Mr. Raman Bhalla, Minister for Housing and Culture, for setting up a Planetarium at Jammu as part of the Kala Kendra, the Governor asked the Commissioner Tourism and Culture to take up this matter Culture and Languages, Prof. Nilambar Dev Sharma and Mr. Balwant Thakur, to consider all relevant aspects in regard to the amendments required to be made in the existing Rules and Regulations of the Kala Kendra, particularly focussing on the management aspects, need for regular financial support, allotment of additional land, matters regarding sanction of necessary staff for the Kala Kendra, scale of rentals for the hiring of Seminar Hall, Galleries and other spaces, preparation of a logo of the Kala Kendra, etc. The Sub-Committee will finalize its recommendations within one month and the next meeting of the Governing Council will be held in September this year to take a final view on all matters. IIM Kozhikode to start postgraduate programmes in Jammu & Kashmir
BANGALORE: Indian Institute of Management Kozhikode (IIM-K) makes a mark at Jammu Kashmir now. The premier B school has opened two classroom centres for their Executive Postgraduate Programme in Management(EPGP); one in Jammu and the second in Kashmir. Engineering colleges to come down hard on ragging this year


CHENNAI: With classes set to begin in nearly 450 engineering colleges on August 1, many of the institutions are gearing up to combat that bane of the first semester - ragging. As per the All India Council of Technical Education's (AICTE) anti-ragging guidelines issued last month, students residing in hostels will have to submit two affidavits stating that they will not indulge in any form of ragging be it on the college premises or at the hostel. "The forms were given to parents when they came here for admissions and will be collected from the students as soon as they join," said the head of a group of engineering institutions. The council has also asked colleges to put up boards and banners with anti-ragging messages and install complaint boxes on their premises. "We have also asked colleges to send us data on the names and number of members comprising the antiragging committee, but we have received replies only from 32 colleges in the State," an AICTE official said. "This time, we are ready to cancel the affiliation of the college if cases of ragging are reported," he added. Last week, Anna University launched an anti-ragging patrol vehicle with numbers of officials, wardens and student secretaries displayed on it. "We have ID card bands with different colours for students in various years, so it will be easy for even security guards to know if seniors are cornering junior students," said a professor. Senior students of the University are not even allowed to speak to firstyear students. However, students claim that many of these measures are generally ineffective. "On weekends, none of these helplines work. Also, verbal abuse which is very much a part of ragging is never taken seriously," said R. Keerthi, a student at a private engineering college. Data from the National Anti-Ragging Helpline (1800-180-5522) shows that between June 2009 and June 2013, 97 cases of ragging were reported from Tamil Nadu. The highest number of cases came from UP (398), followed by West Bengal with 233 complaints. City police officers said there have been eight cases of ragging filed in the last seven months.

Cut-offs damaging ethos of colleges: Tharoor


NEW DELHI: Minister of State Shashi Tharoor, a product of St. Stephen's College, Monday visited Delhi University and voiced concern over the steadily rising cut-off percentages for admissions. This, he said, was damaging the "spirituality and ethos" of the colleges in the university, reputedly one of the best in the country. "Cut-offs are something I am very worried about. I am not a fan of it. The cut-offs to select students have damaged the spirituality and ethos of colleges," said Tharoor, who studied history in Delhi University. The minister of state for human resource and development was speaking at an event organised by the National Students Union of India and the Delhi University Students Union. Recalling his college days, the London-born said: "During my times, students used to be selected depending on their all-round quality. Marks were not much of a criteria." The former UN official admitted, however, that the cut-offs were neither in the hands of his ministry nor the universities as they flowed from Supreme Court directives. Stressing on educational reforms, Tharoor, an MP, said one of the bills pending in parliament related to the setting up of 14 new universities driven towards research and innovation

