Valerie Anderson
is Reader in Human Resource Development at Portsmouth
University. She specializes in learning and development in work
organizations. She is an expert member of the BSI Committee
responsible for standards development in human capital
management and development and led the development process
for BS PD 76006: A Guide to Learning and Development. She is
the Convenor of the ISO Working Group to develop ISO 23595:
Learning and Development in Organizations. In addition to her
academic work, she has extensive management and consultancy
experience in a range of different public and private sector
organizations. She chairs the Research Activities Committee for
University Forum for HRD and until 2019 was Co-Editor of Human
Resource Development Quarterly, which publishes cutting-edge
research into all aspects of learning, development and training in
work organizations. Valerie is a committed researcher-practitioner,
concerned to bring the best of research and practice together to
challenge conventional wisdom and generate new ideas and
practices. She is author of the CIPD book Research Methods in
HRM, currently in its third edition.
Heather Bond
joined the CIPD in 2002 and has worked with the CIPD Research
team since 2014. As Standards Adviser, she represents the CIPD
as an expert on British and International Standards Committees
that are developing Standards in human capital and human
resource management. A Chartered Fellow of the CIPD, and
holder of a judicial appointment as an Employment Tribunal
Member, she was previously CIPD’s Quality Assurance Manager

with responsibility for CIPD qualification development, delivery,
assessment and regulatory compliance.
Martin Cottam
is Group Technical Assurance and Quality Director at Lloyd’s
Register, a global provider of professional services for engineering
and technology which improves the safety and increases the
performance of critical infrastructures. He is an engineering risk
management specialist with risk assessment and safety
management experience across several major hazard industries.
In the 1990s he led the development of Lloyd’s Register’s
certification of occupational health and safety management
systems. He joined the British Standards Committee on OH&S
management at that time, contributing to the development and
revisions of several British Standards on OH&S management and
to the development of OHSAS 18001. He chaired the committee
throughout the development of ISO 45001, leading the UK
delegation on the ISO 45001 project committee. He now chairs
the ISO technical committee for occupational health and safety
management (ISO/TC 283), which owns ISO 45001 and is
developing additional standards and guidance on OH&S
management. Martin was also involved in the development of the
ISO 55000 series of standards on Asset Management. He is a
member of BSI’s Management Systems Expert Group and chair of
BSI’s Conformity Assessment Policy Committee.
Alaa Garad
is an award-winning executive and academic with extensive
expertise in academia, general management, executive education
and business development with more than 20 years of experience
in designing, leading, implementing and managing projects in
various industries and sectors. He has led and managed a client

portfolio of 43 organizations and assessed more than 450 firms.
He established and chaired two international conferences with
overall attendees of 1,300. He is a member of the BSI Human
Capital Technical Committee (HCS/1) and has worked and
engaged in assignments in 13 countries. A member of seven
international and regional professional bodies and a trustee in five
charities, Alaa is currently working as Course Leader and Senior
Teaching Fellow at the University of Portsmouth. Some of his
former roles include CEO, Investors in People, UAE; Director of
Emirates Centre for Organizational Learning; and Director of
Emirates College of Technology.
Helge Hoel
is Professor Emeritus at the University of Manchester after retiring
from his post as Professor in Organizational Behaviour. He is a
recognized international expert on discrimination, bullying and
harassment in the workplace, having carried out a number of
studies related to these issues, including most recently a large-
scale study of the workplace experiences of lesbian, gay and
bisexual employees. He has written and contributed to many
books, articles and reports in the area of bullying and harassment,
including commissioned works for the International Labour
Organization and the European Parliament. He was
commissioned by the Norwegian Labour Inspectorate to develop
training courses for investigators of bullying and harassment,
which have successfully rolled out within the Nordic countries. As
Director of the Fairness at Work Research Centre, now part of the
University’s Work Equality Institute, he and Professor Anne
McBride oversaw the development of the British Standards
Institution Management Code of Practice on Diversity and
Inclusion (BS 76005). Linked to this development, he currently
represents the UK on the writing panel for a new global standard

on diversity and inclusion for the International Organization for
Standardization.
Edward Houghton
is the CIPD’s Head of Research and Thought Leadership. Since
joining the institute in 2013 he has been responsible for leading
the organization’s people analytics and human capital research,
exploring human capital management, measurement and external
reporting – with a particular focus on sustainability and
transparent reporting. His work has featured in publications by the
UK’s Financial Reporting Council and Financial Conduct Authority.
Recent publications have included People Analytics: Using people
data to drive performance, A duty to care? Evidence of the
importance of organisational culture to effective governance and
leadership and A new approach to line manager mental well-being
training in banks, an independent evaluation of the Bank Workers
Charity and Mind partnership to deliver mental health awareness
training in the UK financial services sector. In 2018 he was
awarded £300,000 of grant funding by the UK Department for
Business, Energy and Industrial Strategy as part of the Business
Basics Fund for an innovative programme evaluating the impact of
people management interventions in small and medium-sized
enterprises on firm productivity and performance.
Anne McBride
is a Professor of Employment Relations at the Alliance
Manchester Business School, University of Manchester. She
chaired the drafting panel for the BSI Code of Practice on
Diversity and Inclusion, consisting of members from a range of
organizations from the private and public sectors, leading to
publication of the standard in 2017. Anne is a member of the Work
and Equalities Institute at the University and her work on gender
