1. GENERAL

1.1 PURPOSE

The purpose of this specification is to provide information, guidelines and minimum requirements
for the Clean Agent Gaseous Fire Extinguishing System to be provided in the MCC/Switchgear
room. It is to be read in conjunction with mandatory standards, codes and regulations which also
apply and listed in this specification.

1.2 SCOPE

2. DESIGN REQUIREMENTS FOR CLEAN AGENT SYSTEM

2.1 GENERAL

The CONTRACTOR’s design requirements are defined in the requisition, this specification and
the referenced specifications, codes and standards.

The design of the clean agent system shall be carried out by qualified personnel and their
resume shall be provided for Company/Contractor review and approval.

Equipment shall be designed to minimize the cost of transport to site, installation and
commissioning. Equipment shall be pre-assembled and tested in the Vendor's works to the
greatest practicable extent.

UL listed or FM approval shall be provided for gaseous fire extinguishing system. All equipment
associated with this system shall be listed for the service.

All the electrical and instrument components which are required outside the protected area of
the gaseous fire suppression system shall be classified for minimum Zone-I, Gas Group-IIB,
Temperature class T3 and ATEX certified. The equipment which are required inside the
protected area of gaseous fire suppression system shall be suitable for non-hazardous area.

2.2 SYSTEM TYPE

Automatic, total flooding, centralized storage type clean agent fire extinguishing system shall be
considered to suppress fires in the rooms equipped with electrical and electronic equipment.
The system capacity shall be designed for the single largest hazard with 100%
reserve.

NOVEC 1230 clean agent shall be used for fire extinguishing system. Other types are not
acceptable. All clean agent system components shall be UL Listed/FM approved.

2.3 DESIGN CONCENTRATION & FLOODING FACTOR

The design concentration, flooding factor, discharge time, hold-up time and all other design
factors shall conform to NFPA 2001.

VENDOR shall provide a flow calculation report performed by listed/approved computerized


software, indicating the pipe sizes, length, fittings and pressure drop for NOVEC 1230 gas fire
extinguishing system.

Vendor shall calculate the sufficient quantity of gas and cylinders to compensate leakage factor,
if applicable.

2.4 PROTECTED AREA

The following area shall be protected by NOVEC 1230 gas:

• The ceiling void, room void and floor void area for MCC/Switchgear room, shall be
protected by NOVEC 1230 gas fire extinguishing system.

Since the efficiency of total flooding clean agent fire extinguishing systems depends on the
maintenance of an extinguishing concentration in the enclosure, leakage of gas from the
space shall be kept to a minimum.

To prevent loss of agent through openings to adjacent hazards or work areas, vendor shall
consider openings to be permanently sealed or equipped with automatic closures and doors to
be equipped with automatic closure mechanisms.

Additional quantities of gas shall be provided to compensate for any special condition that can
adversely affect the extinguishing efficiency.

If the developed pressure presents a threat to the structural strength of the enclosure, venting
shall be provided to prevent excessive pressure.

2.5 GAS SUPPLY

The amount of agent in the system shall be enough for total flooding of the protected area.

A 100% reserve supply of charged cylinders shall be provided and permanently connected to
the piping and arranged for easy changeover. Main and reserve cylinder banks shall be
separated by means of check valves and/or isolation ball valve.

A suitable clearance shall be allocated for the location of cylinders, to provide easy access for
maintenance or replacement of the cylinders.

The capacity of cylinders shall be selected based on the available storage space, better
replacement and interchangeability.

Agent properties shall meet the standards of quality given in NFPA-2001 and local codes &
standards. Agent blends shall remain homogeneous in storage and use within the listed
temperature range and conditions of service that they will encounter.

2.6 SAFETY ASPECTS

The discharge of clean agent extinguishing system on a fire could create hazard to personnel
and impact environment due to nature of the agent or the products of decompositions that result
from exposure of the agent to the fire or hot surfaces.

