PART 1

ELECTRONIC DECOY CARTRIDGE (NULKA)


General

1. The decoy cartridge of the AMD system has a flight


and manoeuvre capability that allows for payload pointing in
the direction of a threat. The decoy cartridge (see Figure 1-
1) is located inside the canister and comprises the following
subassemblies:

a. payload; and

b. flight vehicle consisting of a:

(1) Spin Control Unit,

(2) Flight Control Unit, and

(3) Propulsion Unit.

Payload

2. The payload will cause an incoming ASM(s) to lock


onto it rather than the ship. When the ASM is locked on, the
pre-programmed flight path of the decoy cartridge will
seduce the ASM(s) away from its own ship. The payload
contains one thermal battery that is ignited before flight.

WARNING

A practice decoy cartridge or practice decoy cartridge (tele) is not an inert


cartridge. These cartridges contain a fully operational propulsion unit.

3. Two variations exist in terms of decoy cartridge payload configuration. A decoy cartridge or a decoy
cartridge (tele) contains an operational payload. A practice decoy cartridge or practice decoy cartridge (tele)
contains a dummy payload.

Flight Vehicle

4. The spin control unit, flight control unit and propulsion unit collectively form the flight vehicle. These
elements are integrated into a feedback loop that controls vehicle speed, height and direction, and ensures that
the decoy cartridge maintains the correct orientation for successful seduction.

a. Spin Control Unit. The spin control unit is mounted at the uppermost section of the decoy cartridge.
Its purpose is to maintain the orientation of the decoy cartridge along its longitudinal axis. The spin
control unit keeps the payload emitter pointing down the bearing of the incoming threat. The spin
control unit receives signals from the flight control unit, which it applies to the spin control motor to
change the orientation of the decoy cartridge.

b. Flight Control Unit (FCU). The flight control unit receives the flight profile data from the Fire Control
Panel (FCP) to control the flight profile of the decoy cartridge. During flight, the flight control unit
transmits data to the spin control unit and thrust control unit to maintain vehicle speed, height and
orientation. The FCU contains one thermal battery that is ignited before flight.

c. Propulsion Unit. The propulsion unit provides the thrust to manoeuvre the decoy cartridge during
flight. The unit uses solid, cast, composite rocket motor propellant SF-101. The composite propellant
SF-101 comprises ammonium perchlorate (AP) filled cross-linked polybutadiene with anti-oxidant
added for polymer protection and copper chromite as a ballistic modifier. The AP comprises coarse
and fine material, the former containing a small quantity about 0.05% of tri-calcium phosphate (TCP)
to prevent aggregation. Hydroxyl terminated polybutadiene (HTPB) is the propellant base polymer
and dimeryl di-isocyanate (DDI) the curing agent: these are added stoichiometrically.

Functioning

5. Thermal batteries fitted to the flight control unit


and the payload provide the decoy cartridge electrical
power. The Processor Power Supply (PPS) issues the
command to ignite the thermal batteries that provide the
internal power for the payload and flight vehicle. After the
power becomes available to the decoy cartridge, the
payload and the flight vehicle perform Built In Test (BIT),
the result of which is sent to the FCPs via the PPS.

6. When the payload and flight vehicle have


successfully finished the BIT, the pre-flight alignment
checks are completed and a Decoy Ready message is
then sent to the PPS.

7. When the decoy cartridge is ready, the PPS


sends a signal that causes the detonation cord in the top
cap of the canister to ignite and sever the top cap. When
the top cap is severed, the cap flips back. The PPS sends
a firing pulse to the Propulsion Ignition Unit (PIU) which
ignites sending a spurt of flame into the base of the
propulsion unit. This flame ignites the propulsion unit.

8. When the propulsion unit ignites, the decoy


cartridge begins to exit the canister. As the decoy
cartridge passes up through the canister, a deconnector
mechanism disengages the electrical and data interface
from the decoy cartridge. This point is known as Instant
of Move (IOM) and is reported back to the Fire Control
System (FCS) via the PPS.

9. The decoy cartridge continues to receive updated


flight plan information until the data/electrical interface is
extracted as the decoy cartridge leaves the canister. Figure 1-2 Decoy Cartridge
Once this interface is extracted, the decoy cartridge
receives no further data from the ship.