3rd round of counselling for BEd seats


KANPUR: The 45,000 seats lying vacant in BEd colleges across the state would soon be filled through the third round of counselling in first week of August. The Gorakhpur University had conducted the B.Ed Joint Entrance Exam2013 and subsequent counseling has now decided to set up counseling centres at all statelevel universities for the third round. The Gorkahpur University has already roped in Gautam Buddh Technical University in this endeavour. State has around 1,000 B.Ed colleges. Around 45,000 seats in arts, science and commerce category are lying vacant after first two rounds of counselling. Worried over vacant seats, UP Self-Financed Degree College Association's president Vinay Trivedi along with Brajesh Bhadauria had recently met higher education secretary in Lucknow and urged him for 3 round of counseling to fill vacant seats. Abu Dhabi varsity inks MOU with Yemen


ABU DHABI: The Abu Dhabi University recently signed a three-year memorandum of understanding with the embassy of Yemen in Abu Dhabi, enabling both the parties to collaborate in making higher education accessible to high achieving students of Yemeni nationality. The agreement provides Yemeni students who enroll in any of Abu Dhabi University's bachelor programmes, offered during the upcoming academic year 2013 - 2014, with a 30 per cent waiver on tuition fees provided they achieve a 95 per cent cumulative average on their high school grade. The agreement was signed by Nabil Ibrahim, chancellor of Abu Dhabi University, and Abdulhakim Al-Eryani, charge d' affaires at the Yemen embassy.

IIMs expect 10% rise in applicants this year


NEW DELHI: Indian Institutes of Management are expecting an increased number of registrations for the Common Admission Test 2013 (CAT 2013) due to an increase in the number of seats. Around 115 seats have been added taking the total seats across 13 IIMs to 3,335. The organizers also expect a bigger participation by female candidates as IIMs have started giving extra points during admissions to women. From this year, CAT has introduced e-vouchers, but sale of physical vouchers will also continue. Moreover, four more cities have been added to the list of 36 where CAT 2013 is to be conducted. After gradual decline in the number of CAT takers for over five years, last year the number of registration increased marginally with a total registration of 2,14,068. Due to increase in number of seats as well as the gradual increase in interest for MBA, IIMs are expecting a 10% increase in registration. "The IIMs are preparing for more students to appear for CAT 2013 as they will have greater chances for admission," said Rohit Kapoor, CAT 2013 convenor. Going by the trend and IIMs initiative to give extra points to woman candidates, their number is also expected to increase this year. The number of women appearing for CAT has been steadily increasing-from 53,700 in 2010 to 56,000 in 2011. For 2012, more than 60,800 women appeared for the CAT. The registration window for CAT 2013 will start from August 5. "New to this year's CAT is the option to buy vouchers electronically. Details about online payment of fees will be made available on the website, www.cat2013.iimidr.ac.in, from 5 pm on August 3. Candidates can also buy vouchers for registration and scheduling from designated Axis Bank branches from August 5 to September 24," said Kapoor. This year CAT is being coordinated by IIM, Indore. The results will be declared on January 14, 2014. Similar to last year's exam, CAT 2013 will have two sections. The first will focus on quantitative ability and data interpretation and the second on verbal ability and logical reasoning. The two sections will be implemented sequentially with separate time limits. The examination will be for 140 minutes.