Any unnecessary exposure to extinguishing agents & decomposition products, even at NOAEL
concentrations, shall be avoided. VENDOR shall make sure that achieved concentration after
complete discharge is not exceeding the NOAEL level of selected clean agent.

Suitable safeguards shall be provided to ensure prompt evacuation of and prevent entry into

hazardous atmospheres and to provide means, if required, for prompt rescue of any trapped
personnel.
Outward-swinging doors with automatic closure hardware will be provided. The doors shall be
capable of being opened from inside, even when locked from outside.

A pre-discharge alarm and time delay, enough to allow personnel evacuation prior to discharge,
shall be provided.

2.7 ENVIRONMENTAL FACTORS

The clean agent shall have the following main features:


• Zero ozone depleting factor
• Zero global warming effect
• Survivability
• No clean-up requirement when discharged
• Not performing unnecessary discharge testing

All phases of design, installation, testing and maintenance of the system using clean agent
should be performed with the goal of no emission to the environment.

2.8 ELECTRICAL CLEARANCE

All system components shall be located to maintain a clearance from energized electrical parts
no less than minimum requirements of NFPA-70.

The clearance between un-insulated, energized parts of the electrical system equipment and
any portion of the NOVEC 1230 gas fire extinguishing system shall not be less than the minimum
clearance provided for electrical system insulations on any individual component.

Warning notices shall be clearly displayed, and a safe system of maintenance work shall be
adopted where safe distance between enclosed or uninsulated live electrical components and
all parts of the clean agent fire extinguishing system cannot be achieved.

An electrical light with “IMMEDIATE EXIT” wording shall be provided inside the protected spaces
on top of every door to warn the personnel for evacuating from the area.
An electrical light with “NO ENTRY” wording shall be provided outside of the protected spaces
on top of every entrance to warn the personnel that clean agent will release in case of fire inside
the area.

2.9.2 INSTRUCTION SIGNS

Warning/instruction signs shall be affixed in a conspicuous location in every protected space, at


every entrance to the protected spaces, in spaces near the protected spaces where it is
determined that extinguishing agent could migrate and create hazard to personnel (if applicable)
and at each entrance to extinguishing agent storage rooms where extinguishing agent can
migrate or collect in the event of a discharge from a safety device of a storage cylinder.

The safety sign format, color and letter style of the signal words shall be in accordance with
requisition and all signs and warnings shall be in local (Arabic) and English language.

2.9.3 AUDIBLE AND VISUAL ALARMS

The following stages of alarms shall be provided for NOVEC 1230 gas fire extinguishing system:
• During 1ooN fire detection condition – audible and visual alarm (Red color) inside the
protected room.
• During 2ooN fire detection condition – audible and visual alarm (Red color) inside the
protected room.
• During NOVEC 1230 gas discharge condition – audible and visual alarm (Red color)
outside the protected building i.e. near the entry door of the protected area.

The supply and installation of sounders and beacons for the three stages of alarm shall be in
building’s fire alarm system vendor scope.

2.9.4 PRESSURE RELIEVING IN THE PROTECTED ENCLOSURE

Fire suppression systems that use clean agent, shall extinguish fire by reducing the level of
oxygen to a point where combustion of the flammables cannot be maintained but the oxygen
level shall not drop below that required for safe breathing of personnel present in the room.

If the amount of gas discharged into the hazard results in excessive pressure inside the
protected room, then suitable pressure relief damper shall be provided, if applicable.

The pressure relief damper shall open and close automatically to limit the pressure
inside the room recommended by the NOVEC 1230 system manufacturer.
If special ducting is required, VENDOR shall provide the required design documents for such
ducting.

2.10 PRESSURIZATION TEST

A door fan test (Room integrity test) shall be carried out for each of the clean agent system
protected area to determine the leakage characteristics of the protected space/volume. This test
shall establish the pressure retention properties of the protected area/room and the ability of the
room to retain the gas and determine relief arrangement, if applicable.

A well-proven technology, Fan test/Integrity test software and test equipment shall be adopted.
Tests shall be performed by well-trained certified engineers in the operation and use of this
equipment.

