Section-I: Executive Summary
1. Introduction:
ACME SOLAR HOLDINGS PVT LTD, hereinafter called /OWNER is inviting Bids in respect of Total
Turnkey Package for Construction of 33 kV Single/Double circuit transmission line including work
scope of supply, installation, fabrication & commissioning of Equipment/Materials Erection
(including Civil Works), as per the Scope detailed in the Bid Documents.

2. Scope:
The design of the 33kV Single/Double circuit transmission line for the project shall be based on
following references/guidelines:

 Indian Electrical Safety Rule 1956


 IS 5613: Code of practice for design, installation & maintenance of overhead of power line
 CBIP Guidelines
 Other relevant BIS and IEC Standards

Life Expectancy: The line shall have a 25 year minimum design life with minimal line maintenance
and downtime

2.1 Work Involves:


a. Construction of 33kV S/C & D/C line as per attached proposed transmission line route
drawing
b. Stringing of 33KV AL-59 ECO-353 conductor for a route length of about 6.5 kM.
c. Fitting of Insulators & hardware fittings for 33kV line. Polymer type insulators are to be
provided. Creepage distance shall not be less than 25mm/kV.
d. Concrete Spun poles will be used for suspension and tension poles. Details of Pole
arrangement drawings are attached.
e. Maximum span length shall be 45 meter. Every tension pole shall be of Double pole
structure.
f. Wherever HT cable is getting connected to Spun pole, double pole structure will be used.
g. HT cables are to supported at regular interval of 1 meter with Spun pole
h. Construction of foundation (Civil Work) for the pole, double pole poles structures.
i. Erection of 33 kV Isolator with earth switches
j. Erection of 33 kV Lightning Arrestors
k. Erection of set of DO Fuse units.
l. Connection of 1 run of 3core x 185 sq mm 33KV XLPE UG Cable on Double Pole Structure.
m. Jointing of HT cable termination end kit for 185 sq mm and 400mm, 33KV XLPE Cable (24
nos.)
n. Erection of rigid PVC pipes of size 200 mm diameter of length 60mtrs.
o. 2 nos. chemical treated earth pits are to be provided for each of 21Nos DP structure.
p. Minimum clearances are to maintained as per IE rules. Detail drawings are attached for
reference.
q. 8 SWG GI wire to be used from pole to pole. Detail arrangements are shown in attached
drawings.
3. System Parameters
The primary power source for 33kV Inverter Control Room at site will be received from 220/33kV
Main Pooling Substation.

Power Transmitted through each circuit shall be 12.5MVA, 25MVA & 37.5 MVA.

4. Technical Specifications:
The supply of all the required materials on TOTAL TURN KEY is in the scope of the contractor. The
technical specifications for the major materials are mentioned in reference sections of this
document.

5. Methodology
The complete procedures for the execution of the project are explained herewith in details.

5.1 Field Survey:


The contractor shall prepare and conduct detailed survey of the transmission lines including route
alignment, profiling, pole spotting and demarcation in the site, optimization of pole locations, soil
resistance measurement, geo-technical investigation, prepare the Right-of-Way plan along the
transmission line route covering land plots, title holders, land area to be acquired/ affected as per
the current practices and submit report with incorporation of suggestions from approving agencies.

5.2 Check Survey:


The contractor shall undertake the check survey during execution on the basis of the alignment
profile drawing and tower schedule approved by the concerned authority. During check survey,
minor changes due to RoW or any other unavoidable constraints, the contractor may have to change
the said alignment after obtaining prior approval from the authority.

5.3 General:
Preliminary route alignment in respect of the proposed 33KV transmission lines has been fixed by
subject to alteration of places due to way leave or other unavoidable constraints. However, shall
render all helps in co-ordination with law and order department for solving the same.
Involvement of forest land should be restricted as far as possible.

Provisional quantities/numbers of different types of pole structures, Length cables, Conductors etc.
have been estimated and indicated in the BOQ Schedule given. However final quantities for work
shall be as determined by the successful bidder, on completion of the detail survey, preparation of
route profile drawing and designing of the different items as elaborated in the specification and
scope of work.

The contractor shall undertake detailed survey on the basis of the tentative alignment fixed by . The
said preliminary alignment may, however, change in the interest of economy to avoid forest and
hazards in work. While surveying the alternative route the following points shall be taken care of by
the contractor.
i. The line is as near as possible to the available roads in the area and the route is straight and
short as far as possible.
ii. The line should be far away from telecommunication lines as reasonably possible.
iii. Parallelism with these lines shall be avoided as far as practicable.
iv. Crossing with permanent objects are minimum but where unavoidable preferably at right
angles.
v. Difficult and unsafe approaches are avoided.
vi. The survey shall be conducted along the approved alignment only.
vii. Route of Cable shall be surveyed thoroughly and marked in the drawing for laying of cable.
viii. After completing the detailed survey, the contractor shall submit the final profile and pole
schedule (with no. of structure) and Cable layout for final approval of . To facilitate checking
of the alignment, suitable reference marks shall be provided. For this purpose, concrete
pillars of suitable sizes shall be planted at all angle locations.

5.4 Collection of Weather/Climate Data:


The contractor shall collect and analyze weather/climate including isokeraunic data and develop
weather loading for design of transmission line and poles. Based on meteorological data determine
various loading zones for the transmission line, which shall pass through terrain with varying
elevation and climate conditions, to optimize design of various transmission line
elements/components.

5.5 Profile Plotting and Pole Spotting:


With the help of sag template, final tower location shall be marked on the profiles and while locating
the poles on survey chart, the following shall be considered.

5.6 Soil Investigation:


The contractor shall conduct soil investigation for poles of the 33kV transmission line.

5.7 Test Boring:


The boring shall be done at the major locations / crossing of special towers.

The test boring through different layers of all kinds of soil shall have to be carried out by the
contractor through the approved soil consultants as briefed hereunder.

a. Method of boring, selection of sampling tubes, sampling, recording of boring, protection,


handling, levelling of samples shall be done as specified in IS: 1892/1977, if any, after
obtaining approval from the . The contractor shall furnish in the soil report in details, the
equipment and method of boring actually adopted.

b. Undisturbed soil samples shall be obtained for the initial 4M depths at every 1.5M interval
and at change of strata. After these initial 4M depths, samples shall be obtained preferably
at every 3M or where there is a change of strata, or as advised by the .

c. In case collection of undisturbed samples becomes difficult/impossible detailed soil testing


on remoulded soil samples is to be considered and reported in the soil report.

d. Standard penetration test as per IS: 2131 with latest amendment shall have to be conducted
in different strata and recorded properly.
e. The ground water table shall be recorded during boring operation and incorporated in the
bore log. If possible, the position of the water table just after monsoon period be
ascertained from local people and indicated in the report.

5.8 Laboratory Tests of Soil Samples:


a) The method and procedure of testing of soil sample to be followed shall be as per relevant IS
codes. Adequate volume of test samples shall be collected from site.

b) Sample shall be properly sealed immediately after recovery as specified in relevant IS code
and transported carefully to laboratory for carrying out necessary laboratory tests to find
out the following parameters of every samples. Data and time of taking of the sample shall
be recorded in the test report.

 Natural moisture content, liquid limit, Plastic limit and Plasticity index.
 Bulk, dry and buoyant density of soil.
 Void ratio (e-long P curve shall be submitted)
 Specific gravity.
 Grain size distribution (Sieve analysis and hydrometer analysis)
 Tri-axial and consolidation tests (consolidation undrained and consolidated drained
as and when application in table, graph and drawing.
 Permeability tests
 Chemical tests for both water and soil samples at different layers.
 Evaluation of safe bearing capacity at different strata for square footings shall be
done for a maximum value of 25 mm settlements.
 At depths from 3M to 25 different strata.
 Factor of safety shall be considered as 3 for evaluation of safe bearing capacity of
soil.
 Unconfined compression test for cohesive soil if encountered.

6.0 Detailed Engineering:


The contractor shall perform detail engineering and develop design of the transmission line
including but not limited to:

 Conductor sizing
 Voltage Drop Calculation
 Grounding Wire Selection
 Earthing System Design
 Detailed Pole Design
 Complete Pole Foundation Design, where required
 Construction ready drawings
 Development of construction and installation methods; and
 Other related activities to complete the intended jobs and submit report with incorporation
of suggestions from approving agencies.

7.0 Quality Assurance Plan:
The contractor shall prepare a workable and cost effective procurement, construction &
execution plan including schedule and a detail description of the process and submit report with
incorporation of suggestions from the .

Technical Specifications of 33kV Pin Type Insulator

1. Scope of Work
This Specification covers design, engineering, manufacture, assembly, stage testing, inspection &
testing before supply and delivery at site of the 33KV Pin & Disc Insulator.

2. Applicable Standard
Unless otherwise stipulated in this specification, the insulators shall comply with the Indian standard
specification IS: 731-1971 and the insulator fittings with IS: 2486(Pt.-I)-1971 and IS: 2486(Pt. II)-1974
or the latest version thereof.

3. Insulator

3.1 General Requirement


3.1.1 The Porcelain shall be sound, free from defects, thoroughly vitrified and smoothly glazed.

3.1.2 Unless otherwise specified, the glaze shall be brown in colour. The glaze shall cover all the
porcelain parts of the insulator except those areas which serve as supports during firing or are left
unglazed for the purpose of assembly.

3.1.3 The design of the insulator shall be such that stresses due to expansion and contraction in any
part of the insulator shall not lead to deterioration. The porcelain shall not engage directly with hard
metal.

