INFRASTRUCTURE WORKS AT MOMBASA PORT -WIDENENING OF GATE


10 ACCESS ROAD

1. GENERAL
This method statement gives an outline of how the Contractor proposes to undertake the works
within the contract period.

It gives:-
 Details of the nature of the work that is to be undertaken
 The number of operatives/workers who will be involved in the works
 Safety on site
 The durations for each activity for completion of the works

It should also be noted the following days have been added for every activity:-
a. 14 days have been set apart for breakdowns of the equipment.
b. 14 days have been set apart for rainy days.

2. MOBILIZATION
Mobilization will start immediately after the Engineer’s order to commence and to be completed
within the 14 days since the main equipment is located in Mombasa. The following will be
undertaken during the mobilization period:

 Items to be provided to the Engineer as per Bill No. 1 and contractual requirements, will
be made available after receiving instructions to do so.
 The Contractor will acquire a site camp and yard in the vicinity and at a convenient
location.
 The Contractor will acquint himself with the various services along the project area
 Acquisition of borrow pits and investigation of the coral gravel will be undertaken from the
borrow pits.
 Testing of aggregates from our quarry will be undertaken.
 Design and trial mixes for concrete.
 Any other preliminary material testing will be undertaken.

3. SEQUENCE OF WORKS

The working area has been divided into three sections i.e:-

Thus, the works will be undertaken according to these requirements. The sequence and activities
will be as follows:-

Area 1
 Setting out the Works
 Demolition of reinforced concrete, mass concrete slabs and other structures
 Excavation of asphaltic concrete and cement stabilized coral gravel pavement
 Removal and termination of any affected services within the Works area i.e the railway
line
 Excavation of coral gravel and shale subgrade materials
 Shaping to line and leveling of the formation layer as per specifications.
 Cleaning and flushing out of existing storm water lines
 Supply and installation of storm water pipes and new manholes
 Supply and placing of subgrade and sub-base materials and concrete pavement, including
construction/expansion joints as indicated in the drawings

Area 2

 Setting out the Works

Area 3

 Setting out the Works

 Demolition of two buildings
 Excavation of asphaltic concrete and cement stabilized coral gravel pavement
 Removal and termination of any affected services within the Works area i.e the railway
line
 Excavation of coral gravel and shale subgrade materials
 Shaping to line and leveling of the formation layer as per specifications.
 Cleaning and flushing out of existing storm water lines
 Supply and installation of storm water pipes and new manholes
 Supply and placing of subgrade and sub-base materials and concrete pavement, including
construction/expansion joints as indicated in the drawings
 Removal of damaged manhole covers and replacement with new frames and covers
 On Completion of Works submit As Built drawings and AutoCAD files.

4. TRAFFIC MANAGEMENT ,SAFETY, HEALTH AND ENVIRONMENT

ISOLATION OF THE WORKING AREA


It is necessary for the works to be done in isolation, thus the sections will be cordoned off by
means of hoarding using used iron sheets.
Traffic management will be undertaken on the adjacent road where traffic will be diverted away
from the working area to avoid any conflicts with the equipment and turning trucks.

Proper warning signage will be installed on all sides of the road to warn traffic of the works that
will be ongoing.
Two employees dressed in bright reflective wear will be placed at the entry and exit points with
warning flags so as to direct traffic flow.

Reflective barriers will be placed on the construction area so as to channelize the traffic.

We will also liaise with the Kenya Police traffic department to have traffic police stationed in this
section so as to assist in traffic management as an when required.

SPEED LIMIT RESTRICTIONS


To avoid accidents, warning and speed limit signs will be used to control traffic speed throughout
the road section. The speed limit will be set at 20 Km/h while in this section.
Speed bumps will be erected where necessary to slow down traffic near the area.

SAFETY
Safety and Protection gear
All employees will be dressed in the appropriate safety gear which include:-
 Overalls or dust coats,
 Reflective jackets,
 Helmets,
 Safety boots.
 Nose masks

Working Hours
The construction programme will be based on a working week of 6 days, 08:00 am to 6.00 pm
on weekdays and Saturdays. Generally, night time or Sunday work will not be permitted.
However, working on Sundays or outside normal working hours may be required if for any
reason work has not been completed within normal working hours.

Furthermore, critical operations that cannot be stopped before completion or where the work
has to continue to a safe condition, this may require working outside of standard hours.

Floodlighting may be provided during extended working hours or periods of early darkness to
ensure safe working conditions. The floodlights will be positioned in such a way as to limit
light pollution in the direction of traffic. Lighting will be powered by mobile.

Staff Movements
It is generally necessary for security guards to be present on the site. Other than the security
guards, there will be no overnight presence on the construction site. All personnel will
meet in the morning and depart after completing their work.

HEALTH
Necessary arrangements will be made for:-
 Sanitary facilities,
 Clean drinking water and food,
 Proper storage facilities,

ENVIRONMENTAL CARE

Fuel and Oils


All construction plant will be in good condition with no excessive emissions of exhaust, oil, fuel or
coolants. Plant operators will check machines daily for oil/fuel leaks and take appropriate
action. All re-fuelling will be by our mobile fuel bowser using a suitable pump and hose.
Absorbent material (spill kits) will be available on site and will be deployed to contain drips and
small spillages. All other fuels, oils and potential contaminants will be stored in our godown
away from the working site.