UL Listed or equivalent software shall be used as per NFPA 2001.

3. SYSTEM COMPONENTS

3.1 GAS CYLINDERS

Agent shall be stored in cylinders designed to hold that specific agent at ambient temperatures.
Cylinders shall be charged to a fill density or super pressurization level within the range specified
in the manufacturer’s listed manual. Each agent cylinder shall have a permanent name plate or
other permanent marking that indicates the agent type, super pressurization level of container
and nominal agent volume as per NFPA 2001.

The cylinders which are shipping type shall be designed to meet the requirements of the U.S.
Department of Transportation (DOT) or equivalent.
A reliable means of indication shall be provided to determine the pressure in refillable super
pressurized cylinder, if applicable.

Each cylinder shall be complete with the following accessories:


• Discharge valve (master or slave type)
• Check valve
• Flexible pipe for connection to discharge manifold
• Safety device (Burst Disk)

The material of valves, actuators, and other components shall be compatible with the
outdoor/indoor conditions installed.

All electrically energized actuators shall be capable of being monitored from the central work
station.

3.2 DISTRIBUTION

3.2.1 MANIFOLD & PIPE WORKS

Gaseous fire extinguishing system manifold and piping network shall be designed, tested and
manufactured according to NFPA 2001 requirements. The material of pipes and fittings shall be
as per manufacturer recommendations, suitable for the Project climatic environmental
conditions. Material & class shall be declared by vendor during proposal stage.
All gaseous system piping shall be of carbon steel (confirmed by Vendor) type and the pressure
rating of the pipes and fittings shall be suitable for the service and shall comply to the applicable
NFPA requirements. Vendor shall submit details of piping system for purchaser approval.

All prefabricated piping and manifolds shall be hydrostatically tested and its certificate to be
submitted by VENDOR.

All pressure relief devices shall be designed and located so that the discharge from the device
will not injure personnel or pose a hazard. The pressure reducing device shall be

3.2.2 VALVES

All valves shall be UL listed or FM approved for the intended use.

All gaskets, O-rings, sealant and other valve components shall be constructed of material that
is compatible with the agent. Valves shall be protected against mechanical, chemical or other
damages.

3.2.3 DISCHARGE NOZZLES

Discharge nozzles shall be listed for the intended use.

Discharge orifices shall be of corrosion-resistant metal.

Discharge nozzles shall be permanently marked to identify the nozzle and to show the
equivalent single-orifice diameter regardless of shape and number of orifices.

3.3 CONTROL SYSTEM

3.3.1 GENERAL

The gaseous fire extinguishing systems shall be operated at two modes i.e. automatic/manual
by a selector switch at gaseous fire extinguishing control panel.

Activation of gaseous fire suppression system shall be as follows:

a) Automatically: In this mode, smoke detectors detect the fire and send the signal to DCS
Operator station in LCS-76 and in F&G HMI and Mimic Panel of MTB and
CCB.

o During 1ooN fire detection condition

The sequence of operation shall be as below:


• Initiate alarm at the Building Zone Display Panels of the LCS room and the Guard House.
• Initiate alarm at the F&G HMI & Mimic Panels in the CCB and MTB.
• Initiate alarm at the DCS Operator station of LCS Control room.
• Initiate audible alarms via PA/GA system.
• Initiate Fire Alarm Bells in the building.
• Initiate Flashing Beacons outside the building.
• “IMMEDIATE EXIT” lights inside the protected zone will be activated
through the Clean agent system control panel.
• “NO ENTRY” lights outside the protected zone will be activated through
the Clean agent system control panel.