3.1.4 Cement used in the construction of the insulator shall not cause fracture by expansion or
loosening by contraction and proper care shall be taken to locate the individual parts correctly
during cementing. The cement shall not give rise to chemical reaction with metal fittings and its
thickness shall be as uniform as possible.

3.2 Creepage Distance


The minimum creepage distance shall be as under:

Note: For insulator used in an approximately vertical position the values given in col. (2) or (3) shall
apply. For insulators used in an approximately horizontal position, the value given in col. (2) shall
apply but the value in Col. (3) may be reduced by as much as 20%.

3.3 Tests
The insulators shall comply with the following tests as per IS: 731-1971.

3.3.1 Type tests


a) Visual examination
b) Verification of dimensions
c) Visible discharge test
d) Impulse voltage withstand test.
e) Wet power-frequency voltage withstand test.
f) Temperature cycle test.
g) Electro-mechanical failing load test.
h) Mechanical failing load test (for those of type B string insulator units to which electro mechanical
failing load test (g) is not applicable.
i) Twenty four hours mechanical strength test (for string insulators only when specified by the
purchaser).
j) Puncture test
k) Porosity test and
l) Galvanising test

3.3.2 Acceptance Tests


The test samples after having withstood the routine tests shall be subjected to the following
acceptance test in the order indicated below:

a) Verification of dimensions.
b) Temperature cycle test.
c) Twenty four hours mechanical strength test (for string insulator units only when specified by the
purchaser)
d) Electro-Mechanical failing load test.
e) Puncture test
f) Porosity test and
g) Galvanizing test.

3.3.3 Routine Test


a) Visual examination.
b) Mechanical routine test (for string insulator units only) and
c) Electrical routine test (for string insulator units only)

3.4 Marking
3.4.1 Each Insulator shall be legibly and indelibly marked to show the following.

a) Name and trade mark of the manufacturer.


b) Month and year of manufacture
c) Minimum failing load in kN.
d) ISI Certification mark, if any.
e) Property of
f) Specific Parameters & Layout Conditions.

3.4.2 Marking on porcelain shall be printed and shall be applied before firing.

4. Packing

All insulators (without fittings) shall be packed in wooden crates suitable for easy but rough handling
and acceptable for rail transport. Where more than one insulator are packed in a crates, wooden
separators shall be fixed between the insulators to keep individual insulators in position without
movement within the crate.

1. Scope
This specification provides for design, manufacture, engineering, inspection and testing before
dispatch packing and delivery for (destination) of disc. Insulators as per technical requirements
furnished in this specification.

These insulators are to be used in suspension and tension insulators strings for the suspension and
anchoring of the bus-bar conductors.

2. Standards
Except as modified in this specification, the disc insulators shall conform to the following
Indian Standards, which shall mean latest revisions and amendments. Equivalent International and
Internally recognized standards to which some of these standards generally correspond are also
listed below.

3. Principal Parameters
The Insulator strings shall consist of standard discs for use in three phases, 50 Hz, 33 kV electrical
network of in a moderately polluted atmosphere. The discs shall be cap and pin, ball and socket
type, radio interference and have characteristics as shown in Table-I and all ferrous parts shall be hot
dip galvanized as per the latest edition of IS: 2629. The zinc to be used for making sleeves shall be
99.95 % pure.

4. Specification Drawings
The specification in respect of the disc insulators are described. This specification for information
and guidance of the Bidder only. The drawings to be furnished by the supplier shall be as per his own
design and manufacture and in line with the specification.

5. General Technical Requirements

5.1 Porcelain
The porcelain used in the manufacture of the shells shall be ivory white nonporous of high dielectric,
mechanical and thermal strength, free from internal stresses blisters, laminations, voids, forgone
matter imperfections or other defects which might render it in any way unusable for insulator shells.
Porcelain shall remain unaffected by climatic conditions ozone, acid, alkalis, zinc or dust. The
manufacturing shall be by the wet process and impervious character obtained by through
verification.

The insulator shall be made of highest grade, dense, homogeneous, wet-process porcelain,
completely and uniformly vitrified throughout to produce uniform mechanical and electrical strength
and long life service. The porcelain shall be free from warping, roughness, cracks, blisters,
laminations, projecting point’s foreign particles and other defects, except those within the limits of
standard accepted practice. Surfaces and grooves shall be shaped for easy cleaning. Shells shall be
substantially symmetrical.

5.2 Porcelain glaze


Surface to come in contact with cement shall be made rough by stand glazing. All other exposed
surfaces shall be glazed with ceramic materials having the same temperature coefficient of
expansion as that of the insulator shell. The thickness of the glaze shall be uniform throughout and
the colour of the glaze shall be down. The Glaze shall have a visible luster and smooth on surface and
be capable of satisfactory performance under extreme tropical climatic weather conditions and
prevent ageing of the porcelain. The glaze shall remain under compression on the porcelain body
throughout the working temperature range.

5.3 Metal Parts


(i) Cap and Ball Pins:
Ball pins shall be made with drop forged steel caps with malleable cast iron. They shall be in one
single piece and duly hot dip galvanized. They shall not contain parts or pieces joined together
welded, shrink fitted or by any other process from more than one piece of materials. The pins shall
be of high tensile steel, drop forged and heat-treated. The caps shall be cast with good quality black
heart malleable cast iron and annealed. Galvanizing shall be by the hot dip process with a heavy
coating of zinc of very high purity. The bidder shall specify the grade composition and mechanical
properties of steel used for caps and pins. The cap and pin shall be of such design that it will not
yield or distort under the specified mechanical load in such a manner as to change the relative
spacing of the insulators or add other stresses to the shells. The insulator caps shall be of the socket
type provided with nonferrous metal or stainless steel cotter pins and shall provide positive locking
of the coupling.

(ii) Security Clips:


The security clips shall be made of phosphor bronze or of stainless steel.

5.4 Filler Material:


Cement to be used, as a filler material is quick setting, fast curing Portland cement. It shall not cause
fracture by expansion or loosening by contraction. Cement shall not react chemically with metal
parts in contact with it and its thickness shall be as small and as uniform as possible.

6. Material Design and Workmanship

6.1 General:
All raw materials to be used in the manufacture of these insulators shall be subject to strict raw
material quality control and to stage testing/ quality control during manufacturing stage to ensure
the quality of the final end product. Manufacturing shall conform to the best engineering practices
adopted in the field of extra high voltage transmission. Bidders shall therefore offer insulators as are
guaranteed by them for satisfactory performance on Transmission lines.

The design, manufacturing process and material control at various stages be such as to give
maximum working load, highest mobility, best resistance to corrosion, good finish elimination of
sharp edges and corners to limit corona and radio interference voltages.

6.2 Insulator Shell:


The design of the insulator shells shall be such that stresses due to expansion and contraction in any
part of the insulator shall not lead to deterioration. Shells with cracks shall be eliminated by
temperature cycle test followed by mallet test. Shells shall be dried under controlled conditions of
humidity and temperature.

6.3 Metal Parts:


i. The twin ball pin and cap shall be designed to transmit the mechanical stress to the shell by
compression and develop uniform mechanical strength in the insulator. The cap shall be circular with
the inner and outer surfaces concentric and of such design that it will not yield or distort under
loaded conditions. The head portion of the pinball shall be suitably designed so that when the
insulator is under tension the stresses are uniformly distributed over the pinhole portion of the shell.
The pinball shall move freely in the cap socket either during assembly of a string or during erection
of a string or when a string is placed in position.
ii. Metal caps shall be free from cracks, seams, shrinks, air holes, and blowholes and rough edges. All
metal surfaces shall be perfectly smooth with no projecting part or irregularities, which may cause
corona. All load bearing surfaces shall be smooth and uniform so as to distribute the loading stress
uniformly. Pins shall not show any microscopically visible cracks, inclusions and voids.

6.4 Galvanizing:
All ferrous parts shall be hot dip galvanized in accordance with IS: 2629. The zinc to be used for
galvanizing shall conform to grade Zn 99.5 as per IS: 209. The zinc coating shall be uniform, smoothly
adherent, reasonably light, continuous and free from impurities such as flux, ash, rust stains, bulky
white deposits and blisters. Before ball fittings are galvanized, all die flashing on the shank and on
the bearing surface of the ball shall be carefully removed without reducing the designed dimensional
requirements.

6.5 Cementing:
The insulator design shall. Be such that the insulating medium shall not directly engaged with hard
metal. The surface of porcelain and coated with resilient paint to offset the effect of difference in
thermal expansions of these materials. High quality Portland cement shall be used for cementing the
porcelain to the cap & pin.

6.6 Security Clips (Locking Devices)


The security clips to be used as locking device for ball and socket coupling shall be “R”- shaped hump
type to provide for positive locking of the coupling as per IS: 2486 (Part-IV). The legs of the security
clips shall allow for spreading after installation to prevent complete withdrawal from the socket. The
locking device shall resilient corrosion resistant and of sufficient mechanical strength. There shall be
no possibility of the locking device to be displaced or be capable of rotation, which placed in
position, and under no circumstances shall it allow separation of insulator units and fittings. “W”-
type security clips are also acceptable. The hole for the security clip shall be counter sunk and the
clip shall be of such design that the eye of the clip may be engaged by a hot line clip puller to provide
for disengagement under energized conditions. The force required for pulling the clip into its
unlocked positions shall not be less than 50 N (5 kg.) or more than 500 N (50 kgs.).

6.7 Marking:
Each insulator shall have the rated combined mechanical and electrical strength marked clearly on
the porcelain surface. Each insulator shall also bear symbols identifying the manufacturer, month,
and year of manufacture. Marking on porcelain shall be printed, not impressed, and shall be applied
before firing.