CHENNAI: Tamil Nadu Chief Minister Jayalalithaa on Monday urged Prime Minister Manmohan Singh to drop the Centre's move to reintroduce NEET and abide by the Supreme Court ruling, quashing the test for undergraduate and post graduate medical and dental courses. Welcoming the judgement, Jayalalithaa said it had finally brought to an end a long pending and vexatious issue relating to a policy by which students aspiring for medical and dental seats at UG and PG levels had to go through the 'agony' of an uncertain selection process which militated against their interest and the interests of Tamil Nadu. "The majority judgement has rightly upheld all the valid objections raised by Tamil Nadu along with the contentions of the other petitioners. This judgement of the Honourable Supreme Court has been widely welcomed", she said in a letter to Prime Minister Manmohan Singh. However, instead of abiding by the judgement, a statement by Union Health Minister Ghulam Nabi Azad indicated that the Centre may move the Apex Court for a review of the judgement. "This has again created confusion and frustration in the minds of thousands of students of Tamil Nadu who have already been covered by a fair and transparent admission policy laid down by the Government of Tamil Nadu which has been working well", she said. "Tamil Nadu strongly objects to any such fresh purported attempts by the Centre to seek a review of the judgement of the Supreme Court and efforts for reintroduction of NEET in any manner as it infringes upon the State's rights and admission policies to medical institutions in Tamil Nadu", she added. Recalling her previous letters to Mr. Singh expressing opposition to introduction of NEET, Jayalalithaa said the Tamil Nadu government had taken a number of deliberative steps from 2005, culminating in abolition of the Common Entrance Exam for professional under graduate courses in the state. "A large number of socially and economically backward meritorious rural students have benefited by the decision to abolish the Common Entrance Test in the State", she said. She noted that Tamil Nadu followed the policy of upholding social justice by 69 per cent reservation for Backward and Most Backward Communities and Scheduled Castes and Tribes in professional courses.

The Batla House mystery


A Delhi court has convicted a suspected Indian Mujahideen(IM) member, Shahzad Ahmed for his complicity in the Batla House encounter at Jamia Nagar in Delhi. It is the first judicial pronouncement on the incident which took place on September 19, 2008. This should blow away the shroud of conspiracy about the occurrence. There was a violent shootout at the address a week after the city was hit by five serial blasts. The police had been trying to collect evidence to nail the IM for its complicity in the crime. The investigation also covered similar attacks in Jaipur, Varanasi, Ahmedabad and other cities. A phone call led the police to Batla House and in the encounter an Inspector of Police as well as two IM operatives had been killed. Shahzad Ahmed was arrested. This version was contested by some civic society groups. It was even said that the Police Inspector was killed by his own colleagues. It was comparable to the Ishrat Jahan encounter which allegedly involved the Congress and the BJP. The Congress was divided and Digvijay Singh wanted a judicial probe. The Delhi High Court asked the NHRC to examine the evidence but the findings on the examination of the wounds ruled out a judicial enquiry. The incident however continued to cast a shadow and had an impact on the UP election campaign in 2012 The Delhi Court judgment should tear into shreds misleading rumours about the chain of tragic events. Of course, there will be an appeal against that lower court judgment. But the judicial process alone will finally establish the truth. There is a need to track down the Indian Mujahideen and remove the confusion caused by the speculation about whether the IM really exists.

"There is obviously a great deal of rethinking" in India, Braj Kumar Nehru once said to President John F. Kennedy. Jawaharlal Nehru's cousin - the Indian ambassador to the United States of America, the younger Nehru - made these candid confessions days after Chinese troops stormed Indian territory in October 1962. B.K. Nehru's primary objective was to make sure to convey the undeniable change that had taken root within India. Liberalization and India's new-found want for market economics pushed observers to recognize a 'changing India'. To be sure, it was not until India (and Pakistan) went nuclear that both Indian and American - read Clinton administration - officials thought it necessary to open a backchannel for debate, one which did much to reset the contours of a relationship widely recognized to be of critical importance as early as in the 1960s. Unlike in the 1960s, there was room for e q u a l appreciation for the position of e a c h other o n issues of discussion. As is well documented, the Bush administration capitalized on such merits and helped alter an association of sorts beyond what Bill Clinton or the backchannel envisaged. The visit to India by the US vice president, Joseph Biden, has re-invited the need and desire - at least, according to commentators - to create yet new merits for dialogue with the view to further cement a partnership that, many argue, risks losing its vitality. To some extent, this is a strawman thesis. This is not a relationship that only needs an occasional dose of something invigorating, but also sustained dialogue on a whole range of issues. Two points perhaps merit attention. First, analysts appear hypnotized by what the Bush administration and the United Progressive Alliance-I government did for India-US relationship, that is, break with international norms of non-proliferation to accommodate Indian preferences. It is often argued that the Obama administration requires something similar. The idea, according to this line of argument, is to introduce

