1. SCOPE
NIOEC standard specification covers the general requirements for detailed engineering
procurements, testing inspection & construction of refinery/oil plant, distribution depots,
pump stations and pipe lines.
This specification covers the general requirements for steel fabrication and erection of stacks.
This specification excludes all aspects of stack design refractory materials, reinforcement, and
application.
2. REFERENCES
Throughout this Specification the following dated and undated standards/codes are referred to
these referenced documents shall, to the extent specified here form a part of this Specification.
For undated references, the latest edition of the referenced document (including any
supplements and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date, shall mutually
be agreed upon by NIOEC and Vender / Contractor.
International system of unites (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.
- EMPLOYER means :National Iranian oil Engineering and Construction company ( NIOEC )
- CONTRACTOR means: The Person , firm, Company or Consortium whose tender has been
accepted by the Employer or legal successors in title to such Person.
- VENDOR : Refers to firm or Person who will Supply and / or fabricate the equipment or
material.
- FABRICATION means the company which is responsible for the fabrication of the steel
structure at site.

5. MATERIALS
- The following documents shall be prepared by Furnace Vendor (VENDOR) and be given to
stack Fabricator (FABRICATOR) through CONTRACTOR.
(1) Detailed fabrication drawings, including detailed plate layout drawings and
transportation/ erection and reinforcements drawing.
(2) Material take-off list of all materials and accessories.
FABRICATOR shall check the documents and if any inconvenient matter for the fabrication
or calculation/drafting mistakes were found, they shall be noticed to CONTRACTOR in his
letters within 2 weeks after receiving the document.
Vendor shall check Fabricator’s comments and revise his drawings, if necessary.
If FABRICATOR will not give any comments to CONTRACTOR, FABRICATOR shall
have the responsibility of these documents in the points mentioned above.
- Materials of construction shall be as specified to the stack fabricator. All plate material used
shall have a Mill Test Certificate.
- In case of any substitute materials to those specified being used, they must have the prior
written approval of NIOEC before use.
- All materials, including those for erection and reinforcements for transportation and
erection, and welding rods necessary for the fabrication of the stack and accessories
(including weld wire fabric and anchors for lining) shall be supplied by VENDOR to the
FABRICATOR through CONTRACTOR. All other consumable materials shall be prepared
by FABRICATOR.
6. SHOP FABRICATION
- Stacks and stack ducts shall be shop fabricated to the maximum extent before shipment to
Site.
- Stacks including lower conical section, if any, shall be fabricated in horizontal complete
circular sections. These shall be as large as possible while conforming to the limits of
transportation to Site.
- Where diameter exceeds 4.5 meters, by transportation limit, such as in lower conical
sections these shall be fabricated in 2 halves suitably braced to facilitate transportation and
minimize possible damage during handling.
- Plates shall be arranged in horizontal courses with staggered vertical joints in accordance
with API 650 Para. 3.3.4
- The variance between minimum and maximum diameters at any cross section along the
stack length shall be not exceed 2% of the nominal diameter for that section .
- Reference measurements of stack dimensions such as diameter and lengths shall be taken at
7 am or other agreed early morning hour to eliminate errors due to thermal expansion that
may occur during the day.
- Tolerances for stack plates shall be as follows:

Stack plate edges for the circular section on completion of machining shall be straight.
Deviations, if any, shall not be in excess of ± 1 mm, from theoretical profile.
- The actual diameter measured at all circular sections of cone and cylindrical sections
including measurements taken at the vicinity of the welds shall be within 2% of the nominal
diameter at that section.
- Prior transportation to site each stack section shall be shop matched to each adjacent upper
and lower section. This matching shall be witnesses and approved by the NIOEC's appointed
inspector. Out of straightness of edges of adjacent courses shall not be in excess of 3 mm in
3 m be in excess of 3 mm in 3 mm.
- Conical half sections may be tack welded together for the above procedure. After matching
checks are completed tacks shall be removed, surfaces ground smooth and dye penetrant
checked.
- All stack stiffening angles shall be truly round and to same tolerances as the stack plates and
welded in place before final shop alignment and matching checks.
- Plate Preparation
c. Plate rolling shall be in accordance with ASME Code Section VIII Para.
UG-79 (b).
6.13 Welding
c. Weld alignment tolerances shall be in accordance with Para. UW-33 of ASME Code
Section VIII.
d. Welded butt joints shall be in accordance with Paras UW-35 (a) and (b) and UW- 37 of
ASME Code Section VIII.

e. All necessary weld preparation of field welds shall be made at the fabrication shop
before transportation to site.
f. Radiographic checks shall be in accordance with API 650 Section 6 and approved by
NIOEC' s appointed inspector.
7. FIELD ERECTION
c. Stack shall be erected truly vertical and checked at each field welded seam. The erected
stack shall be plumbed to within a maximum deviation of 25 mm ( 1Inch ) per 15 m
( 50 feet ) of height.
d. All attachments used for construction shall be removed and surfaces ground smooth, free
from cracks before acceptance.
8. INSTALLATION
NIOEC' s appointed representative shall have the right of access to inspect all work at any
stage of fabrication and have the right to reject any work which does not conform to the
requirements laid down herein or which does' not otherwise meet the standards normally
required for such work. Any necessary repairs shall be to the inspectors' approval and all costs
involved shall be to the account of the fabricator.
9. TRANSPORTATION
- As a guide, the limitations normally imposed in Iran are 18 meters length and 4.0 meters
diameter for road transportation. It is however the fabricators responsibility to ensure that
the items fabricated in the shop can be transported to site.