Concrete
All concrete will be delivered directly to the location of the works and transferred to the
formwork by truck mounted concrete pump or by crane and skip method. Optionally direct
discharge from the delivery truck into the formwork may be used or excavator bucket or bob
cat bucket as appropriate.

Formwork will be constructed to ensure that no concrete loss occurs at joints. Any concrete loss
will be either removed or contained.

All vehicles, tools and buckets will only be cleaned within a designated area. The wash out water
from trucks carrying concrete to construction areas will be discharged away from site. The wash
out water will be removed from the site for appropriate disposal.

Waste and Litter


Waste minimization, recycling and disposal of all waste will be adhered to on site.
With respect to the control of ‘litter’ on site, all such waste will be collected and disposed at the
appropriate location No disposal of litter will be permitted at other locations.

Site Induction and Training

All employees and sub-contractors will undergo a site induction to ensure that they are familiar
with the site rules prior to any work commencing on site. In addition, the contractor will ensure
that all operatives and sub-contractors responsible for handling fuel, oil, concrete or cement
or other potential pollutants undergo a thorough induction programme with respect to
the proposed pollution control measures. The programme will include, as a minimum, the
following:

• Habitat protection;
• Potential sources of pollution and their effects on the environment;
• Requirements of the contract and legislation with respect to pollution;
• The contractor’s pollution avoidance plan;
• Traffic management and routing, including areas where access is not permitted;
• Training in the use of pollution control equipment.
5. ON GROUND AND UNDERGROUND SERVICES

It has been observed that there are various on ground and underground services within the
working area. Firstly, we will liase with the relevant authorities of the services on locating and
relocating these services.

The railway line will be removed as the first activity.

We intend to employ a specialized contractor to undertake the scanning of underground facilities


and to map them out so as to enable their relocation.

The scanning will be:-

Concrete Scanning -
Scanning of concrete and structure's to locate reinforcement mesh and PT bars. Locating of
conduits and cables running inside of flooring or walls.

Rough Terrain Scanning -


Scanning for underground utilities such as power, water, gas, communications and sewer
lines. Scanning for the location of underground storage tanks, soak-wells and sumps.

Cable locating -
Locate and track metallic cable or pipes via direct induction. Easily locate breaks in cable's
and pipe's.

Non Destructive Excavation -


Vacuum excavation to provide exact asset location with zero harm. Vacuum excavate
trenches and pits with zero risk.

After the identification of the services, we will embark on relocating them to the designated
areas.
6. SETTING OUT
Setting out will start immediately. One survey team will undertake this exercise in conjunction
with the Project Engineer’s team.
The setting out will include:-
 Marking of the area and demarcation to have specific working sections. i.e. 20 m by 20 m
working panels..
 Taking cross sectional OGL data.
 Marking of areas that require Removal of the damaged pavement and the type of
pavement.
 Identify and take invert levels of the existing drainage facilities and where to install new
ones.
 Existing services that require relocation.
 Any other survey data that will be required.

The following resources will be deployed in this section.


 Vehicles and equipment

7. SITE CLERANCE AND EXCAVATION


Excavation of existing pavement will commence immediately after setting out.

The first activity will be to remove the railway line and other components.

The excavation works will require careful demolitions to avoid unforeseen obstacles. The activity
will be done both manually and using equipment i.e. the buildings.

The spoil material will be dumped at locations that will be instructed by the Project Engineer.

These works will be done by one team with the following resources:
 Vehicles and equipment
 Grader - 1 No.
 Shovel (wheel loader) - 1 No.
 Excavator - 1 No.
 Tippers - 4 No.

 Labour
1. Foreman - 1No.
2. Plant operator - 3 No.
3. General labourers - 10 No.
4. Drivers - 2 No.

The expected output of the above resources will be as follows:-


 For area 1, the expected duration for these demolitions and excavations will be 50 days i.e
4730 m3 of subgrade material to be excavated at a rate of 150 m3 per day will give 35
days while the remaining 15 days will be for the railway line and other facilities.
 For area 2, the expected duration for these demolitions and excavations will be 40 days i.e
3625 m3 of subgrade material to be excavated at a rate of 150 m3 per day will give 25
days while the remaining 15 days will be for the railway line and other facilities.
 For area 3, the expected duration for these demolitions and excavations will be 30 days
i.e. 3150 m3 of subgrade material to be excavated at a rate of 150 m3 per day will give 21
days while the remaining 9 days will be for the railway line and other facilities.

8. EARTHWORKS

Preparation and filling of the subgrade will commence by scarifying and processing, trimming to
the required lines and levels of the existing subgrade and finally compaction.

This activity will commence 3 days after the commencement of the site clearance so as to have
overlapping activities and to work in sections.