AIMING HIGHER
Popular rule in India will soon be 66 years old; in spite of such hiccups as the recent spat between the Election Commission and the government of an eastern state, Indians are ruled by governments that are based on popular consent. That democracy may not work was taken into account by the framers of the Constitution. For a while it looked as if they might have been right; the Central government all too often took over administration of states. But that phase passed; today, even the most mischievous state governments are not sent to the back bench by a self-righteous Centre. The nation has climbed to a certain height; it is time to look higher. It could be social cohesion as defined by the group on living values set up by Bertelsmann Foundation. It conceives of the quality as made up of three components: social relationships, community feeling and social responsibility. Social relationships are assessed on the basis of how far people belong to communities, how far they trust one another, and how far they accept social diversity. Community feeling is judged on the basis of how far people identify themselves with the community, and how far they trust and believe in the justice of their institutions. Welfare orientation is measured by people's solidarity and readiness to help one another, acceptance of social rules, and social participation. On these criteria, the Danes score the highest; they are a bit slack on following social rules, and could be slightly more helpful, but otherwise they are close to perfection. Norwegians are better at following rules, but they fall slightly back because they are not nearly so good at identifying with one another and forming networks, and not so tolerant of diversity. In spite of their minor shortcomings, the Scandinavians lead the way. The Antipodeans could have beaten them, but it is not so common in Australia and New Zealand to trust their fellow human beings; that puts them back. They are followed by Americans and Canadians, and then by west Europeans of various kinds. Really imperfect people are found mainly in southern and eastern Europe. Sadly, that is where the research stopped; it did not extend to Asia or Africa. It is not difficult to imagine that Indians might score high on tolerance of diversity and low on mutual trust or willingness to help. That would be a step towards asking themselves how Indian society could be made better and more resilient. Gross domestic product is not the only measure of social success; information technology is not the only mountain to conquer. People can live more happily at low levels of prosperity; better social manners do not cost all that much. Perhaps the Indian imperfection that would be easiest to mend is the uncontrollable urge to overtake everyone else; the phrase that would improve people most is if they learnt to say, "After you."

It is high time that India, and the present government in particular, made an end to such speculations and American-led experiments. There is little doubt that Pakistani anxieties vis--vis India persist, but to presuppose that better India-Pakistan relations will dramatically alter the fortunes of Afghanistan is both irresponsible and impracticable. Kennedy understood this all too well. After having being hoodwinked by the likes of Galbraith to barter military assistance for a deal on Kashmir in 1962 and 1963, the president finally realized that "this was impossible." India's approach to Pakistan, he learnt, was better "left to India to determine." The desperation in America to find even a partial answer to Afghanistan's future is understandable, but creating potential solutions out of misguided questions is hazardous. To be sure, Kennedy's experiment with Kashmir risked fracturing a relationship that took principals in both countries years to strengthen. Surely, in the quest to find new merits, it can only be wise to side-step known and proven demerits.

This was evident yet again earlier this month in Bihar when more than 20 students died and over six dozen fell sick after having their Government-sponsored mid-day meal at school. The food had been contaminated with pesticide that was five times deadlier than the standard product sold in the market. An inquiry conducted by the Bihar Government has found the school principal responsible for the deaths, due to gross negligence. It is believed that she had forced the cook to use contaminated oil despite the latter's complaint

