Mooney's campaign website highlighted the following issues:[4]
Jobs and the Economy
- Excerpt: "That is why my job as a State Senator will be to promote policies, (including repealing legislation), which encourage people to start new businesses and expand existing businesses in New Hampshire."
Taxes and Spending
- Excerpt: "I have always opposed and will continue to oppose any broad-based sales or income tax of any kind. Our lack of a sales or income tax is the cornerstone of New Hampshire’s advantage over our high-tax New England neighbors. They have gone down the road of broad-based taxes and in the long-run their property taxes are almost as high as ours and they do not get better services from their state governments."
Health
- Excerpt: "I believe in transparent, affordable and nonrestrictive healthcare. Information regarding procedures and pricing should be readily available for patients. Insurance policies should be accepted at each hospital and between states."
Education
- Excerpt: "I believe in quality, competitive and affordable education. Public schools should be locally run without federal mandates. Students and parents should have the option of charter schools, vouchers or home school."
The Second Amendment
- Excerpt: "I strongly support the individual Second Amendment right to keep and bear arms, which we have enshrined in Part First, Article 2-a of the New Hampshire Constitution."
The Right to Life
- Excerpt: "I am and always have been Pro-Life."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
