2016

Baker's campaign website highlighted the following issues:

Education

  • In 2016, the legislature passed and Governor Dayton signed into law a provision I worked hard on to make funding between Greater Minnesota and Metro school districts more equitable. We also made additional investments in early education and programs to help reduce Minnesota's teacher shortage.

Transportation

  • I remain committed to finding a long-term plan that will stabilize our transportation funding system, and hope we can build on the progress made this year and come to an agreement next session on a plan that properly invests in key road projects like Highway 23 without an increase in the gas tax.

Broadband

  • As the Vice Chairman of the Affordable Energy and Jobs Committee, I have a unique opportunity to be on the frontlines fighting for expanded broadband access in rural Minnesota. Over the last two years, we passed $45 million in new funding for broadband, more than double the amount allocated over the previous two years. In total, Minnesota is expected to see more than $120 million in broadband funding in 2017 alone when you include federal and private investments.

Tax Policy

  • The budget surplus we've seen over the past two years is an indication that Minnesota is collecting more of your hard-earned tax dollars than are needed. That's why I proudly supported and helped to pass more than $800 million in tax relief over the next three years, most of which was unfortunately vetoed by Governor Dayton. I hope he will call a special session so we can do right by middle-class families.

Buffer Strips

  • I was proud that Republicans helped to put a stop to the Governor's misguided 50-foot buffer policy that would have meant a one-size-fits-all 50 foot strip on every waterway in the state. We forced the Governor to reconsider and ultimately passed a compromise proposal that respects our farmers and emphasizes local control.
  • In 2016 I supported a clarifying bill that Governor Dayton signed into law to rein in attempts by state agencies to include ditches in the new buffer law. This was not part of the original agreement, and it was good to see legislators work collaboratively to bring more clarity to the buffer strip issue.[8]

Scorecards

See also: State legislative scorecards and State legislative scorecards in Minnesota

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