The mid-day meal scheme has been lauded the world over for bringing hungry children to school. But given how it is has been mismanaged by the state, it has now turned into a death trap

that it had a pungent smell. In response, the director of the mid-day meal scheme in Bihar said that the primary school in the village would be merged with the nearest middle school as the latter has a better meal programme. He also added that the Government had decided not to run schools from rented and dilapidated structures, and equip them with full-fledged kitchens. This is a classic case of bolting the stables after the horses have fled. It is amazing that the Government only wakes up after a tragedy such as this occurs and the lives of children lost. It only goes to confirm that those in power can get away with murder, or in this case child murder, and then pass the blame onto lower Government functionaries or the Opposition parties. But still, questions must be asked regarding what the functionaries at the district level, and those who were immediate superiors of the headmaster, doing. Did they ever check the quality of the food grains and other ingredients or even the utensils that were being used? At the national level, it would be worthwhile to check in how many schools such incidents have taken place, and if any instructions were issued after that about the quality of the ingredients used in the preparation of the mid-day meal scheme. It is also important to note that after such a terrible tragedy had taken place under their watch, Bihar's Chief Minister and the State's Education Minister thought nothing before passing on the blame to the Opposition, namely the BJP and the RJD. This is apart from the Rs 462 crore meant for the mid-day meal scheme that the Bihar Government returned to the Centre, unused. As for the Chief Minister of Bihar, if he is so convinced that the tragedy was the result of a political conspiracy by his opponents, it would be helpful if he could also reveal the names of the culprits involved and their motive in the killing. Nevertheless, as if to salve its conscience and cover up its criminal negligence, the Bihar Government has now announced two lakh rupees in compensation to the victims' families. But in all fairness, why blame only the Bihar Government when the same story is repeated all over the country? For instance, nearly 100 students of Neyveli Lignite Corporation Higher Secondary School in Tamil Nadu's Cuddalore district fell ill on July 17 after consuming the mid-day meal, and had to be rushed to hospital. As expected, the Tamil Nadu Government has ordered an inquiry into the matter. But this is just a tactic to deflect attention. The State Government knows well what is wrong with the implementation of this otherwise excellent scheme. Besides, umpteen inquiries have been ordered into the execution of the mid-day meal scheme relating to procurement of food grains and other ingredients, but nothing has come of them. Our country, despite being food-surplus, has still not been able to curb grain wastage. According to a recent report, the amount of food grain wasted in India is equivalent to Australia's entire annual production. Also, just 0.75 per cent of the total grain produced is wasted in Australia. In India, 21 million tonnes of wheat worth Rs 50,000 crore is lost every year; that was about 24 per cent of the total produce in 2012-2013. India continues to be the second largest producer of wheat, yet it ranks 65 among 122 countries on the 2012 World Hunger Index. The Global Survey report says that 42 per cent of children in India are underweight and that the country is home to 216 million undernourished people - the largest in the world. The cruel irony is that 75 per cent of the Indian population suffers from hunger and malnutrition in varying degrees. The problem of rotting food, however, is not new. And it will not go away anytime soon as there is hardly any punishment to those responsible for this colossal wastage. No Government has the courage to sack corrupt officials or even build into the design of future schemes necessary preventive and punitive measures, so that such situations do not arise. Also, State Governments, especially the one in Bihar, must learn from each other's mistakes.

The Bihar school tragedy has spurred the Karnataka Government to re-start quality checks for mid-day meals, as well as introduce quality audits for the ingredients used. The Government will also launch a new scheme to look into infrastructure issues that plague the mid-day meal scheme such as clean storage facilities, kitchens and quality drinking water. It will have a special team comprising nutritionists, food inspectors, dieticians, doctors and members from drug-testing laboratories, to ensure the good quality of food. The Government should remember that those who do not learn from history are condemned to repeat it. The past cannot be changed, but lessons learnt from it can prepare us for a better tomorrow.

