About this Tool SSVF Grantees should develop their own local Policy and Procedures Manual to guide program activities and documentation. This template can be used as the basis of a Policy and Procedure Manual that would address current SSVF requirements and local program design. The right-hand column includes links to regulatory and training materials to help guide the grantee in developing a manual that conforms to VA requirements. Additional local program-specific policies and procedures (e.g. target population priorities and screening, rental assistance payments, etc.) can be included under the same headings.