6.8 Ball and Socket Designation:


The dimensions of the ball and sockets for 120KN discs shall be of 20 mm designation in accordance
with the standard dimensions stated in IS: 2486 (Part-II).

7. Interchangeability:
The insulators inclusive of the ball and socket fittings shall be of standard design suitable for use with
hardware fittings of any make conforming to relevant Indian Standards.

8. Freedom from defects:


Insulators shall have none of the following defects:
1) Ball pin shake.
2) Cementing defects near the pin like small blow holes, small hair cracks lumps etc.
3) Sand fall defects on the surface of the insulator.
9. Insulator String:

9.1 Type and Rating:


The insulator strings shall be formed with standard discs described in this specification for use on 3-
phases, 33kV, 50Hz effectively earthed systems in an atmosphere with pollution level as indicated in
project synopsis. Tension insulator strings for use with Anchor / Tension towers are to be fitted with
discs of 120KN EMS level rating.

9.2 String Size:


The sizes of the disc insulator, the number to be used in different types of strings, their
electromechanical strength and minimum nominal creep age distance shall be as given in this
specification. Insulator units after assembly shall be concentric and coaxial within limits as permitted
by Indian Standards. The strings design shall be such that when units are coupled together there
shall be contact between the shell of one unit and metal of the adjacent unit.

9.3 Dimensional Tolerance of Insulator Discs


It shall be ensured that the dimensions of the long rod insulators are within the limits as per relevant
IEC/ISS.

10. Tests (For Disc Insulators):


The following tests shall be carried out on the insulator string and disc insulators.

10.1 Type Test:


This shall mean those tests, which are to be carried out to prove the design, process of manufacture
and general conformity of the material and product with the intents of this specification. These tests
shall be conducted on a representative number of samples prior to commencement of commercial
production. The Bidder shall indicate his schedule for carrying out these tests.

10.2 Acceptance Tests:


This shall mean these tests, which are to be carried out on samples taken from each lot offered for
pre-dispatch inspection for the purpose of acceptance of the lot.

10.3 Routine Tests:


This shall mean those tests, which are to be carried out on each insulator to check the requirements,
which are likely to vary during production.

10.4 Tests during Manufacturing:


Stage tests during manufacture shall mean those tests, which are to be carried out during the
process of manufacture to ensure quality control such that the end product is of the designed
quality conforming to the intent of this specification.

11. Test Procedure and Sampling Norms:


The norms and procedure of sampling for the above tests shall be as per the relevant Indian
Standard or the internationally accepted standards. This will be discussed and mutually agreed to
between the supplier and purchaser before placement of order. The standards and normal according
to which these tests are to be carried out are listed against each test. Where a particular test is a
specific requirement of this specification, the norms land procedure for the same shall be as
mutually agreed between the supplier and the purchaser in the quality assurance programme.

11.4 Additional Tests


The purchaser reserves the right for carrying out any other tests of a reasonable nature at

addition to the above mentioned type, acceptance and routine tests at the cost of the purchaser to
satisfy that the material complies with the intent of this specification.
12. Identification Marking:
a) Each unit of insulator shall be legibly and indelibly marked with the trade mark of the supplier, the
year of manufacture, the guaranteed combined mechanical and electrical strength in kilo-Newton
abbreviated by ‘KN’ to facilitate easy identification and proper use.

b) The marking shall be on porcelain for porcelain insulators. The marking shall be printed and not
impressed and the same shall be applied before firing.

13. Quality Assurance Plan


The bidder here under shall invariably furnish following information along with his offer, failing
which the offer shall be liable for rejection.

a. Statement giving list of important raw materials, names of sub-suppliers for the raw materials, list
of standards according to which the raw material are tested, list of tests normally carried out on raw
materials in presence of bidder‘s representative, copies of test certificates.
b. Information and copies of test certificates as in (i) above in respect of bought out materials.
c. List of manufacturing facilities available.
d. Level of automation achieved and lists of area where manual processing exists.
e. List of areas in manufacturing process, where stage inspections are normally carried out in quality
control and details of such tests and inspection.
f. Special features provided in the equipment to make it maintenance free.
g. List of testing equipping available with the bidder for final testing of equipment specified and test
plant limitation, if any, vis-à-vis the type, special, acceptance and routine tests specified in the
relevant standards. These limitations shall be very clearly brought out in schedule of deviations from
specified test requirements.

14. Chemical Analysis of Zinc used for galvanizing.


Samples taken from the zinc ingot shall be chemically analyzed as per IS: 209. The purity of zinc shall
not be less than 99.95%.

15. Tests for Forgings.


The chemical analysis hardness tests and magnetic particle inspection for forgings will be as per the
internationally recognized procedures for these tests. The sampling will be based on heat number
and heat treatment batch. The details regarding test will be as discussed and mutually agreed to by
the supplier and purchaser in quality assurance programme.

16. Tests on Casting:


The chemical analysis mechanical and metallographic tests and magnetic particle inspection for
castings will be as per the internationally recognized procedures for these tests. The samplings will
be based on heat number and heat treatment batch. The details regarding test will be as discussed
and mutually agreed to by the supplier and purchaser in quality assurance programme.

17. Hydraulic internal pressure test on shells.


The test shall be earned out on 100% shells before assembly. The details regarding test will be as
discussed and mutually agreed to by the suppliers and purchaser in Quality Assurance
Programme.
18. Thermal Mechanical Performance Test
The thermal mechanical performance test shall be carried out on minimum 15 number of disc
insulators units as per the procedure given in IEC 575. The performance of the insulator unit shall be
determined by the same standard.

19. Eccentricity Test


The insulator shall be vertically mounted on a future using dummy pin and socket. A vertical scale
with horizontal slider shall be used for the axial run out. The pointer shall be positioned in contact
with the bottom of the outermost petticoat of the disc. The disc insulators shall be rotated with
reference to the fixture and the slider shall be allowed to move up and down on the scale but always
maintaining contact with the bottom of the outer most petticoats. After one full rotation of the disc
the maximum and minimum position the slider has reached on the scale can be found out.
Difference between the above two readings shall satisfy the guaranteed value for axial run out.

Similarly using a horizontal scale with veridical slider the radial run out shall be measured. The slider
shall be positioned on the scale to establish contact with the circumstance of the disc insulator and
disc insulator rotated on its future always maintaining the contact. After one full rotation of the disc
the maximum and minimum position the slider has reached on the scale can be found out.
Difference between the above two readings shall satisfy the guaranteed value for axial run out.

20. Crack Detection Test


Crack detection test shall be carried out on each ball and pin before assembly of disc unit. The
supplier shall maintain complete record of having conducted such tests on each and every piece of
ball pin the bidder shall furnish full details of the equipment available with him for crack test and
also indicate the test procedure in detail.

PACKING:- All insulators shall be packed suitably for easy but rough handling & acceptable for road
transport. Where more than one insulator is packed in a crate, separator shall be fixed between the
insulators to keep individual insulator in position without movement in the crate.
Part 2: Technical Specification for Multi Circuit Monopoles.
TECHNICAL SPECIFICATION FOR MULTI CIRCUIT MONOPOLE

1. Scope
This specification covers the Design, fabrication, galvanizing, testing, inspection before dispatch
and delivery of various types of 33 KV Distribution Line monopoles for 33 KV Multi- Circuit
feeding line with ACSR (panther) conductor, conforming to the design parameters specified
herein.

The fabricated steel poles will include base plate with its required accessories, monopole body
(including extensions, if required), Cross Arms. The accessories shall include strain plates, D-
shackles with nuts, bolts and washers, U-Bolts with nuts and washers, space washers, links, anti-
climbing devices and any other equipment/ material.

The monopoles will be fully galvanized. Provision will be made at the Cross Arm level for fixing
phase plates and Bird guards. The holes for fixing the earthing bonds at the peak and for
grounding the monopoles at bottom or any other holes, if require, shall be provided at the
convenient locations on the monopoles.

Design calculations and drawings test reports duly approved from CPRI Bangalore/ SERC Chennai
would be submitted.

The pole design shall be conformed to UHBVN/DHBVN/HVPNL technical specifications.

2. Material:

2.1 Steel
The steel to be used shall be conforming to BS EN 10025 S 355 JO/JR. Procurement of all steel
material required for the fabrication shall be arranged by the supplier at his cost.

The manufacturer i.e. the supplier shall maintain complete record of the raw material for
fabrication. The complete record in this regard shall be verified by Inspectors before carrying out
inspection.

The procurement of steel against this tender shall be arranged by the supplier and progress
thereof will be intimated to the purchaser. The progress of manufacturing shall also be watched
during the progress of the work. The purchaser reserves the right to inspect the quality of steel.

The steel used shall be of tested class & quality not in any way inferior to structural steel
conforming to BS EN 10025 S355 JO/JR.

Any material made from steel of inferior quality and below specifications will not be accepted by
the Purchaser and shall have to be removed and replaced by the bidder at his own cost on
receipt of necessary instructions from the purchaser's Inspecting Officer(s).

2.2 Zinc
The supplier shall make his own arrangement for the procurement of sufficient quantity of
Electrolytic Zinc of Proper quality (99.995% pure) for galvanizing monopole before
commencement of work. The purchaser shall be at liberty to inspect samples of zinc used, test
and checked in any laboratory at the cost of the bidder and reject the particular supply if not
found up to requisite standard.

3. Tolerances:
 The tolerances as per IS: 1852/1979 or its latest revision would be applicable for angles,
plates & rounds.

 Fabrication tolerance shall conform to those specified in clause 6.2 to 6.5 of IS: 802(Part-
ll-1978).