CWC to meet tomorrow on Telangana


NEW DELHI, JULY 29: Veering towards conceding the demand for a separate Telangana, the Congress has convened a meeting of its working committee, the partys highest policy making body, on Tuesday after deliberations on the issue in the UPA Coordination Committee. Highly placed Congress sources said the coordination committee will meet at 1600 hrs on Tuesday followed by the meeting of the CWC at 1730 hrs. The high-level meetings are being called on the eve of the conclusion of the Panchayat polls in Andhra Pradesh. These meetings come a time when the Congress high command is said to be inclined towards bifurcating Andhra Pradesh, notwithstanding the opposition from within the party and its state leadership. While the UPA meeting is an attempt to secure a stamp of approval of the constituents of the ruling alliance, the Congress Working Committee meeting is to take a final call after it gets the sense about the stand of the allies on the issue. Batla House encounter: Court to award sentence on Tuesday


NEW DELHI, JULY 29: The Delhi Police on Monday sought death penalty for the lone suspected Indian Mujahideen (IM) operative Shahzad Ahmed convicted in the 2008 Batla House encounter for killing decorated police officer M C Sharma and injuring two other cops. Additional Sessions Judge (ASJ) Rajender Kumar Shastri, after hearing arguments of the prosecution and the defence, however, reserved for Tuesday his verdict on the quantum of sentence to be awarded to Shahzad. During the arguments on the point of sentence, Special Public Prosecutor Satwinder Kaur sought death penalty for Shahzad saying there are no mitigating circumstances in this case and the convict is involved in several heinous crimes. One senior police officer (Inspector M C Sharma) was killed and two other officers (head constables Balwant Singh and Rajbir Singh) were injured while performing their duty, she said. Reformation Citing Supreme Court verdicts in Devenderpal Singh Bhullar and Ajmal Kasab cases, the prosecutor said just like those cases, this case has also shocked the collective conscience of society. She added there is no scope for Shahzads reformation and rehabilitation and seeing the nature of crimes he is involved in, he will continue to be a threat to society.

Leniency sought Advocate Satish Tamta, appearing for Shahzad sought leniency for his client saying the present case does not fall under the rarest of rare category. Mr. Tamta said the crime was committed on the spur of the moment without any premeditation. The defence counsel argued that there is chance to reform Shahzad as he has not been convicted in any other case. Mr. Tamta while seeking lenien-

cy in the sentencing also said that Shahzad was 20yearold at the time of the incident and was still studying. The prosecutor, however, opposed his submissions and said Shahzad fired on police officers who had gone to the flat in Jamia Nagar to apprehend its occupants and had even identified themselves as cops. She said that Shahzad is involved in five other cases concerning the September 13, 2008 serial blasts in Delhi which had claimed 26 lives and injured 133 others. The prosecution also said while awarding any punishment, the court should also take into account the pain of the family of inspector Sharma. Security was beefed up at the court premises on Monday with police personnel carrying teargas shells clearing a substantial area near the courtroom.

Three day bandh demanding Gorkhaland begins in Darjeeling


DARJEELING (WB), JULY 29: Over ten GJM supporters were arrested when they burnt a motorcycle and a car at Rambi on the National Highway as a threeday bandh demanding Gorkhaland began in the hills on Monday. The motorcycle and the car were burnt by Gorkha Janmukti supporters at Rambi on the National Highway 31 where they were picketing in the early morning when the shutdown began, police said. The police intervened and arrested 12 GJM supporters, while the remaining fled from the picketing spot on the arterial highway which connects West Bengal with Sikkim. Darjeeling town wore a deserted look with traffic off the roads and markets and offices closed. There is a Supreme Court directive that the highway has to be kept free during bandhs and blockades in the hills. Superintendent of Police Kunal Agarwal said that stringent action would be taken for destruction of government property and that the police would ensure that the NH 31, Sikkims lifeline, remained open. District Magistrate Soumitra Mohan also said that strong steps would be taken in case of breakdown of law and order. The bandh is to demand Gorkhaland, which is a 107year-old demand, the GJM said. A thousand GJM supporters were picketing at Chowkbazar with party flags, while large gatherings of party supporters were also reported from Jorbungalow, Mirik, Sukhiapokhri, 9th Mile and 26th mile.