• Initiate Fire Alarm bell in the building.
• Initiate Flashing Beacons outside the building.
• Trip HVAC system including closure of all F&G Dampers.
• The building’s fire extinguishing control panel shall create a 15 to 30 seconds time
delay.
• The fire extinguishing control panel shall initiate the 2nd stage alarm.
• Alarm to RLIC Fire Station-1
• “IMMEDIATE EXIT” lights inside the protected zone will be activated through the Clean
agent system control panel.
• “NO ENTRY” lights outside the protected zone will be activated through the Clean agent
system control panel.
• Closes the door magnetic switches.
• After 15 to 30 seconds time delay, the fire extinguishing control panel shall send the
signal to main cylinder bank of the protected area to operate. The NOVEC 1230 gas
released indication shall be annunciated in the main F&G system through pressure
switch at the main cylinder bank manifold, once the NOVEC 1230 gas is discharged into
the protected area.
• If the main cylinder bank does not operate based on the signal from fire extinguishing
control panel due to non-availability of main cylinder bank or signal failure, then the
standby cylinder bank shall be operated through the time delay in main manifold’s
pressure switch feedback. The NOVEC 1230 gas released indication shall be
annunciated in the main F&G system through pressure switch at the standby cylinder
bank manifold, once the NOVEC 1230 gas is discharged into the protected area.
• The building’s fire extinguishing control panel to make the 3rd stage alarm i.e. audible
and visual alarm at outside the NOVEC 1230 gas protected building.

b) Manually: In this mode, the system will be activated via a double action break-glass
push button, mounted outside the main entrance of the protected area.
This shall send signal to LCS-76 DCS Operator Panel and Initiate alarm at F&G HMI &
Mimic Panels in CCB and MTB.

The sequence of operation shall be as below:


• The building’s fire extinguishing control panel shall create a 15 to 30 seconds time delay.
• The fire extinguishing control panel shall initiate the 2nd stage alarm.
• The fire extinguishing control panel shall activate the “IMMEDIATE EXIT” lights and “NO
ENTRY” lights which are provided inside and outside the protected area respectively.
• Trip HVAC system including closure of all F&G Dampers.
• Closes the door magnetic switches.
• After 15 to 30 seconds time delay, the fire extinguishing control panel shall send the
signal to main cylinder bank of the protected area to operate. The NOVEC 1230 gas
released indication shall be annunciated in the main F&G system through pressure
switch at the main cylinder bank manifold, once the NOVEC1230 gas is discharged into
the protected area.
• If the main cylinder bank does not operate based on the signal from fire extinguishing
control panel due to non-availability of main cylinder bank or signal failure, then the
standby cylinder bank shall be operated through the time delay in main manifold’s
pressure switch feedback. The NOVEC 1230 gas released indication shall be
annunciated in the main F&G system through pressure switch at the standby cylinder
bank manifold, once the NOVEC 1230 gas is discharged into the protected area.
• Building’s fire extinguishing control panel to make the 3rd stage alarm i.e. audible and
visual alarm at outside the NOVEC 1230 gas protected building.

c) Mechanically: In this case, the system will be activated via mechanical release lever
which is located on the NOVEC 1230 cylinder discharge valve from the storage area.

During this operation, the system shall be activated without any time delay.

There shall be an Inhibit mode considered in the key maintenance switch. When the system is
in an inhibit mode, no electrical actuation shall be done i.e. actuation either automatic or manual
shall not occur. The status of system shall be annunciated in the main F&G system.

This inhibit mode of operation is necessary for someone who enters the protected area equipped
with NOVEC 1230 gas fire extinguishing system and wants to stay there for a period to do
maintenance or repair work. This maintenance work shall be done after taking the work permit
from the plant authority. Once, the personnel complete the work inside the protected area, and
then the work permit has to be closed by the plant authority by ensuring the system is in normal
mode of operation.

During the inhibit mode of operation, if the plant authority wants to operate the NOVEC 1230
gas fire extinguishing system then the same shall be done through manual release lever which
is located on the cylinder discharge valve.

The status of all the above operations shall be indicated at the F&G system in LCS-76 DCS
Operator control room, CCB and MTB.

All operating devices shall be designed for the service they will encounter and shall not readily
be rendered inoperative or susceptible to accidental operation.