4. Workmanship and Finish:


Workmanship and finish shall be of the highest standard required by the best modern practices
with fabrication tolerance as per requisite standard. All pole members shall be cut to jig
and all holes shall be drilled or punched to jig . All parts shall be carefully cut and holes
accurately located so that when the members are in position the holes will be truly opposite to
each other before being bolted up. All corresponding parts shall be made similar and strictly
interchangeable. The drilling , punching, cutting and bending of all fabrication steel work shall
be such as to prevent any possibility or irregularity occurring which might introduce difficulty
in erection of the monopoles at site.

5. Bolts and Nuts:


The Material for anchor bolts shall conform to grade 6.8 as per IS 12427 (latest amendment).
Exposed portion of the Anchor bolts shall be galvanized as per relevant IS.

Material for headed bolts shall be of grade 6.8 and shall be galvanized in accordance with
relevant ISS. Threaded rod shall be of grade 6.8.

6. Deflection Criteria
1.5% of the height under safety normal condition and 5% of height under ultimate wind for both
suspension and tension poles.

7. Charpy impact requirements:


All Structural plates shall meet Charpy impact value of 27J at 0 deg C. Charpy impact properties
shall be determined in accordance with relevant provisions of IS 2062 (2006), latest amendment.

8. Weld Material:
The material used for making welds shall be compatible with the parent material, as defined by
relevant IS related to welding and shall meet the impact requirements specified above for
the lowest toughness requirements of the plates being joined.

9. Typical Detailing:

9.1 Pole Details


Telescoping splices Joining sections (slip joints) shall be designed to assure a minimum lap
of 1.5 times the largest inside diameter of the outer section . Anchor bolts shall be
provided with top and bottom templates to form a cage at job site.
9.2 Types of Multi circuit Monopoles:
The multi circuit monopoles will have three circuits (three cross arms), self-supporting designed
for the specific loading conditions. There will be following types of poles.

 ‘A’ Type Pole: poles with angle of deviation 0° to 2°.

 ‘B’ Type Pole: poles with angle of deviation 2° to 15°.

 ‘C’ Type Pole: poles with angle of deviation 15° to 30°.

 ‘D’ Type Pole: poles with angle of deviation 30° to 60°.

 ‘Dead End’ Type Pole: at termination of line.

Suitable extension of 3m, 6m, 9m and 12m shall be designed for all poles. One ground wire
(7/3.15mm) of galvanized stranded steel wire place on the top of the monopole.

Please refer attached typical pole drawing for conductor arrangement.

9.3 Circumferential welds


Circumferential welds are allowed only in case of welding of pole to shaft-to-base plate, and
shall be full penetration welds. Arm shaft-to-arm bracket shall be partial penetration groove
weld with fillet overlay, sized to develop the full strength of the shaft. All Other accessories (lugs
and plates for grounding, jacking, climbing and identification) shall be fillet and/or groove welds
sized to develop the loading requirements of the attachment. Circumferential joints in the pole
sections are not allowed.

9.4 Longitudinal Welds


Longitudinal welds in outer section of slip joints and within 76.2 mm (3") of a full penetration
weld shall be with carried out with full penetration. Longitudinal welds shall be a minimum of
60% penetration in other locations.

9.5 Plate Bends


The minimum inside radius of plate bends shall be such that cracking does not occur. Extreme
care must be taken to prevent the steel from cracking especially at the free ends of the bend
either during the bending operation or subsequently due to residual stresses.

10. Fabrication:
The Pole manufacturer shall prepare a detailed drawing of the pole and submit it for approval.
Fabrication shall be performed in strict compliance with department’s approved detail drawings.
Material substitution or deviations from the final approved drawings shall not be made without
written approval from the department. The manufacturer shall accurately identify all material to
assure proper usage.

10.1 Pole Shaft:


Pole shall be continuously tapered from top to bottom with a uniform slope. No multi-ply steel
plates will be allowed for the pole structure fabrication. Shaft shall be made with section/
specified length as per the standard drawings. The cross section of the pole shall be as specified
in the standard drawings.

10.2 Pole Slip Joint:


Pole section shall be made with telescopic slip joints for easy assembly either in air or on the
ground at the construction site. Overlapping shall not be less than 1.5 times the largest inside
diameter of the female section. The taper of each section at a slip joint should match the taper
of the adjacent section to provide proper splice tolerances. No circumferential weld within a
shaft section shall be permitted. Any other type of connection will not be permitted.

11. Welding:
Welding shall conform to the relevant national and international standards. Preheat and
interphase temperature as per standards shall be followed. Welding shall be done by the shield
metal-arc, gas shielded flux core, gas shield metal arc or submerged-arc processes. For
submerged arc welding, welding electrodes shall be of low hydrogen classification as per
national and international standards.

Extreme Care shall be taken in assembling and fitting, and welding shall be controlled to
minimize shrinkage stresses and distortion. All finished work shall be of good quality and have a
neat appearance without warpage. Caution shall be exercised to obtain full penetration welds
where specified.

Circumferential and longitudinal welds within the slip joint area of tubular sections shall be shear
wave ultrasonically inspected as per relevant standards.

Longitudinal welds in tubular sections, where visual inspection is not adequate, shall be
magnetic particle or dye penetrant tested.

Attachment welds shall be examined by visual inspection. Magnetic particle or dye penetrant
testing shall be used at questionable area by visual inspection.

12. Broken wire condition


Suspension Tower Type A: Any one phase or earth wire broken, whichever is more stringent for
a particular member.

Tension Tower Type B & C: Any two phase broken on the same side and the same span or any
one phase and one earth wire broken on the same side and same span, whichever combination
is more stringent for a particular member.

Tension tower D : All three phases broken on same side and same span or and two phases and
earth wire broken on the same side & same span whichever combination is more stringent for a
particular member.
13. Type Test:
Monopoles are to be type tested for each type.
Type test is waived off, if the manufacturer/supplier having successfully type (suspension &
angle monopoles) tested in CPRI/ in any independent NABL accredited testing centres for 33 KV
M/C or above monopole and conducted during last 3 years from the date of submission of
drawings for approval subject to submission of report for verification.

14. Inspection:
Each component shall be inspected for conformance to the fabrication drawings. The inspection,
as per relevant Indian and international standards, shall include, but not be limited to

 Ultrasonic inspection of base plate more than 50mm thick prior to welding for laminations.

 Visual inspection of dimensions to assure that tolerances are met.

 Visual inspection of bent surfaces for surface separations (supplemented by magnetic


particle inspection wherever required).

 Visual inspection of bolt holes to assure that they are perpendicular, cylindrical, and free of
burrs and without torn or ragged edges.

 Visual inspection of all welds.

 Ultrasonic inspection of all full penetration weld.

 Ultrasonic inspection of shaft to base plate weld after galvanizing.

 Visual inspection of all structural partial penetration or fillet welds, in questionable area use
of magnetic particle inspection.

 Visual inspection of finish.

 Magnetic thickness measurement of finish coatings.

4. Material:
The stranded steel reinforced conductors shall be manufactured from hard-drawn electrolytic
aluminium wires of E.C grade having purity more than 99.5%. Galvanized steel wire strand shall
be drawn from High Carbon steel rods with following chemical composition:

Materials must have the mechanical and electrical properties as per applicable standard. The
coating of the galvanized steel wires shall be applied by the hot process or electrolysis process in
accordance with IS: 4826–1968 or latest amendment thereof. The Zinc used for galvanizing shall
be electrolytic High Grade (HG) quality of 99.95% purity and shall conform IS: 209. The wires
shall be smooth and free from all imperfections such as soils and splits.

5. Tolerances:
The following tolerances shall be permitted:
i. Tolerance on nominal diameter of aluminium wires: ±1 (one) percent.
ii. Tolerance on nominal diameter of galvanized steel wires: ±2 (two) percent.
iii. Tolerance on standard length of the conductor: ±5 (five) percent.

6. Modulus of Elasticity and coefficient of Linear Expansion:


The values of the final modulus of elasticity and Co-efficient of linear expansion for ACSR shall be

7. Stranding:
The wires used in manufacturing of stranded conductors shall satisfy all requirements of IS: 398/
1996 (Part-I & II) before stranding. For ACSR, the lay ratio of the different layers shall be within
the limit given in standard. In all constructions, the successive layers shall have opposite
directions of lay and the outer most layers being right handed. The wires in each layer shall be
evenly and closely stranded. In conductor having multiple layers of aluminium wires, the lay
ratio of any aluminium layers shall be not greater than the lay ratio of the aluminium layer
immediately beneath it.
8. Lay Ratio:
The lay ratio (Ratio of the arial length of a complete turn of the helix formed by an individual
wire in a stranded conductor to the external diameter of the helix) shall be within the limits
given below:

9. Standard Length:
Minimum length of ACSR panther, it should be 700 meter. Longer lengths are also acceptable
provided they are within gross weight limit. The conductor shall be supplied in standard lengths
of not less than 95% of the total quantity. The quantity of the conductor in lengths shorter than
standard ones shall not exceed 5% of the total quantity to be supplied. Further, single conductor
length in respect of such 5 % (maximum) shall be supplied in random length of not less than 50%
of the standard length and shall be supplied in individual drum. Such random length shall be
acceptable to the maximum extent of 5% of the offered quantity.

10. Tests:
The conductors shall be subjected to routine and acceptance test in accordance with the
relevant I.S with latest amendments if any.