Decoy Cartridge Configurations

10. There are five configurations for the decoy cartridge (at this time only the cartridges described at sub-
paragraphs a, d and e below are in CF service):

a. warshot without telemetry, Mk 234 Mod 1;

b. warshot with telemetry, Mk 234 Mod 2;

c. practice cartridge, Mk 250 Mod 0;

d. practice cartridge with telemetry, Mk 250 Mod 1; and,

e. inert cartridge, Mk 110 Mod 0.

Disposal Instructions

11. Damaged or failed decoy cartridges are to be returned to, or retained in storage at, a Canadian
Forces Ammunition Depot (CFAD) and reported to NDHQ/DMSS 6-7-4 who will arrange the return of the
cartridge to a repair facility in the U.S.A.

Storage, Packing and Transportation

12. Container Data. The decoy cartridges are packed one per container, RAN Mk 756 Mod 0 (see
Figure 2-1). The following is data for the loaded container:

a. Weight ........ 107kg (235 lb)

b. Length ......... 2633mm

c. Height ......... 474mm

d. Width .......... 438mm

e. HCC ............ 1.3C

f. NEQ ............ 18kg

g. Markings are detailed below:

(1) Decoy cartridge part number and description;

(2) Quantity;

(3) Contract and Contract Line Item Number (CLIN);

(4) Three UN 1.3C labels;

(5) Packing date; and,

(6) Weight and cube.

13. Unit Loads. A clear area of five square metres is required when assembling a unit load. A container
is placed on the deck with the second container on top of it. The third container is placed beside the first
container with the fourth on top. The unit load is then secured using three steel bands threaded through
corresponding handles on each side of the load.

14. Stacking Heights. Containers are not to be stacked more than ten high and unit loads not more than
five high.

PART 2

DECOY CARTRIDGE HANDLING AND LOADING

INTRODUCTION

1. This part provides a detailed description of loading and handling of an Active Missile Decoy (AMD)
system decoy cartridge. It describes the transportation container and details decoy cartridge unpacking and
loading into a launcher. As part of this process, this part also describes the opening and closing sequence of
the launcher doors and the checks required before making a launcher operational.

WARNING

Decoy cartridges contain HCC 1.3 C explosives and extreme care must be
exercised in handling, loading and stowage.

Stacking and stowage arrows must be aligned in the same direction. Failure
to comply could result in personal injury and loss of equipment.

DECOY CARTRIDGE HANDLING

General

2. Decoy cartridges are stowed and shipped in containers that are assembled as Unit Loads. The
following is a description of Unit Loads and how they are assembled, handled and disassembled. Also included
is a description of how to handle the shipping containers and how to remove a decoy cartridge from a shipping
container. Normally six people are required to lift and carry a container.

Unit Loads

3. A unit load comprises four live decoy cartridges in shipping containers (see Figure 2-1). The
containers are stowed as a unit with two containers on top and two on the bottom. Six decals containing
stacking and storage instructions are affixed to each container (see Figure 2-2). The arrows indicate the
direction the decoy cartridge would move if it were fired. When containers are stacked or transported the
arrows on each container must point in the same direction to minimise the possibility of sympathetic detonation
of the propulsion units should one be ignited.

Assembling a Unit Load

4. A clear area of five square metres is required when assembling a unit load. A container is placed on
the deck with the second container on top of it. The third container is placed beside the first container with the
fourth on top. The unit load is then secured using three steel bands threaded through corresponding handles
on each side of the load.

Disassembling Unit Loads

5. Disassemble a unit load by removing the three steel bands securing the load. Separate load into
individual shipping containers.

NOTE
When individual containers are removed from the unit load, only three of the
container handles are accessible. The handles on the inward facing side are
inaccessible until the container is partially freed from the unit load.

6. Proceed as follows:

a. Three people are to stand beside the unit load and grasp the outward facing handles of a top
container.

b. The container is lifted and tilted away from the adjacent container. The movement frees the container
from the interlocking moulding of the adjacent container.

c. The container is pulled slightly away from the adjacent container while maintaining a firm grip on the
handle.

d. Two people reach in and grasp the end handles on the inward side of the container. The container is
lifted free of the unit load.

e. The sixth person then grasps the middle handle that has been freed and the team moves the shipping
container to the desired location.

f. The shipping container is positioned parallel to the launcher and as close to the bulkhead as possible.
Arrows on the decoy cartridge indicating direction of fire should be pointed away from the launcher.