3.3.2 GASEOUS FIRE EXTINGUISHING LOCAL CONTROL PANEL

The control panel shall supervise the actuating devices and associated wiring and as required,
cause actuation. The control equipment shall be specifically listed for the number and type of
actuating devices utilized, and their compatibility shall have been listed as well.

A dedicated module or control panel for fire extinguishing shall be provided for each NOVEC
1230 gas fire extinguishing system protected room (i.e. Switchgear Room). The control panel
for the clean agent system shall be located outside the protected area in the cylinder room. The
panel shall be wall mounted and field programmable and all the functions shall be software
controlled.

The fire extinguishing control panel shall be addressable type and UL or FM approved.

The panel shall be naturally ventilated, totally enclosed dust and vermin proof with IP-64
enclosure as minimum. If forced ventilation is provided, redundant ventilation fan shall be
included, if agrees with UL or FM certification for panel.

Extinguishing system control panel shall be equipped with Ni-Cd battery and battery charger.
Batteries shall be capable of maintaining the system in normal operation for a period of not less
than 24 hours after the failure of main supply including the full load operation for at least 30
minutes. The full load would be defined as that caused by the operation of all the audible and

visual alarms operating simultaneously and operation of indicators. 240 VAC normal power
supply will be provided to the extinguishing control panel.

All the electrical and instrument components which are required outside the protected area of
the gaseous fire suppression system shall be classified for minimum Zone-I, Gas Group IIB and
Temperature Class T3 and ATEX certified. The equipment which are required inside the
protected area of gaseous fire suppression system shall be suitable for non-hazardous area.

The Gaseous fire extinguishing system shall be automatically actuated by the confirmed fire
signals received from the Fire & Gas system to start the sequence of gas release.

The panel shall meet all requirements of NFPA-72 and shall be provided with following
controls, indications and alarms as minimum:
• Auto/Manual/Inhibit switch for each protected area.
• “MAIN/RESERVE BANK SELECTED” status indication.
• Time delay controls.
• Separate “GAS RELEASED” alarm and indication for each protected room.
• Common “SYSTEM FAULT” indication.
• Panel Alarm Silence Switch.
• Audible and Visual Alarm Silence Switch.
• Panel Reset Switch.
• Panel Lamp Test Switch.

The fire extinguishing control panel shall be central controlling equipment of all the equipment,
devices and operation of the gas extinguishing system. It shall have the following functions:
• All the extinguishing and alarm controls shall be through the panel
• Accept input pre-alarm and confirmed alarm signal from plant F&G system.
• Accept inputs from manual release stations and abort switches and operate the gaseous
fire extinguishing system in the respective fire zone.
• Operating the electrical warning lights and audible and visual Alarms

All actions carried out at the fire extinguishing control panel, both automatic & manual and fault
signal shall be reported to Fire & Gas system at LCS-76 DCS Operator control room, CCB, MTB.

The gaseous fire extinguishing control panel shall be interfaced with the F&G system to repeat
the following signals as minimum:
• “AUTO/MANUAL/INHIBIT” status for each protected area
• Common “FAULT/TROUBLE” status
• Common “MANUAL RELEASE STATION ACTIVATED” status
• Common “ABORT SWITCH ACTIVATED” status
• “GAS RELEASED” status per protected area
• “MAIN/RESERVE BANK SELECTED” status

The NOVEC 1230 gas fire extinguishing system shall be monitored or operated from the control
room MTB and/or LCS-76 through push button actuation at Mimic panel.

3.3.3 CLEAN AGENT REQUIREMENTS OF CONTROL & SUPERVISORY EQUIPMENT

3.3.3.1 Manual Rel ease

Manual release shall be electrical release device type. The release devices shall be double
action break-glass, surface mounted type and shall be located outside main entrance to the
protected zone.
This release shall trigger the electrical control head in the same manner of an automatic system
operation (time delay is not recommended). The manual release shall be provided in red and
labelled with white letters indicating operation instruction and that the unit is manual release for
clean agent fire extinguishing system.

