Overview of position
Our client is an operational arm of the United Nations (UN), supporting the successful implementation of
its partners’ peacebuilding, humanitarian & development projects around the world. Their mission is to
help people build better lives & countries achieve sustainable development. Their areas of expertise
cover infrastructure, procurement, project management, financial management & human resources.
The Health, Safety, Social and Environmental (HSSE) Analyst will report directly to the Project Manager
& ensure full coordination with the Site Engineers & other project team members. In general, the main
duties of the HSSE Analyst include ensuring compliance with occupational health & safety, social and
environmental laws, procedures, guidelines & specifications & to provide advice on measures needed to
minimize hazards or unhealthy situations in construction sites. The HSSE Analyst needs to establish a
safe workplace according to legal standards & foster a culture of attention to health, safety, social &
environment management in all work sites under the project throughout the project life cycle. The HSSE
Analyst shall focus primarily on prevention of accidents & is expected to be detail oriented & ready to
act in emergencies.
Role objectives
More specifically, the HSSE Analyst will be responsible for the following substantive tasks:
Prepare & / or update health, safety, social & environmental management plans, review them
on a regular basis & keep them up to date at all times.
Advise & instruct project staff, contractors, consultants & other stakeholders on various safety,
health, social & environmental related matters related to project implementation.
Support the Project Manager in raising awareness on health & safety issues among project staff,
consultants, contractors & other stakeholders & within the UN in general, working closely with
all related sections.
Initiate, organize & conduct HSSE training for our clients project team, contractors, consultants
& other stakeholders.
Inspect work sites & the work of personnel on a regular basis to identify issues or non
conformity & enforce necessary actions where unsafe acts or processes that seem dangerous or
unhealthy are detected.
Oversee installations, maintenance & disposal of substances, plant & equipment etc. to ensure
they are done in conformity with applicable laws & industry best practice.
Record & investigate incidents (including near misses) to determine the cause & to propose
improvements to processes in the future.
Prepare reports on incidents (including near misses) & compile statistical information to present
to upper management on HSSE matters.
Ensure a safe workplace environment is maintained at all times without risk to health & safety
of everyone including workers, our clients staff, other stakeholders & general public.
Ensure that all health & safety policies, procedures, rules & regulations are adhered to & are
regularly reviewed, updated & communicated.
Ensure the contractor meets its statutory obligations in all areas pertaining to health, safety &
welfare at work, including statutory training & reporting.
Ensure that safety inspections, risk assessments, working procedures are managed &
contractors & employees are aware of their responsibilities in relation to health & safety issues.
Ensure full & accurate health & safety training records are documented.
Establish & conduct a structured program of health & safety training (including a well developed
induction program) for project staff, contractors, consultants & other stakeholders.
Establish an HSSE committee, manage & devise the agenda for, chair & formulate & distribute
minutes for the health & safety committee meetings.
Keep up to date with all aspects of relevant health, safety & welfare at work legislation &
communicate relevant changes to the stakeholders.
Provide regular reports to the Project Manager on relevant health & safety activities.
Participate in regular site meetings to report on relevant health & safety matters & to provide
necessary advice.

Key competencies
Bachelor’s degree in health & Safety or a relevant field, preferably with engineering background.
Additional qualification in Health & Safety / Environmental studies or other social safeguards
such as gender equality, child protection, disability inclusiveness will be an advantage.
At least 2 years demonstrable experience in managing health & safety on construction sites is
required.