Shipping Container

7. To open a shipping container proceed as follows:

a. Using cutting pliers, remove the two securing wires and lead seals from the over-centre latches
located on each side and at the ends of container.

b. Release the ten over-centre latches (see Figure 2-1).

c. Remove shipping container lid and retain.

Unpacking a Round

8. To unpack a decoy cartridge from the shipping container proceed as follows:

a. Unfasten Velcro strap from each end cap by pulling the red tabs. Fold tops of the end caps back.

b. Visually inspect the decoy cartridge for signs of damage.

c. Check the humidity indicator at the propulsion unit end of the decoy cartridge (indicated by a brown
band) to ensure that all sections are coloured blue. The humidity indicator is a colour change indicator
and indicates levels of 20%, 40% and 60% relative humidity within the round. Decoy cartridges
delivered to a ship from an ammunition depot should have a dry indication (all blue). If any humidity is
indicated the decoy cartridge should be returned to the depot.

NOTE
To observe the humidity indicator the decoy cartridge needs to be rotated in
the shipping container. Rotate the decoy cartridge so that the lower lifting
strap is on the bottom and observe the humidity indicator. Before removing
the decoy cartridge rotate the decoy cartridge back to its original position.

d. Carefully rotate the decoy cartridge 180 degrees and inspect for visible signs of damage to the
canister.

e. Rotate the decoy cartridge back to its original position.

Carrying a Decoy Cartridge

9. To carry a decoy cartridge to a launcher proceed as follows:

a. Close end caps and ensure they are securely in place (see Figure 2-1).

b. Lift the round, complete with end caps, from the shipping container and carry to launcher.

Two persons are required to lift a decoy cartridge. The maximum distance
that a decoy cartridge should be carried without a pause is ten meters. The
decoy cartridge (with end caps fitted) should be placed on the deck after
every ten-meter move. Synchronize movements to avoid personal injury
when lifting the decoy cartridge.

c. Remove the decoy cartridge from the end caps and load into the launcher in accordance with
paragraph 13.

d. Return the end caps to shipping container.

Closing a Shipping Container

10. To close an empty shipping container proceed as follows:

a. Close both end caps and secure with the Velcro strap (see Figure 2-1).

b. Replace the shipping container lid and engage the ten over-centre latches to secure the lid to the
base.

c. Apply security wire and a security seal to the two over-centre latches, one on each side and at
opposite ends of the container.

d. Cover the explosive decals.

LAUNCHER LOADING

WARNING

Before loading or unloading a launcher ensure that the launcher is stowed


and that the appropriate processor power supply is set to standby.

Stowing a Launcher

11. To stow a Launcher proceed as follows:

a. Set the launcher SAFE TO LOAD switch to SAFE.

b. The deployment mechanism crank handle is secured to the launcher body by a locking pin. Release
the pin and pull the handle from its retainer.

c. Rotate the handle in a counter-clockwise direction until the launcher is stowed. The Launcher is in its
stowed position when the launcher and bulkhead bracket locking holes coincide.

d. Lock the launcher in the stowed position with the T locking pins located on each side of the
deployment mechanism. When the launcher is deployed, a collar retains the T locking pins in the
bulkhead brackets.

e. Secure the deployment handle to the launcher body with the locking pin.

Opening a Launcher Door

12. To open a Launcher door, unlock the padlock and


remove it from its bracket. Retain the padlock. Release the
desired launcher door by unlocking the three cam-lock
fasteners located in the centre of the door and the three
fasteners on the outer edge of the door in the sequence shown
in Figure 2-3 to avoid jamming of the lock mechanisms.
Proceed as follows:

a. Raise each handle vertically to release tension on the


catch pin.

b. Rotate the handle counter-clockwise approximately 60


degrees to disengage the catch rod from the catch
pin.

c. Align the handle with the catch rod and pull the handle
and catch rod out.

d. Rotate the handle clockwise to the original position

e. Repeat the procedure for each handle.

f. Open the door.

g. Push in all handles.

h. Release the restraining lanyard from the securing bracket and restrain the door in the open position.

Loading a Decoy Cartridge

13. Two personnel are required to load the launcher. To load a launcher proceed as follows:

WARNING

Ammunition handling safety requirements must be observed at all times.

Rounds contain HCC 1.3 C explosives and extreme care must be exercised in
handling.

Do not use the umbilical cable as a handle when loading the decoy cartridge
into the launcher. Personal injury or equipment damage could occur.