3.3.3.2 Mechanical manual release lever

This device shall be mounted on the NOVEC1230 cylinder discharge valve. This manual release
lever shall be operated when there is no electrical power supply or panel’s signal failure condition
or if the system is in inhibit mode of operation.

3.3.3.3 Main/Reserve Selector Switch

A Main/Reserve selector switch shall be provided near the panel to switch between main and
reserve cylinder bank. This switch is common for all the zones which are protected with same
extinguishing system. Indication for main or reserve cylinder bank armed position shall be
provided on gaseous fire extinguishing system control panel.

3.3.3.4 Pressure Supervisory Switch

Gaseous fire extinguishing system shall include a pressure switch installed on the downstream
discharge piping of each protected zone. The switch shall be set to operate upon system
operation. This switch shall be used to confirm the NOVEC 1230 gas has been discharged
successfully.

3.3.3.5 Abort Switch

This device shall be provided within the protected area near the means of egress for that area.
The abort switch shall be of a type that requires constant manual pressure to cause to abort. In
all cases, the normal and manual emergency control shall override the abort function. Operation
of the abort function shall make an annunciation in the F&G system. The abort switch shall be
clearly recognizable for the purpose intended.

3.3.3.6 Cylinder Wei ght / Pressure Supervisory Switches

Common pressure loss indication through pressure switch shall be provided in the main F&G
system for main cylinder bank by connecting all the main cylinders pressure switch in one group.
Similarly, common pressure loss indication through pressure switch shall be provided in the F&G
system for standby cylinder bank by connecting all the standby cylinders pressure switch in one
group.

3.3.3.7 Audible and Visual Alarms

Audible and visual alarms shall be provided within and outside the protected area at all
entrances and designated exits to give positive warning of implemented discharge. The
operation of the warning devices shall be continued after agent discharge until positive action
has been taken to acknowledge the alarm and proceed with appropriate action. A distinctive
pre-alarm and confirmed alarm shall be provided for audible alarms. A common audible and
visual alarm shall be provided outside of the cylinder storage area.

All devices shall be located, installed or suitably protected so that they are not subject to
mechanical, chemical or other damage that would render them inoperative.

3.3.4 SYSTEM ACTUATION

Fire and smoke detection system is excluded from the gaseous fire extinguishing system
supplier and will be supplied by others. It is being explained here for the interface purpose.

When a single detector in each of the cross-zoned detection loop is activated, it shall initiate
following actions:
• Flashing beacon and audible alarm inside the protected zone through fire extinguishing
control panel.
• “IMMEDIATE EXIT” lights inside the protected zone will be activated through fire
extinguishing control panel.
• Pre-alarm indication corresponding to protected zone on FACP panel will be ‘ON’

After a manual call point in the area or the second detector on the other cross-zoned detection
loop or a manual release station has been activated it shall initiate following actions:
• Flashing beacon and audible alarm inside and outside of the protected zone will be
activated through fire extinguishing control panel
• Confirmed-alarm indication corresponding to protected zone on the LCS-76 DCS
Operator Panel, CCB and MTB Control panel will be ‘ON’.
• “IMMEDIATE EXIT” lights inside the protected zone will be activated through fire
extinguishing control panel.
• “NO ENTRY” lights outside the protected zone will be activated through fire extinguishing
control panel.
• Supply & return HVAC dampers of the protected zone will be closed through main F&G
system.
• The gaseous fire extinguishing control panel will receive “fire” signal from main F&G
system through DCS Operator control panel and NOVEC 1230 gas releasing circuits will
get activated.

Extinguishing agent will be released automatically with time delay of 15 to 30 seconds to ensure
evacuation of personnel. In case of any system trouble, system release, main/reserve change
over, auto/manual system change over, system abort or manual release, an alarm indication
with individual tag shall appear on the F&G system.

When gaseous fire extinguishing system is released by means of manual release devices time
delay of 15 to 30 seconds is required to ensure evacuation of personnel before agent discharge.