Assets case: Court extends Jagans judicial remand till August 12


HYDERABAD, JULY 29:P A special CBI court in Hyderabad on Monday extended till August 12, the judicial remand of YSR Congress chief Y S Jaganmohan Reddy and other accused in connection with the case pertaining to quid pro quo deals involving the Kadapa MP. Jagan, and other accused including his auditor V Vijay Sai Reddy and former minister Mopidevi Venkata Ramana Rao, presently lodged in Chanchalguda Central Prison were produced before the court through videolink which extended their remand by another 14-days. BANGALORE, JULY 29: The State governments ambitious Anna Bhagya scheme that aims to provide rice at Re. 1 a kg may have brought smiles to 98.35 lakh Antyodaya Anna Yojana and below the poverty line cardholders. But, the thousands of loaders of foodgrains at the Karnataka Food and Civil Supplies Corporation (KFCSC) godowns are toiling without any social security or employment benefits. It is from these godowns that the subsidised rice reaches the 20,450 fair price shops across the State. Ramakrishnappa (41),who has been working at Magadi for over 15 years, explains that their work involves a lot of physical labour and long work hours that sometimes stretch over 13 hours a day for as little as Rs. 4,000 to Rs. 6,000 a month. We are the ones who deliver rice to the people by loading them from the godowns to the Public Distribution System (PDS) shops. Each grain of rice has our sweat in it. But the authorities have failed to respond to our plight. With the launch of the Anna Bhagya scheme, our work has increased but our pay scales remain the same, he said. These innovative mobile applications run on basic phones and keep beeping the message either as an animation or an interactive voice response so long as the phone owner does not switch it off. The Women Mobile Lifeline Channel application, designed by ZMQ Development, is being used by NGOs in villages to empower women. In the Mewat region of Haryana and Doodha in Rajasthan, the mobile applications provide women with information on maternal health, child immunisation, girl child healthcare and adolescent girl healthcare. There is not enough content available for women at the grassroots level. Men just need one calculator, while women need many calculators like menstrual cycle calculator, immunisation calculator and pregnancy calculator. So this application is an integrated solution, Hilmi Qurashi of ZMQ Development, told IANS. The channel also has a pregnancy and immunisation tracker with external voice applications giving reminder of the dates to the women and urging them to take action, added Mr. Qurashi. Women can choose either of the three options voice, pictorial, or written messages. The application is free of cost and is available in both English and Hindi. The applications also have some simple games for entertainment as well as a section for inspirational stories to guide women to take decisions in life and make them more independent, said Mr. Qurashi.In just 15 months time we have got 35,000 subscriptions, including 11,000 for pregnancy-related alerts and 8,000 for immunisation alerts. So, you can see how well it is being accepted by the people, he added. BBC Media Action, an NGO, has introduced similar applications in eight districts of Bihar. Their Mobile Kunji and Mobile Academy services are being widely used by community health workers in Bihar for women and child healthcare. Since 70 percent of the population has access to mobile phones, we thought of utilising the phones to deliver timely and appropriate information, Siddarth Swarup of BBC Media Action told. Under Mobile Kunji, the specific healthcare needs of the woman and girl child is looked after through an interactive voice message. The interactive audio helps in providing credibility to what the health workers are saying. We have tied up with six operators, hence its toll free. We have given 38,512 Mobile Kunjis to health workers, added Swarup. Mobile Academy is a training course application for the health workers, ASHAs, and aganwadi workers on safe delivery measures, health and sanitation. Health workers have to pay 50 paise per minute for using Mobile Academy. On completion of the course, the health worker is given a certificate from the government, Priyanka Dutt, project director of BBC Media Action, told.There is another application called Project Leapfrog, which addresses the needs of tea growers of the Nilgiri hills in south India. The Adivasi Tea Leaf Marketing (ATLM) self-help group, buys tea leaves from the adivasi growers and sells it in the market. Project Leapfrog helps make the process of buying and selling tea leaves more transparent. The real time data on the transactions can be easily accessed by the growers on their mobile phone, said Ramshreyas Rao of ACOR, who developed the application. ACOR works in tandem with ATLM to provide the data on mobile phones to adivasi growers.