If a decoy cartridge is dropped from a height greater than 610 mm, it must
be considered unserviceable even if there is no apparent damage.

The decoy cartridge must not contact or rest on any fittings or fixtures.
Damage to the decoy cartridge renders it unserviceable.

Ensure each decoy cartridge is connected to the correct launcher connector


and correctly positioned to prevent damage to the launcher.

a. Ensure the area in front of the launcher is clear of any obstructions.

b. Manoeuvre the decoy cartridge so that the propulsion unit end is directly in front of the desired
launcher location. Open the shipping container.

c. As the top of the decoy cartridge is lifted


the person at the propulsion unit end
should assume a crouched position. With
one hand on the lifting handle, and the
other under the decoy cartridge, position
the cutouts of the decoy cartridge base
onto the launcher pivot pins.

d. The second person supports the decoy


cartridge on his shoulder and moves the
decoy cartridge until it is on centre
making sure the decoy cartridge does not
contact any fittings or fixtures.

e. Push the decoy cartridge firmly into


position in the launcher.

f. The bottom end of the decoy cartridge is


then securely retained in the launcher by Figure 2-4 Round Restraining Slot
the restraint pins as shown in Figure 2-4.

g. Place the decoy cartridge in the vertical position and ensure that the decoy cartridge is held by the
temporary restraint.

h. Unfasten the Velcro strap and free the decoy cartridge umbilical cable from the canister. Fix the
straps to the canister when the cable is free.

i. Remove the protective covers from the decoy cartridge umbilical cable and launcher connector and
check the decoy cartridge Umbilical Cable as shown in Figure 2-5 for signs of damage or obstruction.

j. Check the connectors to ensure no


moisture is present.

k. Prior to connecting the umbilical cable to


the launcher it is necessary to perform a
Zero Volts Test on the cable.

l. Connect the No Volts Tester (C3 l-B71-


010-002) to the launcher connector. Using
a multimeter and plugs, connect the
multimeter plugs to the PIU sockets on the
No Volts Tester. Ensure that there is no
voltage present on the readout of the
multimeter. Perform the test in turn for the
Top Cap (TC) sockets, Flight Control Unit
(FCU) sockets and the Payload (PL)
Battery socket. If all sockets show Zero
Volts, disconnect the No Volts Tester from
the launcher connector. This should be

performed for each connector on the
launcher.

m. Connect the umbilical cable to the launcher


by placing the umbilical cable plug into the
correct numbered connector. Mate the
plug to the connector and rotate the
locking ring until the connection is secure
as shown in Figure 2-6.

n. Attach the protective cover of the decoy


cartridge umbilical cable to the launcher
receptacle protective cover and secure the
protective covers in the retainer.

Closing a Launcher Door

14. To close a Launcher door proceed as follows:

WARNING

To prevent injury close the doors using handles only.

Ensure that each decoy cartridge umbilical cable is connected to the


appropriate launcher receptacle before attempting to close the doors. A
loose umbilical cable can jam in the door during closing and damage the
cable and the canister.

a. Ensure that each umbilical cable is connected to its correct launcher connector and is correctly
positioned as shown in Figure 2-7, to minimise damage to the round.

b. Release the launcher door-restraining lanyard and secure the lanyard on its bracket.

c. Pull out all of the inner and outer door handles.

d. Close the door.

e. Secure the launcher door in the sequence as shown in Figure 2-8.

f. Raise the handle to a horizontal position and turn it approximately 60 degrees counter-clockwise.

g. Push the handle in until the catch rod engages the catch pin.

h. Raise the handle to about 45 degrees to provide sufficient clearance to fully engage the catch pin.

i. Turn the handle 60 degrees clockwise.

j. Lower the handle.

k. Repeat for each handle in sequence.

l. Padlock the launcher door.

Deploying a Launcher

15. To deploy a Launcher proceed as follows:

To prevent damage to equipment ensure the area in front of the launcher is


clear before deploying the launcher.

a. Unscrew the T locking pins on each side of the deployment mechanism.

b. The deployment mechanism handle is secured to the launcher body by a locking pin. Release the pin
and pull the handle from the retainer.

c. Rotate the handle in a clockwise direction. The launcher is in the correct firing elevation when the
deployment mechanism is fully extended. Do not force the handle.

d. Secure the deployment handle with the locking pin.

e. Set the Launcher SAFE TO LOAD switch to COMBAT.