10.1 Checking of Conductor Surface, Length and Weight:


Necessary arrangements shall be made in the works of the manufacturer for transferring the
conductor from the sample drum to another empty drum after weighing the sample drum along
with the conductor and at the same time measuring the length of the conductor so transferred
by means of meters. Thereafter, the original sample drum without the conductor shall be
weighed and the value shall be checked with the packing list. In case, any excess length that
mentioned in offered packing list is found in drum during length checking, no benefit will be
given to the manufacturer for the same. However, in case any shortage of conductor is found in
one or more drums, the maximum value of each shortage, in percent(s) shall be deducted from
all the drums offered for inspection.

The inspecting officer will check the Outer diameter and Surface of conductor during re- winding
of the drum for length measurements. For sealing of both ends of conductor, the position of
conductor ends should be marked clearly on the body of wooden drum to avoid opening of all
wooden planks of the conductor drum. Necessary care should be taken by the supplier to ensure
that Seals provided by the inspection officer remains intact during transportation and receipt of
the drum by stores wing.

The entire cost of testing for acceptance & routine rests and checking of length etc. shall be
borne by the supplier.

11. Inspection:
The purchaser’s representative shall be entitled to have access to the works and all places of
manufacturer. The said representative shall have full facilities for unrestricted inspection of
supplier’s works, raw materials, manufacture of conductor and conducting necessary tests. The
supplier shall keep the purchaser informed well in advance of the time of starting and process of
manufacture of conductor in its various stages. The acceptance of any quantity of materials shall
in no way relieve the supplier of his responsibility for meeting all requirements of the

11.1 Packaging
The conductor shall be wound on non-returnable drum strong enough and provided within
lagging of adequate strength, constructed to protect the conductor against all displacement
during transit, storage and subsequent handling and stringing operation in the field. The drum
shall conform to IS: 1778-1980 as amended up to date. The drum shall be suitable for wheel
mounting. The general construction of drum shall be as shown in IS: 1778-1980. However, the
drum shall be suitable for letting off the conductor under controlled tension of the order of 300
kg minimum

After application of bituminized and plastic paper protective lagging or circumferential batten of
minimum 50mm, thickness shall be provided suitably, in order to protect conductor from
damage during transit in the event of breakage/detachment of the external protective lagging.
The thickness of the external protective lagging or circumferential batten shall be sufficient to
nail across grains as far as possible to the flange edges with at least one nail per end. The length
of the nails shall be not less than twice the thickness of the battens. The nails shall not protrude
above general surface and shall not expose sharp edges or allow the battens to be released due
to correction.
Outside the protective lagging, there shall be minimum two binders consisting of hoop iron or
galvanized steel wire. Each protective lagging shall have recesses to accommodate hoop binders.

The conductor ends shall be properly sealed and secured with the hoop of “B” nails or bolts on
the side of one of the flanges to avoid loosening of the conductor layers during transit and
handling.

11.2 Marking
Each drum shall have the following information stencilled on it in indelible ink along with other
essential details:
a) Purchase Order number.
b) Name and address of the consignee
c) Manufacturer’s name or trademark.
d) Drum number
e) Code name and size of the conductor.
f) Length of the conductor.
g) Gross weight of the drum.

5. General Technical Requirements:

5.1 Size and Physical Properties:


The size, physical properties and lay of strands of earth wire shall be as per IS: 12276 latest
version. The outer wire of the strand shall have right hand lay. The lay of strands shall be such
that when an evenly distributed pull is applied at the ends of the completed strands, each wire
will take an equal share of the pull.

5.2 Material:
The material offered shall be of best quality and workmanship. The steel wires shall be drawn
from carbon steel wire rods produced by either the acid or the basic open hearth process, the
electric furnace process or the basic oxygen process and shall have the following chemical
composition:

The density of galvanized steel wire at a temperature of 200 C may be taken as 7.8g/cm.

5.3 Construction:
 The construction of the galvanized strand shall be as given in annex-A of IS-12776 (latest
version).

 All steel strands shall be smooth, uniform and free from all imperfections, such as spills
and splits, die marks, scratches, abrasion and kinks after drawing and also after
stranding.

 The joints shall be allowed in individual wires and the distances between the two joints
shall not be less than 15m.

 The steel wire shall be evenly and uniformly coated with zinc complying with IS-209-196
specification for zinc (revised).

6. Dimensions and tolerances:


The dimensions and manufacturing tolerances shall be permitted in the diameter of individual
steel strands and lay length of the earth wire as given in Annex-A of IS: 12776 (Latest version).

6.1 Standard length


The standard length of the strand shall be 2000m. A tolerance of +/- 5 percent on the standard
length shall be permitted.

Unless otherwise agreed to between manufacturer and purchaser, random length shall also be
accepted provided no length is less than half of the standard length of the strand offered by the
manufacturer and the total quantity of the random length is not more than 10% of the total
quantity in each shipment.

7. Tests:
Earth wire shall be subjected, before dispatch from the works to the tests as specified in the IS:
12776 (latest version) clauses 8.1 to 8.6 as below without any extra cost.

All the coils of the galvanized stand of the same grade, diameter and construction, manufactured
under similar conditions shall be grouped to constitute one lot.

8. Rejection and re-test:


If any of the test pieces first selected fail to pass test, three further samples from the same batch
shall be selected for testing, one of which shall be from the length from which the original test
sample was taken. The test pieces from both these additional samples shall satisfy the
requirement of the tests. If any of the test pieces from two additional samples fail, the batch
represented shall be deemed not to comply with the standard.

9. Acceptance of Material:
The galvanised steel stranded ground wire offered against this specification shall be subjected to
all the tests specified in the latest editions of the relevant Indian Standard specifications as
referred in this specification and the test results shall conform therewith. Every test shall be
performed in the presence of Inspecting Authority appointed by the purchaser, and the
manufacturer shall have to give intimation of the place, date, time and detail of each test to be
carried out, to the said inspecting authority well in advance to enable the later to be present to
witness the tests. All test results must be recorded in the presence of the Inspecting Authority.
In the event of the purchaser deciding to accept certificates of routine tests carried out by the
supplier, the same shall be got approved before despatch of the material.

10. Inspection:
The purchaser and its representatives shall have access at all times to the works and all other
places of manufacture, where the earth wire is being manufactured and the supplier shall
provide all facilities for unrestricted inspection of the supplier’s works, raw materials,
manufacture and for conducting necessary tests as detailed herein. No material shall be
despatched without prior inspection by the purchaser or its authorised representative unless
authorised otherwise. The acceptance of any quantity of material shall in no way relieve the
supplier of his responsibility for meeting all the requirements of this specification and shall not
prevent subsequent rejection if such material is later found to be defective.

11. Packing and Marking:


The earth wire shall be suitably packed before dispatch in strong non-returnable reels or drums
of non-perishable or treated wood conforming to IS-1778-1980 ‘Specifications for reels and
drums for bare wire. One standard length of each wire shall be wound to each drum.

Each drum shall have the following information:

a) Manufacturer’s name or trade mark.


b) Drum number

c) Type of wire, size and length of wire.

d) Net weight of the wire.

e) Tare weight and,

f) Arrow marking for unwinding.


Part 5: Technical Specification for Monopole Foundation.
TECHNICAL SPECIFICATION FOR ACSR MONOPOLE FOUNDATION

1. Scope
This specification provides general guide lines for construction of foundations for transmission
lines monopoles. The foundation shall be constructed as per design/drawings to be supplied by
the bidder and to be approved by concerned authority. Reinforced Cement concrete
foundations, with concrete level of 300 mm above the ground level, shall be used for all types of
monopoles in conformity with the present day practice followed in the country and the requisite
specifications. Foundation includes supply of materials such as cement, reinforcement steel,
sand, coarse aggregates etc. Rates quoted for foundations in appropriate schedule shall include
all items of work related to supply and installation of foundations such as form work, excavation
and backfilling, setting, providing reinforcement etc.

• The cement concrete used for the foundations shall be of grade M-25.
• All the properties of concrete regarding its strength under compression, tension, shear,
punching and bend etc. as well as workmanship will conform to IS: 456-1978 (with latest
amendments).
• The Portland cement used in concrete shall conform to IS: 269-1967.
• The Pozzolena cement used in concrete shall conform to IS: 1489-1976.
• Concrete aggregates shall conform to IS: 383-1970.
• The water used for mixing concrete shall be fresh, clean and free from oil, acids and alkalis,
organic materials or other deleterious substances. Potable water is generally preferred.
• Reinforcement shall conform to IS: 432-1966 for M.S. bars and hard drawn steel wires and
IS: 1139-1966 and IS: 1786-1966 for deformed and cold twisted bars respectively. All
reinforcement shall be clean and free from loose mill scales, dust, loose rust, and coats of
paint, oil or other coatings, which may destroy or reduce bond. Contractor shall supply,
fabricate and place reinforcement too shapes and dimensions and indicated or as required
to carry out the intent of drawings and specifications. Only one type of steel shall be used
for the design. Foundation setting templates and all other related equipment shall be
arranged by the contractor at his cost for all types of monopoles.

2. Mixing, Placing and Compacting of Concrete:


 The concrete shall be mixed in a mechanical mixer. However, in case of difficult terrain hand
mixing may be permitted at the discretion of Employer. In case of hand mixing 10% extra
cement shall be used without any extra cost. The water for mixing concrete shall be fresh,
clean and free from oil, acids and alkalis. Salty or blackish water shall not be used.

 Mixing shall be continued until there is uniform distribution of material and the mix is
uniform in colour and consistency, but in no case the mixing be done for less than two
minutes. Normally mixing shall be done close to the foundation, but in case it is not possible,
the concrete may be mixed at the nearest convenient place. The concrete shall be
transported from the place of mixing to the place of final deposit as rapidly as practicable by
methods, which shall prevent the segregation or loss of any ingredient. The concrete shall be
placed and compacted before setting commences.