India bag gold in World Youth Chess Olympiad
KOLKATA: Fantastic performance by Kolkata based Sayantan Das and Diptayan Ghosh enabled India to regain the gold medal at the World Youth Chess Olympiad, which conc l u d e d Monday at Chongqing, China. India thrashed Iran 3.5-0.5 in the final round of the team event to win gold, after having started the Olympiad as second seed, according to information received here. This is India's third gold in this prestigious team event. India had won the event previously at Singapore in 2007 and in Turkey 2008. Sayantan and Diptayan, both students of Alkhine Chess Club, won gold in the fourth and silver in the third board respectively. Sayantan had a sparkling run to win the y e l l o w metal by getting 7.5 points out of nine games in the tenround event. Diptayan secured 8.5 points out of ten to win silver. Indian F1 Grand Prix faces the axe in 2014


NEW DELHI, JULY 29: The Indian Grand Prix is likely to be dropped from next year's Formula One calendar as Russia prepares for its debut, commercial supremo Bernie Ecclestone has said. "Is India going to happen next year? Probably not," he said at the Hungarian Grand Prix. Asked what the problem was with the race at Greater Noida, near New Delhi, the 82-year-old British billionaire replied: "Very political." Ecclestone, who has run Formula One for decades, draws up the calendar and usually presents it to the governing International Automobile Federation to be rubber-stamped in September. He currently has

a possible 22 races jostling for space on the calendar with teams expressing a strong preference for a maximum of 20. Russia, with a debut race pencilled in for the Black Sea resort of Sochi towards

the end of next year, and a Grand Prix in New Jersey are the two novelties planned for 2014 with Austria also due to make a comeback after an 11-year absence. India first hosted a Grand

ICC to announce World Cup 2015 fixtures on Tuesday


DUBAI, JUL 29: The International Cricket Council will announce the fixtures of the 2015 World Cup, to be jointly hosted by Australia and New Zealand, simultaneously in Melbourne and Wellington on Tuesday. "The pools, venues and fixtures of the ICC Cricket World Cup 2015 will be announced simultaneously in Melbourne and Wellington at 0000 GMT (05.30 am IST) on Tuesday, July 30," the ICC said in a statement. "The event in Melbourne will take place at Peninsula, Central Pier, 161 Harbour Esplanade, Docklands, and will start, while Shed 22, Corner Taranaki St and Cable St, Wellington (opp. Circa Theatre), will host the event in Wellington," it added. Besides Cricket Australia, New Zealand Cricket and the ICC officials, a number of dignitaries and current and former international cricketers will attend both the events. Anti-racism group launch app to tackle abuse


LONDON JULY 29: Football anti-racism group Kick It Out on Monday launched a new mobile phone tool for fans and players to report racist or homophobic abuse, after a number of high-profile incidents last season. The mobile phone application will allow fans and players to report abuse directly to Kick It Out, which will follow up the cases with the football authorities and, if necessary, the police. "Part of the problems that were raised last season were players saying they had complained about an incident and nothing was done about it," said the organization's chairman Herman Ouseley. "Now if players have got a problem they will be able to contact us directly and, if they wish, anonymously, and we will follow through on the complaiant. "Fans will also be able to contact us if for some reason they don't feel the confidence to report something to a steward." English football has been marred by incidents of racism on and off the pitch over the last two years, with the John Terry and Luis Suarez cases provoking criticism of Kick It Out's response by some players. Ouseley hopes the new season of action will prompt clubs to take the fight against discrimination more seriously, rather than paying lip service to the battle against racism during the organization's traditional two-week advertising campaign. "We felt the old format was stale," he added. "Clubs need to show they are being much more inclusive and reaching out to fans to show they are embracing everyone, and taking the responsibility for educating everyone - players, supporters and employees.