LAUNCHER UNLOADING

Procedure

16. Two personnel are required to unload a decoy cartridge from a launcher. To unload a launcher
proceed as follows:

WARNING

Ammunition handling safety requirements must be observed at all times.

Decoy cartridges contain HCC 1.3 C explosives and extreme care must be
exercised in handling.

Do not use the umbilical cable as a handle when loading the decoy cartridge
into the launcher. Personal injury or equipment damage could occur.

If a decoy cartridge is dropped from a height greater than 610 mm, it must
be considered unserviceable even if there is no apparent damage.

The decoy cartridge must not contact or rest on any fittings or fixtures.
Damage to the decoy cartridge renders it unserviceable.

a. Stow the appropriate launcher in accordance with paragraph 11.

b. Open the appropriate launcher door in accordance with paragraph 12.

c. Disconnect the umbilical cable from the launcher connector.

d. Remove the decoy cartridge umbilical cable and launcher shielding caps from the storage bracket and
disconnect.

e. Fit the shielding caps to the decoy cartridge umbilical cable and launcher electrical connector.

f. Remove the Velcro cable retainers from the decoy cartridge and secure the decoy cartridge umbilical
cable with the retainers.

g. Facing the decoy cartridge, grasp the loading handle at the top of the decoy cartridge.

h. The second person then disengages the temporary restraint and tilts the decoy cartridge slightly out of
the launcher.

i. Both personnel should place a shoulder to the decoy cartridge and continue to hold a loading handle
on each side of the decoy cartridge.

j. One person then moves to the lower end of the decoy cartridge and grasps the lower lifting handle.

k. The second person moves to the same side as the first person and pulls the top of the decoy
cartridge out of the launcher until the decoy cartridge locking pins are disengaged from the decoy
cartridge-restraining slot (see Figure 2-4) in the launcher. The person at the top of the decoy
cartridge transfers his hold to the lifting handle.

l. Both personnel lift and disengage the decoy cartridge from the launcher pivot pins.

m. The person at the bottom of the decoy cartridge turns and lowers the decoy cartridge to the horizontal
position taking care not to contact any obstructions or damage the decoy cartridge.

n. Both personnel carry the decoy cartridge to the shipping container or place the decoy cartridge in the
shipping container end caps as applicable.

Packing the Shipping Container

17. Two personnel are required to pack a decoy cartridge in a shipping container. To pack a decoy
cartridge proceed as follows:

If the shipping container is more than ten metres from the launcher, the
decoy cartridge must be placed in the shipping container end caps before
carrying to avoid possible damage to the decoy cartridge.

a. Position the empty shipping container as close as possible to the launcher with the propulsion unit end
closest to the launcher.

b. Open the shipping container and ensure the interior is free of obstructions.

c. Unfasten the Velcro straps from each end cap by pulling on the red tabs. Fold the tops back.

To ensure the decoy cartridge is correctly positioned, the brown indicator


band on the decoy cartridge must be aligned with the brown indicator band
on the inside of the shipping container.

d. Place the decoy cartridge into the cradle of the opened end caps and the centre support of the
shipping container base. Ensure both end caps are positioned firmly against the ends of the decoy
cartridge.

e. Close the end cap tops and secure them by firmly fastening the two Velcro straps on each end cap.

f. Record the serial number and decoy cartridge type painted on the decoy cartridge and the packing
date in the document holder on the outside of the container.

g. Close the shipping container in accordance with paragraph 10.

h. Affix explosive decals to indicate a decoy cartridge is in the container.

WARNING

After firing, the upper end of the canister and the restrained canister top cap
have dangerous sharp edges.

NOTE
The empty canister is not reusable and should be disposed of in accordance
with DND policy.

Damage to Rounds

18. Minor scratch or dent damage to the decoy cartridge canister is not cause for rejection or
unserviceability of the decoy cartridge. Decoy cartridges should be returned as unserviceable in any of the
following cases:

a. The decoy cartridge has been dropped from a height greater than 610 mm.

b. Any perforation is found in the canister skin.

c. Any dent more than 10 mm deep is found in the canister skin.

d. Any cracking is found of the seams or rivets along the axis Data Link Housing, End Rings or Cable
Entry Housing, which could void the hermetic seal. This type of damage will generally be evidenced
by cracking of the paint.

e. Any bending or cracking is found in the machined items of the Lower End Assembly.

f. The Umbilical Connector has been deformed so that it has become out-of-round.