 Form boxes shall be used for casting all type of foundations. The concrete shall be laid down
in 150 mm layers and consolidated well, so that the cement cream works up to the top and
no honey-combing is left in the concrete. The mechanical vibrator shall be employed for
compaction of the concrete. However, in case of difficult terrain, manual compaction may be
permitted at the discretion of Employer. After concreting the chimney portion to the
required height, the top surface should be finished smooth with a slight slope towards the
outer edge, to drain off any rainwater falling on the coping.

 In wet locations, the site must be kept complete dewatered, both during the placing of
the concrete and for 24 hours thereafter. There should be no disturbance of
concrete by water during this period.

 After the formwork has been removed if the concrete surface is found to be defective,
the damage shall be repaired with rich cement and sand mortar to the satisfaction of the
Employer before the foundation pits are backfilled at no extra cost.

3. Back-Filling and Removal of Templates:


 After opening of form work and removal of shoring and timbering, if any, backfilling shall be
started, after repairs, if any, to the foundation concrete. Backfilling shall normally be done
with excavated soil, unless it consists of large boulders/stones, in which case the boulders
shall be broken to a maximum size of 80 mm. At such locations where borrowed earth is
required for backfilling, this shall be done by the Contractor at his own cost, irrespective of
lead.

 The backfilling materials should be clean and free from organic or other foreign materials.
The earth shall be deposited in maximum 200 mm layers, levelled and wetted and tampered
properly before another layer is deposited. Care shall be taken that the backfilling is started
from the foundation ends of the pits, towards the outer ends. After the pits have been
backfilled to full depth , the stub template may be removed

 The backfilling and grading shall be carried to an elevation of about 75 mm above the
finished ground level to drain out water.

4. Curing:
The concrete after setting for 24 hours shall be cured by keeping the concrete wet continuously
for a period of 10 days after laying. The pit may be back filled with selected earth sprinkled with
necessary amount of water and well consolidated in layers not exceeding 200mm of
consolidated thickness after minimum period of 24 hours and thereafter both the backfilled
earth and exposed top shall be kept wet for the remainder of the prescribed time of 10 days.
The uncovered concrete above the backfilled earth shall be kept wet by providing empty cement
bags dipped in water fully wrapped around the concrete for curing and ensuring that the
bags are kept wet by the frequent pouring of water on them.

5. Factors of Safety for foundation:


The minimum factors of safety/overload factor based on the ultimate strength of the foundation
material when the monopoles are under full working loads under various conditions of loadings
combined with the other loads specified for the foundations shall be as given below:-

TECHNICAL SPECIFICATION FOR LIGHTNING ARRESTOR

1. Scope
This specification provides for the design, engineering, manufacture, assembly, stage testing,
inspection and testing before dispatch, packing, forwarding and delivery at site of Metal Oxide
30 KV polymer housed Lightning Arrestors complete with discharge counter, insulating base and
other accessories. All the LAs shall be suitable for outdoor application on towers.

Lightning Arrestors shall conform in all respects to the high Standard of design and workmanship
and be capable of performing in continuous commercial operation up to Bidder's guarantee in a
manner acceptable to Purchaser who will interpret the meaning of the drawings and
specification and shall have the power to reject any work or material which in judgment are not
in accordance herewith. The Arrestors and discharge counters offered shall be complete with all
parts, necessary for their effective and trouble free operation. Such components shall be
deemed to be within the scope of supply, irrespective of whether they are specifically brought
out in the commercial order or not.

The energy handling capability of each rating of Arrestor offered, supported by calculations,
shall be furnished in the offer. The Lightning Arrestors shall be fitted with pressure relief devices
and arc diverting ports and shall be tested as per the requirements of IEC specification for
minimum prospective symmetrical fault current as specified in Clause 4.0 (4). The grading ring
on each complete Arrestor for proper stress distribution shall be provided if required for
attaining all the relevant technical parameters.

6. Protective Levels:
The basic insulation levels and switching impulse withstand levels of the lines and equipment to
be protected, have been specified in clause 4.0, "Principal Parameters". The protective
characteristics of the Arrestors offered shall be clearly specified in the schedule of guaranteed
technical particulars.

7. General Requirements:
 The materials and components not specifically stated in this specification but which are
necessary for satisfactory operation of the equipment are deemed to be included in the
scope of supply unless specifically excluded.
 Unless otherwise brought out separately by the Bidder in the schedule of deviations the
Lightning Arrestors offered shall conform to the specification scrupulously. All deviations
from the specification shall be brought out in the schedule of deviations. The discrepancies
between the specification and the catalogues or literature submitted as part of the offer
shall not be considered as valid deviations unless specifically brought out in the schedule of
deviations.
 Any deviation which has not been specifically brought out in the schedule of deviations of
the Bid Proposal Sheets, shall not be given effect to. The deviations brought out in the
schedule shall be supported by authentic documents, standards and other references.
 Each individual unit of Lightning Arrestor shall be hermetically sealed and fully protected
against ingress of moisture. The hermetic seal shall be effective for the entire life time of the
Arrestor and under the service conditions as specified. The Bidder shall furnish sectional
view of the Arrestor, showing details of sealing employed.
 The Bidder shall furnish in the offer, a sectional view of pressure relief device employed in
the Lightning Arrestors offered.
 The Lightning Arrestors shall be suitable for hot line washing.

8. Construction:
 All the units of Arrestors of same rating shall be inter changeable without adversely affecting
the performance.
 The Lightning Arrestors shall be suitable for tower mounting.
 All the necessary flanges, bolts, nuts, clamps etc., required for assembly of complete
Arrestor with accessories and mounting on support structure to be supplied by the
Purchaser, shall be included in Bidder's scope of supply.
 The drilling details for mounting the Arrestor on Purchaser's support shall be supplied by the
Supplier.
 The minimum permissible separation between the Lightning Arrestor and any earthed object
shall be indicated by the Bidder in his offer.

9. Polymer Housing:
 Polymer housing material shall be silicon rubber. Polymer Rubber housing shall be free from
lamination cavities or other flaws affecting the maximum level of mechanical and electrical
strengths. Properties of the polymeric materials shall be specified in the offer and test
reports for the same from a NABL accredited laboratory shall be submitted for approval of
the purchaser. The polymer material which is used for arrester housing must have resistant
to tracking & erosion, and stabilized against UV radiation.

 The Lightning arrester shall not fail due to housing contamination.

 The rain sheds / petticoats shall be of polymeric material and shall confirm to the properties
and type test reports shall be submitted and shall not be pre-moulded push on type or slip
on type. The adhesion between the polymeric housing and the metal oxide resistors or any
other metallic or non-metallic parts inside the housing must be strong enough,
homogeneous, robust and resistant to thermal cycles and environmental stresses. Tests shall
be carried out on each batch during manufacturing and records maintained and provided as
& when required during inspection.
 Polymer bounding to the core shall be effectively maintained even when arrestor discharges
rated surge/lightning current lightning.

 The Polymer weather shed design shall be preferably of self-cleaning type (Aero foil design.)
The details of the Polymer housing shed profile such as distance, angle of inclination, gap
between the shed, diameter(ID and OD) etc. shall be as per relevant standard and shall be
indicated by the Bidder in his offer in the form, during detailed drawing Tests.

10. Galvanisation, Nickle Plating etc.:


 All ferrous parts exposed to atmosphere shall be hot dip galvanised as per IS: 2629 as
amended from time to time. Tinned copper/brass lugs shall be used for internal wiring of
discharge counter. Screws used for electrical connections shall be either made of brass or
nickel plated.

 Ground terminal pads and name plate brackets shall be hot dip galvanised.

 The material shall be galvanised only after completing all shop operations

10.1 Accessories and Fittings:


 The discharge counter shall be provided with milli ammeter for measuring the leakage
current and shall not require any DC or AC Aux. supply. It shall be suitable for outdoor use.
The installation of discharge counter shall not adversely affect the Arrestor performance.

 The discharge counter shall register operation whenever lightning or any other type
of surge/lightning strikes the lightning Arrestor.

 All necessary accessories and earthing connection leads between the bottom of the Arrestor
and the discharge counter shall be in the Bidder's scope of supply. The connecting lead
between discharge counter and Lightning Arrestor shall be of copper flexible tape of size
25x4 mm. The discharge counter shall be so designed that the readings of discharges
recorded by the counter and the readings of mili ammeter shall be clearly visible through
an inspection window to a person standing on ground. The minimum height of Purchaser's
support shall be 2.5 Mts. Terminal connector conforming to IS: 5561 shall be supplied along
with the arrester.

Each surge/lightning Counter shall have terminals of robust construction for connection to
earthing lead and these shall be suitably arranged so as to enable the incoming and outgoing
connections to be made with minimum bends. Suitable grounding terminal shall be provided
for earthing of Lightning arrestors up to water level. Proper functioning of the surge counter
with Lightning Arrestor shall be ensured by the Supplier.

11. Name Plate:


The arrestor shall be provided with non-corrosive legible name plate indelibly marked with
the following information:

 Purchaser Name .

 Order No.

 Manufacturer's name or trade mark and identification no. of the Arrestor being
supplied.

12. Tests

12.1 Type Test


All the Lightning Arrester offered shall be fully type tested as per IEC: 60099-4 Edition 2.2 2009-
05 at the Government approved/NABL laboratory of the eligible county or independent
internationally recognized testing laboratory. The Bidder shall furnish one set of the type test
reports for the Lighting Arrester of the type and Design offered by him along with the offer. The
Type Test report shall not be older than 7(Seven) years and shall be valid up to the expiry of
validity of offer, otherwise the offer will not be considered.