The existing formation will be investigated to note the actual process of undertaking the works.
The scenarios will include:-
a. Some areas will only require scarifying of the existing ground, watering and compaction.
The gravel will be dumped and the next layer processed, watered and compacted.
b. Some areas will require benching and removal of unwanted material, adding gravel,
watering and compaction.
c. Some areas will require only grading, watering and compaction.

The earthworks will be done by one team with the following resources:
 Vehicles and equipment
 Grader - 1 No.
 Excavator - 1 No.
 Sheep foot compactor - 1No.
 Vibratory rollers - 1 No.
 Tippers (20) Tons - 2 No.
 Water browser - 1 No.
 Set of survey equipment - 1 No.

 Labour
1. Foreman - 1 No.
2. Plant operators - 4 No.
3. Drivers - 3 No.
4. Surveyor/leveler - 1 No.
5. Chainmen - 4 No.
6. General labourers - 2 No.

The expected output of the above resources will be as follows:-


 One set of a grader, a vibratory roller and a water browser will be able to process 500 m2
per day. This translates to approximately 14 working days to process 7070 m2 of material
for area 1.
 Area 2 will require 11 days for 7070 m2 of material.
 Area 3 will require 10 days for 4700 m2 of material.
9. DRAINAGE WORKS
Immediately after undertaking the excavation works and preparations of the subgrade, the
cleaning of the existing manholes and drainage facilities will commence.

The aggregates for concrete works required will be obtained from our quarry and material testing
will be undertaken to ensure the correct design mix is used for the concrete batching. Cement
will be purchased from Bamburi Cement while sand will be purchased from Malindi.

The construction of drainage facilities will be undertaken as instructed by the Project Engineer,
and it will be an independent activity which will be undertaken throughout the contract period
and in any section so long as there are no space constraints and inconveniences to traffic.

There will be one team that will handle the concrete works and will have the following
resources:-
 Vehicles and equipment
 Vibratory roller - 1 No.
 Tipper (7) Tons - 1No.
 Mobile Concrete mixer (Car mix) - 1 No.
 Poker vibrator - 2 No.

 Labour
1. Foreman - 1 No.
2. Plant operators - 3 No.
3. Drivers - 1 No.
4. Mason - 1 No.
5. Carpenter - 1 No.
6. General labourers - 5 No.

10. PROVISION OF THE CORAL GRAVEL FOR THE SUBBASE


The natural coral gravel material for sub base will be excavated and dumped at site, ready for
mixing with cement stabilizer. The gravel will be spread, leveled to grade, awaiting stabilization.
The source of coral gravel will be from Bamburi area and confirmation tests on its quality will be
aviled before commencement of the dumping.

The activity will be done by one team with the following resources:
 Vehicles and equipment
 Excavator - 1 No.
 Wheel loader - 1 No
 Vibratory rollers - 1 No.
 Tippers (20) Tons - 2 No.
 Water browser - 1 No.
 Set of survey equipment - 1 No.

 Labour
1. Foreman - 1 No.
2. Plant operators - 5 No.
3. Drivers - 3 No.
4. Surveyor/leveler - 1 No.
5. Chainmen - 4 No.
6. General labourers - 10 No.

The expected output of the above resources will be as follows:-


 A combination of 1 excavator and 2 tippers will be used to excavate and haul the gravel
material. The output of a 20 Ton tipper is approximately 50 m3 per day since the haulage
distance is more than 5 Kms and its an urban set up with traffic inconveniences.
Therefore, the 1425 m3 of material will be done at the time that the areas are ready to
receive gravel and will take an estimated 20 working days to complete for the area 1.
 The 1090 m3 of material will be done at the time that the areas are ready to receive gravel
and will take an estimated 14 working days to complete for the area 2.
 The 950 m3 of material will be done at the time that the areas are ready to receive gravel
and will take an estimated 12 working days to complete for the area 3.
11. CONSTRUCTION OF THE CONCRETE PAVEMENT.
The aggregates and sand will be transported from Jaribuni Quarry and Malindi respectively and
dumped at a convenient location on site.

Formwork will be assembled on site and steel reinforcement will be purchased locally and fixed
on site.

A trial mix will be undertaken to determine the parameters for the class of concrete required
before commencement of the production of concrete.
The production of the concrete for the base course will commence after the sections are ready.

We will use the self-loading concrete mixer (car mix) to produce concrete, then it will be poured
and vibrated to the required finish.

The construction of base course will be done by the following resources:


 Vehicles and equipment

The expected output of these resources is as follows:-


 The car mix has an output of 10 m3 per hour an assuming it works for 6 hours, 60 m3 of
concrete can be realized. It is noted that the sections to be casted, will be predetermined
so as to ensure the works are completed on time.
 The 2585 m3 of concrete will take approximately 45 working days to cast after all
preparations are completed for the area 1.
 The 1981 m3 of concrete will take approximately 35 working days to cast after all
preparations are completed for the area 2.
 The 1725 m3 of concrete will take approximately 30 working days to cast after all
preparations are completed for the area 3.
 Curing of the concrete will be undertaken for 14 days after the casting.