12.2 Acceptance and Routine Test


All acceptance and routine tests as stipulated in the relevant standards shall be carried out by
the supplier in presence of Purchaser’s representative.

The following acceptance tests shall be carried out:-

 Power frequency voltage withstand test


 Lightning Impulse residual voltage test on complete arrester / unit of arrester.
 Reference voltage test
 Leakage check test
 Partial discharge test
 Visual / Dimensional check
 Special Thermal stability test as per cl.9.2.2 of IEC 60099-4-2009

 Functional (operational) tests on surge monitor/counter at nominal is charge
currents
(a) 100 Amps with 8/20 microsecond wave shape.
(b) 10/20 KA with 8/20 microsecond wave shape.
 Water immersion test for a duration of 24 hours, to check the water penetration, on any
one randomly selected sample from every 50 (Fifty) or below nos. of LA offered for
inspection, shall be carried out and report shall be submitted.

Acceptance tests, whenever possible shall be conducted on the complete arrester unit. The
number of samples to be subjected to acceptance tests shall be decided by the purchaser at the
time of actual testing

The following routine test reports shall be submitted:-

 Measurement of reference voltage


 Lightning Impulse Residual voltage test
 Partial discharge test
 Tests on discharge counter
 Visual / Dimensional check
 Leakage check rate test for a duration of 24 hours to check the water penetration, on
any one randomly selected sample from every 50 (Fifty) or below nos. of LA offered for
inspection, shall be carried out and report shall be submitted.

The following routine test shall be performed in the presence of purchaser’s representative:

 Tests for satisfactory operation of surge counter while discharging surges.


 Test for correctness of leakage current meter before and after the passage of surges.
 Visual examination tests.

13. Inspection:
 The inspection may be carried out at any stage of manufacture. The successful Bidder shall
grant free access at all times to the works and all other places of manufacture, where
equipment are being manufactured and the Contractor shall provide all facilities without
extra charges, for unrestricted inspection of the Contractor's works, raw materials,
manufacture of the equipment., all the accessories and for conducting necessary test as
detailed herein.

 The Contractor shall inform in advance, about the manufacturing program so that
arrangement can be made for inspection.

 No material shall be dispatched from its point of manufacture unless the material has been
satisfactorily inspected and tested.

 The purchaser reserves the right to insist for witnessing the acceptance/routine testing of
the bought out items.

 The Contractor shall submit their internal inspection report containing manufacturer's test
certificates before offering the material for inspection.

 The acceptance of any quantity of equipment shall in no way relieve the Contractor of his
responsibility for meeting all the requirements of this specification and shall not prevent
subsequent rejection if such equipment are later found to be defective.
Part 7: Technical Specification for Termination Kit.
TECHNICAL SPECIFICATION FOR 33 KV HEAT SHRINKABLE TERMINATION KIT

1. Scope
This specification covers the design, manufacture, assembly and testing of heat shrinkable type
termination kits suitable for 33 KV, 3-core, XLPE insulated, screened, armoured, with aluminium
conductor cables suitable for earthed system and confirming to IS:7098(Part-II)-1985 with latest
amendment, if any.

2. Standards:
The performance as well as type test requirements of all type of kits referred under scope shall
conform to stipulations of IS: 13573/1992 or VDE-0278 with latest amendments, if any. All the
electrical & physical parameters of terminations should also conform to the corresponding
parameters of XLPE cables as per IS: 7098 (Part-II)-1985 (with latest amendments, if any) or
equivalent international standards.

The other applicable standards for testing of accessories and material properties of document
shall be:

 IS 7098 Part (2) – Cross linked polyethylene insulated PVC sheathed cables.
 IEC 60502 – Extruded solid dielectric power cables for rated voltages from 1 KV up to 30 KV.
 ISI 0913 – Electricity supply industry (Electricity Technical Association) performance
specification for high voltage heat shrinkable components for use with high voltage solid
type cables up to and including 33KV.
 IEEE 48 – Test procedures and requirements for high voltage alternating current cable
terminations.

5. General Requirement:

The purpose of this specification is to specify the performance requirements of termination kits
for the use on 50 C/S 3 phase system for working voltage of 33 KV.

The material to be used should be inert and capable of resisting degradation during the service
of cable system. The kit shall be provided with protection against rodents and termite attack.

6. Heat Shrinkable Type (Terminations):


 The term heat shrinkable refers to extruded or moulded polymeric materials which are
cross-linked to develop elastic memory and supplied in expanded or otherwise deformed
size/shape, subsequently heating in a non-constrained state to a temperature above the
shrink temperature resulting in the material recovering or shrinking to its original shape.
 Since the sealant or adhesives (to be used for environment sealing) between the heat
shrinkable materials and XLPE cables shall be exposed to high electrical stresses, they must
be track resistant.
 The heat shrinkable polymer materials being used for external leakage insulation between
the high voltage of conductors and grounds should be weather resistant.
 All cuts/nicks inadvertently occurred to XLPE insulation must be rendered discharge free by
using suitable discharge suppression compound.
 The heat shrinkable tubing may be either extruded or moulded type.
 Higher thickness of heat shrinkable sleeves shall be preferable to counter erosion due to
pollution.

7. Other Requirements:
 Proper stress control, stress grading and non-tracking arrangement in the terminations shall
be offered by means of proven methods, details of which shall be elaborated in the offer.
Detailed sectional view of assemblies shall be submitted along with the offer.

 The kits offered shall provide the total environment sealing, the details of which shall be
offered along with the offer.
 Provision for effective screening over each core be made and bidders shall categorically
conform this aspect in their offer.

 The material and components not specifically stated in the specification, but which are
essential for satisfactory operation of the equipment shall be included without any extra
cost.

 The terminations shall be of better tracking resistant properties and fully reliable earthing
system to maintain continuous contact with screening/armouring as the case may be.

 The armour earthing arrangement shall form part of the termination.

 Terminations shall have provision for shield connections and earthing.

 The kits shall be suitable for storage without deterioration at a temperature up to 50 oC for
more than 5 years.

 The fault level (as well as duration) withstand capability of terminations should be strictly
matching with these parameters of cables for which the kits are intended to be used.

 Suitable creep age extension/rain protection sheds for outdoor termination shall be
provided.

 The adequate provisions for eliminating the chances of entrapment of air at the steps
formed by silicon screen shall be made.

 The gripping tubing (termination boot) for the cable where trifurcation takes place, shall also
be part of kit and covered under scope of this supply of this specification.

 Name of sub-supplier for the raw material and standard according to which their raw
material are tested, must be furnished along with the offer.

 The terminations shall be supplied in kit forms. All insulating and sealing materials,
consumable items, conductor fittings, earthing arrangements and lugs etc. shall be included
in the individual kit.

 An instruction manual in English, indicating the complete method/procedure to be adopted


for installation of kits, preferably with more and more diagrams/pictorial presentation shall
be supplied with each kit.

8. Guaranteed Technical Parameters and Drawings:


The terminations shall have same electrical and thermal characteristics as those of cables with
which these are intended to be used. The tenderers must furnish the guarantee technical
particulars for each type/size of kit.

Complete detailed dimensional drawings showing all details of kit contents/bill of material for
each size type shall be supplied. Any tender without complete guaranteed technical particulars
and dimensional drawings shall be liable for rejection.

9. Tests:

9.1 Type Tests


The termination kits of offered design should have been got tested from NABL accredited
laboratory as per relevant standards with latest version.
9.2 Acceptance Tests
Initially the following tests shall constitute as acceptance tests:-

 Dimensional checking as per approved drawings.

 Volume resistivity test for various components.

 AC High voltage test after installation of terminations (as per IS: 13573/1992 or VDE-0278)
on appropriate cable.

 Dielectric strength of major components.

 D.C. High voltage test.

 Tracking resistance.

 Ultimate Elongation.

9. Routine Tests
The following tests shall constitute routine test:

 Dielectric strength.

 Density.

 Heat shock.

 Shrinkage ratio

The routine test certificates shall be furnished along with the inspection call for each offered lot.

10. Inspection:
The material shall be made, inspected and tested in the presence of the authorized
representative of the purchaser at the manufacturer’s/suppliers works at the cost of the
suppliers. In case the supplier is not in a position to get these tests carried out at his works, then
the material should be got tested in the presence of authorized inspecting officer of recognized
testing agency. All the expenses incurred to this effect shall be borne by the supplier. The
purchaser or his authorized representative shall have access at all reasonable times to the
manufacturer’s works to inspect and witness the tests. The purchaser have the right to have the
tests carried out at the cost of the supplier by an independent agency wherever there is dispute
regarding the quality of the material supplied.

11. Packing and Transport:


The supplier shall be responsible for suitable packing of all the kits of material and marking on
the consignment, so as to avoid any damage during transport and storage and to ensure correct
dispatch to the destination.

12. Warranty Period:


The supplier shall be responsible to replace, free of cost, with no transportation or insurance
cost to the purchaser, up to destination, the whole or any part to the material which in normal
and proper use proves the defective in quality or workmanship, subject to the condition that the
defect is noticed within 24 months from the date of receipt of material in stores or 18 months
from the date of commissioning whichever period may expire earlier. The consignee, actually
using the material will give prompt notice of each such defect to the supplier. The replacement
shall be effected by the supplier within a reasonable time, but not, in any case, exceeding 45
days. The supplier shall, also, arrange to remove the defective within a reasonable period, but
not exceeding 45 days from the date of issue of notice in respect thereof, failing which, the
purchaser reserve the right to dispose of defective material in any manner considered fit by
purchaser, at the sole risk and cost of the supplier. Any sale proceeds of the defective material
after meeting the expenses incurred on its custody, disposal handling etc., shall however be
credited to the supplier’s account and set off against any outstanding dues of the purchaser
against the supplier. The warranty for 18/24 months shall be one time.

Equipment conforming to other internationally accepted standards, which ensure equal or


higher quality than the standards mentioned above, would also be acceptable. In case bidder
wishes to offer material conforming to other standards, salient points of difference between the
standards adopted and the specific standards shall be clearly brought out in relevant schedule.
In case of any difference between provisions of these standards and provisions of this
specification, the provisions contained in this specification shall prevail.

The equipment shall be for safe operation in moderately hot and humid tropical climate,
conducive to rust and fungus growth.

5. Technical Requirement:
The cable shall be 33 kV Grade, high conductivity stranded compacted circular aluminium
conductor, 3 core, XLPE insulated, inner PVC sheathed, galvanized steel strip armoured with
overall separate extruded PVC outer sheath, conforming generally to IS: 7098 (Part-II) - 1985 and
amendment thereof suitable for 33 kV 3 phase 50 Hz earthed system.

Two distinct sheaths i.e. inner and outer shall be provided. Outer sheathing shall be designed to
afford high degree of mechanical protection and shall also be heat, oil, chemicals and weather
resistant, common acids, alkalis and saline solution shall not have adverse effect on the material
used for PVC outer sheathing. The cable should be suitable for lying in covered trenches and/or
buried direct underground.

6. Conductor:
The conductor shall be made from stranded aluminium to form compact circular conductor
having resistance within limits as specified in Table-2 of IS: 8130 /1984 and any amendment
thereof.

7. Conductor Shield:
The conductor shall have a semi-conducting screen, which will ensure perfectly smooth profile
to avoid stress concentration. The conductor screen shall be extruded in the same operation as
the insulation.

8. Insulation:
The XLPE insulation shall be suitable for specified 33 kV system voltage. The manufacturing
process shall ensure that insulation shall be free from voids. The insulation shall withstand
mechanical and thermal stresses under steady state and transient operating conditions. The
extrusion method shall give very smooth interface between semi-conducting screen and
insulation. The insulation of the cables shall be of high standard quality and conform to Clause-
11 of IS: 7098 (Part-II)/1985 or latest amendment thereof.

9. Insulation Shield:
To confine electrical field to the insulation, insulation screening consisting of two parts, namely
metallic (non-magnetic) and non-metallic (semi conducting) shall be provided. The non-metallic
semi-conducting shield shall be put over the insulation of each core. The insulation shield shall
be extruded in the same operation as the conductor shield and the insulation by triple extrusion
process. The insulation shield shall be bonded and Strippable, on adequate heat treatment.
Metallic shield shall be provided over non-metallic portion as per provision of clause 12.4 of IS:
7098 (Part-II)/1985 and amendment thereof.

10. Inner Sheath:


The sheath shall be suitable to withstand the operating conditions and the desired temperature
rating of the cable. It shall be of adequate thickness, consistent quality and free from all defects.

11. Armouring:
Galvanized steel strip armouring shall be provided. The dimensions of steel strip shall be as per
table 4 of IS: 7098 (Part-II)/1985 and its latest amendment and strip shall conform to latest
provisions of IS: 3975 - 1988 and amendment thereof.

12. Outer Sheath:


Extruded PVC outer sheath of type ST-2 as per IS: 5831/1984 and its latest amendment shall be
applied over armouring with suitable additives to prevent attack by rodent and termite and its
thickness shall be in accordance with Clause -17.32 of IS: 7098 (Part-III)/1985 and latest
amendment thereof.

13. Construction:
 The cable shall have suitable PVC fillers laid up with insulated cores to provide substantially
circular cross section before the inner sheath is applied. The fillers shall be suitable for
operating temperature of the cable and compatible with the insulating material.

 All materials used in the manufacture of cable shall be new, unused and of finest quality. All
materials shall comply with the applicable provisions of the tests of the specification, IS,
Indian Electricity Rules, Indian Elect. Act and any other applicable statutory provisions, rules
and regulations.

 The PVC material used in the manufacture of cable shall be of reputed make. No recycling of
the PVC is permitted. The purchaser reserves the right to ask for documentary proof of the
purchase of various materials to be used for the manufacture of cable and to check that
manufacturer is complying with quality control.

The workmanship shall be neat, clean and of highest grade/quality.

14. Current Rating:


 The cable will have current rating and de-rating factors as per relevant Indian standards.

 The one -second short circuit current rating shall be 31.5 kA.
 The current rating shall be based on maximum conductor temperature of 90 oC with
ambient site condition specified in General Requirement of Specification for continuous
operation at the rated current.

15. Operation:
 Cable shall be suitable for laying in ducts and direct in ground.

 Cables shall have heat and moisture resistant properties. These shall be of type and design,
with proven record of distribution network service.

16. Length:
The cables shall be supplied in standard drum lengths i.e. 250 m. Non-standard length of not
less than 100 m is acceptable. Total of Non-standard lengths should not exceed 5% of the
ordered quantity.

17. Packing:
The cable shall be supplied on non-returnable wooden drums of heavy standard
construction conforming to IS: 10418:1982 and latest amendment thereof and being suitable
for transport by goods train or truck and for storage at site. The wood used for construction
of the drums shall be properly seasoned and wood preservative shall be applied to the entire
drum. All ferrous parts shall be treated with a suitable rust preventive finish or coating to
avoid rusting during transit or storage. Each drum shall have the following information
marked on it with indelible ink along with other important information including technical
data:-

A layer of waterproof paper shall be applied to the surface of the drum and over the outer
cable layer. A clear space of at least 40 mm shall be left between the cable and the laggings.
The packing shall be adequate to protect the cable from damage in transit and contractor
shall be responsible for it and make good at his own expenses any all damages due to
improper packing etc.
18. Identification Marking:
For the identification of individual cores, coloured strips of red, yellow and blue colours shall
be used to identify phase conductors.

The manufacturer shall emboss following at the interval of two m length throughout the
length of the cable:-

 Property of Purchaser.

 Name of Manufacturer

 Year of manufacture

 Specification No.

 Voltage grade and size of cores.

19. Test Certificate:


The supplier/tenderer shall furnish an authenticated copy of results of successful type tests.
The tests as carried out at any NABL accredited lab and / or in any of the following
institutions / test houses shall be acceptable.

 National Physical Laboratory, Delhi.

 Indian Institute of Science, Bangalore.

 Central Power Research Institute, Bangalore / Bhopal.

 ERDA, Badodra.

 Indian Institute of Technology.

20. Inspection and Testing:


 However, the purchaser reserves the right to get the cable type tested at any stage during,
pendency of contract at its own expenses in any reputed test house mentioned in Clause-19.
The transportation and arrangement of testing of sample to test laboratory shall be the
responsibility of the contractor.

 Routine and Acceptance tests as laid down in IS: 7098 (Part-II) 1985 with latest amendment
thereof shall be carried out by the representative/ inspecting officers on sample selected at
random as per relevant IS. In addition to above, length check on one drum per inspection lot
shall also be carried out by the inspecting officer(s) for which contractor shall make all
necessary arrangements and provide all necessary facilities at its own cost.

 In case the supplier makes a fake inspection call i.e., the material is not found ready by the
Inspecting Officer deputed for inspection, the supplier shall be liable to pay actual
expenditure incurred by the purchaser subject to a minimum of Rs. 20, 000/- for each such
fake call.

21. Variation in Quality and Quantity:


The supplied quantity can vary within plus/minus five percent of the ordered quantity. The
cables offered by the supplier shall conform to the requirement of IS: 7098 (Part-Ii)/1985
with latest amendment thereof and as per technical particulars. No other technical
particulars or deviation from Technical particulars and technical specifications shall be
accepted. Any deviation may result in the cancellation of order.

In case if any ambiguity of technical details given elsewhere the conditions given in technical
specification shall prevail.

22. Guarantee/ Warrantee:


The supplier shall be responsible to replace, free of cost, with no transportation or insurance
cost to the Purchaser, up to destination, the whole or any part of the material which in
normal and proper use proves defective in quality or workmanship, subject to condition that
the defect is noticed within 36 months from the date of receipt of material in stores or 30
months from the date of commissioning whichever period may expire earlier. The consignee
or any other officer actually using the material will give prompt notice of each such defect to
the supplier. The replacement shall be effected by the supplier within a reasonable time, but
not in any case exceeding 45 days. The supplier shall, also arrange to remove the defect
within a reasonable period, but not exceeding 45 days from the date of issue of notice in
respect thereof; failing which, the purchaser reserves the right to dispose of defective
material in any manner considered fit by him (Purchaser), at the sole risk and cost of the
supplier. Any sale proceeds of the defective material after meeting the expenses incurred on
its custody, disposal handling etc., shall however be credited to the supplier’s account and
set off against any outstanding dues of the purchaser against the supplier. The warranty for
30/36 months shall be one time.

23.Challenge Clause:
The material offered / received after the inspection by the authorized inspecting Officer may
again be subjected to the test for losses or any other parameters from any testing house / in
house technique having requisite capabilities and facilities. The results if found deviating /
unacceptable or in non-compliance with technical specifications and approved GTP’s, the lot
shall be rejected and bidder shall arrange to supply the within thirty (30) days of such
detection at his cost including to & fro transportation. In addition to this a penalty @ 10% of
cost of the rejected loss of material shall be imposed.
